:01:20. > :01:23.who was today ordered to pay back ?40,000 after he conned insurance
:01:24. > :01:28.The 63`year`old was forced to hand back the money after a Proceeds
:01:29. > :01:31.of Crime Act hearing ` at Teesside Crown Court `
:01:32. > :01:34.heard he'd received a lump sum after two of his pensions matured.
:01:35. > :01:38.His former wife ` Anne Darwin ` has already paid back ?500,000 that
:01:39. > :01:41.she made from the crime which made headlines around the world.
:01:42. > :01:49.Back in front of the cameras and still it seems with no regrets.
:01:50. > :02:04.It all started with that huge search operation back in 2002 `
:02:05. > :02:07.when John Darwin went missing in his canoe in the North Sea.
:02:08. > :02:14.His wife Anne collected more than ?500,000 in life insurance payouts,
:02:15. > :02:16.while he hid at home in Seaton Carew.
:02:17. > :02:21.Then that famous photograph emerged, showing the couple together
:02:22. > :02:23.in Panama, when he was supposed to be dead.
:02:24. > :02:27.They were both sentenced to six years in prison and ordered to pay
:02:28. > :02:30.back the money they'd conned out of the insurance companies.
:02:31. > :02:33.Before today's hearing, John Darling had been claiming
:02:34. > :02:43.benefits and he has only paid back ?121 of the ?679,000 he owed.
:02:44. > :02:50.In recent months, he had received lump`sum payments
:02:51. > :02:53.through to pensions he had received during his time as a teacher
:02:54. > :02:56.That is where this ?40,000 has come from.
:02:57. > :02:59.The police claimed this wasn't the end and Darwin still owed ?639,000
:03:00. > :03:03.from the money he made when he lied to the life insurance companies.
:03:04. > :03:14.And detectives said they were still seeking that money.
:03:15. > :03:17.Mr Darwin is still yet to fully satisfy
:03:18. > :03:21.If he comes into assets in the future we will seek to speak
:03:22. > :03:24.to him again until of money is paid in full.
:03:25. > :03:26.People think he has got off quite easily.
:03:27. > :03:31.We have identified ?40,000 on this occasion and if we identify
:03:32. > :03:34.further assets in the future, we will ask the court to revisit the
:03:35. > :03:39.The court heard Darwin's ex`wife Anne has already repaid more than
:03:40. > :03:42.?500,000 from the money she made and the authorities are still
:03:43. > :03:46.Detectives said criminals like the Darwins should be warned that the
:03:47. > :03:49.money they made will be recovered and the crimes they committed will
:03:50. > :04:09.Why has and had to pay back, but John has not paid back all of it. It
:04:10. > :04:13.has been easier to get the money back from there because he was
:04:14. > :04:17.supposed to be dead. All the money went into her name. The properties
:04:18. > :04:27.and insurance all went to hear so it was easier for that. The ?700,000
:04:28. > :04:33.that he made, detectives say they believe you got that over the course
:04:34. > :04:40.of four years but they don't believe he has the money today. They were
:04:41. > :04:44.saying that when that money comes, if he does get it, they will look to
:04:45. > :04:48.claw some of that back. The reality is that unless something dramatic
:04:49. > :04:57.happens they won't get anything like this ?600,000 he still owes.
:04:58. > :05:00.The Japanese train builder, Hitachi has given contracts to 35 regional
:05:01. > :05:03.companies involved in building its new factory at Newton Aycliffe.
:05:04. > :05:07.The company says its part of a pledge to keep its supply chain
:05:08. > :05:10."as local as possible," and comes on the day when it
:05:11. > :05:13.revealed the progress being made in building the County Durham plant.

:05:36. > :05:41.The massive investment of the government has put an end in
:05:42. > :05:46.We are looking at all of those projects and all of those contracts.
:05:47. > :05:49.But the owner of the site wants it to become even bigger.
:05:50. > :05:52.A centre for train building, with suppliers all
:05:53. > :05:55.around the plant, creating more than the 700 already promised jobs.
:05:56. > :05:59.For a number of years people have talked about it.
:06:00. > :06:03.The contracts were signed but what we are now seeing is a reality.
:06:04. > :06:07.Work has gone ahead on site and we see that as a catalyst
:06:08. > :06:10.for the development of the rest of the site as well.
:06:11. > :06:12.The Hitachi project has already seen some spin`offs.
:06:13. > :06:16.Neil's fabrication company in tiny Middleton in Teesdale has
:06:17. > :06:21.seen just one of 35 regional contracts placed by Hitachi.
:06:22. > :06:24.His business has supplied the fencing around the site,
:06:25. > :06:38.It kind of gives us a bit of interest in the site
:06:39. > :06:42.We're not just their doing another job.
:06:43. > :06:46.It is a job there to be recognised for years down the line.
:06:47. > :06:48.And not too many years down the line.

:08:17. > :08:22.But the Ennerdale Centre team says Electricity North West has failed to
:08:23. > :08:26.offer them an affordable and acceptable solution.
:08:27. > :08:30.They are limiting our ability to deliver our project.
:08:31. > :08:34.If that is not David and Goliath I don't know what is.
:08:35. > :08:36.They are a barrier to this community making
:08:37. > :08:43.Somebody from the Cabinet office visited a couple weeks back.
:08:44. > :08:46.He was collecting evidence of those sorts of barriers where
:08:47. > :08:50.local communities were coming up against bureaucracies, and as
:08:51. > :09:00.When making their bid for ?500,000 of lottery funding, they were told
:09:01. > :09:06.But the community group asked for another apparently easier
:09:07. > :09:11.solution to be considered, which would run through a trench provided
:09:12. > :09:14.by the centre, rather than over the poles in neighbours' gardens.
:09:15. > :09:23.Now we have the proposition of not enough money and certainly
:09:24. > :09:28.not within the timescale that the Lottery want us to meet.
:09:29. > :09:31.We are caught in a difficult situation.
:09:32. > :09:36.We have an electricity cable and absurd bills.
:09:37. > :09:41.If the work can't be done for the original price quoted and the
:09:42. > :09:46.electricity company can't get their site to do it before September, then
:09:47. > :09:50.it looks like the community centre, with years of planning and hard
:09:51. > :09:57.A spokesman for the company said the company would not be interviewed
:09:58. > :10:00.on the project as it felt had no case to answer.
:10:01. > :10:03.He explained the quotes have been provided at the request of
:10:04. > :10:08.the community and the prices reflect the cost of the work involved.
:10:09. > :10:12.The company says it will continue to work with the community to find
