:00:00. > :00:13.Good evening. on BBC Two.

:00:14. > :00:16.Eight out of ten people here in the North want to see longer

:00:17. > :00:19.prison sentences for animal cruelty, according to the RSPCA.

:00:20. > :00:21.The current maximum sentence is just six months.

:00:22. > :00:23.The findings have been welcomed by one MP who's

:00:24. > :00:27.You may find the content at the beginning of Stuart Whincup's

:00:28. > :00:36.Filmed on a mobile phone - this footage sparked outrage.

:00:37. > :00:41.Too horrific to broadcast - it shows the Frankish brothers

:00:42. > :00:44.repeatedly throwing their dog down the stairs and stamping on it.

:00:45. > :00:47.The dog later died - but remarkably the brothers avoided jail.

:00:48. > :00:49.This shocking case led the Redcar MP Anna Turley

:00:50. > :01:03.She wants longer prison sentences for those guilty of animal cruelty.

:01:04. > :01:10.I think it's about sending a message that this is abhorrent and society

:01:11. > :01:14.as a whole rejects this and that they say people who do these kinds

:01:15. > :01:16.of acts have no place in our community and it's important that we

:01:17. > :01:18.send a message out as a deterrent. The current maximum sentence

:01:19. > :01:20.in England for animal cruelty is six months in prison and a fine

:01:21. > :01:23.of up to ?20,000. Now a survey commissioned

:01:24. > :01:26.by the RSPCA shows 8 out of 10 people in the North East want to see

:01:27. > :01:28.the Government introduce longer prison sentences -

:01:29. > :01:30.for the most serious And 59% of those questioned wanted

:01:31. > :01:34.to see sentences in excess of two Last October RSPCA officers

:01:35. > :01:38.discovered a small dog that had been buried alive at Kirkleathem

:01:39. > :01:46.woods near Redcar. It had a five inch nail

:01:47. > :01:48.hammered through its head. While shocking, officers say -

:01:49. > :01:50.such cruelty is not uncommon. Clare Wilson's an officer

:01:51. > :02:02.with the RSPCA. I dealt with a horrible case were

:02:03. > :02:09.some young men were setting and their dogs on badges and dear and

:02:10. > :02:14.foxes in the local area. And they were filming it while they were

:02:15. > :02:16.doing it and I had to review all of that footage and it's unimaginable

:02:17. > :02:17.cruelty that those animals were going through.

:02:18. > :02:19.Everyday the RSPCA says it's oifficers deal with animals

:02:20. > :02:22.who have been stabbed, shot and poisoned.

:02:23. > :02:24.Some dogs are forced to fight to the death.

:02:25. > :02:26.Now the charity wants those guilty of such horendous

:02:27. > :02:36.cruelty to be punished with longer prison sentences.

:02:37. > :02:39.More than 100 cars have been clamped on Tyneside over the past two days

:02:40. > :02:42.as the DVLA runs a special operation targeting rogue drivers who haven't

:02:43. > :02:48.And people who've failed to pay for the clamp to be removed

:02:49. > :02:57.within 24 hours have seen their cars removed from the street.

:02:58. > :02:59.If they're not reclaimed, they'll be sold or scrapped.

:03:00. > :03:02.This car is not where its owner left it.

:03:03. > :03:07.Clamping hasn't worked - now the car has been seized

:03:08. > :03:10.and the owner will have to pay two hundred pounds to get it back.

:03:11. > :03:27.Obviously most people are disgruntled, a lot of people realise

:03:28. > :03:31.that they should have taxed their vehicle. It isn't the first course

:03:32. > :03:36.of action, it's the very last course of action. They will have had these

:03:37. > :03:40.reminders so the message is very important that you keep DVLA

:03:41. > :03:42.up-to-date with your current address so that they don't find themselves

:03:43. > :03:43.in this position. The DVLA enforcement

:03:44. > :03:46.vans are on our streets year round but they've brought

:03:47. > :03:47.in reinforcements for The vans are equipped with Automatic

:03:48. > :03:57.Number Plate Recognition cameras. If a vehicle has not been

:03:58. > :04:04.taxed, the van driver is alerted Last year more than 10,000 motorists

:04:05. > :04:09.in the North East were issued with penalties for non-payment

:04:10. > :04:20.of vehicle tax. A further 1,700 vehicles

:04:21. > :04:22.were clamped or seized. There

:04:23. > :04:23.was a predictable spike in non-payment of vehicle tax

:04:24. > :04:25.after paper tax discs But the DVLA says the payment rate

:04:26. > :04:30.has now returned to the normal level and in 2017 80% of people

:04:31. > :04:33.pay their car tax online rather Three people who were convicted over

:04:34. > :04:43.the death of a Newcastle man with learning difficulties

:04:44. > :04:46.are to have their sentences reviewed James Wheatley was jailed for life

:04:47. > :04:56.in December last year But prosecutors argued

:04:57. > :05:00.that the sentences handed to Wheatley's girlfriend,

:05:01. > :05:02.her mother - and another man - Nicola Lawrence was jailed for 4

:05:03. > :05:06.years, Julie Mills 8 years and Barry Imray 3 years -

:05:07. > :05:09.for their parts in Lee's murder. A desperate plea for new information

:05:10. > :05:12.has been made by the family of an 83-year-old man who was killed

:05:13. > :05:15.in a hit and run accident as he walked home from visiting

:05:16. > :05:17.his daughter's grave - Charles Trueman died in hospital

:05:18. > :05:22.from his injuries after being hit by a car on Station Road

:05:23. > :05:24.in his hometown of Hexham A Cumbrian charity is hoping locally

:05:25. > :05:34.brewed beer can help raise enough Eden Mencap currently rents

:05:35. > :05:47.a building in Penrith but it can't make improvements to the facilities

:05:48. > :05:50.unless it owns So the group's taken

:05:51. > :05:54.to the brew house to try This is the start of a Hoppy craft

:05:55. > :06:00.beer, the creation of Eden Mencap it's an ale that aims to be more

:06:01. > :06:09.than just refreshing: Vanya Yam is the name of the pier

:06:10. > :06:13.and in our dialect it means almost home. We are almost home because we

:06:14. > :06:18.are buying our own building so it is the key link to having the home.

:06:19. > :06:20.Every time you buy our beer you're contributing to the longevity of

:06:21. > :06:22.people with learning disabilities in the area.

:06:23. > :06:24.For 30 years Eden Mencap has been helping

:06:25. > :06:26.people learn new skills, make friends and build independent lives.

:06:27. > :06:28.The charity specialises in empowering people

:06:29. > :06:31.with learning disabilities - having a permanent base for it's

:06:32. > :06:38.members will make a big difference: Jacqui clip two So far a third

:06:39. > :06:44.It means we always have a home and we always have a permanent base that

:06:45. > :06:49.people come to recognise. It means we can establish lots of more things

:06:50. > :06:52.about moving in the next few years about moving in the next few years

:06:53. > :06:57.and we can evolve projects that meet the impunity needs -- the community

:06:58. > :06:58.needs because we know we have our own home.

:06:59. > :07:02.of the ?200,000 pound asking price has been raised,

:07:03. > :07:05.the idea of making more money from beer came from Mencap staff

:07:06. > :07:08.who've helped members get stuck into the brewing process.

:07:09. > :07:16.We've been out a few times before Christmas and we've learnt about the

:07:17. > :07:20.back at the building with unable to back at the building with unable to

:07:21. > :07:32.put some photos up and go through the whole process. That'll carry on

:07:33. > :07:35.whilst we are brewing, it means that is a totally no activity for the

:07:36. > :07:35.guys as well and they are learning new skills.

:07:36. > :07:40.As well as the learning there's been plenty

:07:41. > :07:53.We are a small brewery and to have company it is nice in a -- and they

:07:54. > :07:54.are full of joy so it is great to have them around.

:07:55. > :07:57.will be have it's first official supping in March -

:07:58. > :08:00.when raising a glass will hopefully raise enough money to buy

:08:01. > :08:08.Megan Paterson BBC Look North Appleby Brewery.

:08:09. > :08:11.Unemployment in the north east fell by a thousand between September

:08:12. > :08:21.Meanwhile in Cumbria, 4,430 people claimed job seekers'

:08:22. > :08:23.allowance in December, a very slight rise

:08:24. > :08:26.However, North Yorkshire saw a larger rise of about 240,

:08:27. > :08:31.to stand at 4,235 people claiming jobs seekers' allowance.

:08:32. > :08:35.Football now - and a special FA Cup Match of the Day here on BBC One

:08:36. > :08:38.follows this bulletin,- so if you don't want to know

:08:39. > :08:44.Matt Ritchie's double helped Newcastle ease into the FA Cup

:08:45. > :08:46.fourth round with victory over Championship rivals Birmingham City

:08:47. > :08:51.The Magpies 3-1 win means they'll have a trip to Oxford United.

:08:52. > :09:03.And you can see all the action in Look North tomorrow night.

:09:04. > :09:05.Well Birmingham City have tonight signed Emilio Nsue

:09:06. > :09:08.The news came shortly after Boro confirmed they'd

:09:09. > :09:10.made their former loanee, Chelsea striker Patrick Bamford,

:09:11. > :09:13.And Hartlepool United have this evening appointed the hugely

:09:14. > :09:15.experienced Dave Jones as manager, replacing Craig Hignett

:09:16. > :09:22.who left the struggling League 2 club on Sunday.

:09:23. > :09:25.That's all the news and sport from me tonight -

:09:26. > :09:31.time now for the weather with Paul Mooney.

:09:32. > :09:35.Quiet but cloudy weather continuing, we have had a blanket of cloud

:09:36. > :09:40.across most parts of the region over the last couple of days and that

:09:41. > :09:44.continues as we head to the coming night. A lot of clouds with poor

:09:45. > :09:49.visibility in places and the odd spot of light rain or drizzle but

:09:50. > :09:55.most places drive. Another frost free nights, temperatures no lower

:09:56. > :09:59.than five or six. High pressure continues to dominate the weather

:10:00. > :10:04.tomorrow so be another misty start for many of us. 12 breaks and the

:10:05. > :10:09.northern parts towards Berwick will see a bit of brightness. Most places

:10:10. > :10:15.drive but pretty cloudy through the day. Temperatures will peak around

:10:16. > :10:19.eight or nine. The winds will remain lights coming mostly from that

:10:20. > :10:22.south-westerly direction. High pressures in charge and will stay in

:10:23. > :10:26.charge over the next couple of days. It looks as though the high will

:10:27. > :10:31.start to shift away to move towards the weekend. It will hang on enough

:10:32. > :10:37.to keep weather fronts to the West through the course of the weekend.

:10:38. > :10:42.We head into Friday and it is very little change. A cloudy day, mostly

:10:43. > :10:47.dry, a shade by Friday afternoon, temperatures typically around seven.

:10:48. > :10:51.A subtle change as we head into the weekend and we see the cloud become

:10:52. > :10:54.a bit more broken. We start to see a bit more in the way of brightness

:10:55. > :11:00.developing throughout the day but overnight those gaps will allow a

:11:01. > :11:03.touch of frost. Bright of the School of the weekend. The summary for

:11:04. > :11:07.tomorrow and the full National next few days, no great changes over

:11:08. > :11:14.the next few days, more sunshine on the way.

:11:15. > :11:21.Despite high-pressure sitting across the country so only slow changes in

:11:22. > :11:27.the weather, we have had a variety of different weathers, for example

:11:28. > :11:31.this beautiful sunset in Southampton which was shared by a Weather

:11:32. > :11:34.Watcher, but grey and misty in Derby thanks to an awful lot of cloud

:11:35. > :11:37.around and very little deviation by day or night from the rather grey

:11:38. > :11:41.routine. That is because we have a weather

:11:42. > :11:42.front, albeit very weak and very
