0:00:00 > 0:00:00earnings growth. Philip Hammond says he hopes to prove the earnings

0:00:00 > 0:00:02forecasts wrong.

0:00:02 > 0:00:04Good afternoon, welcome to the lunchtime Look North.

0:00:04 > 0:00:06In the headlines...

0:00:06 > 0:00:08Cumbria once again battered by rainfall, but it looks

0:00:08 > 0:00:13like the worst is over - for now.

0:00:13 > 0:00:16Newcastle United supporters top the league for banning orders

0:00:16 > 0:00:26for the third year running.

0:00:29 > 0:00:31It's been another brutal night of storms and heavy

0:00:31 > 0:00:33rain in Cumbria, but thankfully it seems the county

0:00:33 > 0:00:36has escaped the worst.

0:00:36 > 0:00:38Some properties have been affected and travel has been difficult,

0:00:38 > 0:00:40but it seems there water is now receding.

0:00:40 > 0:00:49Mark McAlindon sent us this report.

0:00:49 > 0:00:53This was the scene in Rugby Park and the heart of Carlisle this morning.

0:00:53 > 0:00:57This is flood plain land but the sheer volume of land is eye opening.

0:00:57 > 0:01:03-- water. The south of the county has been affected as well as most

0:01:03 > 0:01:09Carlisle. Children in some schools have been also given a day off.

0:01:09 > 0:01:12Across Cumbria this morning we are told that seven schools remained

0:01:12 > 0:01:18closed including this one here just outside Carlisle. The school was

0:01:18 > 0:01:21badly two years ago and staff here have been taking what precautions

0:01:21 > 0:01:24they can with the front door sandbagged and temporary flood

0:01:24 > 0:01:30guards. Travel is badly disrupted, too. Railways along the coast have

0:01:30 > 0:01:37been closed, and between her and Lancaster. Almost lunchtime now and

0:01:37 > 0:01:41while the Environment Agency is hopeful the levels are now receding

0:01:41 > 0:01:45what you can see here is a perfect illustration of the amount of water

0:01:45 > 0:01:49dumped across Cumbria in the past few hours. It seems the worst may be

0:01:49 > 0:01:54over but having said that the impact is still being felt. Roads remained

0:01:54 > 0:01:58closed like this one here and the police warn drivers to take extra

0:01:58 > 0:02:02care. Standing water reduced traffic flows on the M6 earlier and police

0:02:02 > 0:02:06dealt with an accident near Carlisle. Hopefully the worst is now

0:02:06 > 0:02:08over.

0:02:08 > 0:02:10Newcastle United has the highest number of football banning orders

0:02:10 > 0:02:13for the third year running.

0:02:13 > 0:02:14According to the Home Office,

0:02:14 > 0:02:17111 Newcastle supporters were banned last season.

0:02:17 > 0:02:20That's more than any other club in the top five divisions

0:02:20 > 0:02:26in England and Wales.

0:02:26 > 0:02:29There were also more bans for Middlesbrough and Carlisle fans.

0:02:29 > 0:02:31Our News Correspondent Mark Denten has been looking

0:02:31 > 0:02:33at the statistics and joins me now.

0:02:33 > 0:02:34Mark the basics first.

0:02:34 > 0:02:38what is a football banning order?

0:02:38 > 0:02:43These are issued by courts on the behalf of police and Crown

0:02:43 > 0:02:47Prosecution Service 's and cover football related offences. A wide

0:02:47 > 0:02:49definition of those, throwing missiles at a ground but also

0:02:49 > 0:02:53invading the pitch but the definition is white and can also

0:02:53 > 0:02:57have an outside of football grounds. -- can also happen outside football

0:02:57 > 0:03:03grounds. 24 hours either side of a match will stop they can be up to

0:03:03 > 0:03:11three years. -- up to a decade. 111 of these banning orders for

0:03:11 > 0:03:14Newcastle supporters in the last season when they were in the

0:03:14 > 0:03:18championship, bigger than any figure for the clubs in England and Wales,

0:03:18 > 0:03:23the top five divisions. A fall on the previous two seasons but other

0:03:23 > 0:03:26clubs are affected as well, some other clubs in the region, small

0:03:26 > 0:03:33increases for Middlesbrough but also for Carlisle and a fall in

0:03:33 > 0:03:40Sunderland from 37 to 23.Better news, but perversely on arrests.

0:03:40 > 0:03:49Shorter than banning orders are fans getting arrested. The number halved,

0:03:49 > 0:03:57and also in Sunderland but an increase in Middlesbrough. It comes

0:03:57 > 0:04:04down to one thing, you had to take them with a slight pinch of salt,

0:04:04 > 0:04:09it's not a direct comparison season on season.Yes, the calendar

0:04:09 > 0:04:10measurements made are slightly different in different seasons

0:04:10 > 0:04:18Colin.

0:04:18 > 0:04:23A project has been launched to take care of dogs caught up in domestic

0:04:23 > 0:04:30violence. When owners leave their partners and move into a women's

0:04:30 > 0:04:35refuge, the pets will be looked after.

0:04:35 > 0:04:37The Freedom Project is ran by the Dog's Trust and foster carers

0:04:37 > 0:04:40will take in pets when their owners leave their partners and move

0:04:40 > 0:04:41into a women's refuge.

0:04:41 > 0:04:45They'll look after the animal as their own until the owner is able

0:04:45 > 0:04:47to take the dog back and care for it themselves again.

0:04:47 > 0:04:50The majority of the time we have to get vaccinations up to date. If it

0:04:50 > 0:04:53has come from a domestic violence background, the last thing on the

0:04:53 > 0:04:55owner's mind is to get the vaccinations done, or anything

0:04:55 > 0:04:57similar, she is probably too is worried about the children than the

0:04:57 > 0:04:58dog.

0:04:58 > 0:05:00160 weapons and large quantities of ammunition have been handed

0:05:00 > 0:05:02in to Northumbria Police in a firearms amnesty.

0:05:02 > 0:05:06They include guns that date as far back as World War 1 and World War 2.

0:05:06 > 0:05:08The national firerearms surrender campaign, Operation Aztec runs

0:05:08 > 0:05:18until the end of Sunday.

0:05:23 > 0:05:26The capsule in which British astronaut Tim Peake travelled back

0:05:26 > 0:05:28to the earth from space - has gone on display

0:05:28 > 0:05:29in County Durham.

0:05:29 > 0:05:31Major Peake spent six months on the International

0:05:31 > 0:05:32Space Station last year.

0:05:32 > 0:05:35His spacecraft - complete with char marks from his re-entry to earth -

0:05:35 > 0:05:38will be on show at Locomotion, The National Rail Museum in Shildon

0:05:38 > 0:05:39until the middle of January.

0:05:39 > 0:05:41And there's no charge to go and see it.

0:05:41 > 0:05:44From its an incredible opportunity for the town, County Durham and the

0:05:44 > 0:05:47region to post something with such international fame and so current

0:05:47 > 0:05:50with Tim Peake only in space last year. It's something capturing the

0:05:50 > 0:05:53imagination of all of our visitors and social media is alive and

0:05:53 > 0:05:59kicking in already so it is really exciting times for us.

0:05:59 > 0:06:02A plant nursery, which had its glass roof destroyed by a freak hailstorm,

0:06:02 > 0:06:05is back in business and about to ship out a huge

0:06:05 > 0:06:07batch of Poinsettias in time for Christmas.

0:06:07 > 0:06:10The bright red and green foliage of the plant is of course synonymous

0:06:10 > 0:06:13with the festive season.

0:06:13 > 0:06:15But the owners of Ravensworth Nurseries, near Richmond

0:06:15 > 0:06:17weren't celebrating 18 months ago, when thousands of panes of glass

0:06:17 > 0:06:22were smashed by giant hailstones.

0:06:22 > 0:06:25It started about nine o'clock and it was hailstones the size of golf

0:06:25 > 0:06:32balls and you could just hear everything smashing. We lost about

0:06:32 > 0:06:36every other pane of glass, about 8,000 in total,

0:06:36 > 0:06:41the whole nursery.

0:06:41 > 0:06:44We had to replace them because otherwise we wouldn't be able to

0:06:44 > 0:06:48grow these because they come from much more temperate climates,

0:06:48 > 0:06:53further south, so we need temperatures stable at 20 degrees

0:06:53 > 0:07:01so without glass that would be impossible.

0:07:01 > 0:07:03Football and Middlesbrough moved back into the Championship play-off

0:07:03 > 0:07:05places with victory over struggling Birmingham at the

0:07:05 > 0:07:06Riverside last night.

0:07:06 > 0:07:09Boro secured a fifth home win of the season as Britt Assombalonga

0:07:09 > 0:07:10scored twice in the first half.

0:07:10 > 0:07:13The club's record signing was on hand when Tomasz Kuszczak

0:07:13 > 0:07:15could only parry Stewart Downing's fierce shot and he latched

0:07:15 > 0:07:18onto Fabio Da Silva's pass for his 11th goal of the season.

0:07:18 > 0:07:25Boro are up to sixth ahead of Derby's visit this weekend.

0:07:25 > 0:07:29Now the weather. Not as windy perhaps not as wet either but a bit

0:07:29 > 0:07:33perhaps not as wet either but a bit of a stink coming today. Another

0:07:33 > 0:07:36warning out for overnight, and that is for ice. Conditions are really

0:07:36 > 0:07:40changing this afternoon as we head towards the weekend which is quieter

0:07:40 > 0:07:46but that brings with it a warning. This afternoon, fairly breezy still,

0:07:46 > 0:07:51gales along the West Coast, some showers yes but the west has been

0:07:51 > 0:07:56and gone. The pressure drives our weather at the moment and as we

0:07:56 > 0:08:00approach the weekend the winds swing round to a north-westerly direction.

0:08:00 > 0:08:04That brings them cooler air and widespread frost Saturday and Sunday

0:08:04 > 0:08:12mornings will stop there are still a few showers on the map, less

0:08:12 > 0:08:17frequent but wintry over high ground. Through the evening the

0:08:17 > 0:08:22winds will fall, temperatures today we sing about it Celsius, feeling

0:08:22 > 0:08:29cooler than that in the wind. This evening and overnight showers, yes,

0:08:29 > 0:08:34wintry on high ground with sleet and snow, but largely dry pictures.

0:08:34 > 0:08:40Winds fall, clear skies, and frost forms, the blue areas on the map not

0:08:40 > 0:08:44actually rain for a change. Temperatures right down in minus

0:08:44 > 0:08:48figures relate, bringing us to the weather warning for ice. Lots of

0:08:48 > 0:08:53water on the road that may well freeze, so the warning really just

0:08:53 > 0:08:56affects part of Cumbria, take things nice and steady first thing

0:08:56 > 0:09:00tomorrow, gritters may not yet be at this time of year. Once the sunshine

0:09:00 > 0:09:03kicks in it will be a beautiful day, a few showers through the afternoon

0:09:03 > 0:09:08bringing risks of sleet and snow over high ground but lighter winds

0:09:08 > 0:09:13and temperatures tomorrow reaching five or six so very chilly and

0:09:13 > 0:09:18feeling chilly this weekend, too. Sunday looks like the best day.

0:09:18 > 0:09:19feeling chilly this weekend, too. Sunday looks like the best day.

0:09:19 > 0:09:24Could be quite an interesting day first thing tomorrow. That's it from

0:09:24 > 0:09:31us on the lunchtime team. We will see you at 6:30pm. Goodbye.
