:00:22. > :00:26.Today, at the inquest into the toddler's death, the coroner
:00:27. > :00:30.said the problem was that nobody saw the exact moment he was killed.
:00:31. > :00:39.That's how Danny's family described him.
:00:40. > :00:41.They'd all been out to help the toddler,
:00:42. > :00:44.seen here in the green jackdt, choose his Christmas presents.
:00:45. > :00:50.Moments later, he was hit by a van and killed.
:00:51. > :00:53.His family appealed for the driver to come forw`rd.
:00:54. > :00:56.Words can only describe how we as a family are feeling since the
:00:57. > :01:02.Instead of looking forward to planning our Christmas as a family,
:01:03. > :01:08.we are now facing the devastating task of planning Danny's funeral.
:01:09. > :01:10.Eight months on, and after a major police investigation, an
:01:11. > :01:16.Danny was walking along here a few yards behind
:01:17. > :01:19.his family when the police believe he lost sight of his mother for
:01:20. > :01:27.Now at that exact moment, an eyewitness told
:01:28. > :01:30.the police that he saw a white van coming along thhs road.
:01:31. > :01:33.He said he saw something behng lifted into the air
:01:34. > :01:40.The eyewitness told the polhce that the van then went over the body
:01:41. > :01:45.But a pathologist said Dannx's injuries did not fit with someone
:01:46. > :01:47.being thrown into the air and driven over.
:01:48. > :01:52.Crucially, nobody saw the moment the toddler was hit.
:01:53. > :01:54.We are confident that we have examined every relevant piece
:01:55. > :01:57.of evidence in our attempts to trace the driver of the vehhcle
:01:58. > :02:02.We are and will continue to follow any new
:02:03. > :02:07.Danny's family continue to `ppeal to anyone with information to
:02:08. > :02:13.The coroner recorded a verdhct of accidental death.
:02:14. > :02:15.And despite thousands of hotrs of police investigation,
:02:16. > :02:18.and more than 300 interviews, it is still not known who w`s
:02:19. > :02:27.Flash flooding caused chaos across parts of the region this morning.
:02:28. > :02:31.Heavy rain in parts of Tyneside hit roads and public servicds.
:02:32. > :02:34.In South Shields a school w`s closed and a hospital had to shut hts
:02:35. > :02:44.This was the Tyne Dock area in South Shields.
:02:45. > :02:47.Roads were closed and services on the Tyne and Wear metro were
:02:48. > :02:51.South and North Tyneside bore the brunt.
:02:52. > :02:56.And at this hospital, there was chaos for staff in the accident
:02:57. > :03:01.and emergency department whdn part of their building flooded.
:03:02. > :03:06.Floodwater came through the main entrances, accident and emergency,
:03:07. > :03:10.and also, there was leakage into our waiting room through the fl`t roof,
:03:11. > :03:14.so that meant for a time we couldn't take emergency patients where they
:03:15. > :03:17.were meant to be taken, and we had to move patients out
:03:18. > :03:20.Radiology, where we do all of our main x`rays
:03:21. > :03:24.etc, that was also affected with leakage from the roof and also with
:03:25. > :03:30.This evening services at thd hospital are back to normal but the
:03:31. > :03:35.Durham Crown Court was hit by lightning.
:03:36. > :03:41.All of a sudden there was a mighty bang, I've never hdard
:03:42. > :03:48.I looked out, and there was smoke coming out.
:03:49. > :03:52.The lady came to the front door I don't think she knew what had
:03:53. > :03:59.But she came to the front door and she was in shock, you could tell.
:04:00. > :04:02.Tonight it seems a repeat of these scenes is unlikely.
:04:03. > :04:11.Weather forecasters say the risk of further heavy showers is receding.

:05:01. > :05:02.drinkers in the UK and the highest number of alcohol`related hospital
:05:03. > :05:06.Recently, a few cases of underage drinking here h`ve hit
:05:07. > :05:10.the headlines including a nine year`old girl who was rushed
:05:11. > :05:13.to hospital after drinking vodka, and a 12 year`old admitted
:05:14. > :05:16.Police will now be targetting areas of underage drinking
:05:17. > :05:20.But enforcement is only part of the plan.
:05:21. > :05:25.Education in schools, education by parents, and for parents, they
:05:26. > :05:32.Very often there is a need to provide what we c`ll
:05:33. > :05:34.diversionary activities, that means providing young people
:05:35. > :05:38.with something else to do other than go out in the parks and drink.
:05:39. > :05:43.So in different places, all of those things will form part of the
:05:44. > :05:49.toolkit that's necessary to address this real blight on our sochety
:05:50. > :05:52.The death of a man who escaped from a police car and was found
:05:53. > :05:55.at the bottom of cliffs in South Tyneside, will not be dealt
:05:56. > :05:57.with by the Independent Polhce Complaints Commission.
