:01:35. > :01:39.It affects half a million North East residents.
:01:40. > :01:42.The contract was given to the company by the local
:01:43. > :01:45.Clinical Commissioning Groups which plan health services.
:01:46. > :01:50.They say cutting hospital admissions has already saved a million pounds.
:01:51. > :01:56.Our Health Reporter Sharon Barbour has this exclusive report.

:02:02. > :02:07.But Look North has learned for half a million North East patients,
:02:08. > :02:11.the decision as to whether xou can see a range of hospital specialists
:02:12. > :02:16.has been taken away from doctors and handed to a private company
:02:17. > :02:25.NHS bosses say the process will save money, get patients
:02:26. > :02:29.to specialists sooner and reduce hospital admissions.
:02:30. > :02:37.Some GPs say it undermines their role.
:02:38. > :02:45.This is mainly about money, trying to save money in the NHS, btt if
:02:46. > :02:51.they really need treatment within a hospital, that is what has got to
:02:52. > :02:55.happen. I think the majoritx of GPs are the sale, and within my own
:02:56. > :03:00.practice, we were only refer the patient if we think that is the most
:03:01. > :03:05.appropriate way forward. I can understand many of my GP colleagues
:03:06. > :03:07.who are feeling their autonomy and clinical decision-making is being
:03:08. > :03:16.It's been in place on North Tyneside for a year.
:03:17. > :03:21.The GPs now have to send their hospital referral reqtests
:03:22. > :03:27.or patient concerns including Cardiology,
:03:28. > :03:29.Gynaecology, Dermatology, ENT, Gastroenterology
:03:30. > :03:38.It won't affect suspected c`ncer or other urgent cases.
:03:39. > :03:46.Durham's MP has called for the contract to be stopped.
:03:47. > :03:56.It is that have gone ahead with this with no public consultation on with
:03:57. > :04:02.the approval of GPs, I understand. That is what I will be demanded of
:04:03. > :04:06.them today. That they put a halt until there is proper consultation
:04:07. > :04:10.and oversight in place. I rdally do not want this contract to go ahead
:04:11. > :04:12.because I think it would compromise patient safety.
:04:13. > :04:14.The MP says she'll raise questions about
:04:15. > :04:25.The MP says she'll now raise questions
:04:26. > :04:28.If you didn't know about the contract,
:04:29. > :04:29.its because the public haven't been told.
:04:30. > :04:34.The British Medical Association says that is wrong.
:04:35. > :04:40.GPs and patients will be concerned if there are barriers being placed
:04:41. > :04:41.between them and specialists in their local hospital when their
:04:42. > :04:48.patient needs to see a spechalist. Commissioning Group,
:04:49. > :04:51.which began the contract thhs week with the private company,
:04:52. > :04:53.insists GPs will benefit and if hospital appointments
:04:54. > :05:03.are denied, patients will bd I would not see it as underlining, I
:05:04. > :05:07.am asking for an opinion from a specialist and if they writd to me
:05:08. > :05:12.after three days and say, h`ve you tried this medication? I thhnk that
:05:13. > :05:18.is better for my patient. Wd are trying to make the NHS work more
:05:19. > :05:21.quickly. If we can get patidnts to specialists earlier and diagnose
:05:22. > :05:27.conditions earlier, we will take the fissures that way by stopping
:05:28. > :05:32.hospital admissions. But if it goes on? In that rare instance it is
:05:33. > :05:43.About Health who are responsible. I wanted to know how many
:05:44. > :05:45.patient referrals had expert medical opinion and how
:05:46. > :05:47.they could be getting that specialists have an input
:05:48. > :05:52.for every single referral. All of our clinical team
:05:53. > :05:54.are specialists in the area So cardiologists review
:05:55. > :05:59.cardiology referrals. How we pay our staff
:06:00. > :06:21.is an internal matter." Some people will bring about whether
:06:22. > :06:24.About How Will Ever See A P`tient. They Will Look At The Letter From
:06:25. > :06:30.The Gp And Some History, But They Will Never See The Patient. The NHS
:06:31. > :06:36.is under extraordinary financial pressure. North Tyneside
:06:37. > :06:40.commissioning group is in special measures and managing a defhcit of
:06:41. > :06:46.?19 million. Durham is trying to save ?7 million. They managdd 1 ,000
:06:47. > :06:51.referrals and they have told patients that 2000 of them will not
:06:52. > :06:56.be going to hospital and th`t has saved ?1 million. You can sde the
:06:57. > :07:01.financial attraction. I havd just had a look at a chart and it shows
:07:02. > :07:05.that of the whole country North Tyneside has had less referrals in
:07:06. > :07:10.the last year than anywhere else. But we do not know how it affects

:07:55. > :08:01.the RSPCA described it. A five inch nail hammered
:08:02. > :08:06.through the head of a small dog It was found in Kirkleathem Woods,
:08:07. > :08:11.burried here, just off the footpath. It was only found because a couple
:08:12. > :08:28.of walkers heard the dog whhmpering. And almost inexplicable crudlty It
:08:29. > :08:33.is probably the most graphic and horrifying and it might be.
:08:34. > :08:37.Obviously this dog was found by members of the public out w`lking
:08:38. > :08:40.their own dogs and they havd said it is something that will live with
:08:41. > :08:44.The North East and Cumbria has one of the higest rates of anim`l
:08:45. > :08:48.And the Redcar MP Anna Turldy is campaiging to change the law
:08:49. > :08:50.so people convicted of thesd crimes will recieve tougher
:08:51. > :09:01.The maximum sentence for anhmal abuse of any kind is one ye`r in
:09:02. > :09:05.prison and that seems to me totally insufficient for the huge scale that
:09:06. > :09:10.is taking place around this country of animal abuse. The statistic show
:09:11. > :09:11.if people abuse animals, thdy often abuse people in life as well.
:09:12. > :09:15.Back in Redcar the dog, which it's thought was a Jack Russell
:09:16. > :09:18.or a West Highland Terrier, had to be put down after thd attack.
:09:19. > :09:22.The RSPCA says because of the force of the attack it's likely that more
:09:23. > :09:26.And it's urging anyone who lay have information to get in touch,
:09:27. > :09:37.so it can prosecute those rdponsible for this horrifying act of cruelty.

:10:46. > :10:49.deal of alarm for some people in Morpeth, particularly among
:10:50. > :10:54.disability groups. From thel tonight there has been a collective sigh of
:10:55. > :10:59.relief. If the scheme had gone ahead, all these papers behhnd me
:11:00. > :11:02.would have been stripped aw`y to create the so-called shared spaces.
:11:03. > :11:08.We can show you pictures of a similar scheme in operation in
:11:09. > :11:12.Cheshire. The idea is that pedestrians and motorists qtite
:11:13. > :11:15.literally shared the same space But for disability groups they say they
:11:16. > :11:19.are complete no go areas and that is why they are celebrating in Morpeth
:11:20. > :11:25.They don't normally get this excited at the meetings
:11:26. > :11:27.of the Northumberland Low Vhsion Action Group, but there
:11:28. > :11:30.was a tangible sense of relief that this scheme,
:11:31. > :11:32.which they had all been dre`ding, has finally been scrapped.
:11:33. > :11:35.For Ace and Trish and their guide dogs Peggy and Beth
:11:36. > :11:40.I think it's a success for the people.
:11:41. > :11:44.A voice for the people and safer for all guide dog

:12:47. > :12:50.end of the road, so even though the County Council declined to put
:12:51. > :12:55.anyone forward for interview, they made it clear in a statement that
:12:56. > :13:00.they are still in discussions about two shared space schemes in Bamburgh
:13:01. > :13:06.and Alnwick. They say they have already had a successful medting in
:13:07. > :13:08.Bamburgh about the scheme. But whilst we were filming, somdbody
:13:09. > :13:15.from Alnwick came over to md and wanted to express his concerns. What
:13:16. > :13:19.about young children? Will Xoung children be able to underst`nd that
:13:20. > :13:26.road is different from the road next to it? There are real concerns about
:13:27. > :13:32.this, not only in Alnwick, but in Banbury as well. That is next on the
:13:33. > :13:35.list. The County Council has promised to consult a much wider and
:13:36. > :13:39.particularly with disabilitx groups next time, so we will have to see
:13:40. > :13:42.what develops over the next few weeks.
:13:43. > :13:45.Crunch talks have been taking place this afternoon over plans that
:13:46. > :13:48.promise new investment and jobs to the Tees Valley in return for
:13:49. > :13:53.The area's five council leaders discussed the deal with comlunities
:13:54. > :13:58.But after local authorities in the rest of the north east
:13:59. > :14:02.rejected similar proposals, the approach remains contentious.
:14:03. > :14:07.Our political correspondent Luke Walton joins us from Westminster.
:14:08. > :14:10.Carol, last year two parts of the north east signed up
:14:11. > :14:15.But this summer the seven councils from Durham
:14:16. > :14:18.to Northumberland abandoned the plan, leaving only
:14:19. > :14:23.the Tees Valley on course for mayoral elections next spring.
:14:24. > :14:25.Teesside councils say the area needs extra funding and responsibhlity
:14:26. > :14:28.in return and today they cale here to westminster
:14:29. > :14:36.En route to a new type of politics, but with plans for a region`l Mayor
:14:37. > :14:39.hitting the buffers elsewhere, can Teesside keep its proposals
:14:40. > :14:45.on track and make sure ministers keep their side of the barg`in?
:14:46. > :14:48.I think we wanted to get sole reassurance around the things
:14:49. > :14:50.that we negotiated as part of our devolution deal.
:14:51. > :14:54.Particularly within that was the whole agenda around jobs
:14:55. > :14:57.and ensuring we get the invdstment that we need to secure
:14:58. > :15:03.I think there is a subtle mdssage here, and that is we are taking
:15:04. > :15:05.power from 250 miles away and bringing it to Tees Valley.
:15:06. > :15:08.The election next May will focus on that.
:15:09. > :15:14.Teesside's leaders may be on their way to Westminster,
:15:15. > :15:17.but they hope their final destination will be a region
:15:18. > :15:20.with more power and investmdnt, so can they get the deal thdy want
:15:21. > :15:30.On the table, a promise of `n extra ?450 million over 30 years,
:15:31. > :15:32.that's funding for transport, housing and skills.
:15:33. > :15:35.So after a 40-minute meeting with the new communities Secretary,
:15:36. > :15:41.I think we've got the best deal on the table, certainly a bdtter
:15:42. > :15:46.We have been very clear this is about economic growth and jobs
:15:47. > :15:52.I am very confident that with the assurances we have got
:15:53. > :15:56.we can deliver those 25,000 jobs and I suspect a few thousand more.
:15:57. > :15:59.On top of that a pledge from the Minister of more to come.
:16:00. > :16:02.We talked about taking this deal further.
:16:03. > :16:04.This is very much in the beginning of a process.
:16:05. > :16:08.I want to see more power devolved to these deals,
:16:09. > :16:10.including to the Tees Vallex, and I think it will continud
:16:11. > :16:13.We talked about that as well and I think
:16:14. > :16:18.Many still see regional Mayors as undemocratic and promises of cash
:16:19. > :16:23.But with Teesside's top brass returning happy, that area
:16:24. > :16:40.That is the Tees Valley, but has the rest of the region opted out? It
:16:41. > :16:44.certainly has. Councils likd Sunderland and Gateshead rejected
:16:45. > :16:47.the idea of an elected Mayor because the public does not want ond and the
:16:48. > :16:51.extra money being offered bx the government is a fraction of the cash
:16:52. > :16:57.being taken from councils in funding cuts. It was a point I put to the
:16:58. > :17:02.Minister. They did not want the deal and that is bad for local pdople in
:17:03. > :17:07.terms of jobs and growth and it is a shame. They say you were not
:17:08. > :17:12.offering the North East good enough financial support. Their de`l is as
:17:13. > :17:15.good as anyone else's. People have to ask if it was good enough for
:17:16. > :17:21.anyone else, why was it not good enough for them? But the minister
:17:22. > :17:27.did not rule out striking a separate deal with the three north-e`st
:17:28. > :17:31.council that support the devolution deal, Newcastle, North Tyneside and
:17:32. > :17:35.Northumberland. In the meantime what we know is the Tees Valley is
:17:36. > :17:41.on course for mayoral electhons in six months' time.
:17:42. > :17:44.A project to help people with mental health issues has been founded
:17:45. > :17:47.in memory of a Northumberland woman who went missing on
:17:48. > :17:49.Around ?25,000 was raised after Sally Allan disappeardd
:17:50. > :17:52.and half of that will now bd spent on raising awareness.
:17:53. > :18:04.Alison Freeman spoke to Sally's husband and daughter.
:18:05. > :18:06.New Year's day, Sally Allen's family gathered at the place
:18:07. > :18:09.A month later their worst fears were confirmed.
:18:10. > :18:12.She had taken her own life after an apparently
:18:13. > :18:16.I think she was doing a good job of keeping it hidden.
:18:17. > :18:18.I was shocked in myself and the children and friends.
:18:19. > :18:22.I did try and get Sally to talk about it, but she was very good
:18:23. > :18:24.at moving on, or blaming things like the menopause
:18:25. > :18:28.But some of the things I have learnt, I mean,
:18:29. > :18:37.So now the family are hoping to stop others going through the sale
:18:38. > :18:41.Since Sally's death more than ?25,000 has been
:18:42. > :18:46.Half of that money will enable the charity Tyneside
:18:47. > :18:50.and Northumberland Mind to put on presentations in workplaces
:18:51. > :18:56.across the region about how to cope with mental health issues.
:18:57. > :18:59.We have had low moments over the last couple of months.
:19:00. > :19:01.We use some of those technipues and they really do help.
:19:02. > :19:04.I think we want to spread those out to everybody,
:19:05. > :19:07.to look after their own mental health and look after other people
:19:08. > :19:10.and maybe that will help people talk and that will hopefully help someone
:19:11. > :19:12.else with their mental health and hopefully it will not end
:19:13. > :19:20.As Christmas, on the anniversary of Sally's death approaches,
:19:21. > :19:22.the family are trying to remain positive.
:19:23. > :19:24.We will probably go for walks or visit the quayside, for dxample,
:19:25. > :19:29.It will be very much one dax at a time and trying to be together
:19:30. > :19:32.and look out for one another and try and remember the good times
:19:33. > :19:49.A good cause. The organisers of the successful Bishop Auckland night
:19:50. > :19:53.show Kynren have announced next year there will be more performances with
:19:54. > :19:56.even bigger and better spechal effects. They will be taking on
:19:57. > :20:02.hundreds of additional volunteers. New creative director is working on
:20:03. > :20:07.the show and he has just returned from the Rio Olympics.
:20:08. > :20:14.This summer, a previously dhsused piece of land in Durham bec`me
:20:15. > :20:18.something spectacular. The new creative director is looking ahead
:20:19. > :20:23.to next year. He has worked here before with the volunteers `nd then
:20:24. > :20:26.he headed off to Rio to work on the opening ceremony to take an
:20:27. > :20:33.opportunity to capture what it was like behind the scenes on hhs phone.
:20:34. > :20:43.He also helped create the one in London four years ago. Kynrdn has
:20:44. > :20:49.the same DNA. Volunteers cole from all walks of life, people who have
:20:50. > :20:54.not necessarily performed bdfore. They have 1000 volunteers and one
:20:55. > :21:01.500 more. But over the summdr, some of the cast cause problems, they
:21:02. > :21:08.refused to go on stage. Thex did not move and then the others followed,
:21:09. > :21:15.but that has all ended now. They are part of the family. It is lhke
:21:16. > :21:18.anybody, we will convince them. Over the summer 100,000 people c`me to
:21:19. > :21:24.see it and next year they whll have two more shows and they hopd 13 ,000
