:00:18. > :00:20.was a passenger in the car, which was being followed

:00:21. > :00:22.by the police close to Albert Park last night.

:00:23. > :00:25.Four people have been arrested on suspicion of causing death

:00:26. > :00:33.All day, Brandon's friends and family have been coming

:00:34. > :00:36.here to place flowers, cards and letters along the wall.

:00:37. > :00:39.We can show you how many have come throughout the day.

:00:40. > :00:42.It actually goes back around 20 yards, hundreds of bouquets

:00:43. > :00:46.All of the people that we've been speaking to, understandably,

:00:47. > :00:48.say they are in complete shock by what has happened.

:00:49. > :00:54.They all describe a popular young boy who was always smiling.

:00:55. > :00:57.A fantastic friend who was always happy.

:00:58. > :01:01.That's how 16-year-old Brandon Morris has been described.

:01:02. > :01:03.Someone who the tributes say was greatly loved

:01:04. > :01:08.He died after the car he was travelling in crashed

:01:09. > :01:12.following a police chase on this road in Middlesbrough.

:01:13. > :01:15.He was one of the happiest lads I've ever known.

:01:16. > :01:17.Respectable, sound, he was one of my best mates.

:01:18. > :01:20.I could trust him with anything, and he always had my back,

:01:21. > :01:25.I still don't believe that he's gone.

:01:26. > :01:28.I just couldn't stop crying all night.

:01:29. > :01:31.Brandon had been the passenger in a Ford Focus car that was being

:01:32. > :01:37.The lights and sirens were on, and the car was only followed

:01:38. > :01:40.a short distance when it got to this point.

:01:41. > :01:42.The Ford Focus made it to the junction and then crashed

:01:43. > :01:47.Brandon suffered serious injuries and was taken

:01:48. > :01:51.to James Cook Hospital, where he died a short time later.

:01:52. > :01:58.He was a kid on the estate that was loved and always happy.

:01:59. > :02:01.Every time I saw him, he was always dead jolly and stuff.

:02:02. > :02:07.Respectful, sound, always had everyone's back.

:02:08. > :02:09.He just put a smile on everyone's face.

:02:10. > :02:16.Cleveland Police say three people were taken to

:02:17. > :02:18.Middlesbrough's James Cook Hospital after the crash.

:02:19. > :02:21.They and a 29-year-old man have now all been arrested

:02:22. > :02:26.on suspicion of causing death by dangerous driving.

:02:27. > :02:29.A GoFundMe page has now been set up to raise money for Brandon's family

:02:30. > :02:35.Cleveland Police released a statement this evening,

:02:36. > :02:39.and said its thoughts are with Brandon's family,

:02:40. > :02:41.and they are now receiving specialist support.

:02:42. > :02:43.Because the youngster was killed following a police chase,

:02:44. > :02:45.the case has now been referred to the Independent Police

:02:46. > :02:50.Complaints Commission, and it's also investigating what happened here.

:02:51. > :02:52.Meanwile, a woman has died after her car was involved

:02:53. > :02:56.in an accident with a digger being towed on a trailer in Cumbria.

:02:57. > :02:59.It happened near the village of Shap on the A6.

:03:00. > :03:01.The police are appealing for anyone who may have seen

:03:02. > :03:08.The A6 remains an important route, linking Penrith

:03:09. > :03:17.Police were called to a two-vehicle road traffic collision.

:03:18. > :03:19.A van and a trailer travelling north on the A6

:03:20. > :03:22.were in collision with a car that was travelling south.

:03:23. > :03:24.Unfortunately, a member of the public has lost

:03:25. > :03:28.It's still the very early stages of this investigation.

:03:29. > :03:30.Collision investigators are on the scene at the moment,

:03:31. > :03:34.It's still too early to say what happened.

:03:35. > :03:36.Later, the police confirmed that the dead driver

:03:37. > :03:39.was a 26-year-old woman from the Penrith area.

:03:40. > :03:42.The need to know exactly what happened here is more

:03:43. > :03:45.important than rushing to reopen the road.

:03:46. > :03:48.It's now afternoon, and the police are still hoping to get this road

:03:49. > :03:51.open as soon as they can, but the fact that it's been closed

:03:52. > :03:54.since around 8:30am illustrates the difficulties involved with these

:03:55. > :03:58.Recovery vehicles have now moved some of the vans

:03:59. > :04:04.The motorist's car is still being worked on by crash investigators.

:04:05. > :04:07.Anyone who saw a Citroen car and a trailer pulled by a Mercedes

:04:08. > :04:10.van in the area this morning is asked to contact the police.

:04:16. > :04:19.Campaigners against plans for a 2,000-home Garden Village

:04:20. > :04:22.in Northumberland say they'll ask for it to go to a public inquiry.

:04:23. > :04:26.Councillors voted today to give approval to the plans,

:04:27. > :04:29.on green belt land, on the edge of Ponteland.

:04:30. > :04:31.The developers, Lugano Property Group, say it'll be a modern project

:04:32. > :04:37.But opponents say it's too big, and will affect the whole

:04:38. > :04:45.It was the foresight of our forefathers that gave us green belt,

:04:46. > :04:49.to stop the urban sprawl of unchecked development, they said.

:04:50. > :04:53.But what if the development looked like this?

:04:54. > :04:59.Lugano Property Group bought this green belt land some ten years ago.

:05:00. > :05:01.Now it wants to build something like this,

:05:02. > :05:04.a mixed and, it says, imaginative development,

:05:05. > :05:08.where a quarter of the houses will be classed as "affordable".

:05:09. > :05:11.A garden village compliments its setting, and Dissington Garden

:05:12. > :05:15.Village will be at one with its surrounding landscape.

:05:16. > :05:17.It is a seductive vision, but many current residents

:05:18. > :05:24.They are looking to increase the population by nearly double.

:05:25. > :05:26.Personally, we are going to be completely

:05:27. > :05:36.The developer says there's pent up demand for housing just

:05:37. > :05:39.like this by young families and for commuters into Tyneside.

:05:40. > :05:42.Critics say it's simply too much for what is,

:05:43. > :05:49.For its location and the effect and the impact it would have on this

:05:50. > :05:51.village where we live, it's just too dramatic,

:05:52. > :06:00.Therefore, when they talk about a housing crisis,

:06:01. > :06:03.it's basically a housing crisis in the South.

:06:04. > :06:08.We have enough space is already that are Brownfield sites and infield

:06:09. > :06:14.sites to satisfy the need we have in our region, in our county.

:06:15. > :06:17.Nonetheless, despite the presence of many objectors at County Hall,

:06:18. > :06:20.the scheme was given outline approval by councillors today.

:06:21. > :06:23.It will be its own place with its own school, shops,

:06:24. > :06:28.leisure and recreational facilities and employment opportunities.

:06:29. > :06:31.This is a scheme that has an opportunity to be a real economic

:06:32. > :06:35.It's not that people are against change per se,

:06:36. > :06:38.it's just too much change in one fell swoop.

:06:39. > :06:43.We didn't get the opportunity to speak today.

:06:44. > :06:47.You have five minutes for all of your objectors to put their case.

:06:56. > :06:59.Unemployment in the North East rose in the three months to January.

:07:00. > :07:03.The total was up by 4,000 to 88,000 - that's 6.8% of the workforce.

:07:04. > :07:06.In Cumbria, nearly 5,000 people claimed job seekers'

:07:07. > :07:10.allowance in February - a rise of more than 700 on January.

:07:11. > :07:13.And North Yorkshire also saw a rise, with just over 5,000 people

:07:14. > :07:30.It's taken 13 months and cost ?23 million -

:07:31. > :07:32.but finally work to fully reopen the Settle-Carlisle railway

:07:33. > :07:36.The line at Armathwaite - between Carlisle and Penrith -

:07:37. > :07:38.was badly damaged after flooding in 2015 caused a 500,000

:07:39. > :07:42.The line will officially reopen at the end of this month

:07:43. > :07:47.The track is back in place and soon trains will be too.

:07:48. > :07:50.This is the final push in a year-long effort to reinstate

:07:51. > :07:54.services on this Victorian line after it was overcome by a landslip.

:07:55. > :07:58.We just hadn't seen a slip of that extent.

:07:59. > :08:02.It was moving hour by hour, day by day, and obviously

:08:03. > :08:05.we were concerned about how much movement was happening.

:08:06. > :08:07.The site at Eden Brows is difficult to get to.

:08:08. > :08:09.It's next to a Site of Scientific Interest,

:08:10. > :08:12.and before work could even begin, thousands of tonnes

:08:13. > :08:18.That was one of our first challenges, really, how to get here.

:08:19. > :08:21.We put in over a mile of access roads just to get here.

:08:22. > :08:24.The challenge inside of it is just the scale of it, really.

:08:25. > :08:25.We've had a massive piling operation.

:08:26. > :08:27.It's stuff that we do as a contractor every day,

:08:28. > :08:33.The train line sits 70 metres above the River Eden.

:08:34. > :08:35.To keep it in position, a retaining wall's been built

:08:36. > :08:40.and the new track has been laid on a more solid foundation.

:08:41. > :08:42.This is where the half a million tonnes landslide

:08:43. > :08:47.To stop that happening again, the track is now built on a 6,000

:08:48. > :08:49.tonne concrete slab, and to keep that slab in place

:08:50. > :08:55.are 226 steel pins drilled right into the sandstone bedrock.

:08:56. > :08:57.The project team are confident the design here will survive any

:08:58. > :09:03.The improvements here should last at least 120 years.

:09:04. > :09:07.But for now the focus is on the next two weeks and the eventual

:09:08. > :09:11.Before the official opening by the Flying Scotsman

:09:12. > :09:14.at the end of this month, test journeys will be taken to make

:09:15. > :09:16.sure drivers are familiar with the new track here -

:09:17. > :09:19.a crucial update to a much-loved Cumbrian rail route.

:09:20. > :09:45.Now it's time for the weather, with Paul Mooney.

:09:46. > :09:54.A lot of low cloud around, so poor visibility. Thick enough for parts

:09:55. > :10:02.of the region to see some light rain. Tomorrow, a fairly cloudy

:10:03. > :10:06.picture on the whole. A few bright spells, some in eastern areas. That

:10:07. > :10:12.thick cloud will bring in some outbreaks of rain throughout the

:10:13. > :10:18.morning and a second batch of heavy rain in the afternoon. But drier and

:10:19. > :10:23.brighter by tea-time following in from the north-west. A brisk

:10:24. > :10:29.south-westerly wind turning west and north-westerly as we head into

:10:30. > :10:36.evening. 54 Fahrenheit the hide tomorrow. Another series of fronts

:10:37. > :10:42.come in from the west, some fairly strong winds on Friday and into the

:10:43. > :10:48.weekend. There will be some bands of heavy rain at times, some gusty

:10:49. > :10:54.winds, and it will feel cooler than it has recently. For Friday,

:10:55. > :10:59.outbreaks of rain, a gusty westerly wind, and noticeably cooler.

:11:00. > :11:01.Temperatures start to recover on the weekend, but with showery rain and
