:00:44. > :00:46.manufacturer called Ducab and, at the time, that deal
:00:47. > :00:51.was very much portrayed as having saved this plant.
:00:52. > :00:54.But throughout 2015 the company had complained that the plant
:00:55. > :00:59.In September 2015 the company then revealed it was negotiating
:01:00. > :01:05.Fast forward to November 2015 and the company then conceded that
:01:06. > :01:10.closure was possibly something it was looking at and, of course,
:01:11. > :01:17.I can't understand and I hope that Ducab are never allowed to trade
:01:18. > :01:20.Because they have actually sold us down the river again.
:01:21. > :01:27.They're supposed to be our parent company yet we are having
:01:28. > :01:40.-- go to the government for our redundancy.
:01:41. > :01:44.When you look at the history of AEI, we have a bit of a reputation for it
:01:45. > :01:49.We are a lot better off than some and a lot worse off
:01:50. > :01:54.198 jobs will go before this Friday, the Friday coming up,
:01:55. > :01:56.January the sixth, part of what it is calling
:01:57. > :01:59.40 other people will stay working only until March.

:04:12. > :04:15.It is just the scale of the proposed development,
:04:16. > :04:21.Northumberland County Council told us they were disappointed the site
:04:22. > :04:24.outside Ponteland wasn't among the 14 new garden villages
:04:25. > :04:30.But supporters say it is only a matter of time.
:04:31. > :04:32.The developers argue it is not a housing estate and say
:04:33. > :04:35.there will be land around this new village.
:04:36. > :04:39.They expect the project to get the green light later this year.
:04:40. > :04:41.Firstly, this scheme brings very substantial infrastructure
:04:42. > :04:44.improvements in terms of a new bypass and flood
:04:45. > :04:48.It is also a self-sustaining community that has all its own
:04:49. > :04:51.facilities so it doesn't put pressure on other places nearby.
:04:52. > :04:54.While people will have those concerns, I think
:04:55. > :04:58.David has lived here for four decades.
:04:59. > :05:01.He is resigned to the project going ahead.
:05:02. > :05:04.I was very upset at first, and so was my daughter,
:05:05. > :05:07.and all the rest of the neighbours are as well.
:05:08. > :05:10.Now I'm getting more used to the idea.
:05:11. > :05:13.The people who own the land are confident work will start
:05:14. > :05:19.There's a huge tract of land south of Carlisle fringed on one
:05:20. > :05:22.side by the M6 motorway, and the main A595 route out to west
:05:23. > :05:27.Somewhere here, one of the government's new garden
:05:28. > :05:29.villages will be built, with the name St Cuthbert's.
:05:30. > :05:34.An announcement that's delighted those who drew up the plans.
:05:35. > :05:36.This will be a major event for Carlisle.
:05:37. > :05:39.A lot of work still to be done, master planning, working out
:05:40. > :05:42.exactly how this will work, but the government giving out
:05:43. > :05:46.support for that is a big boost for the city.
:05:47. > :05:48.Unlike the south east, there is no housing shortage here in Cumbria.
:05:49. > :05:52.But, the local MP believes the city has to expand in order
:05:53. > :05:58.I have long supported further development of Carlisle.
:05:59. > :06:01.I think it needs to be a bigger city to support all the infrastructure
:06:02. > :06:04.which we want to see here, leisure facilities, retail,
:06:05. > :06:06.and you're starting to see that happen.
:06:07. > :06:09.The arrival of Primark, the development of Marks Spencer,
:06:10. > :06:12.the expansion of Pioneer, these are really positive signs
:06:13. > :06:17.and I think 2017 can be a good year for Carlisle.
:06:18. > :06:19.Although there are no clear details yet as to where any
:06:20. > :06:22.new village would go, clearly any influx of
:06:23. > :06:25.people will put pressure on the area's infrastructure.
:06:26. > :06:28.Which is why a new southern bypass could be built around
:06:29. > :06:30.the south side of Carlisle, linking the M6 in the East
:06:31. > :06:38.It is much more likely that we will get a Southern development route.
:06:39. > :06:41.The government have said through this process they will work
:06:42. > :06:43.with us and give us the technical expertise and look at
:06:44. > :06:52.This is something very different to just building new housing here.
:06:53. > :06:55.Even agreement on where St Cuthbert's could be built

:07:07. > :07:12.That's the ambition of Stockton's Holme House Prison.
:07:13. > :07:15.It's part of a multi-million-pound plan which is also giving
:07:16. > :07:17.the governors full control over the jail and its budget,
:07:18. > :07:29.These Holme House prisoners are making furniture for customers,
:07:30. > :07:31.including Hilton Hotels, Kent University and the
:07:32. > :07:36.It keeps people out of their cells, not banged up all the time.
:07:37. > :07:38.It keeps them occupied and takes their minds off things,
:07:39. > :07:43.Plus, it will help people to get back into work on the out.
:07:44. > :07:45.It will keep them out of trouble, basically.
:07:46. > :07:47.I can read, but just a little bit, not much.
:07:48. > :07:53.I've made some qualifications while I've been here.
:07:54. > :07:56.And the jail has a growing order book.
:07:57. > :07:59.If we go back 18 months, 2 years ago, it was around
:08:00. > :08:01.about ?50,000 a year, the turnover, we're now
:08:02. > :08:05.Because we're now autonomous, the shackles have been taken off,
:08:06. > :08:08.and we can start to expand and work more with local people.
:08:09. > :08:10.What we would like to do is work with local industries,
:08:11. > :08:13.we would like to invite local industries in, tell us
:08:14. > :08:19.what they want and see if we can develop them.
:08:20. > :08:21.Under these Government changes, Holme House will go
:08:22. > :08:24.from being a Category B prison to a Category C training prison.
:08:25. > :08:25.That means ambitious plans for getting almost
:08:26. > :08:28.all of the 1,200 inmates here either into work or education.
:08:29. > :08:30.The prison's executive governor sees the changes as a way
:08:31. > :08:37.The more work we can bring in, the more employers we can work with.
:08:38. > :08:40.The more men that can be out every day in our workshops, working,
:08:41. > :08:43.then the better and the safer the prison gets, and the more we are
:08:44. > :08:49.So, it is a real focus around work and education.
:08:50. > :08:52.That means brushing up on basic maths and English skills to make
:08:53. > :08:56.them a more attractive prospect to employers.
:08:57. > :08:58.They don't want to be in here, they don't want to come back.
:08:59. > :09:03.The only way we can support that is by educating
