:00:54. > :01:13.A woman and her child abducted from the seafront at Redcar in broad

:01:14. > :01:17.The woman, who's in her 30s, was driven to a secluded lane

:01:18. > :01:19.in a nearby village before both men raped her.

:01:20. > :01:23.She and the toddler were then left at the side of the road nearby

:01:24. > :01:28.Our reporter Phil Connell is in Redcar tonight

:01:29. > :01:44.It is now three days since this horrific attack in Redcar. Our crime

:01:45. > :01:48.which really has shaken this local community. It is an abduction which

:01:49. > :01:54.happened hero in the seafront just behind me in broad daylight. What

:01:55. > :01:59.made it worse was the -- the women's young child was snatched as well.

:02:00. > :02:03.Both tonight were said to be receiving specialist support.

:02:04. > :02:04.It was say Cleveland Police aphoristic ordeal.

:02:05. > :02:08.In broad daylight on the seafront in Redcar, a woman and her young child

:02:09. > :02:10.were abducted by the two men lunchtime on Friday.

:02:11. > :02:13.They were bundled into the back of a dark blue saloon car

:02:14. > :02:19.and driven to the nearby village of Yearby where

:02:20. > :02:22.and driven to the nearby village of Yearby where the woman

:02:23. > :02:25.The ordeal is said to have five hours.

:02:26. > :02:28.At a press conference, the police confirmed they were

:02:29. > :02:29.looking forward two dangerous rapists.

:02:30. > :02:32.The victim was screaming for help as she was forced into the car.

:02:33. > :02:34.Someone must have seen and heard her.

:02:35. > :02:37.Both men did rape this woman which makes it even more

:02:38. > :02:43.horrific which is why both these men need to be identified and caught.

:02:44. > :02:46.This woman supports victims of rape in the

:02:47. > :02:49.Redcar area and says the victim and her child will now receive

:02:50. > :02:59.It was in broad daylight, they have obviously kept

:03:00. > :03:02.her for a number of hours and did whatever...the unthinkable

:03:03. > :03:05.That is unthinkable, the child was there and

:03:06. > :03:13.Police have released descriptions of the two men.

:03:14. > :03:15.The driver is described as white, in his late 20s or 30s,

:03:16. > :03:17.with the word "love" tattooed across his knuckles.

:03:18. > :03:20.The second man is also white, medium build with a local

:03:21. > :03:30.In a place like Redcar, how unusual is it for something like this

:03:31. > :03:36.This is extremely unusual for anywhere, not just Redcar.

:03:37. > :03:38.This is a very serious case but it is

:03:39. > :03:44.Police say additional officers are now patrolling the area

:03:45. > :03:55.and warn members of the public to be extra vigilant.

:03:56. > :04:02.Despite growing concerns hear tonight, police are trying to

:04:03. > :04:07.reassure local people. They say that is the possibility the victim may

:04:08. > :04:13.have known her attackers. They say incidents of this nature are

:04:14. > :04:15.relatively rare and believe this to be an isolated case. Thank you.

:04:16. > :04:20.Durham Police say it's the only option left

:04:21. > :04:22.to cut drugs crime - give some addicts

:04:23. > :04:28.By the end of this year the force says it could be giving a small

:04:29. > :04:30.number of the county's addicts free heroin.

:04:31. > :04:33.It says that will cut crime and save lives.

:04:34. > :04:36.But critics say the idea will just attract addicts from across the UK -

:04:37. > :04:38.drawn to the North East for a free fix.

:04:39. > :04:51.Here's our News Correspondent Mark Denten:

:04:52. > :04:55.Some politicians say there should be a war on drugs - but how to fight

:04:56. > :04:58.In County Durham both the Police And Crime Commissioner

:04:59. > :05:01.and Chief Constable have long argued against arresting your way out

:05:02. > :05:04.Three years ago the BBC's Inside Out programme took

:05:05. > :05:06.Durham's Chief Constable Mike Barton to Compenhagen where legal

:05:07. > :05:09.consumption rooms allow addicts to have free injections in a safe

:05:10. > :05:11.In Denmark the addicts bring their own

:05:12. > :05:22.drugs but in Durham the police would supply them.

:05:23. > :05:30.Individuals will go to a centre and there is they will inject

:05:31. > :05:34.diamorphine and they do that with clean needles and be supervised and

:05:35. > :05:39.there will be a wraparound package to support those individuals, using

:05:40. > :05:41.the recovery community we have across Durham constabulary.

:05:42. > :05:43.The scheme is called heroin assisted treatment or HAT.

:05:44. > :05:45.A heroin subsitute Diamorphine would be prescribed for addicts

:05:46. > :05:50.Although there are thought to be around 2,000 heroin

:05:51. > :05:58.The scheme would be targetted at a small number of them.

:05:59. > :06:05.We are trying to prevent crime and it is part of a treatment plan. It

:06:06. > :06:10.is not just providing them with Edwin, it is seeking to get off

:06:11. > :06:14.heroin to improve their health and also for the wider community, so

:06:15. > :06:18.they stop committing the crime which funds their habits.

:06:19. > :06:22.But critics say the plans could do more harm than good.

:06:23. > :06:29.You have an obvious consequence where it will draw in other people.

:06:30. > :06:34.The message says you can get free drugs. I think it is a

:06:35. > :06:41.legitimisation of the euthanasia of people with mental illness. I know

:06:42. > :06:42.those are strong terms but it is the marginalisation of the mentally ill.

:06:43. > :06:45.Durham Police hope to have the new scheme operating

:06:46. > :06:51.So the police want to introduce this scheme by the end of the year.

:06:52. > :06:53.What are the chances of that happening?

:06:54. > :07:01.In some ways died in police a good position to face down their critics.

:07:02. > :07:05.A report last week said they are the only police force in Britain with an

:07:06. > :07:10.outstanding rating. That is paying for it of course. Some of the police

:07:11. > :07:17.budget will go towards it but the police are talking to Darlington and

:07:18. > :07:20.Durham Council. They have public health budgets so that is used for

:07:21. > :07:28.things like obesity programmes and projects in public park and we want

:07:29. > :07:32.to get a bit of that programme. A cautious statement tonight from

:07:33. > :07:36.Durham council who confirmed they have been asked by the police to put

:07:37. > :07:42.forward an options paper and are on the early stages of that one. Any

:07:43. > :07:43.such project would have to be part of a number of evidence -based

:07:44. > :07:46.treatment packages. Thank you. A 19-year-old man has been arrested

:07:47. > :07:53.on suspicion of murder in York. The police were called after reports

:07:54. > :07:56.of a man with blood on his hands near the railway station

:07:57. > :07:59.in the early hours of today. They later found the body of a man

:08:00. > :08:02.in his 50s in a flat nearby. It's claimed that thousands

:08:03. > :08:05.of people are dying unnecessarily every year from air pollution

:08:06. > :08:07.in our traffic congested In York alone it's estimated that

:08:08. > :08:10.a hundred people die But are we doing enough

:08:11. > :08:14.to find long term solutions This exclusive report

:08:15. > :08:19.from Inside Out's Chris Jackson. Latest figures indicate that air

:08:20. > :08:21.pollution is contributing to thousands of early deaths

:08:22. > :08:23.across the North - particularly for people

:08:24. > :08:30.already in poor health. I'm conscious of the fact that I'm

:08:31. > :08:32.walking in between exhausts and things like that and you can

:08:33. > :08:36.feel it on your chest. constantly covering up my face being

:08:37. > :08:42.conscious of the air around me. That isn't necessarily as clean

:08:43. > :08:44.as what I'd like it to be When you're exposed to exhaust

:08:45. > :08:50.fumes, particularly the fine particulates,

:08:51. > :08:52.then there is an acute risk to you if you have a background

:08:53. > :08:56.of heart problems, lung problems, it significantly increases your risk

:08:57. > :08:59.of having something like a heart There's an extensive programme

:09:00. > :09:03.of pedestrianisation, park and ride schemes and a fleet

:09:04. > :09:10.of electric buses - but even here in York health

:09:11. > :09:12.officials estimate that to around a hundred early

:09:13. > :09:15.deaths every year . So York is trying harder than most

:09:16. > :09:20.to cut air pollution - is one of the most environmentally

:09:21. > :09:26.friendly Cities in Europe and it's introduced some strict policies

:09:27. > :09:36.to get cars off it's streets. If you want to own

:09:37. > :09:38.a house that's fine - but if you also want to own a car,

:09:39. > :09:42.you have to buy a parking space and that will cost,

:09:43. > :09:44.wait for it, 20,000 euros. Do you have any evidence that

:09:45. > :09:48.by taking some of the cars out the city that pollution,

:09:49. > :09:50.air quality is improved in the city? We have good results in the last ten

:09:51. > :10:00.years in Freiburg, we reduced Whilst such radical solutions might

:10:01. > :10:06.raise eyebrows back in York - with growing evidence of the link

:10:07. > :10:08.between air pollution and poor health - doing nothing to tackle

:10:09. > :10:13.the problem isn't an option. And there's more on that story

:10:14. > :10:20.in tonight's Inside Out, Newcastle Airport is warning it

:10:21. > :10:34.could lose nearly one million passengers a year if plans to cut

:10:35. > :10:37.air taxes in Scotland - Figures released today suggest

:10:38. > :10:40.the change could also cost the North East economy hundreds

:10:41. > :10:43.of millions of pounds - Here's our Political

:10:44. > :10:45.Editor Richard Moss. But behind the bustle,

:10:46. > :10:48.there's worry. Next year Scotland takes

:10:49. > :10:50.control of its air taxes. The SNP - which runs

:10:51. > :10:53.the government there - That could offer long haul

:10:54. > :10:57.passengers like these a saving of at least ?75 per flight north

:10:58. > :11:14.of the border. We live in Cumbria so it is 18 miles

:11:15. > :11:21.to get hear so to go a little bit further to go up to Glasgow would be

:11:22. > :11:27.easier. We would consider that if there was a significant saving.

:11:28. > :11:30.Widget? Yes, we would. I think we would do that, it is all about

:11:31. > :11:35.suggest if Scotland abolished air taxes, the impact would be

:11:36. > :11:38.Newcastle could lose between 500 and 900,000

:11:39. > :11:40.passengers a year, threatening services, stalling expansion,

:11:41. > :11:47.and taking ?44 to ?78 million out of the North East economy.

:11:48. > :11:52.The Scottish government had signalled their intention to start

:11:53. > :11:57.reducing the rate of tax from next year so the impact could start to

:11:58. > :12:02.happen next year. Airlines are already making their decisions about

:12:03. > :12:05.next year now. That is why we are urging the government that now is

:12:06. > :12:09.there's concern in the business community too.

:12:10. > :12:11.This airport gales with freight as well as passengers,

:12:12. > :12:13.a trade that's grown enormously since Emirates began flights

:12:14. > :12:23.It started in September 2007, we were doing ?20 million worth of air

:12:24. > :12:30.freight out of this airport. This year we will touch 400 million. This

:12:31. > :12:35.just shows what we can do when we actually start something hear but it

:12:36. > :12:38.also reflects what will happen if we put it to risk. -- at risk.

:12:39. > :12:43.would make sure Newcastle Airport did not lose out.

:12:44. > :12:46.But it says it won't now take action until we've left the European Union.

:12:47. > :12:53.What is the point of talking about and Northern Powerhouse if you

:12:54. > :12:57.impact on what -- one of the most important part of a regional

:12:58. > :13:00.infrastructure. It is not good enough for the government to say

:13:01. > :13:02.they will look at after the event. We need some now.

:13:03. > :13:12.The government says it remains committed to supporting

:13:13. > :13:15.But airport managers fear without action soon damage

:13:16. > :13:17.to their business and the region is inevitable.

:13:51. > :13:54.They now share their stories of major brain surgery,

:13:55. > :13:57.how they told their families, and fears over their next scans.

:13:58. > :13:59.In a special report to mark Brain Tumour Awareness Month,

:14:00. > :14:10.our health reporter Sharon Barbour has been to meet them.

:14:11. > :14:19.When we heard about the cancer, the as my mum, is she going to die?

:14:20. > :14:22.Natalie Sweeney and Angela Conway both 28, and from neighbouring

:14:23. > :14:24.Northumberland towns of Bedlington and Ashington have

:14:25. > :14:34.I had my surgery a year ago and a month later I decided I should be

:14:35. > :14:41.Angela's had major surgery, although the cancer is still there.

:14:42. > :14:47.We always knew they would not be able to take the entire tumour

:14:48. > :14:51.because of the location sold the surgery was to take as much as

:14:52. > :14:56.possible. We are living with uncertainty. It might never grow

:14:57. > :14:57.again, it could grow in 50 years, we do not know.

:14:58. > :15:20.I get scanned every six months and then they will decide whether to

:15:21. > :15:22.give me more chemotherapy or radiotherapy, they will do that

:15:23. > :15:24.until they cannot do anything anymore.

:15:25. > :15:27.They have both been awareness and money for brain tumour research

:15:28. > :15:29.and treatment and today visited the new Wolfson childhood cancer

:15:30. > :15:31.research centre in Newcastle to meet scientists developing

:15:32. > :15:43.This is not science that we do in a laboratory which has no relationship

:15:44. > :15:49.to the clinic. We work next to the hospital. What is exciting is the

:15:50. > :16:01.ability to turn that science into something which benefits patients.

:16:02. > :16:08.Brain tumours are the leading cause of death in children. Scientists are

:16:09. > :16:13.looking at this to discover what is happening at a cellular level and

:16:14. > :16:16.deliver precise and targeted treatments. Those latest treatments

:16:17. > :16:24.are already helping patients like Natalie. She has been fantastic

:16:25. > :16:28.throughout the whole thing. Good luck for the scan. Thank you.

:16:29. > :16:37.but she's about to undergo an MRI scan - to find out
