:00:00. > :00:09.of a Hello and welcome to Wednesday's

:00:10. > :00:12.Look North. Tonight, a shocking video that

:00:13. > :00:15.appears to show members of boy band One Direction taking drugs emerges

:00:16. > :00:16.on the day of their big show here in the North.

:00:17. > :00:27.Ordered to pay back a loan If justice is so that a group which

:00:28. > :00:37.is this amount of money is not setting a good example.

:00:38. > :00:43.And hold your horses! The The pony`trekking firms who fear

:00:44. > :00:52.new speed restrictions could drive them out of business.

:00:53. > :00:59.In sport, still no win for cricket's County champions, as rain forces yet

:01:00. > :01:00.another draw. And Sunderland confirm their first

:01:01. > :01:05.summer signing from one of their If justice is so that a group which

:01:06. > :01:09.is this amount of money is not Disappointment and dismay among

:01:10. > :01:13.fans, parents and drugs workers, as a video emerges, appearing to show

:01:14. > :01:16.two members of the world's biggest boy`band smoking cannabis. And all

:01:17. > :01:19.on the day One Direction are performing at the Stadium of Light

:01:20. > :01:22.in Sunderland. It is claimed the footage, on the Mail Online website,

:01:23. > :01:26.was shot in Peru, where possession of a small amount of cannabis is

:01:27. > :01:28.legal. But its publication has cast a

:01:29. > :01:32.shadow over the start of the UK leg of the group's world tour on

:01:33. > :01:35.Wearside tonight. The concert begins in an hour's time and our reporter

:01:36. > :01:38.Stephanie Cleasby is live for us now at the Stadium of Light. This video

:01:39. > :01:43.has come as a bit of a shock? Disappointment and dismay among

:01:44. > :01:54.fans, parents and drugs workers, as Yes, absolutely. Thousands of firms

:01:55. > :02:03.have been gathering here for tonight 's concert, there will be 50,000

:02:04. > :02:10.firms in the stadium. They have been queueing all day in the miserable

:02:11. > :02:19.rain. But as the image of the band being tarnished by this? The website

:02:20. > :02:23.showed two members allegedly smoking cannabis and talking about it in

:02:24. > :02:32.Pettigrew, for they weren't to the last month. It is uncertain who

:02:33. > :02:36.filmed the footage, but the band are keeping very quiet about it

:02:37. > :02:45.alternate. They said that the matter was known in the hands of lawyers.

:02:46. > :02:55.We are leaving Peru, jointly, happy days.

:02:56. > :03:14.He is having a look, he says, I am sure she can smell an illegal

:03:15. > :03:19.substance. The band are known for having the most loyal fans in the

:03:20. > :03:22.world and have a huge following on social media. Many of the phones are

:03:23. > :03:27.very young and I have been talking to them to find out if the video has

:03:28. > :03:35.changed how they feel about the burn. I began by speaking to a fan

:03:36. > :03:40.who is known in the stadium though. A quick look at the bedroom was

:03:41. > :03:45.always shows how much she loves the band. She has been looking forward

:03:46. > :03:52.to going to the concert tonight for over 12 months. They have been found

:03:53. > :04:04.since the band rose to fame. This is my room and all of the posters and

:04:05. > :04:13.merchandise is mine. They are very down to earth. After watching the

:04:14. > :04:20.video, Zoe says she feels let down. I was really disappointed. I was

:04:21. > :04:30.unsure at first, but I realised what they have done. I have not totally

:04:31. > :04:38.change my opinion, but I would not stop liking the band, because there

:04:39. > :04:45.is more than one person in the burn. Her friend says the ban should be

:04:46. > :04:48.setting a better example. They do do a lot of practical jokes, and if

:04:49. > :04:56.that is what it is, they should not be doing that with drugs. They

:04:57. > :05:02.should know how high`profile VR. They should not even be mentioning

:05:03. > :05:08.drugs. The only really should be mentioning them is to see Noel to

:05:09. > :05:14.them. The band have a huge following and social media and many have been

:05:15. > :05:21.quick to react to the video. Some have ripped up the concert tickets,

:05:22. > :05:26.but others say that the band members responsible for note in their 20s

:05:27. > :05:32.and are adult enough to do for the want. It is not a very good role

:05:33. > :05:36.model for children. It is a bit disappointing. I do not expect it

:05:37. > :05:46.will put many people off, but it is disappointing. My daughter is

:05:47. > :05:51.intelligent enough to know that she should not take them. I have no

:05:52. > :05:59.problem. It is the choice, it is up to them what they do. I am not

:06:00. > :06:01.bothered. I think it is fine. Everybody makes mistakes. They are

:06:02. > :06:08.young. Let them get on with it. If you have a view on that video,

:06:09. > :06:20.why not let us now what you think by It is not just the fans who are

:06:21. > :06:24.concerned about the video? No, we have been talking to drugs agencies

:06:25. > :06:29.who seek the help in setting a very bad example and are asking that the

:06:30. > :06:36.band give some of their profits to helping combat drug abuse. I would

:06:37. > :06:47.like them to come down here just to see the effect that jobs have one

:06:48. > :06:53.families and the communities. The children can get psychotic and

:06:54. > :07:05.aggressive. But smoking cannabis in small doses socially, would not do a

:07:06. > :07:10.lot of harm? It is a bad job. It is often must mass`produce them drawn

:07:11. > :07:14.with a lot of other chemicals. If you ask some of the families who

:07:15. > :07:19.have two live with some of these children who are now hooked on

:07:20. > :07:26.harder drugs, it is terrible. Aside from the video, exciting teams are

:07:27. > :07:31.building in Sunderland, even in the awful rain. The band will take to

:07:32. > :07:35.the stage about quarter past eight. People are waiting to go in. The

:07:36. > :07:43.support act is on just before seven o'clock. This is the highest profile

:07:44. > :07:46.event at the stadium so far. Sunderland cannot wait.

:07:47. > :07:51.If you have a view on that video, why not let us now what you think by

:07:52. > :07:54.logging on to the Look North Facebook page? The details are on

:07:55. > :08:06.It is quick and easy money, to help cover a short`term shortfall, but

:08:07. > :08:10.interest rates can be sky high. So what could be worse than being

:08:11. > :08:14.unable to settle a payday loan? Well, perhaps being asked to pay

:08:15. > :08:18.back a loan you did not even take out in the first place. It could be

:08:19. > :08:19.a new kind of scam, now being investigated, after a case Look

:08:20. > :08:33.North learned about. Construction manager Steve Roberts

:08:34. > :08:39.has worked since the day he left school and always paid his bills. I

:08:40. > :08:46.am lucky enough to be in the position where they do not need

:08:47. > :08:51.loans, I do not need credit. To suddenly receive this bill, it was

:08:52. > :08:58.quite shocking. The first letter arrived one month ago. It said that

:08:59. > :09:03.they had been instructed by a loan company to retrieve money and the

:09:04. > :09:11.ticket faked his own status and future. They also said there was

:09:12. > :09:18.another problem with his account. I did not have any way of proving I

:09:19. > :09:23.had not taken it, apart from giving them my bank details. I had no way

:09:24. > :09:30.of proving it was not mine. The details they gave matched. My own.

:09:31. > :09:34.Do you know how much they were claiming? I could not even tell you

:09:35. > :09:45.that. The account was not actually mean. Tricky one, that. The payday

:09:46. > :09:53.loan company also sponsors one of football teams, but it was not down

:09:54. > :10:04.to the company. The loan amount was ?100 and they have now launched an

:10:05. > :10:09.investigation. Explain this. It seems a false bank account was set

:10:10. > :10:14.up in his name. It is a scam known about by the police reporting

:10:15. > :10:18.centre. It seems someone has secured the best loan on the best terms

:10:19. > :10:21.possible. No repayments whatsoever. It is not just the fans who are

:10:22. > :10:50.concerned about the video? No, we The chaplain of Durham School has

:10:51. > :10:56.been arrested on suspicion of the historical sex offence. The

:10:57. > :10:58.50`year`old was arrested and later bailed. The offences alleged to have

:10:59. > :11:03.happened in the e`mail to save area. Plans to scale`back the level of

:11:04. > :11:06.children's and maternity services at the Friarage Hospital in

:11:07. > :11:09.Northallerton will now go ahead without further review. The

:11:10. > :11:11.proposals, that would see all high`risk births and overnight

:11:12. > :11:13.children's care going elsewhere, were referred to the Health

:11:14. > :11:16.Secretary. But today, Jeremy Hunt confirmed there were no grounds for

:11:17. > :11:20.a further review and said the plans should go ahead. Our health

:11:21. > :11:22.reporter, Sharon Barbour, joins me now. This has all gone on for a long

:11:23. > :11:27.time. Is this the end of the line for those who wanted to keep

:11:28. > :11:41.services at the Friarage? The controversial plans have been

:11:42. > :11:50.around for about three years. The local people said they were appalled

:11:51. > :11:56.by the proposals. There was a 10,000 petition signatures. The health

:11:57. > :12:01.secretary refused the proposals and referred to the independent panel.

:12:02. > :12:08.We'll look at all the to health care, big changes, and they decided

:12:09. > :12:15.that after looking at the issues with resources that the down grading

:12:16. > :12:24.was in the interests of patients. The changes will now be implemented

:12:25. > :12:30.in October. This mean? It essentially means that midwives will

:12:31. > :12:35.run the service, as opposed to doctors. Children with complicated

:12:36. > :12:42.medical conditions will have to find another hospital. Have we had

:12:43. > :12:49.reaction from those who wanted to keep the hospital as it was? Yes, we

:12:50. > :12:53.have heard from supporters, such as William Hague, who said the changes

:12:54. > :13:00.could be complicated. The support group have said the changes were

:13:01. > :13:05.supported by local doctors and midwives will provide a better

:13:06. > :13:11.service for the children. There is also another story from the

:13:12. > :13:17.hospital. Investigations are underway in terms of outpatients and

:13:18. > :13:19.how they are cared for. When the condition deteriorates. The local

:13:20. > :13:24.pressure group says they are working with the local trust to find out how

:13:25. > :13:31.patients are being looked after. They will not tell us what prompted

:13:32. > :13:32.the investigation, but hopes the outcome will lead to improvements

:13:33. > :13:36.for the patient. Pony`trekking firms in the Lake

:13:37. > :13:39.District are worried that proposed "speed restrictions" on horses using

:13:40. > :13:42.off`road routes could drive them out of business. Some say the National

:13:43. > :13:45.Park Authority wants to limit horses to no more than a trot, to protect

:13:46. > :13:49.walkers and cyclists. But officials say they Are only consulting on

:13:50. > :14:08."sensible measures for all bridleway 6000 people a year, pony trekking

:14:09. > :14:13.here. It is nearly every of the animals can canter freely. They are

:14:14. > :14:23.unhappy about the new proposed guidelines. We cannot be imposed

:14:24. > :14:29.with the speed limit on the bridleways. We wade across Fells and

:14:30. > :14:33.mountains. We need to go on the route and it needs that amount of

:14:34. > :14:40.cantering in sections to be able to get round the distance that we need.

:14:41. > :14:45.Those in the business they the cantering and galloping in the

:14:46. > :14:52.countryside is essential to the survival of the industry. They say

:14:53. > :14:56.that Raiders will simply get bored and go to other places, such as

:14:57. > :15:02.Spain and Portugal, where there are no speed restrictions. There's a

:15:03. > :15:10.vast industry based on this. It is based on this principle. People who

:15:11. > :15:16.are writing this have to see on occasions what they are seeing. At

:15:17. > :15:21.the parks say they have been Miss understood and this is a balancing

:15:22. > :15:32.act. The highway network, the motorways have a 70 mph speed limit.

:15:33. > :15:39.Our bridleway network, we believe it is not appropriate to raid the horse

:15:40. > :15:44.at full gallop. We want people to be responsible for their own actions.

:15:45. > :15:47.People in Yarm have voted by an overwhelming majority to separate

:15:48. > :15:50.from Stockton Council. 89% of people who took part in a local referendum

:15:51. > :15:53.supported plans to transfer to Hambleton in North Yorkshire.

:15:54. > :15:56.Campaigners in Yarm say they have been ignored by Stockton, with

:15:57. > :15:58.unpopular parking charges and redevelopment schemes "foisted" on

:15:59. > :16:02.them. But less than a quarter of people in Yarm took part in the

:16:03. > :16:05.referendum, which is not legally binding. It hs also cost ?4,000 and

:16:06. > :16:20.opponents say that is a waste of public money.

:16:21. > :16:30.This is a story of two places. Yarm Let us call one of them and the

:16:31. > :16:35.other Stockton. The first got together 40 years ago. They have

:16:36. > :16:43.shared many things. But after all those years together, they are going

:16:44. > :16:52.their separate ways. Yarm Once a divorce. In a referendum, nearly 90%

:16:53. > :16:58.of people wanted to break it off with Stockton. In a relationship, it

:16:59. > :17:05.is a build`up of different things, street parking, building work on the

:17:06. > :17:16.cobbles. No, another council has come in and Yarm wants to join

:17:17. > :17:19.forces with Hambleton. They have been undermining and this

:17:20. > :17:24.satisfaction going on for two or three years. We have given them the

:17:25. > :17:31.opportunity to come out and say something, but they have not. So,

:17:32. > :17:44.I'll be celebrating? It should be in Yorkshire. Do you think North Yorks

:17:45. > :17:51.would be better? But the referendum is not legally binding and the cost

:17:52. > :18:00.of ?4000 as upset opponents. It did not give the true picture. In

:18:01. > :18:07.Stockton, we have excellent services. 40 years as long time, but

:18:08. > :18:15.local authorities on. In North Hambleton, they are ready to welcome

:18:16. > :18:26.Yarm back. They might as well come back. And none of this means the

:18:27. > :18:34.separation is going to happen. North Stockton, Hambleton and Yarm would

:18:35. > :18:37.all have to officially agree that they could move on.

:18:38. > :18:41.Mark Denten joins me now, So a vote to move Stockton into North

:18:42. > :18:47.Yorkshire, but what does it actually mean?

:18:48. > :18:55.As I say, the three councils have to agree that the boundary commission

:18:56. > :18:59.can have a look at this. We have heard from Hambleton council this

:19:00. > :19:06.afternoon. They say they are flattered by the results of the

:19:07. > :19:11.referendum, but they are not seeing anything else. The council are sing

:19:12. > :19:19.the waiting for the boundary commission to contact them. As far

:19:20. > :19:23.as I can gather, nobody is picking up the phone in Stockton.

:19:24. > :19:26.Thousands of visitors are expected on Gateshead quayside over the next

:19:27. > :19:30.three days, as Children's BBC comes to town. The special, live, event is

:19:31. > :19:33.aimed at youngsters from six to 12 and, of course, their parents, and

:19:34. > :19:37.will feature some of CBBC's biggest stars and shows. We will be live

:19:38. > :19:40.from the event tomorrow night, but here is Damian O'Neil with a quick

:19:41. > :19:43.Three days of live interactive entertainment, all free of charge,

:19:44. > :19:46.from the top names in children's broadcasting. The show is centred on

:19:47. > :19:49.Baltic Square and in the Baltic Centre for Contemporary Arts itself

:19:50. > :19:53.and the only entry requirements are that if you are under 18, you must

:19:54. > :19:57.be accompanied by a responsible adult and if you are over 18, you

:19:58. > :20:00.must bring a child of some description. The fun starts tomorrow

:20:01. > :20:22.We have got blue Peter. They will present the show live from here. On

:20:23. > :20:33.Friday, we have got Sam and Mark with a new one hour show. A lot of

:20:34. > :20:43.fun in that and on Saturday morning, we will be revealing the name of the

:20:44. > :20:49.new dumping ground dog. The Short had over 40,000 visitors in Leeds

:20:50. > :21:08.last year and this time, let us just hope the weather gets a bit better.

:21:09. > :21:12.Almost 50 years ago, the American civil rights leader Martin Luther

:21:13. > :21:17.King made a speech on Tyneside. He was on the area to receive the

:21:18. > :21:21.honour a doctorate from Newcastle University. All this week, BBC

:21:22. > :21:26.Newcastle is carrying reaction to the visit. Actor and comedian Lenny

:21:27. > :21:37.Henry tells the story in a special programme on BBC One. This is as big

:21:38. > :21:49.yawn that Newcastle was ordering. There was no secret about it. We all

:21:50. > :22:03.felt it was an honourable thing that Newcastle did. And you can see the

:22:04. > :22:08.special programme on BBC at 10:55pm on Sunday evening. And all this

:22:09. > :22:17.week, you can hear the reactions of Americans as the speech is replete

:22:18. > :22:22.in the United States. If you were watching last night, you would have

:22:23. > :22:29.seen an elite cyclists and thousands of spectators converging on Durham

:22:30. > :22:33.for round five of one of the United Kingdom 's leading team events. Not

:22:34. > :22:43.a bad way to get in the mood for the Tour de France July led in

:22:44. > :22:51.Yorkshire. It is the fifth year in a row that the ROM has hosted the

:22:52. > :22:55.prestigious event. The Commonwealth Games medallist and among the latest

:22:56. > :23:01.29 competitors to be named in the Scottish team to compete at Glasgow

:23:02. > :23:06.this summer. One of them, returning to judo for the first time since

:23:07. > :23:16.2002 is saved Clark, from South Shields. He may have been linked to

:23:17. > :23:18.the newly vacated manager 's post at Southampton, but the Sunderland boss

:23:19. > :23:31.has launched his summer rebuilding programme. The first new recruit is

:23:32. > :23:38.Billy Jones, the West Brom defender. Meanwhile, the Newcastle manager has

:23:39. > :23:42.insisted that the online France striker did not feature at Liverpool

:23:43. > :23:47.on the last day of the season because he was injured and not, as

:23:48. > :23:53.some media courts have suggested, because he wanted to save himself

:23:54. > :23:57.for the World Cup. Finally, rain was the only winner as both sides are

:23:58. > :24:04.crickets county championship had to settle for drawers. In the match at

:24:05. > :24:07.Headingley between Yorkshire and Lancashire, it finished after no

:24:08. > :24:15.play was possible on the final day and it was the same for Durham at

:24:16. > :24:21.Nottingham. Speaking of the weather, C what it has in store.

:24:22. > :24:30.Tomorrow, it will be a slow and steady improvement after a wet

:24:31. > :24:35.start. As we head into this evening and overnight, we still have this

:24:36. > :24:39.weather front on the top of us. Still a lot of cloud and outbreaks

:24:40. > :24:48.of rain. The more persistent rain in the south of the region. Tomorrow

:24:49. > :24:52.morning, it is the grey and damp start to the day, but the rain will

:24:53. > :24:57.begin to peter out as we head through the morning into the

:24:58. > :25:04.afternoon. It is looking drier. Still one of two scattered showers

:25:05. > :25:08.in the afternoon, but brainless beginning to break out in some

:25:09. > :25:14.areas, particularly in the north`east. But never very warm

:25:15. > :25:22.tomorrow, with the high temperature of 14 Celsius in the West, slightly

:25:23. > :25:30.colder as you head for the East. So that is the picture for tomorrow.

:25:31. > :25:34.Over the next few days, there is a high pressure of which should keep a

:25:35. > :25:39.strike over the next few days and into the weekend. It is not going to

:25:40. > :25:48.be particularly good with regard to sunshine, pitiless least it will be

:25:49. > :25:53.dry, for the most part. Here are the temperatures for Thursday and

:25:54. > :26:05.Friday. Many places should see some blue sky and sunshine. `` sunshine.

:26:06. > :26:08.For the weekend, most places staying dry, but a bit of dry as to whether

:26:09. > :26:22.this will remain the case on Sunday. As I say, a fear amount of cloud

:26:23. > :26:28.around, but somebody spills around. If you are out and about, we would

:26:29. > :26:36.love to see your photographs. You can get in touch with us here.

:26:37. > :26:46.And if you are planning any trips in have Tim, you can get the latest

:26:47. > :26:54.forecast up`to`date on the new BBC weather application and of course,

:26:55. > :27:04.on Europe BBC local radio station. Can you get on the couch. We never

:27:05. > :27:49.leave enough room for you. We will see you later on. Goodbye for now.

:28:06. > :28:08.Ray Mears explores the land behind the Hollywood legend

:28:09. > :28:12.and discovers the wild that made the West.
