:01:23. > :01:26.The Government's Green Deal is touted as being good
:01:27. > :01:29.for the environment and good for people's pockets.
:01:30. > :01:32.But an investigation by BBC Look North and BBC Newc`stle has
:01:33. > :01:35.found one firm offering Gredn Deal services in the region has left some
:01:36. > :01:40.customers out of pocket and with little to show for it.
:01:41. > :01:44.Our political correspondent Mark Denten has this exclusive rdport.
:01:45. > :01:50.John from Darlington appeardd on Look North recently.
:01:51. > :01:53.He has a 14`year`old boiler which needs replacing and was attracted by
:01:54. > :01:57.a Government scheme called the Green Deal, private firms offer energy
:01:58. > :02:04.Homeowners, landlords and tdnants benefit from the Green Deal.
:02:05. > :02:07.A Gateshead firm called Tivhum Ltd called him out of the blue.
:02:08. > :02:10.A representative visited his home, he signed up for a Green De`l
:02:11. > :02:16.But within a day, John decided it wasn't for him after
:02:17. > :02:21.After about seven to ten days I r`ng them
:02:22. > :02:27.up and said, "I've cancelled it what's happening about my rdfund?"
:02:28. > :02:29.They cashed my cheque after I cancelled the contract.
:02:30. > :02:32.But John, it seems, is not the only one.
:02:33. > :02:36.Since Look North highlighted his case, we've been contacted by these
:02:37. > :02:42.They all paid money and waited and waited.
:02:43. > :02:46.Here is Dave, from Sacriston in County Durham
:02:47. > :02:53.The guy's words to me were, "Look, we need this ?299 to go ahe`d, but
:02:54. > :02:57.don't worry about it, you c`n't lose it because at the end of thd day,
:02:58. > :03:00.if you decide after you recdive the information we are going to give you
:03:01. > :03:08.that you are not happy with it, you get your money returned."
:03:09. > :03:13.But weeks and months passed, no assessment, no new boiler.
:03:14. > :03:16.And from August last year until now, I haven't even received the
:03:17. > :03:19.Green Deal assessment, let `lone a boiler or my money back.
:03:20. > :03:25.And 20 miles north in Cramlhngton, here is Adam.
:03:26. > :03:28.After an initial cold call last August, he invited Tivium Ltd round,
:03:29. > :03:32.handed over ?199 and, althotgh he had a Green Deal assessment,
:03:33. > :03:42.I tried twice or thrice to phone the place in Swalwell.
:03:43. > :03:45.You are always on a waiting list in a telephone queue.
:03:46. > :03:51.When you ask them, "When am I going to get my new boiler?"
:03:52. > :03:56.All they say is, "There's a big delay, we don't know."
:03:57. > :03:59.And then there's John in Barnard Castle,
:04:00. > :04:01.another Tivium Ltd customer waiting for a new boiler, first contacted
:04:02. > :04:08.The guy came out, we sat and talked to him.
:04:09. > :04:12.He took a cheque for ?299 of us and said someone will be out within
:04:13. > :04:22.Then, after about six weeks, I finally got a date when they were
:04:23. > :04:29.We sat in one afternoon for four hours, nobody came out
:04:30. > :04:37.It was only because it was on the television
:04:38. > :04:40.a fortnight ago that we dechded well, these are people like us.
:04:41. > :04:43.Not to be embarrassed about it and let everybody else know what's
:04:44. > :04:54.After Look North contacted Tivium Ltd, finally,
:04:55. > :05:00.In Dave's case, Tivium Ltd said there was a mix`up
:05:01. > :05:06.It acknowledges that servicd has in his case been disappointhng.
:05:07. > :05:10.They are refunding him his ?299 and gave him ?50 gift vouchdr.
:05:11. > :05:14.In John's case, Tivium Ltd `dmitted it missed a Green Deal assessment.
:05:15. > :05:19.Again, his ?299 has been refunded `nd has
:05:20. > :05:24.In Adam's case, Tivium Ltd acknowledges del`ys
:05:25. > :05:30.They say they will fit a bohler in the next few weeks
:05:31. > :05:36.John in Darlington has been refunded, too, by Tivium Ltd.
:05:37. > :05:41.Tivium Ltd declined to be interviewed but in a statemdnt it
:05:42. > :05:44.blames teething problems with the Green Deal that are not its fault.
:05:45. > :05:47.It acknowledges it has carrhed out 6000 Green Deal assessments,
:05:48. > :05:52.but less than 1% have had the equipment installed.
:05:53. > :05:55.The firm says this is in line with problems with the
:05:56. > :05:59.Green Deal experienced by other companies and participants.
:06:00. > :06:01.Tivium Ltd says it makes strenuous efforts to communicate with
:06:02. > :06:07.customers and has a complaint rate of less th`n 1 5%.
:06:08. > :06:16.Tivium Ltd is the marketing arm of Tivium Green Deal Installers Ltd.
:06:17. > :06:19.the organisation that offichally accredits these firms, calldd
:06:20. > :06:21.Stroma, has told Look North it's investigating Tivium Green Deal
:06:22. > :06:27.Installers Ltd and its conndction to Tivium Ltd after complaints. We
:06:28. > :06:31.understand that investigation is looking at potential breachds
:06:32. > :06:38.Now Tivium Ltd says it is confident that that investigation will result
:06:39. > :06:42.in Stroma's full satisfaction, but opposition politicians `re now
:06:43. > :06:46.asking wider questions about the Green Deal itself.
:06:47. > :06:49.The Green Deal is an import`nt idea, it makes sense for people to spend
:06:50. > :06:53.their money paying back for lower efficiency energy measures rather
:06:54. > :06:56.than just higher energy bills, but it's not working at the minute.
:06:57. > :07:05.It's not attractive offer for consumers to take on.
:07:06. > :07:12.Mark, what do the Government say about the Green Deal?
:07:13. > :07:18.No minister was available to be interviewed tonight, but thd
:07:19. > :07:21.Government says they acknowledge there have been problems with the
:07:22. > :07:28.deal in the past, but they say since the project was relaunched last
:07:29. > :07:33.month, it has had ?60 million. They say over 234,000 assessments have
:07:34. > :07:38.been carried out, and around about three quarters of those havd
:07:39. > :07:41.resulted in household improvements. They say the home improvement fund,
:07:42. > :07:45.the thing that was launched last month, will make it even silple to
:07:46. > :07:49.operate. They are saying if you are planning home improvements, this is
:07:50. > :07:50.the scheme to adopt, that it does work and there are happy customers
:07:51. > :07:52.out there. It's been described as
:07:53. > :07:54."the grandest, Grand Depart ever", the weekend when North Yorkshire

:12:41. > :12:45.enterprise partnerships can bid around the country for them. We ve
:12:46. > :12:50.got a good slice of money, so they must have liked what we `` they saw.
:12:51. > :12:56.In Cumbria, a promise to crdate around 2000 jobs. The redevdlop and
:12:57. > :12:59.of wrong town ammunition depot, investment in the West Cumbria
:13:00. > :13:03.nuclear technology Centre. Hn Teeside, another 1000 jobs
:13:04. > :13:07.promised. An oil and gas Ac`demy at Redcar and Cleveland Collegd, to

:13:33. > :13:36.London. What it didn't incltde was the commitment of the amount of
:13:37. > :13:39.money that London got for that. Grant Shapps, the Conservathve Party

:13:44. > :13:48.growth deal. These are big investments, a show of faith that we
:13:49. > :13:52.believe you live in an area of the country that is absolutely poised to

:14:01. > :14:03.economy in the advanced world in the UK, it's coming right here to

:14:08. > :14:13.working with local people to get stuff done. Not everyone thhnks it's
:14:14. > :14:16.such a big deal. Labour say it's not enough, it doesn't make up for the
:14:17. > :14:20.neglect of the north`east and Cumbria of the last four ye`rs. This
:14:21. > :14:26.is Ian Wright, an MP and Sh`dow Minister. I do think it's too little
:14:27. > :14:30.too late. The Government has neglected my area over the lifetime
:14:31. > :14:33.of this Parliament, we've sden the largest spending cuts of anx area in
:14:34. > :14:36.the country. I don't think they really recognise the scale of
:14:37. > :14:41.ambition we have for our arda. We've got fantastic potential, but they
:14:42. > :14:45.haven't provided us with thd skills, tools and resources to be able to
:14:46. > :14:49.fulfil their potential. Labour said it would pass on more money to
:14:50. > :14:53.regions like ours, but you will notice there is an election coming

:15:08. > :15:11.breathed into new lungs and hear of exciting breakthroughs
:15:12. > :15:12.in liver transplantation. And tonight, we're privilegdd to
:15:13. > :15:15.have been able to film one of the most emotional moments
:15:16. > :15:17.the transplant teams face, when a tiny heart arrives just in time
:15:18. > :15:20.for surgeons to save a tiny life. Our health reporter Sharon Barbour
:15:21. > :15:40.is at the Freeman for us now. Transplant week is all about raising
:15:41. > :15:43.awareness and calling on people to have that often difficult
:15:44. > :15:46.conversation about a loved one's desires when they die and what to do
:15:47. > :15:51.about their organs, in the hope that more organs would be made available.
:15:52. > :15:56.Some stats for you, around the UK at any given time, around 10,000 people
:15:57. > :16:03.are on the waiting list. Of that number, around three people a day
:16:04. > :16:07.die because an organ hasn't become available in time. Across otr region
:16:08. > :16:13.there are hundreds of peopld waiting. In fact, there are hard ``
:16:14. > :16:16.for a heart transplant alond, there are around 56 people on the waiting
:16:17. > :16:20.list. But one little girl is no longer on the waiting list, and
:16:21. > :16:24.that's because last week thd call came to save a donor heart was
:16:25. > :16:29.available and it was a match. The surgeons kindly allowed us hnside
:16:30. > :16:30.the operating theatre to film this heart transplant operation.
:16:31. > :16:34.Few operations are as compldx and time critical
:16:35. > :16:38.The pressure in this operathng theatre is immense,
:16:39. > :16:47.Inside this cool box is the only thing that could s`ve
:16:48. > :16:56.Wrapped in ice, it's a tiny baby's heart.
:16:57. > :17:01.Child heart surgery is a painful business.
:17:02. > :17:09.Another child has died, its parents grieving, but they've given immense
:17:10. > :17:14.hope to the parent waiting outside the operating theatre, hope that
:17:15. > :17:25.The operation is highly specialised, highly complex, surgeons working
:17:26. > :17:33.The blood supply connected to the donor heart will keep it alive,
:17:34. > :17:37.but without a heartbeat the surgery team are having to work intdnsely to
:17:38. > :17:44.What's happening with blood pressure?
:17:45. > :17:48.The surgeons can't afford to lose any concentration
:17:49. > :17:54.The stress in the theatre is palpable.
:17:55. > :18:05.Finally, this baby, whose life was hanging by a thread,
:18:06. > :18:17.has a new heart, a new chance of life, one she so urgently ndeded.
:18:18. > :18:27.I'm delighted to be joined by LOD, that was the little girl in theatre
:18:28. > :18:30.there. She is six months old. Her parents took the call the other
:18:31. > :18:36.night to say a heart was av`ilable. What did that mean to you? Dmotional
:18:37. > :18:40.isn't the word. It was around about 6:30am, a very difficult call. I
:18:41. > :18:48.shed a few tears on the edgd of the bed at home. We rushed to hospital
:18:49. > :18:53.and from about 9:30am it all happened. How is she doing? Really
:18:54. > :18:56.well, considering everything she's been through. She's awake and
:18:57. > :19:02.stable. It's amazing to see that after such a hairy period. We
:19:03. > :19:05.understand that the operation was difficult at times, we saw some of
:19:06. > :19:14.the tension in the theatre. I spoke to one of the surgeons about this.
:19:15. > :19:22.We are used to opening small babies. I think transplantation in ` baby
:19:23. > :19:24.like this, it's not a very difficult operation but there were a lot of
:19:25. > :19:37.other concerns which make the operation more difficult. A very
:19:38. > :19:43.difficult operation but luckily she is doing remarkably well. It has
:19:44. > :19:48.been a roller`coaster ride, but I wonder where your feelings now lie,
:19:49. > :19:53.particularly with the familx who made the decision to donate their
:19:54. > :19:57.child's heart. We can't express the words to say how thankful wd are,
:19:58. > :20:02.because it's a very difficult decision from their point of view,
:20:03. > :20:07.they've lost a child. But it's given a new lease of life for our
:20:08. > :20:12.daughter, a second chance. H have to introduce Freya here. Good news with
:20:13. > :20:18.your little sister. Mum, I guess it's not just the road to rdcovery.
:20:19. > :20:23.Definitely. It's going to bd a long road ahead, she's still got hurdles
:20:24. > :20:33.to overcome. Hopefully it whll all go well. Thank you both verx much.
