:00:35. > :00:36.Cold, bare houses with the comforts of home stripped out were a common

:00:37. > :00:40.sight in the weeks after Storm Desmond.

:00:41. > :00:42.Except this is Debbie Kirsopp's Carlisle terrace

:00:43. > :00:59.I needed to get on because no friend that the insurance was pain hasn't

:01:00. > :01:05.stopped and I could not afford to pay a mortgage and rent as well, so

:01:06. > :01:07.I have had to come home and make the best of a bad job.

:01:08. > :01:09.with constant headaches, high blood pressure,

:01:10. > :01:16.when she'll stop living rough in her own home.

:01:17. > :01:22.I sometimes go to the swimming baths so I can get a shower in the

:01:23. > :01:29.morning, and I will maybe go to somebody's house for my tea, my

:01:30. > :01:33.brother, my mother's my partner's. Anybody that will have me that has a

:01:34. > :01:37.shower. Sometimes get a better as well so it is a more comfortable. --

:01:38. > :01:39.I get a bed as well. Cases like Debbie's leave some

:01:40. > :01:42.to fear the real numbers of those still out of their homes

:01:43. > :01:44.after Storm Desmond are higher

:01:45. > :01:51.than the official 283. We are seeing unbelievable problems

:01:52. > :01:55.of people trying to manage that sort of experience on top of being

:01:56. > :02:01.flooded originally, so at the moment they are not coping well at all. On

:02:02. > :02:07.experience, we are looking at a minimum of two years before they are

:02:08. > :02:09.going to be one. -- going to be home.

:02:10. > :02:10.Another is Ann Hume, whose riverside cottage

:02:11. > :02:16.her insurance leapt to ?1,000 a month, a sum she couldn't afford.

:02:17. > :02:23.At which point it is going to be on the goodwill of friends.

:02:24. > :02:27.At which point it is going to be well over a year and a half? I

:02:28. > :02:32.thought I would be back in within maybe six months, seven months

:02:33. > :02:34.maybe. But it has been over a year, so I have just got to fight on and

:03:57. > :04:00.his belongings back. But he told the court

:04:01. > :04:02.after searching for his things, he went to leave her flat

:04:03. > :04:05.in Rawling Road in Gateshead, Lance Corporal Dhillon described

:04:06. > :04:10.a struggle in which Alice lost After coming round, the defendant

:04:11. > :04:18.claimed he told Alice he was planning to meet another

:04:19. > :04:21.woman that night. who took the knife again

:04:22. > :04:25.and came towards him. He said that as he tried to defend

:04:26. > :04:29.himself by deflecting her arm, and the defendant said he had

:04:30. > :04:38.to remove the knife from her neck. He said, "This is the point

:04:39. > :04:41.when I held the knife on my chest, "and the initial thought

:04:42. > :04:45.was to stab myself." Lance Corporal Dhillon said panic

:04:46. > :04:49.stopped him ringing for help. Throughout the trial,

:04:50. > :04:51.the prosecution claimed Dhillon but he told the court that Alice had

:04:52. > :04:56.been violent to him and accused him of

:04:57. > :05:00.looking at other women and ended the relationship when

:05:01. > :05:03.she found out he'd been unfaithful. The proseuction alleged that LCD had

:05:04. > :05:05.been stalking Alice he'd gone to her house

:05:06. > :05:09.unannounced just weeks before

:05:10. > :05:10.her death because he thought

:05:11. > :05:12.she might have been testing him and he wanted to prove

:05:13. > :05:20.that he was bothered about her. The defendant admitted hacking

:05:21. > :05:22.Alice's Facebook account to try to work out if she was seeing

:05:23. > :05:25.other people, because that, he said, would be the 'last straw'

:05:26. > :05:28.for their relationship. Tomorrow he will be

:05:29. > :05:35.cross-examined by the prosection. A group of traders in

:05:36. > :05:38.a Northumberland town have been fined by magistrates after refusing

:05:39. > :05:42.to pay a business charge. The Hexham Business Improvement

:05:43. > :05:44.District is designed to boost it's paid for by charging traders

:05:45. > :05:50.on top of their business rates. But more than 100 firms

:05:51. > :05:52.have refused to pay it, saying the new scheme

:05:53. > :05:55.won't help them. And today, Northumberland Council

:05:56. > :05:57.took them to court. Our News Correspondent,

:05:58. > :06:10.Mark Denten, reports. Mechanics, beauticians, hoteliers,

:06:11. > :06:14.all small business owners from Hexham. But not in Hexham today,

:06:15. > :06:18.they were heading for a courtroom instead. They have all refused to

:06:19. > :06:23.pay a new business charge in the town. They say it simply will not

:06:24. > :06:27.help them, so today they were summoned to Newcastle Magistrate's

:06:28. > :06:30.Court. It feels like a bullying tactic, actually. I don't really

:06:31. > :06:33.want to be here and away from my business, but I have to. At the

:06:34. > :06:37.heart of this row, Hexham's business heart of this row, Hexham's business

:06:38. > :06:41.improvement district. It is a scheme to boost the economy of the town,

:06:42. > :06:45.but it is also an extra charge for businesses on top of their business

:06:46. > :06:51.rates. Northumberland councils says 89% of it is being paid by other

:06:52. > :06:56.traders in Hexham, but not these ones. So today, they face

:06:57. > :06:58.magistrates. There was then an extraordinary stand-off for

:06:59. > :07:03.and a half. They are sure of the and a half. They are sure of the

:07:04. > :07:06.court wanted the traders to come in individually into the courtroom.

:07:07. > :07:08.They refused unless they could come in individually into the courtroom.

:07:09. > :07:11.They refused unless they could, and altogether. Eventually, the traders

:07:12. > :07:17.were allowed into the courtroom together. They were each given

:07:18. > :07:23.liability orders of ?185, for the original levy and court costs. They

:07:24. > :07:27.are still defiant. Basically what it means is the council insist that we

:07:28. > :07:31.all them the money and they send a liability order of, which gives us a

:07:32. > :07:35.certain amount of time to pay that and if that is not the case, they

:07:36. > :07:39.will send debt collectors in. So you are prepared to see debt collectors

:07:40. > :07:42.come round? If that aside for the council wants to take it then I am

:07:43. > :07:46.afraid so. Northumberland councils as it has taken the traders to court

:07:47. > :07:52.with regret, but the business improvement district in Hexham has

:07:53. > :07:55.already generated ?102,000 to boost the area's economy.

:07:56. > :07:57.The former Middlesbrough and England footballer Ugo Ehiogu is in hospital

:07:58. > :08:00.after collapsing at Tottenham's training centre,

:08:01. > :08:02.where he coaches their under-23s side.

:08:03. > :08:04.The 44-year-old spent seven years at the Boro

:09:37. > :09:40.Elsewhere, it stays cloudy with some patchy rain at times and there is

:09:41. > :09:43.enough cloud and breeze to stop the temperatures anywhere dropping much

:09:49. > :09:51.cloud in the hall. Any brightness in the east will tend to feed through
