:00:17. > :00:18.Yesterday the BBC Inside Out programme revealed how emergency

:00:19. > :00:22.crews were backed up, waiting to have their patients

:00:23. > :00:26.attended to at our newest hospital in Cramlington.

:00:27. > :00:29.Today, the Care Quality Comlission report into their recent

:00:30. > :00:32.But despite their much publhcised problems, it makes far

:00:33. > :00:42.Each year, the North East Albulance Service answers more than

:00:43. > :00:48.1.5 million calls and attends more than 400,000 emergencies.

:00:49. > :00:53.But each year the pressures grow and last year, the ambulancd service

:00:54. > :00:55.here was the the worst in the country for reaching

:00:56. > :00:59.the most critically ill patients - the RED 1 calls.

:01:00. > :01:01.So the service was expecting the Care Quality Commission

:01:02. > :01:06.to announce the service required improvement.

:01:07. > :01:08.We had wondered whether we would get 'requires improvement.'

:01:09. > :01:14.We did not dare to dream we would get a 'good.'

:01:15. > :01:17.The message back to us was we had tried so hard

:01:18. > :01:20.and when CQC came in April we had 100 vacancies for paramedics.

:01:21. > :01:27.The big issue, in terms of those most

:01:28. > :01:30.critical of calls, the performance is the worst in the country for

:01:31. > :01:34.It was at the time when the CQC came.

:01:35. > :01:38.We are now about second or third in the country

:01:39. > :01:50.We're still not meeting our targets but we have improved.

:01:51. > :01:52.Because of that response getting a good overall

:01:53. > :01:54.rating is an outstanding achievement for the North East

:01:55. > :02:01.Upstairs, around 300 call h`ndlers manage around 1,000 calls every day.

:02:02. > :02:03.It's a big population to send the ambulances out to.

:02:04. > :02:15.And on the road, only around 100 ambulances.

:02:16. > :02:18.And its what they are doing right that has been applauded by CQC

:02:19. > :02:19.inspectors in giving the good rating.

:02:20. > :02:26.Advanced Practitioners for example, developed

:02:27. > :02:36.are highly skilled paramedics, who can help patients and p`ramedics

:02:37. > :02:40.We have the same referral pathway and rights as a GP.

:02:41. > :02:41.So we see a patient diagnosed say with

:02:42. > :02:43.appendicitis and instead of going to A,

:02:44. > :02:55.we would post them to a surgical admission department.

:02:56. > :02:56.Back in the call room, alongside call handlers,

:02:57. > :03:00.who help decide which patients most urgently need an ambulance.

:03:01. > :03:02.Especially when there are no more to send.

:03:03. > :03:04.My job is to go back and evaluate and make

:03:05. > :03:05.sure we have adequate information

:03:06. > :03:08.and make sure the patient, the condition has not changdd.

:03:09. > :03:09.The CQC do want more clinicians,

:03:10. > :03:16.in handover delays at A , to free up paramedics.

:03:17. > :03:18.The stress on the service is still significant,

:03:19. > :03:23.Every 12 hour shift can be highly challenging.

:03:24. > :03:25.But today a ray of sunshine and celebrations, in the knowledge

:03:26. > :03:34.that winter pressures are jtst around the corner.

:03:35. > :03:37.From today, two of our region's police forces are working together

:03:38. > :03:44.set up across Cleveland and North Yorkshire.

:03:45. > :03:46.Senior officers say it isn't just about cost cutting.

:03:47. > :03:55.Big investigations make headlines, but they also eat up increasingly

:03:56. > :03:59.Now Cleveland and North Yorkshire police have set up a combindd major

:04:00. > :04:08.It involves bringing officers and staff already skilled in major

:04:09. > :04:09.crime investigation like murders together

:04:10. > :04:12.in a way meaning when an incident happens, both forces have greater

:04:13. > :04:19.levels of trained and skilldd resources to deploy quickly.

:04:20. > :04:22.There will also be specific cold case unit of nine people whhch help

:04:23. > :04:24.bolster support for long running investigations

:04:25. > :04:28.- including the disappearance of Claudia Lawrence in York.

:04:29. > :04:30.While the investigation will continue to be lead by the same

:04:31. > :04:32.North Yorkshire officers, the changes

:04:33. > :04:38.Periodically and robustly wd review outstanding cases between

:04:39. > :04:42.Cleveland and North Yorkshire to look at lines of enquiry.

:04:43. > :04:51.Not according to senior officers in both forces.

:04:52. > :04:54.Plans to merge the regions police forces were scrapped a decade

:04:55. > :04:55.ago after North Yorkshire had spent ?250,000

:04:56. > :04:59.But the Government says levdls of cooperation in the emergdncy

:05:00. > :05:02.services "are not as widespread as they could be."

:05:03. > :05:10.and Cleveland are working together already though sharing

:05:11. > :05:13.There's a wider picture of the emergency services

:05:14. > :05:15.cooperating too, fire crews across the north east have been

:05:16. > :05:16.working as emergency first responders.

:05:17. > :05:20.This year so far they've de`lt with over 1,700 calls.

:05:21. > :05:22.Police forces in both Cumbrha and Durham also share trainhng

:05:23. > :05:27.facilities with the fire and rescue service.

:05:28. > :05:36.and effectiveness and importantly reducing the time we

:05:37. > :05:38.need to pull officers and staff away from other

:05:39. > :05:44.things they're doing in the community.

:05:45. > :05:47.This is a new way of working for the police and both offhcers

:05:48. > :05:49.and the public will decide in the next few

:05:50. > :06:01.Newcastle City Council has revealed it intends to cut the pay of around

:06:02. > :06:07.The authority says it plans to abolish some extra payments

:06:08. > :06:10.for night-time and weekend working to try to save around

:06:11. > :06:14.It claims this would save around ?2.5 million a year and prevent

:06:15. > :06:25.A Virgin Trains East Coast driver had just three seconds to shelter

:06:26. > :06:28.beneath his train as another train flashed by at more

:06:29. > :06:35.The driver had stopped his @berdeen to London train north of York

:06:36. > :06:42.He thought other trains had been halted - but they hadn't.

:06:43. > :06:51.A police officer who was victimised by fellow officers

:07:20. > :07:33.shocking things to come out of the tribunal,

:07:34. > :07:35.the claim a Cleveland Policd officer said they were going

:07:36. > :07:37.to go out and shoot a Pakistan child.

:07:38. > :07:40.That officer he said was still working at the force.

:07:41. > :07:42.The former Chief Constable described that as one of the most shocking

:07:43. > :07:45.things she had heard in her time in the police service.

:07:46. > :07:47.Nadeem said even today when he went out and

:07:48. > :07:49.about on the street and saw police officers

:07:50. > :07:56.now he says they ignored hil and they turned away from hhm.

:07:57. > :08:04.Cleveland Police tried to gdt him to return,

:08:05. > :08:07.they did try to help him and get him back but now they have

:08:08. > :08:12.He is looking for ?628,000 in compensation.

:08:13. > :08:14.That money would cover loss of earnings, retraining for

:08:15. > :08:16.another job and recover from the ill-health

:08:17. > :08:18.and pain he and his family have suffered, he said.

:08:19. > :08:21.He said Cleveland Police have offered him one year's salary.

:08:22. > :08:23.This hearing is about deterlining the actual figure of

:08:24. > :08:35.Last night we told you about Jessie and Ray Lorrison -

:08:36. > :08:38.the South Shields couple who've been married for more than 65 ye`rs

:08:39. > :08:41.but were being forced to live apart after Mr Lorrison went

:08:42. > :08:45.Mrs Lorrison had been told she couldn't live there with him,

:08:46. > :08:47.despite her own poor health, because she didn't meet

:08:48. > :08:55.Well, today South Tyneside Council confirmed that Mrs Lorrison

:08:56. > :09:01.Euphoria is probably not too much of an exaggeration to use.
