:00:29. > :00:36.Outside York Minster this afternoon, Katie Rough's hearse arrived pulled
:00:37. > :00:38.by two white horses. Mourners and onlookers fell silent.
:00:39. > :00:46.Her parents, Paul and Alison, were met by the Archbishop of York,
:00:47. > :00:48.Doctor John Sentanu, who was leading the thanksgiving service.
:00:49. > :00:50.The coffin was decorated with characters from one
:00:51. > :00:53.of the writers that Katie loved the most, Dr Seuss.
:00:54. > :00:58.The congregation joined to sing some of Katie's favourite hymns,
:00:59. > :01:03.and her uncle Stephen held back tears as he paid tribute,
:01:04. > :01:05.describing her as "a smart and beautiful child
:01:06. > :01:08.who will live on forever in our hearts."
:01:09. > :01:19.and the grief in fact has brought them together more so.
:01:20. > :01:20.So I got to know them.
:01:21. > :01:23.And I actually think Stephen has been a tower of strength.
:01:24. > :01:27.Before the funeral, Katie's family released a video
:01:28. > :01:30.which shows a compilation of photos of the seven-year-old's short life.
:01:31. > :01:32.They want people to remember her for what she was like,
:01:33. > :01:43.She was found with serious neck and chest injuries
:01:44. > :01:47.on a playing field near her home and died later in hospital.
:01:48. > :01:51.A 15-year-old girl has been charged with her murder.
:01:52. > :01:55.Her tragic death has affected many communities across the city,
:01:56. > :01:58.and hundreds of people packed into York Minster today
:01:59. > :02:00.to pay their respects to a little girl they didn't know,
:02:01. > :02:06.There's a couple of events on later this week that we
:02:07. > :02:10.We are helping to raise money for two York charities,
:02:11. > :02:16.one of them for disadvantaged children, and just to remember her
:02:17. > :02:18.as a lovely little girl and leave a legacy
:02:19. > :02:20.and not a memory that something awful happened.
:02:21. > :02:27.After the service, the coffin was carried out from York Minster
:02:28. > :02:31.to the hymn, "he's got the whole world in his hands" with
:02:32. > :02:33.the words change to "he's got Katie in his hands".
:02:34. > :02:36.As her body was driven away for a quiet service of
:02:37. > :02:37.committal, there was spontaneous applause.
:02:38. > :02:39.This personal family tragedy has become something very public.
:02:40. > :02:43.And now, her parents are going to set up a lasting memorial to the
:02:44. > :02:53.daughter that they say made them so happy.
:02:54. > :02:55.The Prison Officers' Association says it's not surprised
:02:56. > :02:57.by the findings of a BBC investigation,
:02:58. > :02:59.which secretly filmed widespread drug abuse and security failings
:03:00. > :03:06.A Panorama reporter spent two months undercover at
:03:07. > :03:08.HMP Northumberland near Morpeth, which is privately run.
:03:09. > :03:18.On the undercover reporter's first day inside, 2.5 kilograms of Spice,
:03:19. > :03:23.an illegal high with a prison value of quarter of a million pounds,
:03:24. > :03:32.Despite this, Panorama was told that there was no
:03:33. > :03:54.lock down so that the block could be completely searched.
:03:55. > :03:56.During filming, the BBC discovered a serious security breach.
:03:57. > :04:06.Alarms on two doors were not working.
:04:07. > :04:08.Nearby, officers found wire-cutting tools
:04:09. > :04:14.and later a hole in an inner security fence.
:04:15. > :04:29.The reporter asked the governor what went wrong.

:04:33. > :04:34.now runs the prison, Sodexo, is to blame for the influx
:04:35. > :04:42.of drugs, a situation that he describes as "ballistic".
:04:43. > :04:44.Sodexo cut their nose off with things like drugs,
:04:45. > :04:49.saying that they didn't have drug problems.
:04:50. > :04:52.If you can't catch drugs and you don't report drugs you don't
:04:53. > :04:58.I think Sodexo should have been into special measures
:04:59. > :05:02.and consideration immediately be given to taking the contract from
:05:03. > :05:16.Sodexo and that the state take control of that prison.
:05:17. > :05:20.Well earlier I asked Damian what the prison and the government had to
:05:21. > :05:23.Neither Sodexo, which is the company that runs the prison
:05:24. > :05:26.or the government, actually took part in the programme but they've
:05:27. > :05:29.Sodexo says the safety of staff and inmates is their top priority.
:05:30. > :05:32.And the Ministry of Justice said it would urgently investigate the BBC's
:05:33. > :05:38.footage and that the government is determined to reform our prisons.
:05:39. > :05:41.Police searching for a man last seen at Hartlepool Marina have found
:05:42. > :05:44.a body. 51-year-old Andrew Roy failed to show up for work

:07:20. > :07:23.permission, then elect different councillors.

:07:36. > :07:37.elections for whatever political party who will, as part of their
:07:38. > :07:47.manifesto, pledge that they are anti-fracking.
:07:48. > :07:50.We need people who are going to come to County Hall who are not
:07:51. > :07:52.just passionate about environmental issues,
:07:53. > :07:55.passionate about education, about child protection,
:07:56. > :07:58.a sustainable library service, maintaining our roads.
:07:59. > :08:05.Protests in the past outside North Yorkshire County Council
:08:06. > :08:18.headquarters in Northallerton have already failed to convince
:08:19. > :08:20.councillors on this Conservative controlled planning authority who
:08:21. > :08:22.control the planning authority to turn down the one
:08:23. > :08:25.fracking application they have had to decide on so far.
:08:26. > :08:27.The real test as to whether this political initiative is going to
:08:28. > :08:30.after the local government elections.
:08:31. > :08:33.Across all those county councils, there are companies that asking them
:08:34. > :08:36.to grant permission for them to frack.
