:00:44. > :00:49.First tonight, a man and a woman, believed to be partners, have
:00:49. > :00:53.fallen to their deaths from a 16- storey tower block in Leeds. The
:00:53. > :00:55.bodies of the couple, who were in their twenties, were found at the
:00:55. > :00:59.bottom of Clyde Court flats in Wortley at four o'clock this
:00:59. > :01:03.morning. Police had been called a short time before, but were unable
:01:03. > :01:13.to stop the double tragedy, which has shocked the local community.
:01:13. > :01:14.
:01:14. > :01:22.Our Crime Correspondent John Cundy is at the scene with the latest.
:01:23. > :01:26.Clyde Court is one of a twin block of high-rise flats. It was here in
:01:26. > :01:35.the early hours of the morning that the double tragedy happened. Police
:01:35. > :01:43.are still trying to explain it. It has shocked many members of the
:01:43. > :01:49.community. The couple fell 100 ft from their death from a 12th floor
:01:49. > :01:53.window. Police say they are not looking for anyone else in
:01:53. > :02:00.connection with the tragedy. Shortly after 4 o'clock this
:02:00. > :02:05.morning, police were alerted by a distressed call from a flat in
:02:05. > :02:11.Clyde Court. Shortly after they arrived, a man and woman that fell
:02:11. > :02:15.from the window to the ground. They both died at the scene. Neighbours
:02:15. > :02:21.at Clyde Court spoke of hearing screaming shortly before the fall.
:02:21. > :02:26.Today it was a community in shock. I looked out the window because my
:02:26. > :02:36.partner had them screaming. Then there was a loud and thump. It was
:02:36. > :02:46.really bad. There should be a risk assessment before they move people
:02:46. > :02:49.
:02:49. > :02:54.into these flats. An investigation is continuing to ascertain the
:02:54. > :02:59.reason behind this tragedy. So, who were these people and how did they
:02:59. > :03:04.come to fall from those windows? All those answers still to be cut,
:03:04. > :03:13.but a further police statement has pointed out that duped that there
:03:13. > :03:15.was police involvement immediately prior to the deaths, West Yorkshire
:03:15. > :03:25.Police's professional standards department has been informed, as
:03:25. > :03:27.
:03:27. > :03:31.has the eye -- IPCC. Thank you. Pregnant women in North Yorkshire
:03:31. > :03:33.are being told they will no longer be able to choose to have a
:03:33. > :03:36.Caesarean section. Health officials say the operations will now only be
:03:36. > :03:39.granted for medical reasons. It could save the Primary Care Trust
:03:39. > :03:43.hundreds of thousands of pounds a year, but not everyone's happy
:03:43. > :03:46.about the decision. Nicola Rees can tell us more.
:03:46. > :03:51.To put this into some context for you, there were 1,738 Caesarean
:03:51. > :03:56.sections carried out in North Yorkshire in the last year. Those
:03:56. > :03:59.operations cost the NHS more than �5 million. But the vast majority
:03:59. > :04:02.were carried out in the best interests of the mum and baby - in
:04:02. > :04:06.other words there was a genuine health reason that meant a
:04:06. > :04:09.Caesarean was the safest option. But according to North Yorkshire
:04:09. > :04:19.and York Primary Care Trust, 114 of these operations were carried out
:04:19. > :04:22.
:04:22. > :04:25.despite there being no medical reason. These are called elective
:04:25. > :04:28.Caesareans and they cost �155,000 last year. Well now the Primary
:04:28. > :04:31.Care Trust say they have changed their policy to stop women having a
:04:31. > :04:33.Caesarean for convenience. They say it's not about cost cutting and
:04:33. > :04:42.that natural births are safer. But today midwives have raised concerns
:04:42. > :04:48.about the decision. I think it is terribly wrong. I think doctors
:04:48. > :04:55.have spent such a long time telling women how safe Caesareans are. For
:04:55. > :05:00.the small section of women who elected have a Caesarean, it is a
:05:00. > :05:03.devastating thing to do to them. Back in 1992, 13% of babies in
:05:03. > :05:06.England were delivered by Caesarean section. But that figure's almost
:05:06. > :05:08.doubled today to 24% and most health experts agree that's too
:05:08. > :05:15.high. Today, parents have been speaking to us about North
:05:15. > :05:21.Yorkshire's plans to stop elective Caesarean. I do believe that people
:05:21. > :05:25.should have a choice, however there are a lot of celebrities who choose
:05:25. > :05:30.to have a Caesarean because they are too posh to posh and I do not
:05:30. > :05:40.agree with that. If you can afford to have a Caesarean section then
:05:40. > :05:42.
:05:42. > :05:48.have it. It is unfair to be NHS. The choice should be there for
:05:48. > :05:51.medical reasons which is completely different.
:05:51. > :05:53.Well this afternoon NHS Yorkshire and Humber have said that they
:05:53. > :06:00.follow national guidelines and encourage medical staff to plan
:06:00. > :06:06.Caesarean sections only when there is a clinical reason.

:08:25. > :08:30.Oxfam's depot in Huddersfield, staff are still working at a
:08:30. > :08:34.temporary site. �1 million worth of equipment was lost, along with
:08:34. > :08:40.�60,000 worth of textiles. Our reporter had been along to see how
:08:40. > :08:47.the staff is getting on. It looks like a scene from a
:08:48. > :08:52.Wardown -- war-zone. It was back in May that a huge fire devastated
:08:52. > :08:56.Oxfam's sorting depot in Huddersfield. �1 million worth of
:08:56. > :09:00.equipment was damaged and almost four months on staff are still
:09:00. > :09:05.counting the cost. Just to come in after the Bank Holiday and seen it
:09:05. > :09:12.like this, it has been heartbreaking. It has been around
:09:12. > :09:15.for over 20 years. Before the fire, around 100 tonnes of clothing and
:09:15. > :09:19.textiles were sorted across the three warehouses every week. Much
:09:19. > :09:27.of the work relied on machinery. Two new machines had been brought
:09:27. > :09:37.in, but most of the sifting and sorting is now been done by hand.
:09:37. > :09:43.We have to do a lot of Manual Handling. We have to open up access
:09:43. > :09:47.ourselves. It is much harder, but we have got a job. In this
:09:47. > :09:54.warehouse they sought around 80 tons of stock every week. It is not
:09:54. > :10:02.known what caused the fire. The building is back with the landlords.
:10:02. > :10:06.Work to clear at the site will be so because there was asbestos in
:10:06. > :10:11.the ceilings. We are looking for a new home. We don't know when it
:10:11. > :10:17.will be because it has to be the right place. We will keep going
:10:17. > :10:22.until we get one. It took 12 hours to bring the fire under control. As
:10:22. > :10:27.you can see, work goes on and donations continue to arrive, but
:10:27. > :10:33.it will be several months before the team are back up to full
:10:33. > :10:38.production. I didn't realise it was eight
:10:38. > :10:42.National depot. Keep up the good work. Talking of work, this one is
:10:42. > :10:48.to build a six acre park in Bradford City Centre. It was taken
:10:48. > :10:52.a step forward today with the delivery of three sterna egg
:10:52. > :10:57.sculptures. They cost �10,000 each and had been made from local stone.
:10:57. > :11:01.It is hoped they will be a focal point of the city's latest
:11:01. > :11:06.regeneration project. Our reporter has been finding out what the
:11:06. > :11:13.locals think of it. Bradford has been experiencing a
:11:13. > :11:20.long and sometimes painful rebirth, so it seems appropriate that the
:11:20. > :11:29.artwork and the new park comes in the shape of three egg shaped
:11:29. > :11:39.sculptures. I might be old- fashioned, but I'm not sure. What

:11:43. > :11:51.is so special about stoned eggs? -- stone. Is that meant to be modern
:11:51. > :11:56.art? But artist, who won the commission, has spent months
:11:56. > :12:02.snoozing - Max moving these spherical shapes. They are very
:12:02. > :12:12.organic and simple. When the project is complete, the art work

:12:15. > :12:22.will sit alongside the biggest man- made waterways in the UK. We are
:12:22. > :12:28.hopeful that in a few years' time you will see office developments
:12:28. > :12:37.around the city park. To attract that investment, it you need an
:12:37. > :12:42.environment that is attractive and art were forms a great part of that.
:12:42. > :12:48.Even that won't be art work was being delivered, the city was dealt
:12:48. > :12:52.a blow with one of its much loved department stores closing. But
:12:52. > :13:02.hopefully the city park will be completed by the end of the year in

:13:09. > :13:12.Now we've heard of the leaning Tower of Pisa and the crooked Spire
:13:12. > :13:15.of Chesterfield - and now it's emerged we almost had a toppling
:13:15. > :13:18.tower of Rotherham. Scaffolding has been supporting the Minster's Tower
:13:18. > :13:28.for over eight months since the spire started to lean. Emma

:13:28. > :13:34.Blackburn climbed 200 feet to find out more. He he did has been
:13:34. > :13:37.standing tall since the 15th century, but never before have we
:13:37. > :13:41.had a tilting Rotherham Minster. When it looked like it was leaning
:13:41. > :13:47.that way, up went the scaffolding along with the stonemasons, and
:13:48. > :13:55.when it looked like the work was complete, up went Look North, 200
:13:55. > :14:00.ft, 20 of these ladders. We are not yet halfway, but it is not that
:14:00. > :14:05.often you get that close to the tower clock. The scaffolding has
:14:05. > :14:11.been up since before Christmas. Work started in June. It was
:14:11. > :14:16.originally thought at the entire span that after the restructured
:14:16. > :14:20.but three metres from the top they nailed the problem. We found an old
:14:21. > :14:27.steeplejack's hook that had been left in the wall, which was letting
:14:27. > :14:33.water in which was travelling down, which was corroding the spire even
:14:33. > :14:39.more, and stripping out the stonework. It was down to one hook?
:14:39. > :14:44.One steeplejack's hook. I bet you are crossing that worker! Now that
:14:44. > :14:49.most of it has been repaired, the scaffolding can start to come down
:14:49. > :14:55.next week. It has cost �140,000, which has mainly come from private
:14:55. > :14:59.donations. He have got to accept that these things have to be done
:14:59. > :15:04.and repairs have to be made. With this being such an unusual and
:15:04. > :15:11.important piece of work, it is highly unlikely new route -- that
:15:11. > :15:17.we would be able to go up again in our lifetimes. We are now 200 ft
:15:17. > :15:21.high at the top of Rotherham Minster's power. I have been told I
:15:21. > :15:28.am the first woman to go up this hive. Now the only problem is, I
:15:28. > :15:37.have got to go back down! I think the leaning Tower of Rotherham
:15:37. > :15:47.could have been quite an attraction! I am just hearing in my
:15:47. > :15:47.
