:00:57. > :00:59.In just over three hours, Newcastle United could be promoted

:01:00. > :01:06.If they beat Preston tonight, they'll automatically go up -

:01:07. > :01:09.just a year after their relegation to the Championship.

:01:10. > :01:15.And then on Wednesday, both Middlesbrough and Sunderland

:01:16. > :01:18.will fight for their survival in the top flight

:01:19. > :01:20.Well, Jeff's outside St James' Park now.

:01:21. > :01:34.It certainly is. We expect things to be a bit more clear by late on

:01:35. > :01:39.Wednesday night and I expect one issue to be sorted later this

:01:40. > :01:44.evening here at Saint James's Park, just short of a year since Newcastle

:01:45. > :01:47.were relegated, 340 days since they knew they were slipping out of the

:01:48. > :01:50.Premier League into the championship, but now is the brink

:01:51. > :01:52.of a return, and what would that mean by the city itself?

:01:53. > :01:54.Could, just could Newcastle United's heartbreak of 12 months ago

:01:55. > :01:56.turn into celebrations in the next few hours?

:01:57. > :01:59.Promotion to the Premier League tonight would lead to plenty of very

:02:00. > :02:01.happy football fans, but more's riding on it than that,

:02:02. > :02:04.because if the club goes straight back up, there could be

:02:05. > :02:08.a substantial boost to the local economy.

:02:09. > :02:15.Swansea City, when they first went up in 2013, there was a study done

:02:16. > :02:17.and they found that the economic benefits for that city

:02:18. > :02:23.What the Premier League does is get a platform for global exposure.

:02:24. > :02:26.Newcastle United in the Premier League, it's going to be seen...

:02:27. > :02:29.People are going to see games at St James' Park

:02:30. > :02:31.and the Newcastle area in China, America, which are everywhere

:02:32. > :02:36.For other business leaders, it's not so much about football but footfall,

:02:37. > :02:39.because if Newcastle United make it into the top flight,

:02:40. > :02:43.visitors will spend longer in the city and spend more.

:02:44. > :02:48.The most tangible impact will be on Newcastle's hotels.

:02:49. > :02:50.We'll tend to get more overnight visits...

:02:51. > :02:52.And, of course, beneficiaries of that are Newcastle's

:02:53. > :02:57.But beyond that, I think what is perhaps immeasurable

:02:58. > :03:00.is actually the profile it will give this city in these

:03:01. > :03:07.But, for Sunderland and Middlesbrough, it seems

:03:08. > :03:10.an awful long way since those scenes of relief and triumph 12 months ago.

:03:11. > :03:12.Survival's still a possibility, of course, but it's looking

:03:13. > :03:14.increasingly unlikely for both teams.

:03:15. > :03:18.Relegation would have an economic impact too.

:03:19. > :03:22.The Premier League offers a massive opportunity for the local economy,

:03:23. > :03:28.and the small businesses but also the wider regions of those clubs.

:03:29. > :03:31.I think not having Premier League football is going to have a little

:03:32. > :03:36.Light at the end of the tunnel or cloud's on the horizon -

:03:37. > :03:39.we'll find out what it's to be for all our teams very soon.

:03:40. > :03:53.He joins me now. Good times ahead for Newcastle? Sunderland and

:03:54. > :03:58.Middlesbrough facing relegation and Hartlepool and York City and Berwick

:03:59. > :04:03.Rangers, Carlisle trying to get out of League 2. What impact and the

:04:04. > :04:08.football club's fortunes have? A lot, because it is a time of year

:04:09. > :04:11.where not only that bands get nervous but also businesses, because

:04:12. > :04:16.this matters in terms of the fate of the local economy. Carlisle United,

:04:17. > :04:21.personable, still not out of the picture for the league to... If they

:04:22. > :04:24.go up to League 1, they could face big teams who have come down from

:04:25. > :04:29.the championship, the likes of Birmingham City, Blackburn Rovers

:04:30. > :04:36.and Wigan, all possible big-game receipts for Carlisle United. Also

:04:37. > :04:40.the wage bill, Deloitte, but came out last year saw the wage bill for

:04:41. > :04:44.a League 1 team on average is 50% higher than that in League 2, so

:04:45. > :04:51.that is more money swanning around. Very different story for some teams,

:04:52. > :04:54.Hartlepool, and dicing with relegation and out of the Football

:04:55. > :04:58.League into the National League... It is true they said that most teams

:04:59. > :05:02.in that league are full-time but playing smaller teams and smaller

:05:03. > :05:05.games with less money, spare a thought for York and Berwick as

:05:06. > :05:10.well, you're in the League 2 at the moment, National League, relegation

:05:11. > :05:14.would mean it would definitely be a team of part-timers.

:05:20. > :05:22.in rural parts of the region, buying their own house has become

:05:23. > :05:24.an unobtainable dream. Today, though, a pilot scheme's been

:05:25. > :05:26.launched in North Yorkshire Hambleton District Council wants

:05:27. > :05:30.to see more affordable houses built and has promised to help by cutting

:05:31. > :05:33.red tape and speeding up Rural north Yorkshire has long been

:05:34. > :05:40.a desirable place to live, but buying a house here

:05:41. > :05:44.is not that simple. There's not many for sale,

:05:45. > :05:47.and those that are are often Dan Scatchard and his partner,

:05:48. > :05:54.Caroline Nelson, are a first-time buyers who are keen to live in rural

:05:55. > :05:56.North Yorkshire. Affordable options, though,

:05:57. > :06:01.are few and far between. The only option would be to go

:06:02. > :06:08.into a count or city. Yeah, week after move further away

:06:09. > :06:12.to get the cheaper houses, but we don't want to move away

:06:13. > :06:15.from our area, because all In Hambleton, though, a large rural

:06:16. > :06:18.district in north Yorkshire, a pilot scheme has been launched

:06:19. > :06:21.to build more housing The scheme is being

:06:22. > :06:24.led by the council. In the market towns like Easingwold,

:06:25. > :06:27.it aims to speed up the planning process by matching potential buyers

:06:28. > :06:29.with landowners, small builders The council has also promised a more

:06:30. > :06:38.flexible approach to planning. That's good news for the Jacksons,

:06:39. > :06:42.whose plan to build their own home There's been lots of ideas

:06:43. > :06:49.and lots of words have been put into my head that we can possibly

:06:50. > :06:54.use to help the planning forwards. We feel that this is a way,

:06:55. > :06:57.by developing small sites, and it is something

:06:58. > :07:01.that is appropriate for village development,

:07:02. > :07:04.rather than large scale. By this time next year,

:07:05. > :07:09.it is hoped the pilot scheme will have made a difference,

:07:10. > :07:11.allowing people like Dan and Caroline to stay

:07:12. > :07:14.and live in these rural communities. Phil Connell, BBC Look
