:00:49. > :00:51.tonight, the Yorkshire education authority where truancy rates have

:00:51. > :00:54.quadrupled in just a year. Education welfare officers in

:00:54. > :01:00.Doncaster recently came across 99 children skipping school in just

:01:00. > :01:08.one day. Half of them were with their

:01:08. > :01:11.parents. So what's to be done? In a moment we'll hear from the Calder

:01:11. > :01:16.Valley MP Craig Whittaker, who's a member of the Commons Education

:01:16. > :01:20.Select Committee, but first Nicola Rees reports from Doncaster.

:01:20. > :01:24.The summer holidays haven't started yet but you don't have to spend too

:01:24. > :01:30.long in Doncaster Town Centre to stop -- spot children who should

:01:30. > :01:34.probably be in school. In one day alone, Doncaster council stopped 99

:01:34. > :01:38.children who were absent from school without permission. The

:01:38. > :01:44.parents of those children were then sent illegal warning letter and

:01:44. > :01:54.those who did not respond got a fixed penalty notice. According to

:01:54. > :02:00.

:02:00. > :02:03.Schools and teachers are working their socks off for the kids. It

:02:03. > :02:09.comes back to parental responsibility. They are the ones

:02:09. > :02:13.that spent most of their time with their children. They are the ones

:02:13. > :02:20.that the children learn how to act, right or wrong, most of that comes

:02:20. > :02:24.from parents. I am sorry, parents, it is your responsibility.

:02:24. > :02:28.Rotherham, Alexandra Evans has struggled for months to get her 15-

:02:28. > :02:33.year-old son to attend school. played truant because they are not

:02:33. > :02:39.happy, they are not feeling comfortable. None of us used to

:02:39. > :02:44.like going to school. If I dropped him off at the gates, he would only

:02:44. > :02:51.wait until my car was around the corner and drop back out. It is

:02:51. > :02:54.ridiculous that they are wanting to find parents. -- fine parents.

:02:54. > :02:58.figures for Doncaster showed just how serious the problem has become

:02:58. > :03:04.and many parents are simply choosing to ignore the fixed

:03:05. > :03:09.penalty notices. Already this year, over 90 families have ended up in

:03:09. > :03:14.court for Paling -- failing to pay the fines and get their children to

:03:14. > :03:18.school. Craig Whittaker is on the House of

:03:18. > :03:24.Commons Education Select Committee. His Doncaster typical of what is

:03:24. > :03:27.going on in Yorkshire? No. There are so incredibly high figures but

:03:27. > :03:35.also in Yorkshire we have areas that have got some of the best

:03:35. > :03:40.results in the country as well. It is not typical. You all the MP for

:03:40. > :03:44.Calderdale and that is one of the places that is doing extremely well.

:03:44. > :03:48.What is so different there go to Doncaster? Your report was saying

:03:48. > :03:55.it was about parental responsibility and the schools take

:03:55. > :03:59.that seriously as well. If a child is of school, on the very first day

:03:59. > :04:02.the school will phone and speak to the parent direct and if it becomes

:04:02. > :04:08.a long-term thing, the education welfare officers will get involved

:04:08. > :04:15.to work with the family and child to let them know it is incredibly

:04:15. > :04:19.important for them to be in school. I am not sure whether these are 15,

:04:19. > :04:23.16-year-olds and feel the education system has failed them? One of the

:04:23. > :04:27.things about being on the Select Committee for Education, time and

:04:27. > :04:33.time again it comes up but we need more teachers to be innovative

:04:33. > :04:37.about the way they teach children, to engage them. The biggest issue

:04:37. > :04:41.without question is the parental responsibility. Parents without

:04:41. > :04:46.question the need to start taking that responsibilities seriously.

:04:46. > :04:51.Quite frankly, there will classes that I used to go to when I was at

:04:51. > :04:57.school that were pretty boring as well. I would never have dared not

:04:57. > :05:07.turn up. Absolutely. That is exactly why it in the educational

:05:07. > :05:11.

:05:11. > :05:16.White Paper there are new powers for teachers. They now have powers

:05:16. > :05:21.to deal with truancy and discipline for events that happened outside

:05:21. > :05:25.the school and powers of search. That has extended to alcohol and

:05:25. > :05:29.drugs, which they never had before. The government recognises their

:05:29. > :05:33.responsibility to make it easier for teachers to instil discipline

:05:33. > :05:37.and teach families and children that it is incredibly important

:05:37. > :05:42.that they get his school. Craig Whittaker, I think your message is,

:05:42. > :05:46.get tough. Thank you. Also tonight: A 16-year-old boy has died after

:05:46. > :05:49.being eletrocuted at a former power station in south Leeds. The company

:05:49. > :05:57.who provide electricity in the area say he probably died after attempts

:05:57. > :06:01.had been made to steal copper cabling. Charlotte Leeming reports.

:06:05. > :06:10.they were ignored by a 16-year-old boy who somehow got onto the site

:06:10. > :06:15.and was electrocuted. His body was found during a routine patrol by a

:06:15. > :06:20.security guard on Sunday afternoon. Our thoughts are with the family of

:06:20. > :06:25.the youth who has lost his life in this tragedy. For the uninitiated,

:06:25. > :06:31.these are very dangerous places. The signs that say danger of death

:06:31. > :06:40.mean that. Hundred and 32,000 volts this time. The three teenagers who

:06:40. > :06:45.were questioned about possible theft have now been released. The

:06:45. > :06:49.company that provides electricity has suggested attempts might have

:08:00. > :08:06.15-year-old Huw Thatcher from Holmfirth suffered a brain aneurysm

:08:07. > :08:16.during a match in March. Since then, his family and friends have raised

:09:09. > :09:15.And hundreds of loved ones attended his funeral. Cardiff City was that

:14:05. > :14:09.Bridlington for two years working with the community and the school.

:14:09. > :14:15.We have built up a young... can't have been a fantastic

:14:15. > :14:20.project... It has been a great project. It hasn't happened! This

:14:20. > :14:25.opera is only one element of a longer project. We said we will be

:14:25. > :14:30.there for two years doing a singing project. It has been fantastic. We

:14:30. > :14:34.said we would commission a piece to bring the project to an end and

:14:34. > :14:44.that would be 400 people taking part in Bridlington. Any lessons

:15:49. > :15:53.that this is a tranquil. And this is not! In the world of academics,

:15:53. > :16:00.what makes some think he's got is a perplexing puzzle in the need of

:16:00. > :16:05.further study. Would you like to take part in our experiment? We are

:16:05. > :16:09.doing work on tranquillity. This professor is hoping to measure

:16:09. > :16:14.tranquillity. He is recruiting volunteers to assess the peace and

:16:14. > :16:19.quiet at various points on a five- mile walk. Tranquillity is

:16:19. > :16:25.important as it relates to people's well-being. A more natural

:16:25. > :16:31.environment helps us to recover from stress. The research will help

:16:31. > :16:35.town planners create truly tranquil areas in cities. We will assess the

:16:35. > :16:39.tranquility over 30 seconds so I will start to offer and if you

:16:39. > :16:43.could be quiet and look around and listen and after 30 seconds I will

:16:43. > :16:47.stop. The volunteers make the assessment and the professor

:16:47. > :16:52.measures sound levels to see if they make a difference to the ball

:16:52. > :16:57.and his perception of tranquillity. We all like tranquil places and

:16:57. > :17:03.anything helps -- which helps us feel tranquil and relaxed could put

:17:03. > :17:11.used to other places. It is a tranquil, my wife and I come a few

:17:11. > :17:14.times a week. It is one of our favourite places. You might think

:17:14. > :17:19.tranquillity would be subjective but the research shows we do

:17:19. > :17:24.broadly agree on what constitutes a peaceful setting. And that is vital

:17:24. > :17:29.to the findings. We need to quantify what tranquillity is and

:17:29. > :17:33.how it changes certain elements of the landscape. For example if there

:17:33. > :17:37.is a motorway going to be built, what effect would that have and

:17:37. > :17:42.using the equation we have developed we can predict that.

:17:42. > :17:46.volunteers are wanted so if you want to contribute to the research,

:17:46. > :17:50.go to Ogdon water at 1 o'clock tomorrow. It will be a walk in the
