:01:08. > :01:10.The inquest into the death of three men, who were trying to kayak

:01:11. > :01:14.down the River Tyne, was opened and adjourned this morning and was

:01:15. > :01:16.told all three were "relatively inexperienced" at the sport.

:01:17. > :01:19.Two brothers and their cousin died as they tried to paddle through

:01:20. > :01:24.Their bodies were recovered the next day.

:01:25. > :01:29.Our Chief Reporter Chris Stewart has the story.

:01:30. > :01:31.Three days after the emergency services

:01:32. > :01:33.pulled the bodies of the men from the water,

:01:34. > :01:36.and now the formal enquiry into their deaths begins.

:01:37. > :01:39.Brothers Darren and Mark Thorpe were aged 41 and 39

:01:40. > :01:42.and were from South Shields. They had gone on the kayaking trip

:01:43. > :01:47.with their cousin, Gavin Bradley, 36, also from South Shields.

:01:48. > :01:50.He is pictured here with his wife Louise and daughters Molly

:01:51. > :01:54.and Gracie. The police say the men had planned to paddle

:01:55. > :01:58.from Hexham to Wylam along waters swollen by heavy rain.

:01:59. > :02:01.They were found on a stretch of the River Tyne

:02:02. > :02:04.between Corbridge and Riding Mill.

:02:05. > :02:06.The Coroners Court, here in North Shields, this

:02:07. > :02:11.afternoon heard all three men had only recently taken up the sport.

:02:12. > :02:16.The British Canoe Union says more than a million people take to

:02:17. > :02:19.the water in canoes and kayaks in this country every year.

:02:20. > :02:22.And while it might seem inevitable that this hearing will eventually

:02:23. > :02:26.find that the men died as a result of an accident, that is not

:02:27. > :02:32.The coroner will want to examine al the evidence to see

:02:33. > :02:35.if there is something there which might just prevent similar

:02:36. > :02:47.The full hearing is scheduled for July.

:02:48. > :02:49.Joan Lawrence, the mother of missing York chef Claudia Lawrence,

:02:50. > :02:52.has spoken of the emotional turmoil she's been thrown into

:02:53. > :02:57.Police investigating the case have been continuing

:02:58. > :03:00.their forensic examinations at two houses in York and North Shields.

:03:01. > :03:03.Both properties are linked to 59`year`old Michael Snelling,

:03:04. > :03:06.who was arrested on Tuesday and released on police bail last night.

:03:07. > :03:09.Mrs Lawrence says the arrest came out of the blue

:03:10. > :03:12.after five years of seemingly fruitless investigation.

:03:13. > :03:27.The house remains the focus of police activity and searches today

:03:28. > :03:31.three days after the arrest of a 59`year`old man on the suspicion of

:03:32. > :03:36.murder. He has been released on conditional bail as enquiries

:03:37. > :03:40.continue. The houses have a mile from Claudia Lawrence's home. She

:03:41. > :03:46.disappeared without trace in March 2009. Her family have campaigned

:03:47. > :03:50.tirelessly for the last five years to keep her disappearance in the

:03:51. > :03:54.public eye. And hoping for a breakthrough in a case that seem to

:03:55. > :04:00.have stalled. This morning, her mother said it has taken an

:04:01. > :04:04.emotional toll. This is the first time there has been an arrest in

:04:05. > :04:10.five years. This has come totally out of the blow. I had absolutely no

:04:11. > :04:17.warning, not even an inkling, that this was going to happen. It was

:04:18. > :04:22.like shell shock. And Tuesday morning, when the police walked in

:04:23. > :04:28.and informed me quite early in the morning that this was going to take

:04:29. > :04:35.place. I am glad they did in for me before it went out on the media. And

:04:36. > :04:39.I could not believe it. While the arrest on Tuesday might feel like a

:04:40. > :04:43.breakthrough, it is worth stressing no one has been charged and Mrs

:04:44. > :04:48.Lawrence is wary of people jumping to conclusions. I just need to sit

:04:49. > :04:54.and think about it, say my prayers and get through the rest of the

:04:55. > :05:02.days. But at the bottom of all this, I am concerned about this person,

:05:03. > :05:09.because this person might be totally innocent and I am concerned, both my

:05:10. > :05:13.daughter and I are concerned that all this publicity, what Hammett

:05:14. > :05:18.could do to another family. Meanwhile, North Yorkshire Police a

:05:19. > :05:26.further arrest could be made as their enquiries progress.

:05:27. > :05:29.The search for 19`year`old Luke Pearce is now entering

:05:30. > :05:33.Luke went missing at the weekend after a night out in Durham.

:05:34. > :05:36.He hasn't been seen since the early hours of Sunday morning, when he

:05:37. > :05:39.left his friends after visiting the Jimmy Allen's nightclub.

:05:40. > :05:45.He was last seen heading in the direction of Maiden Castle.

:05:46. > :05:53.Depending on where you live, and on whether you drive, you either

:05:54. > :05:56.Northumberland recently dropped its car park

:05:57. > :06:00.But Cumbria County Council has just approved the introduction of charges

:06:01. > :06:06.The council's cabinet has agreed to charges in the city of Carlisle,

:06:07. > :06:08.and towns including Penrith, Workington, Whitehaven, Maryport,

:06:09. > :06:12.It says the scheme should mean "a greater turnover of vehicles in

:06:13. > :06:16.But traders are worried it'll drive shoppers away.

:06:17. > :06:23.Spuds have been on the menu on this street corner in Penrith

:06:24. > :06:27.But Tim is worried about plans to charge for parking on the road

:06:28. > :06:32.Especially when half of his customers drive in from out

:06:33. > :06:38.Those guys won't want to come into town and have to pay for

:06:39. > :06:42.on street parking when they want to quickly nip in, get a potato

:06:43. > :06:48.I think it will be a detrimental effect to my business and it will be

:06:49. > :06:56.Finding a parking space in this busy market town can be

:06:57. > :07:04.But at the moment, when you do, you simply stick your disc

:07:05. > :07:09.What businesses are worried about is if people have to start to

:07:10. > :07:13.pay to park to pop to the shops for a bite to eat or paper, they

:07:14. > :07:23.The county council has decided to introduce parking charges to

:07:24. > :07:25.cover cost of traffic wardens and painting yellow lines.

:07:26. > :07:28.But district councils will be asked to help shape how it works.

:07:29. > :07:32.It is important that we still retain some elements of free

:07:33. > :07:35.Even if it is a shorter amount of time.

:07:36. > :07:38.The ability to stop in a market town, pick something up

:07:39. > :07:41.from the corner shop , newsagents, whatever, it is vital.

:07:42. > :07:44.If we lose that altogether, then you are playing

:07:45. > :07:47.into the hands of the bigger stores and supermarkets which all

:07:48. > :07:51.You won't be able to take that choice away from people.

:07:52. > :07:54.Not everything can be got in a supermarket.

:07:55. > :07:56.You can't buy ranges of clothes or do business with

:07:57. > :08:02.So I think this is not going to be a detrimental effect on business

:08:03. > :08:06.I'd probably just go somewhere like Morrison's where I wouldn't

:08:07. > :08:10.There's too many small shops going to the wall anyway.

:08:11. > :08:18.But it would just cause a bit of an inconvenience.

:08:19. > :08:31.The parking charges should be in place before Christmas.

:08:32. > :08:33.Cumbria County Council's also approved plans

:08:34. > :08:35.to spend more than ?7.5 million on LED lights,

:08:36. > :08:37.which will reduce the council's energy bills.

:08:38. > :08:40.For a trial period lights will be dimmed, or switched off,

:08:41. > :08:52.Where ever we consider this, it will be first through public consultation

:08:53. > :08:56.with residents, secondly impact assessments done, quality impact

:08:57. > :09:02.assessments and rules safety assessments done. And we're it is

:09:03. > :09:05.not advisable and not safe to do so, these measures will not be

:09:06. > :09:09.introduced. Where are those are introduced, it will be a 12 month

:09:10. > :09:13.period, with consultation with residents and would users on going.

:09:51. > :10:02.village on the Northumberland coast. Boats, handmade, on the spot. This

:10:03. > :10:07.is what used to happen on Seahouses, boat building, and tourism has taken

:10:08. > :10:11.its place rather successfully. This B has been judged the best in

:10:12. > :10:17.England and its high profile could strengthen yet more the local

:10:18. > :10:21.tourist industry. There is a lot of seasonal part`time employment and we

:10:22. > :10:24.are trying to grow that visitor economy so that visitors have

:10:25. > :10:30.something to come and celebrate the whole year round. Incredibly, in the

:10:31. > :10:35.same small village, this caravan park has also been called best in

:10:36. > :10:40.its class, and this is a real economic driver. Various surveys

:10:41. > :10:46.have been done suggesting there is in excess of ?3.5 million going into

:10:47. > :10:53.the local economy as a result of tourism. As far as numbers that we

:10:54. > :10:58.employ, it is in excess of 50 people in the height of season, nearly all

:10:59. > :11:05.of those local people. Michael first worked on the holiday village site

:11:06. > :11:10.as a 60 new gold. 26 years on, the transformation, with gymnasium and

:11:11. > :11:15.swimming pool, she was how many more people are coming to Seahouses. ``

:11:16. > :11:21.first worked on the site as a 16`year`old. The day`trippers you

:11:22. > :11:26.would associate with the west of the country normally. The nature of

:11:27. > :11:31.Seahouses tourism might be changing, bringing more affluent visitors,

:11:32. > :11:35.chipping in more of the ?7.5 million that the wider county sees spent by

:11:36. > :11:41.tourists every year. So tourism is big business, worth

:11:42. > :11:48.?700 million, but could be worth more? It could, Northumberland

:11:49. > :11:53.county council has a plan of that 700 million and wants to see 15%

:11:54. > :11:56.more spent within the next five years, particularly targeting

:11:57. > :12:02.Scandinavian and Baltic States tourists, but that is it from

:12:03. > :12:05.Seahouses, I will now make my particular contribution to the

:14:15. > :14:19.but the owner of this local pub says Gateshead's pub is making a

:14:20. > :14:25.difference. When they play at home, as they have the last couple of

:14:26. > :14:30.games, it attracts 8500 people and made a phenomenal difference to us.

:14:31. > :14:34.There is an opportunity for the people of Gateshead to grab this and

:14:35. > :14:40.bring new people to the town and see how great it is. Swansea made ?50

:14:41. > :14:45.million as a city out of it coming up into the Premier League. It will

:14:46. > :14:50.not be that for a Gateshead, but could be ?50,000, half a million, so

:14:51. > :14:57.it is what Gateshead and the Northeast make of it. But if the

:14:58. > :15:02.town is to turn more cash, the club needs more fans, but there is a

:15:03. > :15:07.problem. And you get a sense appear what that problem is. Right on the

:15:08. > :15:13.doorstep of the stadium are two massive Premier League sides. To the

:15:14. > :15:17.east, Sunderland, about seven miles away the Stadium of Light. And

:15:18. > :15:22.across the river, three miles away, Saint James is Park, home of

:15:23. > :15:31.Newcastle United. Newcastle attracted an average of more than

:15:32. > :15:37.50,000 to each league `` Matt, just under 42,004 Sunderland. And with

:15:38. > :15:42.some league matches, watched by and 604 Gateshead. We would like to

:15:43. > :15:52.double it. That is definitely possible. If we can attract 1500 `
