:00:57. > :01:08.is herself lucky to be alivd. Very emotional obviously. Wd were

:01:09. > :01:16.concerned for her safety as well. She had ingested quite a bit of

:01:17. > :01:21.water. It is a very difficult location and it proves plenty of

:01:22. > :01:25.challenges for ourselves. Wd need to look after our own safety as well.

:01:26. > :01:28.The crews warn against going in after dogs, which they s`y, as

:01:29. > :01:40.The lifeboat crew say they have been called to a number of inciddnts over

:01:41. > :01:44.the years. They don't appear to be any life belts year. We can't say

:01:45. > :01:47.whether that would have madd any difference last night that ht is an

:01:48. > :01:55.issue that concerns some local people. It's alleged life bdlts had

:01:56. > :01:59.previously been vandalised. They used to be some but they have been

:03:48. > :03:53.there. Too much power in thd hands of one person is why Labour say

:03:54. > :03:58.scrap it. This is tricky for Labour because three of the commissioners

:03:59. > :04:09.in our area are Labour. Thex are. To them, Cleveland and Vera Bahrd who

:04:10. > :04:12.is the Commissioner in the Northumbria area. I bumped hnto her

:04:13. > :04:20.today and she was speaking `t a meeting and I asked about this

:04:21. > :04:24.policy. Sometimes you can only sum up your feelings in politics through

:04:25. > :04:33.a very clear hand gesture. How does it feel to be abolished? It is how

:04:34. > :04:39.we started. We started off not supporting them. We have made the

:04:40. > :04:43.best of the job. The structtre is far from perfect and although

:04:44. > :04:56.abolition sounds terminal, what is going to happen is we intend to join

:04:57. > :05:01.in to elect a successor. As it happens, the three Northeastern ones

:05:02. > :05:04.have good relationships with their chief constables. We have done lots

:05:05. > :05:11.of close working together and it is working. It was Ed Miliband's big

:05:12. > :05:16.speech this afternoon and hd is promising more powers for local

:05:17. > :05:20.areas. What is on offer? Ed Miliband has said that the power will be

:05:21. > :05:26.devolved to local government that they were not that many specifics on

:05:27. > :05:32.that. There will be a Senator of the nations and regions as well so the

:05:33. > :05:36.pledge to devolve power to the good of, what we don't know is how much,

:05:37. > :05:40.what powers and when and wh`t potential financial powers we might

:05:41. > :05:53.get in the north`east. We hope to speak to Ed Miliband tomorrow.

:05:54. > :05:55.Police have inspected the kdnnels of an American bulldog breeder who

:05:56. > :05:59.was mauled by two of his own dogs and found the remaining anilals are

:06:00. > :06:02.Stephen Potts was attacked as he walked his dogs through

:06:03. > :06:04.High Pittington in County Dtrham on Sunday night.

:06:05. > :06:06.One of the dogs involved was destroyed by firearms officdrs

:06:07. > :06:13.Mr Potts remains in hospital with serious arm injuries.

:06:47. > :06:48.surgeries close, following a review by health bosses.

:06:49. > :06:51.The future of six surgeries across the area are under consider`tion.

:06:52. > :06:53.Patients could be moved to neighbouring practices.

:06:54. > :06:55.Hemlington Medical Centre is one of those facing closure

:06:56. > :06:58.and tonight a special meeting will be held to discuss the changes.

:06:59. > :07:01.The centre only opened four years ago at a cost of three quarters

:07:02. > :07:09.Barbara has suffered with ill health for more than a decade.

:07:10. > :07:13.Problems with arthritis, asthma and her lungs means she vishts her

:07:14. > :07:22.The NHS says there are alternative practices a few miles away,

:07:23. > :07:31.though Barbara and her husb`nd say they would struggle to get to them.

:07:32. > :07:44.There is no parking at the surgery. It would be very difficult. I can't

:07:45. > :07:49.walk more than a couple of xards. It hurts me to see the way she is. It

:07:50. > :07:55.has altered her life completely And this is where Barbara and 1 800

:07:56. > :07:57.other patients are registerdd. Supporters say the

:07:58. > :07:59.Hemlington Medical Centre only opened four years ago because there

:08:00. > :08:02.was a great need for it. But now the NHS says it's not

:08:03. > :08:12.attracting enough patients. I believe the NHS have a

:08:13. > :08:17.short`sighted view on this. They say there is no future developmdnt in

:08:18. > :08:22.the area. There are 2114 properties planned for the wider area with

:08:23. > :08:26.around 1300 right on the doorstep virtually.

:08:27. > :08:29.Supporters also make the pohnt that it was only a couple of years ago

:08:30. > :08:32.that the NHS spent three qu`rters of a million pounds converthng this

:08:33. > :08:42.The situation is confusing. The sign says the medical centre is not

:08:43. > :08:50.closing but in a statement of the NHS has told us it could close

:08:51. > :08:54.within three months. It says local views will be taken into account and

:08:55. > :08:58.a consultation process has started. That will end on September 29.

:08:59. > :09:02.Patients have six days to h`ve their say before a decision is made.

:09:03. > :09:05.Jim and Barbara say they want those running the consultation exdrcise to

:09:06. > :09:07.understand how important their surgery is and how much local

:09:08. > :09:11.The question is, will their views, concerns and worries make any

:09:25. > :09:40.There was a big campaign to have the medical centre there and it was

:09:41. > :09:45.agreed that people were not using other centres around Middlesbrough.

:09:46. > :09:51.A lot of money was spent and the doors were open. Those problems

:09:52. > :10:01.would not disappear if it closed according to local people. NHS ``

:10:02. > :10:04.NHS England makes the point that the cities have not done anything wrong

:10:05. > :10:10.and are providing value for money. Carlisle is being rebranded as

:10:11. > :10:13."The City of the Lakes", evdn though It's all aimed at attracting more

:10:14. > :10:17.investment and more visitors. But there's been criticism that

:10:18. > :10:20.the new brand overlooks one of the county's biggest attractions

:10:21. > :10:37.` its Roman heritage. Carlyle has been through rebounding

:10:38. > :10:41.before. The most recent was the Renaissance project which wdre not

:10:42. > :10:45.of money. The sign at the station is the brand that has endured but the

:10:46. > :10:50.great border city could soon be replaced by the city of the Lakes.

:10:51. > :10:56.This is a rebrand to promotd Carlyle as a place worthy of interest. We

:10:57. > :11:02.want to see more investment, we want more economic decisions madd and

:11:03. > :11:08.that is not going to happen so we are getting it in the game. But that

:11:09. > :11:15.is concerned that the rebrand is missing a trick by ignoring the city

:11:16. > :11:20.'s historical past. Critic 's of the rebrand argue if `` it ignores one

:11:21. > :11:26.of the main tourist attracthons North Cumbria has to offer. He gins

:11:27. > :11:35.wall. To have a World Herit`ge Site running through the city botndaries

:11:36. > :11:38.all along the West Coast will help the area. We are close to the Lakes

:11:39. > :11:44.but there is more than the Lakes going on. It is a fantastic county

:11:45. > :11:48.and it would be a shame if ht was just associated with the Lakes. The

:11:49. > :11:53.city of the latest 's have hts own lake nearby and it's called talking

:11:54. > :12:00.time. As per the real Lake District, that is more than 20 miles `way In

:12:01. > :12:08.Australia they talk about Windermere, not Carlyle. Since we

:12:20. > :12:25.Carlyle was so near they wotld have added it to the itinerary. The City

:13:47. > :13:50.aged 12, but has just found out that it has returned and can't bd cured.

:13:53. > :14:07.Dylan Knox does not know how long he will live that he knows there is no

:14:08. > :14:13.hope of beating his cancer. He was diagnosed with a rear disease six

:14:14. > :14:20.years ago. Tumours on his hhp and later his lung were removed. For

:14:21. > :14:25.awhile things looked good. @fter the operation they said it was `ll fine.

:14:26. > :14:36.After a while it came back. What went three mind? I was devastated.

:14:37. > :14:41.But Dylan Knox is determined not to feel or act like a victim. His

:14:42. > :14:49.inspiration is Stephen Sutton, the teenage cancer patient who died this

:14:50. > :14:54.year after raising millions. I had an iPad of the hospital and I didn't

:14:55. > :15:00.realise somebody was doing charity events to find it. I have bden on

:15:01. > :15:05.the ward and seen kids ill `nd I want to raise money to do something

:15:06. > :15:11.for them. I have donated ?2000 already. A North Sea dip thhs

:15:12. > :15:16.Saturday and an ice bucket `` challenge on Sunday will be amongst

:15:17. > :15:20.his next fundraising events. His supporters promised many more. A lot

:15:21. > :15:27.of teenagers out there in the same position don't know how to cope with

:15:28. > :15:31.a horrible disease like cancer. He is going to be inspirational for

:15:32. > :15:37.them to prove that you have to keep fighting and never give up. You keep
