:01:18. > :01:20.Now the RSPCA says a new study reveals eight out of ten people

:01:21. > :01:23.in the North East want to see longer prison sentences for people guilty

:01:24. > :01:34.The current maximum sentence is just six months.

:01:35. > :01:37.The findings have been welcomed by one MP, who next month tables

:01:38. > :01:39.a private Members' Bill in Parliament calling

:01:40. > :01:43.We must warn you, you may find the content at the beginning of

:01:44. > :01:50.Filmed on a mobile phone, this footage sparked outrage.

:01:51. > :01:54.Too horrific to broadcast, it shows the Frankish brothers

:01:55. > :01:59.repeatedly throwing their dog down the stairs and stamping on it.

:02:00. > :02:10.The dog later died but, remarkably, the brothers avoided jail.

:02:11. > :02:12.This shocking case led the Redcar MP Anna Turley

:02:13. > :02:16.She wants longer prison sentences for those guilty of animal cruelty.

:02:17. > :02:19.I think it is about sending a message that this is abhorrent

:02:20. > :02:22.and society as a whole rejects this, and they say people who do these

:02:23. > :02:25.kinds of acts have no place in our community and it is really

:02:26. > :02:28.important that we send that message out, and that deterrent.

:02:29. > :02:31.The current maximum sentence in England for animal cruelty is six

:02:32. > :02:41.months in prison and a fine of up to ?20,000.

:02:42. > :02:46.Now a survey commissioned by the RSPCA shows eight out of ten

:02:47. > :02:49.people in the North East want to see the Government introduce longer

:02:50. > :02:51.prison sentences for the most serious animal cruelty offences.

:02:52. > :02:54.And 59% of those questioned wanted to see sentences in excess of two

:02:55. > :02:58.Last October, RSPCA officers discovered a small dog that had been

:02:59. > :02:59.buried alive at Kirkleathem woods near Redcar.

:03:00. > :03:02.It had a five-inch nail hammered through its head.

:03:03. > :03:08.While shocking, officers say such cruelty is not uncommon.

:03:09. > :03:11.I dealt with a horrible case where some young men

:03:12. > :03:17.were setting their dogs on badgers and deer and foxes,

:03:18. > :03:20.like wildlife in the local area, and they were filming it

:03:21. > :03:23.while they were doing it and I had to obviously review all of that

:03:24. > :03:26.footage and it is just unimaginable cruelty that those animals

:03:27. > :03:35.Every day the RSPCA says its officers deal with animals

:03:36. > :03:39.who have been stabbed, shot and poisoned.

:03:40. > :03:42.Now the charity says it's time those guilty of such horrendous

:03:43. > :03:58.cruelty were punished with longer prison sentences.

:03:59. > :04:02.A Hartlepool man who killed three members of the same family

:04:03. > :04:05.in the 1980s has lost a human rights challenge against his

:04:06. > :04:09.Arthur Hutchinson was jailed in 1984.

:04:10. > :04:13.He broke into the home of Basil and Avril Laitner in Sheffield hours

:04:14. > :04:14.after their daughter's wedding and murdered them

:04:15. > :04:19.He also raped a teenage girl at the scene.

:04:20. > :04:21.The European Court of Human Rights dismissed Hutchinson's claim

:04:22. > :04:28.that the punishment amounted to inhuman and degrading treatment.

:04:29. > :04:31.Three people who were convicted over the death of a Newcastle man

:04:32. > :04:33.with learning difficulties are to have their sentences reviewed

:04:34. > :04:37.James Wheatley was jailed for life in December last year

:04:38. > :04:40.But prosecutors argued that the sentences handed

:04:41. > :04:42.to Wheatley's girlfriend, her mother, and another man,

:04:43. > :05:00.Nicola Lawrence was jailed for four years, Julie Mills eight years

:05:01. > :05:02.and Barry Imray three years for their parts in Lee's murder.

:05:03. > :05:05.There'll be a hearing at the Court of Appeal in March.

:05:06. > :05:08.A desperate plea for new information has been made by the family

:05:09. > :05:11.of an 83-year-old man who was killed in a hit-and-run accident

:05:12. > :05:14.as he walked home from visiting his daughter's grave 25 years ago.

:05:15. > :05:16.Charles Trueman died in hospital from his injuries after being hit

:05:17. > :05:19.by a car on Station Road in his hometown of Hexham

:05:20. > :05:23.His Children say they've never got over the tragedy and hope this

:05:24. > :05:27.New Year will bring them the closure and answers they need.

:05:28. > :05:29.Demolition work's due to start this week on a row of houses

:05:30. > :05:32.on a North Tyneside estate after they were affected

:05:33. > :05:36.by subsidence thought to be caused by former mine works.

:05:37. > :05:39.Five houses in Bayfield, on West Allotment, are being knocked

:05:40. > :05:42.down after cracks started to show and the buildings shifted.

:05:43. > :05:45.Home owners affected have been given the market value for their homes

:05:46. > :05:47.by the Coal Authority and most people moved out by

:05:48. > :05:51.More houses are suffering from subsidence, although

:05:52. > :06:00.The authority says it's been working closely with those affected.

:06:01. > :06:05.More than 100 cars have been clamped on Tyneside over the past two days

:06:06. > :06:08.as the DVLA mounts a blitz on people who haven't paid their vehicle tax.

:06:09. > :06:12.And people who've failed to pay for the clamp to be removed

:06:13. > :06:16.within 24 hours have seen their cars removed from the street.

:06:17. > :06:18.If they're not reclaimed, they'll be sold or scrapped.

:06:19. > :06:27.Adrian Pitches has been out on patrol with the DVLA hit squad.

:06:30. > :06:37.Now the car has been seized and the owner will have to pay

:06:38. > :06:44.Obviously, most people are disgruntled.

:06:45. > :06:48.A lot of people realise that they should have

:06:49. > :06:55.It isn't the first course of action, it's the very last course of action.

:06:56. > :06:59.They will have had these reminders, so the message is that it is very

:07:00. > :07:03.important that you keep DVLA up to date with your current

:07:04. > :07:08.address so they don't find themselves in this position.

:07:09. > :07:10.The DVLA enforcement vans are on our streets

:07:11. > :07:13.year-round but they've brought in reinforcements for

:07:14. > :07:20.The vans are equipped with automatic number plate recognition cameras.

:07:21. > :07:24.Attention! Attention!

:07:25. > :07:28.If a vehicle has not been taxed, the van driver is alerted

:07:29. > :07:35.Last year, more than 10,000 motorists in the North East

:07:36. > :07:39.were issued with penalties for nonpayment of vehicle tax.

:07:40. > :07:43.A further 1,700 vehicles were clamped or seized.

:07:44. > :07:47.The majority of vehicles that actually come into this pound,

:07:48. > :07:49.they are not collected by their keepers.

:07:50. > :07:52.So that's a good story for road safety because many of them

:07:53. > :08:02.But we dispose of them in three ways.

:08:03. > :08:05.If the vehicles are capable of going back on the road,

:08:06. > :08:10.Otherwise, they are dismantled and sold for parts or they're scrapped.

:08:11. > :08:15.So it's all good for the environment.

:08:16. > :08:19.There was a predictable spike in nonpayment of vehicle tax

:08:20. > :08:22.after paper tax discs were abolished two years ago.

:08:23. > :08:24.But the DVLA says the payment rate has now returned

:08:25. > :08:30.to the normal level and in 2017, 80% of people pay their car tax

:08:31. > :08:39.online rather than at the Post Office.

:08:40. > :08:41.Unemployment in the north east fell by 1,000 between September

:08:42. > :08:48.The fall takes the number of those without a job to 87,000,

:08:49. > :08:53.Meanwhile in Cumbria, 4,430 people claimed Jobseekers'

:08:54. > :08:55.Allowance in December, a very slight rise

:08:56. > :09:01.However, North Yorkshire saw a larger rise of about 240,

:09:02. > :09:07.to stand at 4,235 people claiming Jobseekers' Allowance.

:09:08. > :09:10.The North East still has the highest rate of unemployment in the country.

:09:11. > :09:12.A Government minister visiting Tyneside today says they're

:09:13. > :09:18.focussing on helping the region's young people into work.

:09:19. > :09:20.Of course we recognise we always have to do more,

:09:21. > :09:23.and so here in this region, particularly with young people,

:09:24. > :09:26.we've been working closely with schools, piloting having

:09:27. > :09:31.Job Centre Plus advisers, our work coaches actually

:09:32. > :09:34.going into schools so, before young people leave school,

:09:35. > :09:39.making sure, if people are unemployed in the early days

:09:40. > :09:41.when they leave school, they're getting all the support

:09:42. > :09:44.to get work experience placements, and we'll be working

:09:45. > :09:46.closely with businesses, particularly the Tees Valley

:09:47. > :09:50.for example, to encourage more businesses to get those places,

:09:51. > :09:55.what we call set to based work academies were businesses themselves

:09:56. > :09:58.are running training courses and showcasing,

:09:59. > :10:00.if you like, their industry to young people to make sure

:10:01. > :10:04.For Labour, Middlesbrough MP Andy McDonald says the Conservatives

:10:05. > :10:07.have given tax breaks to millionaires and slashed

:10:08. > :10:11.corporation tax while neglecting the steel industry and failing

:10:12. > :10:13.to invest in the jobs, skills and infrastructure

:10:14. > :10:19.He said Middlesbrough needed a government prepared to implement

:10:20. > :10:22.an industrial strategy and invest to grow key industries and create

:10:23. > :10:29.a high skill, high wage economy, something only Labour could deliver.

:10:30. > :10:31.Yorkshire Air Ambulance has unveiled its second

:10:32. > :10:35.The ?6 million aircraft will be based at RAF Topcliffe near Thirsk.

:10:36. > :10:37.The charity's other new helicopter came into operation in September

:11:18. > :11:20.of the headlines at the moment. But now a scheme launched

:11:21. > :11:22.in Darlington might just help Age UK and the local health trust

:11:23. > :11:26.are giving vulnerable older people a free weekly meal to try to keep

:11:27. > :11:29.them well and stop them Peter Harris has been to see

:11:30. > :11:36.the scheme in action It's a square meal but the nutrition

:11:37. > :11:44.served up here might just help the NHS as well as the older people

:11:45. > :11:47.who come for the weekly free lunch served up

:11:48. > :11:49.at Darlington Fire Station, as part of an effort to keep

:11:50. > :11:58.the elderly fed and well. By bringing people here,

:11:59. > :12:00.we are trying to get people to be more socially engaging

:12:01. > :12:03.and interacting as well as providing a nutritious meal and monitoring

:12:04. > :12:05.their weight and trying It's believed there are thousands

:12:06. > :12:12.in Darlington alone who are undernourished,

:12:13. > :12:14.and the health trust is trying to identify them to make sure

:12:15. > :12:17.they take advantage of this service. Now, what they're running

:12:18. > :12:19.here isn't directly connected Are you finished

:12:20. > :12:24.with your food, there? But as well as bringing

:12:25. > :12:30.people in here, giving them something to eat,

:12:31. > :12:33.making sure they get well fed, while they're here, they can also

:12:34. > :12:36.check on their weight and that can be referred back to their GP and it

:12:37. > :12:39.might make a contribution in keeping some older people out

:12:40. > :12:41.of the hospital wards. The main priority for everybody

:12:42. > :12:44.who works in health and social care is to keep people in their own homes

:12:45. > :12:47.with their own families If we can do that, it prevents some

:12:48. > :12:54.of the pressures on our NHS and particularly our A departments

:12:55. > :12:56.which are rather If you can just take yourself

:12:57. > :13:01.onto the scales for me. The weekly sessions also mean weight

:13:02. > :13:05.can be monitored week by week. Undernutrition is a big problem

:13:06. > :13:08.in the UK and it's often overlooked and it's a problem for our most

:13:09. > :13:10.vulnerable patients, so often people who are older,

:13:11. > :13:15.who potentially have got other illnesses happening,

:13:16. > :13:18.and it is often seen as growing old, you lose weight because you're

:13:19. > :13:20.getting older, and it Actually, if you are losing weight,

:13:21. > :13:25.that can have a big implication on your health and your

:13:26. > :13:28.quality of life. And, for the old folk, of course,

:13:29. > :13:31.clubs like this are a chance to get You must be about 15 stone

:13:47. > :13:58.today, so it's good. A warning's been issued for people
