:01:10. > :01:15.their cousin Gavin Bradley when they were overwhelmed at a weir.

:01:16. > :01:17.Today, an inquest heard thex were probably taken by surprise

:01:18. > :01:24.But the family say they're pleading for better river safety measures

:01:25. > :01:27.and now the coroner has pledged to raise the issue.

:04:59. > :05:02.the foundation, giving it ?0 million a year for the next five ye`rs.

:05:03. > :05:06.It would only do so on the condition the Foundation matched it

:05:07. > :05:13.by raising ?3 million pounds a year from the private sector loc`lly

:05:14. > :05:22.What they have said is that they will be happy to put ?1 million per

:05:23. > :05:28.year in but they want other companies from this area to

:05:29. > :05:33.contribute as well. There are 1 other companies that are a lot

:05:34. > :05:36.bigger than Virgin Money. If everybody could contribute

:05:37. > :05:44.something, hopefully we can get more than the 4 million pounds `` ?4

:05:45. > :05:47.million per year that is nedded Kath says her charity helps people

:05:48. > :05:50.who have nowhere else to turn. What, she asks,

:05:51. > :05:53.will happen to them if it's soon Well, Stuart joins me from the

:05:54. > :05:56.BBC Tees newsroom now. What charity funding will

:05:57. > :06:09.be available going forward? After heeding the foundation was

:06:10. > :06:16.likely to close, Virgin Mondy said it would put ?1 million into the

:06:17. > :06:22.community. The bulk of it whll go towards a youth centre. The money

:06:23. > :06:26.was welcomed but to put it hn context, at its height, the

:06:27. > :06:32.foundation was putting ?127 million per year and to local charities

:06:33. > :06:36.There is a big gap there. A lot of charities say they will havd to

:06:37. > :06:40.battle each other for the slall amount of grants that are available.

:06:41. > :06:46.It is inevitable that some charities will have to close.

:06:47. > :06:50.Police are appealing for information after a wom`n

:06:51. > :06:56.in her 40s was raped in a Stnderland park on Monday afternoon.

:06:57. > :06:58.It happened in Mowbray Park, between 4:30pm and 5:30pm.

:08:49. > :08:54.Graham Satchell's been to one school in Stockton`on`Tees, which has

:08:55. > :09:04.Lunchtime at North Shore Ac`demy and the head, Mr Rogers,

:09:05. > :09:10.Two years ago, this school was in special measures.

:09:11. > :09:13.It had some of the worst behaviour anywhere in the country.

:09:14. > :09:15.Typical behaviour would be smoking in school, swearing at membdrs

:09:16. > :09:24.of staff, climbing out of whndows, running away during the day.

:09:25. > :09:28.After lunch, the children line up in sildnce

:09:29. > :09:33.Today, under the new regime, there is no tolerance

:09:34. > :09:41.We are extremely strict with our students.

:09:42. > :09:44.We have nonnegotiable rules regarding behaviour.

:09:45. > :09:47.But they are in the best interests of crdating

:09:48. > :09:57.This school is turning itself around but today's report bx Ofsted

:09:58. > :10:01.says poor behaviour in schools is damaging like chances of chhldren.

:10:02. > :10:05.The report talks of behaviour that might appdar quite

:10:06. > :10:14.trivial like using mobile phones, swinging on chairs, even hulming.

:10:15. > :10:18.The students here say low`ldvel disruption in the past meant the

:10:19. > :10:21.culture in the school was one where learning wasn't taken seriotsly

:10:22. > :10:24.Disrespect towards teachers and I think that affected a lot

:10:25. > :10:31.I was thick when I first st`rted but I think I'm starting to learn a load

:10:32. > :10:40.If there is so much bad beh`viour in schools, who's to blame?

:10:41. > :10:43.Ofsted are pointing the finger squarely at headteachers.

:10:44. > :10:46.In the report, two thirds of teachers say school leaddrs are

:10:47. > :10:52.failing to assert authority when dealing with poor dischpline.

:10:53. > :10:54.It is a claim that has angered some headteachers.

:10:55. > :10:56.It's terribly demoralising for headteachers who feel under

:10:57. > :11:06.What surprises me about this report is that Ofsted has consistently

:11:07. > :11:09.said that behaviour is very good in the majority of schools and that

:11:10. > :11:12.raises big questions about the validity of the inspection findings.

:11:13. > :11:16.Ofsted changed the way they inspect school behaviour in January.

:11:17. > :11:19.They are urging headteachers to follow Mr Rogers's example,

:11:20. > :11:26.to be a visible presence and crack down hard on bad behaviour.

:11:27. > :11:29.The UKIP leader Nigel Faragd says the North East

:11:30. > :11:33.and Cumbria 'mustn't miss ott' if Scotland is given extra powers.

:11:34. > :11:36.Mr Farage says the Barnett Formula, which allocates more Governlent

:11:37. > :11:42.money to Scotland than northern England, must be reviewed
