:03:11. > :03:15.Here's our News Correspondent Mark Denten:

:03:20. > :03:24.In County Durham, both the Police And Crime Commissioner

:03:25. > :03:26.and Chief Constable have long argued against arresting your way out

:03:38. > :03:42.In Denmark the addicts bring their own

:04:24. > :04:27.The scheme would be targetted at a small number of them.

:04:28. > :04:40.We are trying to prevent crime and it is part of a treatment plan.

:04:41. > :04:43.It is not just providing them with heroin, it is seeking to get off

:04:44. > :04:46.heroin to improve their health and also for the wider community, so

:04:47. > :04:48.they stop committing the crime which funds their habits.

:04:49. > :04:51.But critics say the plans could do more harm than good.

:04:52. > :04:54.You have an obvious consequence where it will draw in other people.

:04:55. > :04:56.The message says you can get free drugs.

:04:57. > :04:58.I think it is a legitimisation of the euthanasia of

:04:59. > :05:02.I know those are strong terms but it is the

:05:47. > :05:49.passengers a year if plans to cut air taxes in Scotland -

:05:50. > :05:53.Figures released today suggest the change could also cost

:05:54. > :05:56.the North East economy hundreds of millions of pounds -

:05:57. > :06:05.Here's our Political Editor Richard Moss.

:06:06. > :06:08.But behind the bustle, there's worry.

:06:09. > :06:10.Next year Scotland takes control of its air taxes.

:06:11. > :06:12.The SNP - which runs the government there -

:06:13. > :06:17.That could offer long haul passengers like these a saving

:06:18. > :06:20.of at least ?75 per flight north of the border.

:06:21. > :06:27.We live in Cumbria so it is 80 miles to get here anyway

:06:28. > :06:29.so to go a little bit further to go up to

:06:30. > :06:33.We would consider that if there was a significant saving.

:06:34. > :06:42.I think we would do that, it is all about

:06:43. > :06:48.suggest if Scotland abolished air taxes, the impact would be serious.

:06:49. > :06:52.Newcastle could lose between 500 and 900,000

:06:53. > :06:56.passengers a year, threatening services, stalling expansion,

:06:57. > :07:00.and taking ?44 to ?78 million out of the North East economy.

:07:01. > :07:04.The Scottish government have signalled their intention to start

:07:05. > :07:07.reducing the rate of tax from next year so the impact could start to

:07:08. > :07:11.Airlines are already making their decisions about

:07:12. > :07:16.That is why we are urging the government that now is

:07:17. > :07:19.And there's concern in the business community too.

:07:20. > :07:21.This airport deals with freight as well as passengers,

:07:22. > :07:23.a trade that's grown enormously since Emirates began flights

:07:24. > :07:30.It started in September 2007, we

:07:31. > :07:32.were doing ?20 million worth of air

:07:33. > :07:44.That increase in the last ten years, just shows what we can do when we

:07:45. > :07:50.also reflects what will happen if we put it at risk.

:07:51. > :07:52.In the past the government promised it

:07:53. > :07:54.would make sure Newcastle Airport did not lose out.

:07:55. > :07:57.But it says it won't now take action until we've left the European Union.

:07:58. > :08:02.What is the point of talking about a Northern Powerhouse if you

:08:03. > :08:05.impact on one of the most important parts of our regional

:08:06. > :08:11.It is not good enough for the government to say

:08:12. > :08:13.they will look at it after the event.

:08:14. > :08:18.The government says it remains committed to supporting

:08:19. > :08:22.But airport managers fear without action soon damage

:08:23. > :08:29.to their business and the region is inevitable.

:08:30. > :08:32.It's Monday, so we have weather for the week ahead.

:08:33. > :08:40.Saw a few people caught out by the showers today, Paul.

:08:41. > :08:48.certainly was a mixed bag. As we hear through the week, the team

:08:49. > :08:55.remains unsettled. There will be some rain around, some of us will

:08:56. > :09:00.get dry and bright weather and it should remain mild, after tonight.

:09:01. > :09:04.There are few showers around tonight, most will die away in the

:09:05. > :09:11.early hours of the morning. Clear spells and light winds which means

:09:12. > :09:18.temperature will drop down to 2 degrees which could be ground frost

:09:19. > :09:22.for some places. Broken cloud and sunny spells for the morning. The

:09:23. > :09:27.afternoon sees a veil of cloud coming in from the West. Dry and

:09:28. > :09:35.bright from most places through the afternoon. Temperatures are around

:09:36. > :09:40.eight or 9 degrees. We might get 10 Celsius on the east coast. Cloud and

:09:41. > :09:45.rain approach from the West tomorrow night. That comes courtesy of this

:09:46. > :09:53.weather system. It brings in the rain and some hill snow for a time.

:09:54. > :10:00.A wet night for most of us. Heaviest rain clears away by morning. It

:10:01. > :10:05.remains cloudy. For Wednesday, a great start but it should be a dry

:10:06. > :10:12.day. The Clyde should lift and break with most of us getting sunny spells

:10:13. > :10:16.by the afternoon. It should make it into double figures for the

:10:17. > :10:22.temperature. 12 degrees in the afternoon for your work with the

:10:23. > :10:29.West, south-westerly breeze. That is the picture for the middle of the

:10:30. > :10:34.week. -- for York. It remains unsettled for the tail end of the

:10:35. > :10:41.week. Some high pressure in between those weather systems. Certainly not

:10:42. > :10:47.all bad news. Into Thursday, mostly dry. Quite gusty winds in the North.

:10:48. > :10:55.We should see temperatures reaching ten or 11 Celsius. Friday, workload

:10:56. > :11:00.and a mix of rain at times. It should be drier later in the day

:11:01. > :11:02.with highs of 10 Celsius. That's how it looks to the next few days, I'll

:11:03. > :11:07.well and still rather unsettled with some blustery showers around. That's

:11:08. > :11:08.the London forecast and now for the National forecast, over to Nick

:11:09. > :11:22.Miller. North-west France and Plymouth were

:11:23. > :11:27.miles apart weather-wise. This southern flank in north-west France

:11:28. > :11:30.there was a wind gusts of 120 mph which we just dodged. That area of

:11:31. > :11:35.low pressure continues to move quickly south-eastwards so that by

:11:36. > :11:39.tomorrow it is in Italy on its southern flank, stormy in Sardinia

:11:40. > :11:43.and around it strong winds blowing through south-east France. We've got

:11:44. > :11:47.a little bump in the ice bars with lighter winds, a brief ridge of high

:11:48. > :11:50.pressure, things briefly settled going into tomorrow, overnight there

:11:51. > :11:55.are some showers around moving through western Scotland and

:11:56. > :11:57.north-west England and the Midlands, clearing Wales, one or two in the
