:01:33. > :01:34.they're having to make efficiency savings, but argue they'll `lso

:01:35. > :01:37.deliver better care for pathents by changing how, and from where

:01:38. > :01:39.services are delivered. Jo and other campaigners have become

:01:40. > :01:53.so concerned about what might happen to the service where they lhve

:01:54. > :01:56.they're marching from hospital All services in our NHS footprint

:01:57. > :02:00.area, which is the area that we re We know we could end up with only

:02:08. > :02:09.are worried about are what's known as Sustainability and Transformation

:02:10. > :02:12.Plans. These have been drawn up

:02:18. > :02:26.draft plans and other documdnts this programme has seen say the NHS

:02:30. > :02:32.make efficiency savings and change On Teesside this might mean

:02:33. > :02:38.the downgrading of A units at either or both North Tees

:02:39. > :02:42.Hospital in Stockton, or here And across the wider Teesside

:02:43. > :02:52.area, other services We asked those behind the NHS

:02:53. > :02:55.Sustainability and Transforlation plans for Durham and Teesside

:02:56. > :02:57.for an interview. And the Health Secretary sahd this

:02:58. > :03:32.week that a more efficient heath What I don't accept is that in order

:03:33. > :03:39.to make those efficiency savings you have to make changes th`t will

:03:40. > :03:46.impact negatively on patient care. Well, a short time ago

:03:47. > :04:01.I asked Fergus what critics The governor pledged to spend an

:04:02. > :04:05.extra baked billion pounds on the NHS by Twenty20 at the last election

:04:06. > :04:08.which means that if the NHS keep spending at the current ratd will

:04:09. > :04:12.exceed its budget by about ?22 billion, more than a billion of that

:04:13. > :04:16.from this region. It is happening for fried arrow and freedoms

:04:17. > :04:24.including rising demand and an ageing population. -- a varhety of

:04:25. > :04:28.reasons. The government says the NHS must make efficiency savings and

:04:29. > :04:32.change the way they care for patients. The sustainabilitx and

:04:33. > :04:37.transformation plans are all part of the mix and part of how it light be

:04:38. > :04:40.done. We heard that means dhfficult and unpopular choices are h`ving to

:04:41. > :04:45.be made about health servicds and who gets what and from wherd. The

:04:46. > :04:51.Labour Party disputes the idea that the scale of savings being demanded

:04:52. > :04:56.from the NHS can be deliverdd without adversely affecting

:04:57. > :05:00.patients. This will have massive impact in my area. The north-east is

:05:01. > :05:05.one of the areas in the country with the lowest life expectancy `nd the

:05:06. > :05:09.poorest health and to cut, these are not savings or efficiencies, these

:05:10. > :05:13.are cuts to the NHS budget `t a time when an ageing population whth her

:05:14. > :05:18.complex health needs means we need more spent on the NHS in thd

:05:19. > :05:21.north-east. It will have a devastating blow. Strong words from

:05:22. > :05:26.labour there but the governlent continues to insist it has protected

:05:27. > :05:30.the NHS budget while other `reas of NHS spending have been cut back

:05:39. > :05:43.An inquest's ruled a decision to terminate a prisoner's hospital

:05:44. > :05:56.visits to see her new-born baby probably contributed to her death.

:05:57. > :05:58.33-year-old Michelle Barnes from Cumbria was found hangdd

:05:59. > :06:00.in her cell at Low Newton Prison in Durham last December.

:06:01. > :06:04.She had wanted to keep her child in jail with her, but Cumbrha Social

:06:05. > :06:07.Services decided it was in the best interests for the baby to bd

:06:08. > :06:11.Our reporter Stuart Whincup's been at the inquest in Crook tod`y

:06:12. > :06:14.So Stuart, give us the background to the case.

:06:15. > :06:18.Well, back in June 2015 Michelle Barnes was sent to prison for two

:06:19. > :06:20.years for drugs offences. At the time she was pregnant and w`nting to

:06:21. > :06:23.be transferred to another prison with a mother and baby unit and she

:06:24. > :06:26.wanted to take care of the child. Cumbria social services dechded it

:06:27. > :06:29.was in the best interests of that child when it was born that it

:06:30. > :06:34.should be taken into care. She was told this by a social worker and she

:06:35. > :06:40.replied that if they take mx baby I will go to. Last December she was

:06:41. > :06:45.found hanged in her prison cell The coroner had great concerns about

:06:46. > :06:48.the treatment of Michelle B`rnes? Yes, he said he had rarely had so

:06:49. > :06:53.many major concerns about so many issues. He said clearly the prison

:06:54. > :06:59.had no clear plan in place of what they would do when she was

:07:00. > :07:02.discharged from hospital. Hdr birthing plan was described as

:07:03. > :07:06.confusing and inadequate and simply not fit for purpose. Some whtnesses

:07:07. > :07:09.had told the inquest that she would be able to visit her baby in the

:07:10. > :07:13.hospital but other witnesses said she would have no chance wh`tsoever

:07:14. > :07:17.of visiting her baby. There were clear concerns about the birthing

:07:18. > :07:22.plan for pregnant women at the prison and he said he felt those

:07:23. > :07:26.needed to be addressed to present -- prevent future fatalities.

:07:27. > :07:29.A man's been charged with the murder of Jodie Wilkinson.

:07:30. > :07:30.The 27-year-old was stabbed in Stanhope Street,

:07:31. > :07:36.David Waterston, who's 43 and of Hamilton Place

:07:37. > :07:42.in the city, will appear at Magistrates Court tomorrow.

:07:43. > :07:47.Eight other people arrested in connection with the investigation

:07:48. > :07:58.A man's died after falling from a height on board one

:10:10. > :10:18.charges for cannabis possession in Durham fell by 32%. Cautions fell by

:10:19. > :10:21.66%. Dorrans police and Crile Commissioners, Ron Hogg, has even

:10:22. > :10:25.called for medicinal use to be legalised. Opponents say he should

:10:26. > :10:30.shut up. I think he should shut up, yes, if no one is listening to him.

:10:31. > :10:34.He represents all of the people in Durham and not all of those people

:10:35. > :10:38.will want cannabis normalisdd and legalised. I have critics, H

:10:39. > :10:43.understand that, but that is not to say I should be silent. I rdpresent

:10:44. > :10:46.the views of many people in our communities and I have had no

:10:47. > :10:53.adverse reaction from members of our community. Even cannabis usdrs say

:10:54. > :10:57.the present situation is untenable. Just a joint in your hand c`n result

:10:58. > :11:03.in a fine or caution or it could result in nothing just depending on

:11:04. > :11:09.the area you live in and th`t police force that police officer that stops

:11:10. > :11:14.you. Some drugs users say you have left them in limbo now? How many

:11:15. > :11:18.drugs are rest on a Friday `nd Saturday night, the police cannot

:11:19. > :11:21.arrest every drunk and we c`nnot arrest everyone who smokes cannabis.

:11:22. > :11:27.Does that mean we are condoning cannabis and drunkenness? Absolutely

:11:28. > :11:28.not. If the government says it has no plans to legalise medicinal use

:11:29. > :11:30.of raw cannabis. Do you think Ron Hogg should shut

:12:41. > :12:43.after a spate of raids targdting North Yorkshire stables

:12:44. > :12:47.Over the last few weeks a wdalth of expensive equestrian

:12:48. > :12:53.items have been stolen, particularly in the Harrogate area.

:12:54. > :12:56.20 horse owners at a single yard were left devastated after dvery one

:12:57. > :13:11.Jama and 19 other horse owndrs at this yard near Harrogate each lost

:13:12. > :13:16.thousands of pounds worth of equipment on one night, one of a

:13:17. > :13:19.series of break-ins recentlx crops North Yorkshire. There are 20 of us

:13:20. > :13:23.that this yard on we all received a phone call to say that the xard had

:13:24. > :13:27.been absolutely ransacked. We came in to find out what had been taken

:13:28. > :13:31.and, as you can see, there hs absolutely nothing left in the air.

:14:42. > :14:45.The pupping season for grey seals on the Farne Islands lasts

:14:46. > :14:48.from October until December, and this year there could bd

:14:49. > :14:52.The National Trust wardens `ttempt to find them all, as they cdnsus

:14:53. > :15:02.Autumn on the Farne Islands means pupping season for one

:15:03. > :15:09.of the biggest Grey Seal colonies in the country.

:15:10. > :15:19.The seals will start popping usually late September we see one or two but

:15:20. > :15:26.it really gets going in Novdmber so our earliest time is early `nd

:15:27. > :15:31.mid-November, and a pup mainly in the outer group so we had over a

:15:32. > :15:37.thousand pups born here last year on the main islands that the sdals use.

:15:38. > :15:41.Of course most people come to the final islands in the summer when

:15:42. > :15:44.they are teeming with sea bhrds but all the birds have gone now and the

:15:45. > :15:50.islands are devoted to the seals. The rages are out between now and

:15:51. > :15:55.December, counting them. Thdre could be up to 2000 grey seal pups born on

:15:56. > :15:59.the Farne Islands this year. They are born with this fluffy white coat

:16:00. > :16:03.on and they have that for a region of 21 days and they lose th`t coat

:16:04. > :16:06.as the mother stops feeding them. They spend another couple of weeks

:16:07. > :16:08.out on the land before they eventually feel the need to go off

:16:09. > :16:10.to see and start hunting. The newborn pups don't

:16:11. > :16:13.keep their white coats for long The wardens spray them with harmless

:16:14. > :16:16.dye to keep a count of the new Every four days a different colour

:16:17. > :16:24.is used so the wardens can keep The total number of pups born so far

:16:25. > :16:28.this autumn stands at 36, most of whom have a big orange

:16:29. > :16:31.blotch on their fluffy whitd coats. Their protective mothers give birth

:16:32. > :16:34.in the autumn because they need to be at maximum weight after spending

:16:35. > :16:46.the summer fattening up. They lose 60 kilograms of around

:16:47. > :16:50.three weeks when they are fdeding their pups, it is another lot of

:16:51. > :16:53.weight so they have to put the weight on in the peak fish season

:16:54. > :16:57.during the summer which is when they get most of their food. Seals are

:16:58. > :17:00.very good at surviving in cold weather as well and in the summer

:17:01. > :17:02.there is quite a risk that the pups could overheat because it would be

:17:03. > :17:03.too warm for them. The Northumberland coast

:17:04. > :17:05.in winter is rarely too warl. And this winter there could be

:17:06. > :17:15.record numbers of young seals born. Our Premier League clubs

:23:42. > :23:48.It is obviously important that he takes things quite steady over the

:23:49. > :23:52.next few weeks but as long `s when we see him back in six weeks for

:23:53. > :23:55.some x-rays everything is looking good and he gradually is

:23:56. > :23:58.rehabilitated and takes things nice and steady over the following couple

:23:59. > :23:59.of months, there is every chance he will go on to make an excellent

:24:00. > :24:00.recovery. The fire service are hoping he'll

:24:01. > :24:08.be returning to active He is a detective, he is thd
