:01:08. > :01:10.children's heart surgery here in Yorkshire has been dealt a blow.
:01:10. > :01:13.One of the biggest surveys ever conducted for the NHS suggests
:01:13. > :01:22.there's little support elsewhere in the country for the unit in Leeds
:01:22. > :01:25.to stay open. So how close are we to a final decision?
:01:25. > :01:29.This is an issue which provokes strong feelings. Let's just remind
:01:29. > :01:32.you of where we are. At the moment there are currently 11 children's
:01:32. > :01:37.heart units across England and Wales. The proposal is to reduce
:01:37. > :01:40.that number by around half to six or seven. The campaign to keep the
:01:40. > :01:43.heart unit open has attracted a big response. Half a million people
:01:43. > :01:47.signed a petition in Yorkshire, which was sent to Downing Street,
:01:47. > :01:51.calling for the Leeds unit to stay open. No decision is expected
:01:51. > :01:58.before the end of the year. Any changes are not likely to take
:01:58. > :02:03.effect until 2013. Ian White has today's latest development.
:02:03. > :02:07.It is a dilemma that has divided the North of England. Should
:02:07. > :02:12.children have a life-saving heart surgery in Leeds, or be forced to
:02:12. > :02:17.travel to Newcastle or Liverpool instead? After the petitions came
:02:17. > :02:21.the politicians, and now the result of a major NHS questionnaire. The
:02:21. > :02:27.latest blow for Leeds comes in the form of this large document. It is
:02:27. > :02:30.a very heavy reading. 75,000 people across the UK took part in the
:02:30. > :02:36.survey. In it they were asked to choose one of four options - where
:02:36. > :02:41.would they like children's heart surgery located? Newcastle and
:02:42. > :02:44.Liverpool are appeared in three of the options, but Leeds' only
:02:44. > :02:50.appeared in the 4th option. While it got a good response in Yorkshire,
:02:50. > :02:55.Natalie, May the -- mich -- most people voted for the top two
:02:55. > :03:01.options. It is disappointing, but not surprising. We were never going
:03:01. > :03:05.to come out top because we were only in one out of four options.
:03:05. > :03:09.is exceptionally difficult to fill in. I have got a degree and I
:03:09. > :03:14.struggled. Also, it was not produced in other languages, which
:03:14. > :03:18.is an issue for many parents in this unit where 25% of parents
:03:19. > :03:28.don't have English as a first language. The campaign has been
:03:29. > :03:30.
:03:30. > :03:35.hugely successful with more than 500,000 and a national survey. Half
:03:35. > :03:39.a million people signed a petition wanting to save his unit. They
:03:39. > :03:43.found it very difficult to fill in the online questionnaire. It was
:03:43. > :03:49.very confusing. Even if we had difficulty with that. I don't want
:03:49. > :03:53.this to be a Leeds - Newcastle thing. There is probably I would
:03:53. > :03:57.obviously go for Leeds because of the geography and the fact that it
:03:57. > :04:00.is a first-rate centre. Families say that despite today's
:04:00. > :04:04.developments they will fight on to keep heart surgery in Leeds until a
:04:04. > :04:06.final decision is known at the end of the deer.
:04:06. > :04:09.A little earlier I spoke to Dr Graham Stuart, a consultant
:04:09. > :04:12.cardiologist, who is advising the committee that will make the final
:04:12. > :04:16.decision about children's heart surgery across England and Wales. I
:04:16. > :04:26.put to him that the way this survey had been conducted wasn't fair to
:04:26. > :04:28.
:04:28. > :04:33.Leeds. I accept that the process was not
:04:33. > :04:39.perfect. The problem in the North of England is a difficult one in
:04:39. > :04:42.that it is a big region, and the population doesn't allow for three
:04:42. > :04:47.centres to continue while at the same time each centre having
:04:47. > :04:51.sufficient numbers to provide a safe and sustainable service with a
:04:51. > :04:55.minimum of four surgeons. Therefore there has to be a cut down in
:04:55. > :04:59.centres. How that is done is an extremely difficult decision.
:04:59. > :05:04.500,000 people fear that you are about to make the wrong decision.
:05:04. > :05:08.The individual decisions are very, very difficult, not just in the
:05:08. > :05:15.north, but throughout different areas of the UK. That is why this
:05:15. > :05:25.process has taken a long time. That is why the views of all those
:05:25. > :05:29.people in Leeds he completed the survey, and also the overall 77,002
:05:29. > :05:34.completed the poll are very important. You say it is an
:05:34. > :05:37.important decision, but can you categorically assure us tonight
:05:38. > :05:42.that that decision has not been made, that the consultation is
:05:42. > :05:46.still under way? Did the best of my knowledge, that is true, and I
:05:46. > :05:49.genuinely believe it to be true, although I am not privy to the
:05:49. > :05:53.final decision. I am part of the steering group that advises
:05:53. > :05:59.decision-makers. You still seem to be hinting in some way that Leeds
:05:59. > :06:03.has to go. Leeds was part of one option out of the different options,
:06:03. > :06:08.and it was the least popular option. The reason for that was partly
:06:08. > :06:13.because of the other two units, Liverpool has a very high
:06:13. > :06:22.population density, and Newcastle provides two of the nationally
:06:22. > :06:28.designated services. So, that does not preclude Leeds surviving, but
:06:28. > :06:32.it does mean that a different solution has to be found. I will
:06:32. > :06:35.emphasise again that the decision is not in your hands, you are
:06:36. > :06:40.merely on the steering committee that makes the recommendations, but
:06:40. > :06:44.I am hearing from you answers, I heard last week with David Cameron
:06:44. > :06:50.when he visited Leeds, that half a million people are about to be very
:06:50. > :06:55.disappointed. Well, I deal with children with heart disease every
:06:55. > :06:58.day, as do my colleagues in Leeds. If you ask a family what they care
:06:58. > :07:01.about, they care about knowing their child is going to have top
:07:01. > :07:05.quality care. Obviously it has to be as close to home as possible,
:07:05. > :07:10.and whatever happens in Leeds there will still be a cardiac centre in
:07:10. > :07:14.Leeds. What is important is that child can be guaranteed the highest
:07:14. > :07:15.quality care, and that means difficult decision making. I do
