:01:36. > :01:42.This change simplifies a huge mess of benefits that were all different.

:01:43. > :01:45.It's fair for people paying for it, it's fair

:01:46. > :01:49.It's not about how well you know your way around

:01:50. > :01:52.It's simple, it avoids fraud, it will reduce the administration

:01:53. > :01:56.costs and it is a fair system that will help people get back into work

:01:57. > :02:01.and will not penalise them if they try to get off benefits.

:02:02. > :02:04.Police are appealing for witnesses after a car left the road

:02:05. > :02:06.and crashed into a bank in County Durham.
