:00:42. > :00:58.A 15-year-old girl has been arrested after the death

:00:59. > :01:04.The younger girl was found by police with life-threatening injuries

:01:05. > :01:06.in the Woodthorpe area of the city yesterday afternoon.

:01:07. > :01:09.She was taken to hospital but died a short time later.

:01:10. > :01:11.Inquiries into the circumstances surrounding her death continue.

:01:12. > :01:26.This part of the drive has still been cordoned off tonight. It is

:01:27. > :01:30.normally a quiet and residential part of York. But today it has been

:01:31. > :01:34.the focus of a major police investigation. In the last 30

:01:35. > :01:39.minutes North Yorkshire police have named the Young Vic Tim as Katie

:01:40. > :01:44.Rough, a seven-year-old girl whose death shocked the entire community.

:01:45. > :01:50.-- young victim. The family is said to be devastated.

:01:51. > :01:56.Residents described the road as normal and quiet but today it was

:01:57. > :01:58.far from bad. Police continued to investigate the death of a

:01:59. > :02:05.seven-year-old girl. -- far from that. I saw somebody running up the

:02:06. > :02:09.street, beastly the mother of the daughter, calling help, calling for

:02:10. > :02:13.an ambulance. -- obviously. I went up the alleyway and I was halfway up

:02:14. > :02:18.and I saw a body lying up the field. The police were already there.

:02:19. > :02:22.Police were called yesterday afternoon and found the child on a

:02:23. > :02:27.footpath leading to a playing field. She died in hospital soon

:02:28. > :02:31.afterwards. Since then a 15-year-old girl has been arrested and is now

:02:32. > :02:34.being questioned by detectives. Specially trained officers are

:02:35. > :02:40.supporting the Vic Tim's family at this difficult time. The

:02:41. > :02:44.circumstances clearly require the investigation to be conducted in a

:02:45. > :02:50.sensitive manner. -- victim. At one stage the investigation moved to an

:02:51. > :02:55.address half a mile away. It has not confirmed if the girl lived in the

:02:56. > :03:00.area. The one local councillor said support will be given to support --

:03:01. > :03:04.support would be given to everybody that needed it. We were asked to

:03:05. > :03:08.have the church open for a couple of days so local people had a place to

:03:09. > :03:11.go to have a cup of tea and chat and if they had any problems and had

:03:12. > :03:15.something to talk about they can get it off their chat. Friends and local

:03:16. > :03:21.residents have left flowers at the scene. She was a very close friends

:03:22. > :03:24.to my daughter and a truly unique and beautiful little girl. She

:03:25. > :03:31.respected her family, beautiful family. So young and it is such a

:03:32. > :03:36.shame because she has not really started her life, has she? It is

:03:37. > :03:40.heartbreaking. The death of the little girl has left the community

:03:41. > :03:49.badly shaken. A quiet residential area unexpectedly finding itself in

:03:50. > :03:52.the media spotlight. The 15-year-old girl arrested in connection with

:03:53. > :03:58.Katie's death is still being questioned by detectives tonight.

:03:59. > :04:03.This evening cards and flowers continue to arrive, one card reading

:04:04. > :04:07."Night night my darling princess Katie, love Nanna and grandad."

:04:08. > :04:11.Thank you, Phil. Police in Cumbria are investigating

:04:12. > :04:13.suspicions that a small number of saline bags were tampered

:04:14. > :04:15.with at the Cumberland The NHS Trust says security measures

:04:16. > :04:19.have been increased. Our health reporter Sharon Barbour

:04:20. > :04:31.is at the hospital in Carlisle now. What we know is that on Wednesday

:04:32. > :04:37.the 4th of January, just under one week ago, a member of staff in

:04:38. > :04:44.Carlisle suspected say line bags had been tampered with. She immediately

:04:45. > :04:48.alerted senior coalition -- clinicians, who alerted management,

:04:49. > :04:52.who alerted the police and an investigation was launched. What the

:04:53. > :05:00.hospital managements did was review all medicines, increased security

:05:01. > :05:06.procedures but they do not believe at this stage any patient has been

:05:07. > :05:09.adversely affected. But they are monitoring all the patients closely.

:05:10. > :05:20.We can tell you it happened on one unit alone. So what is this and what

:05:21. > :05:25.is saline used for? It is in itself a fairly harmless salty, sugary and

:05:26. > :05:32.watery solution used to hydrate or rehydrate patients who cannot take

:05:33. > :05:35.water by mouth. It is a familiar sight, often patients by hospital

:05:36. > :05:41.beds will have a bag of water beside them. It is injected intravenously.

:05:42. > :05:46.Medicines can be mixed with it so they can go straight into the

:05:47. > :05:51.patient's bloodstream. If this happened almost one week ago why is

:05:52. > :05:54.this only coming to light now? That is a good question. The trust said

:05:55. > :05:58.because they alerted the police it became a police investigation and

:05:59. > :06:03.they were limited in what they could say. But now they want to reveal the

:06:04. > :06:09.information in the interests of transparency. Other police saying

:06:10. > :06:14.anything, Sharon? Very little. -- are the police. They said they are

:06:15. > :06:19.working closely with the hospital trust. I can tell you the chief

:06:20. > :06:23.nurse has been talking to staff here and patients today have been

:06:24. > :06:28.reassured that if any patient has any concerns there is an information

:06:29. > :06:31.number on the trust's website. Thank you, Sharon.

:06:32. > :06:33.A man's appeared in court following an incident

:06:34. > :06:36.at a bookmakers in Jarrow in which four people

:06:37. > :06:42.It happened at Coral bookmakers in Grange Road on Sunday.

:06:43. > :06:45.Alistair Gallow, who's 39 and from Jarrow, appeared before

:06:46. > :06:49.South Tyneside magistrates charged with nine offences.

:06:50. > :06:53.They include false imprisonment and possession of a firearm

:06:54. > :06:57.with intent to cause fear or violence.

:06:58. > :07:04.He was remanded in custody to appear at Crown Court on February the 7th.

:07:05. > :07:06.It was an awful accident in which a man's body remained

:07:07. > :07:10.undiscovered in a car in the middle of a busy roundabout for seven days.

:07:11. > :07:12.It happened last August on the A68 Burtree roundabout

:07:13. > :07:17.Today an inquest into Darren Stephenson-Bennett's

:07:18. > :07:25.Husband and father Darren Stephenson-Bennett was last seen at

:07:26. > :07:28.a party on Saturday the 27th of August last year.

:07:29. > :07:31.He was reported missing the following Tuesday.

:07:32. > :07:33.His body was discovered in his car on

:07:34. > :07:36.this round about seven days after his disappearance.

:07:37. > :07:38.Darren's vehicle crashed into a tree and remained

:07:39. > :07:49.CCTV footage from passing buses was examined.

:07:50. > :07:51.It showed just before 10pm there were

:07:52. > :07:54.ten of these black and white chevrons and after 11pm there were

:07:55. > :07:55.eight, so the crash happened in that hour.

:07:56. > :07:57.Then it raised the grim question, had he

:07:58. > :08:02.been conscious for any length of time after the accident?

:08:03. > :08:03.Witnesses had seen Darren drink Jack Daniels

:08:04. > :08:11.The coroner said there is a high probability he was over the

:08:12. > :08:13.drink-drive limit at the time of the crash.

:08:14. > :08:19.He suffered a serious brain injury as a result of the collision.

:08:20. > :08:22.The coroner said he died in the hour soon after or possibly straightaway

:08:23. > :08:28.A verdict of accidental death was given.

:08:29. > :08:31.Back in August the police faced criticism at the time for not

:08:32. > :08:37.It has been quite a difficult investigation

:08:38. > :08:44.The car was almost perfectly concealed inside

:08:45. > :08:48.the motorway interchange inside the junction.

:08:49. > :08:50.It was very difficult for us to discover it.

:08:51. > :08:52.And if Darren Stephenson-Bennett had been reported

:08:53. > :08:54.missing a little bit earlier we potentially might have found

:08:55. > :08:56.the vehicle and his body a little bit sooner.

:08:57. > :08:59.But I don't necessarily think that would have affected the outcome.

:09:00. > :09:02.At the end of the inquest Darren's family thanked the police

:09:03. > :09:11.Darren Stephenson-Bennett leaves behind three children.

:09:12. > :09:13.The majority of lessons at a high profile Cumbrian academy

:09:14. > :09:18.were cancelled today as teachers took industrial action.

:09:19. > :09:23.Members of the NASUWT went on strike at Whitehaven Academy,

:09:24. > :09:26.a school placed in special measures by Ofsted where teachers and parents

:09:27. > :09:28.continue to raise concerns about the charitable trust

:09:29. > :09:34.Unhappy union members in front of a nearly empty school building.

:09:35. > :09:38.The building they say is not up to scratch.

:09:39. > :09:40.You go into a classroom, is it fully resourced?

:09:41. > :09:50.Is it going to be the sort of place where you can

:09:51. > :09:53.carry out a lesson where kids will be attentive from the beginning?

:09:54. > :09:57.If it's cold, not well lit and not well resourced the learning is not

:09:58. > :10:00.This dispute is not just about the teaching environment.

:10:01. > :10:02.Staff and parents say they are frustrated by years

:10:03. > :10:04.of mismanagement and bad communication from

:10:05. > :10:09.the BrightTribe trust which runs the school.

:10:10. > :10:11.In November last year 70 staff members signed a

:10:12. > :10:15.letter calling on the government to remove the trust.

:10:16. > :10:16.Three teaching unions have balloted on strike

:10:17. > :10:20.action and today's picket is not expected to be the last.

:10:21. > :10:22.Only year 11s are being taught in school today,

:10:23. > :10:25.meaning all other pupils have had an extra day off, meaning extra

:10:26. > :10:32.No striking teachers wanted to speak to

:10:33. > :10:34.us directly today but the union representatives

:10:35. > :10:41.I think the whole community, the parents, the

:10:42. > :10:43.politicians even have spoken up about the conditions in this school.

:10:44. > :10:45.For Whitehaven and the whole community,

:10:46. > :10:47.this school has got to be improved.

:10:48. > :10:52.Members from all three teaching unions are expected to discuss

:10:53. > :11:01.concerns with the BrightTribe trust at a meeting on Friday.

:11:02. > :11:04.Earlier I spoke to Jeremy Rowe from the BrightTribe Trust.

:11:05. > :11:11.After six head teachers in three years and a downgrading from OFSTED,

:11:12. > :11:13.did he agree that pupils are being let down?

:11:14. > :11:15.That school has underperformed for years and years.

:11:16. > :11:19.Under BrightTribe's watch things haven't improved yet but

:11:20. > :11:21.certainly, and this was acknowledged by Ofsted,

:11:22. > :11:23.there are green shoots finally.

:11:24. > :11:25.Sometimes these things do take 18 months to turn around.

:11:26. > :11:34.But you have been in charge for three years.

:11:35. > :11:37.For a child that is three years of their education,

:11:38. > :11:39.almost half their secondary education years.

:11:40. > :11:43.The damage for them may already have been done and you have failed them.

:11:44. > :11:45.I don't like the word damage but if we are talking damage,

:11:46. > :11:48.Low expectations, outcomes well below the national

:11:49. > :11:50.average, Ofsted said you failed too many of your

:11:51. > :11:52.pupils, that was in the

:11:53. > :11:57.Ofsted report from October last year.

:11:58. > :12:02.That's right, but they also acknowledged significant

:12:03. > :12:04.improvements which have been put in since the new

:12:05. > :12:11.What Bright Tribe have done wrongly is not have

:12:12. > :12:16.the last 18 months to really come in and establish the high

:12:17. > :12:19.The children in that school should be performing a

:12:20. > :12:22.lot better than they are and they will be, as well.

:12:23. > :12:24.We have delivered in every other school and we will do

:12:25. > :12:28.How do you hope to instil confidence in the

:12:29. > :12:30.schools you wish take over in Haltwhistle,

:12:31. > :12:32.Hadenbridge and Sunderland when at the moment you do not

:12:33. > :12:38.We do not have a track record in Whitehaven

:12:39. > :12:40.Academy yet but there have

:12:41. > :12:43.been improvements in exam results this year and in terms of behaviour,

:12:44. > :12:46.staff attendance and student attendance.

:12:47. > :12:49.The school I have been at in Suffolk is now the most

:12:50. > :12:51.improved school in the whole of East Anglia,

:12:52. > :12:58.Those are just statistics but actually that is childrens' lives.

:12:59. > :13:01.We do have that track record and we can apply that and succeed

:13:02. > :13:09.It's six times taller than the Angel of the North and it could help

:13:10. > :13:15.create more than 500 jobs on the banks of the Tyne.

:13:16. > :13:18.A giant 'ringer' crane is one of three given the go-ahead

:13:19. > :13:22.They'll be used by a firm that plans to make cladding

:13:23. > :13:26.But as the new cranes go up, another crane, which cost

:13:27. > :13:28.North Tyneside Council nearly a million pounds, has lain

:13:29. > :13:35.Here's our News Correspondent Mark Denten.

:13:36. > :13:42.The Tyne shipyard. They history is the stuff of archive films. But new

:13:43. > :13:45.industries are here now. The Belgian owned company makes wind turbine

:13:46. > :13:54.jackets at the Hadrian Yard in Wallsend. They are big foundations

:13:55. > :14:01.ending up deep in the sea bed. They are vast, about 1200-1500 tonnes.

:14:02. > :14:05.You hope to get more projects in future which can increase the

:14:06. > :14:10.workforce here easily to 400, 500 people. Today North Tyneside

:14:11. > :14:14.councillors gave the go-ahead for the company to put up three new

:14:15. > :14:19.cranes at the Hadrian Yard. They are big, very big. The Angel of the

:14:20. > :14:24.North is 20 metres high. The monument is double the height and

:14:25. > :14:29.then there is the London Eye at a whopping 135 metres tall. The new

:14:30. > :14:35.rigging crane which will be put down here is almost the same height. Just

:14:36. > :14:40.down the river in the old Hunter yard, another crane. One costing

:14:41. > :14:45.North Tyneside Council almost ?1 million four years ago. It has spent

:14:46. > :14:51.all that time doing absolutely nothing. Brought over from Holland

:14:52. > :14:56.in 2013, a wrangle about licensing meant the council ended up buying it

:14:57. > :15:01.and then not a lot happened. In January 2015 the North Tyneside

:15:02. > :15:05.Council told Look North it would be another year before the crane was up

:15:06. > :15:12.and working. Two years on... It isn't working. Nobody from North

:15:13. > :15:14.Tyneside Council wanted to be interviewed, but in a statement they

:15:15. > :15:21.said they are still looking at design options for the steel key and

:15:22. > :15:27.the location of that crane, then three new cranes and huge trains are

:15:28. > :15:31.planned along the river front and one is still looking for a home.

:16:23. > :16:25.Now, it was a simple idea which has turned into a burgeoning business.

:16:26. > :16:28.The Chimney Sheep uses felted Herdwick wool to block unused

:16:29. > :16:29.chimneys to stop heat escaping from homes.

:16:30. > :16:32.And in the past four years the venture, based in Maryport

:16:33. > :16:34.in Cumbria has seen sales grow six fold.

:16:35. > :16:36.An amazing achievement for someone whose prototype was made

:16:37. > :16:45.What started out four years ago as a simple

:16:46. > :16:47.product manufactured with the

:16:48. > :16:49.help of one part-time member of staff is now a business,

:16:50. > :16:51.employing two full-time and two part-time

:16:52. > :16:57.staff in a factory eight times the size of the first.

:16:58. > :17:00.When we very first started we had just the three products.

:17:01. > :17:03.We quickly developed five different sizes and we've now grown

:17:04. > :17:21.It was the idea of Sally Phillips from Cockermouth,

:17:22. > :17:23.touted wolfram sheep, shaped with a handle added

:17:24. > :17:25.to block unused chimneys, stopping valuable heat

:17:26. > :17:32.The idea has really captured the imagination

:17:33. > :17:36.In Sally's first year of trading in 2012 she sold around 2,500.

:17:37. > :17:38.Four years later that figure has increased by six times and in

:17:39. > :17:42.It has been a leap of faith for Sally who invested

:17:43. > :17:48.her own money to turn the idea into her livelihood.

:17:49. > :17:51.It is frightening and it is hard but I always had

:17:52. > :17:53.confidence that this was a good idea.

:17:54. > :18:01.Just the idea that you can lose 5% of your household up the

:18:02. > :18:04.chimney which brings in the cold, plugging the chimney just seems such

:18:05. > :18:07.I always had confidence that had potential.

:18:08. > :18:09.It was just a case of developing the product

:18:10. > :18:19.As popularity has grown the design has changed as well.

:18:20. > :18:28.The handle is just a kitchen utensil with a bar welded onto it.

:18:29. > :18:31.This is a plastic threaded handle that

:18:32. > :18:37.threads in nice and neatly like that and that is the finished product.

:18:38. > :18:49.The latest incarnation has been developed with the help of a

:18:50. > :18:52.plastics firm, Omega Plastics, in Hartlepool.

:18:53. > :18:54.We're a relatively small company and this

:18:55. > :18:56.is the type of customer that we want.

:18:57. > :18:58.We can help the development and they grow as we grow.

:18:59. > :19:01.You can see her enthusiasm for the product as well and her vision.

:19:02. > :19:06.it is exciting to work with entrepreneurs and inventors.

:19:07. > :19:09.Sally plans to carry out more testing on the product to prove to

:19:10. > :19:11.the insulation industry that insulating your chimney is as

:19:12. > :19:23.They look good, don't they? If it was online dating somebody would be

:19:24. > :19:25.happy with their match, wouldn't they?! You have been reading this.
