:00:55. > :01:00.It's an unprecedented step, but one that it's claimed, had to be taken.

:01:01. > :01:02.Headteachers in all the state schools in Darlington have joined

:01:03. > :01:04.together and signed a letter warning parents of the funding

:01:05. > :01:12.They've been asked to lobby the Government after the town's

:01:13. > :01:14.schools learned they will lose seve million pounds

:01:15. > :01:18.Some headteachers claim staff could lose their jobs,

:01:19. > :01:23.But the government says school funding across the country has

:01:24. > :01:31.Peter King says he - and the town's other head teachers -

:01:32. > :01:34.felt their voices were not being listened to.

:01:35. > :01:37.That big government departments were unaware of the financial

:01:38. > :01:48.Schools - he says - are now being asked to do a lot more -

:01:49. > :01:58.We think cuts of 7 million, that means big cuts for individual

:01:59. > :02:04.schools. Unless government does a U-turn or change of heart, I think

:02:05. > :02:07.across Darlington and the country it will lead to staffing reductions.

:02:08. > :02:09.More children are now in education so the government

:02:10. > :02:13.But headteachers say they now have to pay increased pension

:02:14. > :02:14.and national insurance contributions for their staff.

:02:15. > :02:17.And that means some schools in Darlington will see their actual

:02:18. > :02:24.Bill Dixon's the leader of the council.

:02:25. > :02:32.This is a lot of money. The schools cannot afford to lose a fifth of the

:02:33. > :02:37.budget so one in five teachers, potentially, one in five classrooms

:02:38. > :02:38.or one in five schools closing. That would mean ten schools would have to

:02:39. > :02:40.go, crazy. Headteachers say school

:02:41. > :02:42.cost continue to rise - while their budget has remained

:02:43. > :02:45.the same for the last seven years. Ministers say they realise schools

:02:46. > :02:48.are facing cost pressures - which is why they're helping them

:02:49. > :03:01.to use their funding The government says funding is at

:03:02. > :03:04.its highest level on record and schools received ?40 billion. It

:03:05. > :03:08.says the system for distributing the money across the country is outdated

:03:09. > :03:13.and unfair and says it is introducing a new formula which will

:03:14. > :03:18.see more than half of the schools in England get a cash boost. That is

:03:19. > :03:20.not the situation here and in schools across Darlington.

:03:21. > :03:22.If the cuts to there budgets continue -

:03:23. > :03:24.headteachers say staff WILL lose their jobs.

:03:25. > :03:36.Almost three months after it was announced

:03:37. > :03:39.that the Chief Executive of the Newcastle Hospitals Trust had

:03:40. > :03:41.been placed on "extended leave," the BBC has learned that a group

:03:42. > :03:44.of senior doctors have expressed concerns about the leadership

:03:45. > :03:50.The revelation comes in tonight's Inside Out programme and a short

:03:51. > :03:58.time ago I spoke to the programme's presenter Chris Jackson.

:03:59. > :04:08.We have been told little but this is about the top man at the NHS

:04:09. > :04:12.hospitals in Newcastle, ?1 billion a year to spend. He is the longest

:04:13. > :04:17.serving Chief Executive of any NHS trust in Britain. The silence was

:04:18. > :04:22.broken in two weeks ago when the trust said it is investigating very

:04:23. > :04:26.serious issues. We understand they centre around a trust director who

:04:27. > :04:32.is alleging there has been bullying and abusive behaviour. The trust

:04:33. > :04:39.says putting him on extended leave is a neutral act, we should not read

:04:40. > :04:43.anything into it. What have you seen from the DRS? We saw the minutes

:04:44. > :04:48.from a meeting of senior doctors expressing concern about the future

:04:49. > :04:52.direction of the trust and the workplace culture leading medics say

:04:53. > :04:56.staff or unwilling or unable to speak out because of fears of

:04:57. > :05:01.retribution and intimidation. They are calling for an environment which

:05:02. > :05:05.is blame free but none of the doctors will speak publicly and we

:05:06. > :05:11.don't know if their views represent the whole staff but one clinician

:05:12. > :05:17.who saw the minutes described it as a vote of no-confidence. What has

:05:18. > :05:22.certain then had to say? He is banned from speaking to the press

:05:23. > :05:28.but sources say he categorically denies the allegations of bullying

:05:29. > :05:31.and abusive behaviour saying he has been made to pay the price for

:05:32. > :05:35.standing up to doctors in the past. The trust will not condone any

:05:36. > :05:42.incidence of aggressive management style. What else did they discuss?

:05:43. > :05:48.Insiders tell us there was worried Newcastle could be left on the

:05:49. > :05:51.outside of any discussions about the reorganisation of NHS services

:05:52. > :05:59.because of a difficult relationship between and Northumbria. Sir Len Was

:06:00. > :06:03.opposed to the building of a new hospital in Cramlington so doctors

:06:04. > :06:06.want a closer working relationship with their neighbours and one

:06:07. > :06:12.Newcastle to be at the centre of discussions are not on the

:06:13. > :06:17.periphery. What happens next? The trust has brought in an investigator

:06:18. > :06:19.who will report in the next couple of days so watch this space.

:06:23. > :06:30.A gunman who shot a 15-year-old boy in the head as he was riding past

:06:31. > :06:32.on a motorbike in Sunderland has pleaded guilty to carrying

:06:33. > :06:36.Steven Thompson admitted firing the shot, as the teenager was riding

:06:37. > :06:38.pillion along Hewitt Avenue in Sunderland last October.

:06:39. > :06:39.It left the victim in a critical condition.

:06:40. > :06:43.Thompson pleaded guilty to causing grevious bodily harm with intent

:06:44. > :06:45.and possession of a powerful, point 25 calibre air rifle

:06:46. > :06:56.It's just over six weeks till May the 4th -

:06:57. > :07:00.the day when history will be made in one part of the north east.

:07:01. > :07:04.People across the Tees Valley will vote for a newly elected mayor -

:07:05. > :07:06.with the winning candidate being given significant powers

:07:07. > :07:12.Well, with many voters still unaware of the election,

:07:13. > :07:15.the minister in charge has travelled to the region to rally support

:07:16. > :07:29.It is an important date that is approaching fast, on the 4th of May

:07:30. > :07:34.the Tees Valley gets its first elected mayor although many

:07:35. > :07:39.potential voters still seem unaware of what May the 4th is about. I

:07:40. > :07:47.would not remember unless it is in my diary. Is it something to do with

:07:48. > :07:52.Star Wars? I don't know. I should do. The newly elected mayor would

:07:53. > :07:56.have certain responsibilities for five council areas, Darlington,

:07:57. > :08:01.Middlesbrough, Hartlepool, Stockton and Redcar and Cleveland. It will

:08:02. > :08:05.decide over transport, strategic planning and employment. It is part

:08:06. > :08:09.of the government Northern Powerhouse programme and with the

:08:10. > :08:14.election looming, today the minister in charge was in Stockton to raise

:08:15. > :08:18.public awareness. I think most people will welcome in the North

:08:19. > :08:23.having powers taken away from Westminster from Whitehall and

:08:24. > :08:28.London and brought up here to be determined by a locally elected

:08:29. > :08:33.person and some money from London to support that. In other parts of the

:08:34. > :08:37.north-east there is concern over jobs two firms at risk of losing 800

:08:38. > :08:42.jobs, what is the Northern Powerhouse doing to help those

:08:43. > :08:47.people? The evidence is when people lose their jobs, quickly they have

:08:48. > :08:51.moved people into other employment as we saw with SSI. There were five

:08:52. > :08:57.candidates competing for the vote on the 4th of May, an historic day

:08:58. > :09:05.seeing the Tees Valley play a bigger role in deciding its future.

:09:06. > :09:07.There's growing concern for the safety of people working

:09:08. > :09:11.One worker's told the BBC he's worried every time he goes in.

:09:12. > :09:14.Third Energy's been given planning permission to extract gas from shale

:09:15. > :09:17.rock at a site near Kirby Misperton with operations expected to start

:09:18. > :09:20.Danni Hewson's been given exclusive access to work

:09:21. > :09:26.Every day brings confrontation at this fracking site in Lancashire.

:09:27. > :09:29.Protesters show up to slow work down.

:09:30. > :09:32.In North Yorkshire, the camp is almost empty.

:09:33. > :09:36.But few expect it will stay this way for long.

:09:37. > :09:39.Wherever fracking comes, the community becomes divided.

:09:40. > :09:42.Some people get money out of it and the rest

:09:43. > :09:50.We're starting to see that happen here in Ryedale as well.

:09:51. > :09:53.Whilst work underway on this Third Energy site near Pickering

:09:54. > :09:55.is purely for conventional gas extraction, the spectre

:09:56. > :10:00.Some suppliers say they've been intimidated.

:10:01. > :10:02.Anti-fracking campaigners insist that behaviour won't be tolerated

:10:03. > :10:05.but admit they are boycotting firms that do business with

:10:06. > :10:12.I regard fracking as having significant risks to my

:10:13. > :10:19.livelihood, my business, my environment, my health.

:10:20. > :10:24.As such, I make the personal decision that if anybody deals

:10:25. > :10:26.with the fracking companies, I don't want to deal with them.

:10:27. > :10:29.I'll take my business away from them.

:10:30. > :10:32.And other people must make their own minds up.

:10:33. > :10:35.The company took over operations here six years ago.

:10:36. > :10:38.For them, the controversy surrounding fracking

:10:39. > :10:50.Even this area, working around it, as people have come on with the "F"

:10:51. > :10:55.word, it makes you have to second guess whether you say at times,

:10:56. > :10:57.I work at Third Energy or at Knapton generating station.

:10:58. > :11:00.It does add another factor when you're travelling

:11:01. > :11:06.It is something we really do have to think about now.

:11:07. > :11:16.Rifts certain to grow once fracking begins.

:11:17. > :11:19.A campaign's begun to try to keep lollipop men and women

:11:20. > :11:25.The City Council's cutting all but two of its 55 crossing

:11:26. > :11:30.But, the Gosforth Traffic facebook group is hopeful it can

:11:31. > :11:32.save all the crossing patrols across the city.

:11:33. > :11:42.Soon to be a rare sight on the streets of Newcastle.

:11:43. > :11:46.The majority of the city's school crossing patrols,

:11:47. > :11:49.are being got rid of as the council tries to save millions

:11:50. > :11:54.Jim's worked on this busy crossing in Gosforth for more than 15 years.

:12:37. > :12:39.Today, parents and children showed their support for a campaign,

:12:40. > :12:43.started by a local Facebook group, to save Jim.

:12:44. > :12:46.All lollipop men and women across the city need saving.

:12:47. > :12:57.How would you feel crossing the road if Jim wasn't there?

:12:58. > :13:04.I would not feel safe. We have no zebra crossing or means of slowing

:13:05. > :13:07.down traffic. It feels the children will get

:13:08. > :13:09.safely across the road. Especially children not

:13:10. > :13:11.accompanied by adults. In a statement, Newcastle City

:13:12. > :13:13.Council blamed Government funding cuts for the move,

:13:14. > :13:15.adding there'll be free training training for volunteers

:13:16. > :13:17.who want to monitor crossing points. But campaigners say they'll keep

:13:18. > :13:25.trying to change councillors' minds. Plenty more to come

:14:30. > :14:33.declining, there are empty shops so this lady is welcome here, the

:14:34. > :14:42.heritage body historic England has decided apple BB -- will be one of

:14:43. > :14:47.ten areas to get cash over ?750,000 and expertise to improve the local

:14:48. > :14:52.economy. We would like to help the town boost its economy, it suffered

:14:53. > :14:57.in the floods last winter and there are properties are still closed as a

:14:58. > :15:01.result. And we think we can work together and help boost visitor

:15:02. > :15:08.numbers which will help Appleby. Crumbling buildings like this hall

:15:09. > :15:12.and empty pub will be improved, the hope is new businesses will come

:15:13. > :15:19.here, create jobs. The money will barely make it into a nice tourist

:15:20. > :15:27.town because we live on tourism. We do need the business infrastructure

:15:28. > :15:34.to be livened up and then we will see results within five years. For

:15:35. > :15:38.Stephen and -- in his butchery and delicatessen, regeneration cannot

:15:39. > :15:43.come quick enough. A lot of small independent shops are closing, quite

:15:44. > :15:47.a few buildings in Appleby are in a bad state at the moment. Flooding

:15:48. > :15:53.affected the town, the town was split in half for a week and a half

:15:54. > :15:57.because the bridge was shut. Appleby was split in half. The flood damage

:15:58. > :16:00.is still being repaired, this latest scheme could go some way to making

:16:01. > :16:07.the town whole again. Highs and lows on this
