:01:15. > :01:19.large parts of Yorkshire are causing disruption to the roads and

:01:19. > :01:24.the rail network. In the last hour it has been revealed there is a

:01:24. > :01:29.river rescue going on in Swaledale. We will have the latest in a moment.

:01:29. > :01:34.A massive Gale has been recorded and poor is going to be here with

:01:34. > :01:38.the latest travel news in a moment. First, Harry is outside bearing the

:01:38. > :01:44.elements in Leeds city centre. It is still very windy? It is indeed.

:01:44. > :01:48.Only a few days ago we were talking about how mild November has been.

:01:48. > :01:52.December seems to be very wild, certainly today has. The winced

:01:52. > :01:55.originated in the Atlantic and throughout the course of the day

:01:55. > :02:00.they batted mainly in North Yorkshire. More about that in a

:02:00. > :02:03.moment. Ian Wright has been out and about in West and South Yorkshire.

:02:03. > :02:08.Let's start by looking at what happened in North Yorkshire. Cathy

:02:08. > :02:15.Killick went to investigate. One of the first casualties of the

:02:15. > :02:19.wind, a lorry on the A 66 near Scotch Corner. The road was closed

:02:19. > :02:23.for an hour while wreckage was recovered. It is open now, but

:02:23. > :02:27.conditions are hazardous. It is closed to high-sided vehicles. In

:02:27. > :02:31.York, the erection of the York will was delayed because of the wind. It

:02:31. > :02:37.was hoped it would be up and turning by tomorrow. That has been

:02:37. > :02:42.blown off by the weather. It is looking more like Sunday now. It --

:02:51. > :02:55.In the Yorkshire Dales it was not the day for walking. The mountains

:03:00. > :03:05.after driving rain. You can't see the wind but it was fierce. I'm

:03:05. > :03:10.scared I'm going to lose my hat! I am a few miles north of Settle.

:03:58. > :04:03.it would take you off balance, particularly after the raid. Paps

:04:03. > :04:06.are very slippery. With wind speeds increasing we have not seen the

:04:06. > :04:12.worst of the weather it and all that rain is on its way off the

:04:12. > :04:19.hills. This is near Gargrave, very hazardous and already full to the

:04:19. > :04:23.brim. This is the road outside Leeds'

:04:23. > :04:28.tallest building, Bridge what a place. Very windy, a bit like -- a

:04:28. > :04:32.bit like a wind tunnel. There was a tragic accident here earlier in the

:04:32. > :04:35.year weather high-sided vehicle toppled on top of a pedestrian.

:04:35. > :04:39.There are no chances today, the road has been closed to big lorries.

:04:39. > :04:43.It was not just drivers facing problems. Pedestrians were battling

:04:43. > :04:47.with the elements as wind and rain picked up around lunchtime. The

:04:47. > :04:52.higher up we got the worst the weather seemed to get. This was

:04:52. > :04:56.heading west on the M62 above the Pennines towards saddle was.

:04:56. > :05:00.Sprayed making driving conditions difficult and dangerous --

:05:00. > :05:04.Saddleworth. All the major routes were being monitored carefully.

:05:04. > :05:08.have seen wind speeds come down lately. The weather is moving

:06:01. > :06:03.Bradford, passengers braced themselves for a bumpy landing. So

:06:03. > :06:09.far there have been no flights delayed or cancelled because of the

:06:09. > :06:12.weather. I suppose that is good news. We

:06:22. > :06:25.Facebook tonight, Diane Armer has told us that it is blowing a gale

:06:25. > :06:32.on Nettleton Hill near Huddersfield and she has lost her chicken roof

:06:32. > :06:35.over a six ft fence. Donna has said she is avoiding the M62 because if

:06:36. > :06:39.it is anything like the M one that she experienced earlier, there is a

:06:39. > :06:46.warning for everyone to stay off the M60 to. On Twitter, Martin

:06:46. > :06:50.tells us that his children's play house blew over a six ft fence as

:06:50. > :06:54.well. We will give you more details later. The Windies here, it is

:07:07. > :07:12.helicopter has been carrying out a rescue in Swaledale. Danny Savage

:07:18. > :07:22.operation? We understand it took place earlier on this afternoon

:07:22. > :07:25.before it got dark. Some sort of incident in the Swaledale area,

:07:25. > :07:29.although the information we are getting is that it may have taken

:07:29. > :07:34.place between Lee Byrne and Middleham, which is more like

:07:34. > :07:39.Wensleydale. We understand the RAF helicopter was involved, rescuing

:07:39. > :07:43.three people from a car. It seems the vehicle ended up in the river.

:07:43. > :07:48.Those rivers are really swollen at the moment. When I was on top of

:07:48. > :07:52.the Pennines to date, I was amazed at the water melting from the snow

:07:52. > :07:55.earlier in the week, rushing down into the rivers. Lots of rivers

:07:55. > :07:59.were looking really swollen. It does not surprise me there has been

:07:59. > :08:03.some sort of incident. We do not know if a bridge has collapsed, or

:08:03. > :08:08.a wall has gone, but it is ongoing and more information is coming out

:08:08. > :08:12.as time goes on. There has been real problems in the area where you

:08:12. > :08:16.are, on the roads particularly earlier today, hasn't there? Yes,

:08:16. > :08:21.the A66 behind me off to the left heads over the Pennines towards

:08:21. > :08:25.Penrith. It was shut for some time today because the winds were so bad,

:08:25. > :08:30.then it reopened do everything but high-sided vehicles. We went up on

:08:30. > :08:34.to the top and a vehicle had blown over on to its side on the summit.

:08:34. > :08:39.Luckily the driver escaped without injury but it did illustrate just

:08:39. > :08:42.how windy it was and has been and is likely to be this evening. Keep

:09:04. > :09:08.winter and the force of the water seems to be what most people are

:09:08. > :09:11.noticing. It was very heavy rain on the cold front and there has been

:09:11. > :09:15.snow over the tops of the hills which is causing rivers to be

:09:15. > :09:19.swollen. From a wind speed point of view we had 72 miles an hour at

:09:19. > :09:23.Church Fenton and many stations recorded in excess of 60 miles an

:09:23. > :09:26.hour. Normally, when you get above 70 miles an hour, there is a lot

:09:26. > :09:30.more disruption than we have seen this afternoon. Quite whether --

:09:30. > :09:35.quite why there has not been is anybody's guess but there has been

:09:35. > :09:37.it will land winds are picking up. We have had 60 miles an hour at

:09:37. > :09:42.Leeds-Bradford Airport in the last ten minutes. The warning is still

:09:42. > :09:46.in force for the next six hours and we could see disruption. Lots of

:09:46. > :09:49.mentions about things going over six ft fences but it goes to prove

:09:49. > :09:55.that if you have anything, take it inside because the biggest danger

:09:55. > :09:59.for drivers is things blowing over, trees still. Definitely. It may be

:09:59. > :10:03.that people have taken heed of the warnings issued yesterday on

:10:03. > :10:07.weather forecasts. I was in Leeds this lunchtime and it was did it --

:10:07. > :10:12.it was deserted. A gust of 72 miles an hour, you would usually expect

:11:39. > :11:47.Clegg has pledged to Sheffield and Leeds council's, he says they can

:11:47. > :11:51.have more freedom from Westminster. There is more depressing jobs news

:11:51. > :11:55.that our region. The Bradford-based chain of shoe shops has been placed

:11:55. > :11:59.in administration putting thousands of jobs at risk. It is the second

:11:59. > :12:04.time Barratts, which employs 4,000 people across the country, has gone

:12:04. > :12:07.into administration. Alan Whitehouse reports.

:12:07. > :12:10.It is two weeks before what Christmas in Leeds. There are

:12:10. > :12:16.plenty of people browsing in Barratts but not many people are

:12:16. > :12:21.buying anything. Why? They did not have what I was looking for. I'm

:12:21. > :12:25.doing a mission to see what is out there. Nobody came up to me but

:12:25. > :12:28.I've literally walked in and had to browse and came out again. Not

:12:28. > :12:33.really that interested in buying anything at the moment. Just to see

:12:33. > :12:40.what bargains there were. They are not very nice shoes. Not what I'm

:12:40. > :12:44.looking for. The company employs just under 4,000 staff at 190 shops,

:12:45. > :12:49.plus concessions in other stores. The traders Priceless Shoes.

:12:49. > :12:52.Yorkshire will be hit by job losses because in addition to the shops

:12:52. > :12:57.the headquarters is here. So far there is no news of what might

:12:57. > :13:02.happen here but the area's MP says it is another blow. These are

:13:02. > :13:05.desperately worrying times at all times of the year. We are in a

:13:05. > :13:09.terrible financial mess as a country, trying to get out of that

:13:09. > :13:13.financial crisis that we are in and that means there are lots of people

:13:13. > :13:19.who are concerned about their futures, but none mosso than the

:13:19. > :13:22.workers in this particular factory. Barratts is part of the former

:13:22. > :13:26.style lope shoe empire. It has been a big high-street name for decades

:13:26. > :13:31.but now the future is uncertain. Administrators say they will keep

:13:31. > :13:33.shops open for the time being but for the work force their run no

:13:33. > :13:37.long-term guarantees. The high street is treating the worst

:13:37. > :13:40.pounding that anyone can remember. Too many customers are paying off

:13:40. > :13:43.mortgages and repaying credit cards instead of spending. That has meant

:13:43. > :13:53.some big high-street names have disappeared and the only certainty

:13:53. > :13:56.

:13:56. > :14:02.is that others will follow before Child serial killer Robert Black

:14:02. > :14:06.has had his jail sentence extended. The 64-year-old murdered Sarah

:14:06. > :14:11.Harper from Morley near Leeds, and two other young girls, in the 1980s.

:14:11. > :14:14.He has been given a further 25 years for killing a nine-year-old

:14:14. > :14:18.girl in Northern Ireland. A meeting to discuss controversial

:14:18. > :14:23.plans to build a large new Tesco supermarket in Scarborough is under

:14:23. > :14:27.way. There has been some local opposition to the plant stall, with

:14:27. > :14:33.a petition against the scheme at Dean Road receiving more than 5,000

:14:33. > :14:38.petitions. -- signatures. Doncaster Council has announced plans to cut

:14:38. > :14:42.the pay of almost 7,000 staff. Most will lose 4% of their salary and

:14:42. > :14:47.see their hours reduced. The council says it will produce --

:14:47. > :14:53.protect around 250 jobs, but 600 jobs will still have to go. Unions

:14:53. > :14:57.have described the plans as unacceptable. They are deeply

:14:57. > :15:02.unfair across the board. The proposal the council has presented

:15:02. > :15:06.only include very marginal protections, for a very small

:15:06. > :15:11.number of low-paid workers. For everyone else, it will result in

:15:11. > :15:15.pay cuts of hundreds, if not thousands, of pounds. It is really

:15:37. > :15:40.Leeds will be able to take over many of the budgets currently run

:15:40. > :15:50.by central government. The government says it is a power shift

:15:57. > :16:02.Spot the odd ones out, from Sheffield, the City of Leeds,

:16:02. > :16:06.Wakefield and, lastly, the City of Bradford. Today, Leeds and

:16:32. > :16:37.executives and business leaders gathered in Leeds, is to allow aid

:16:37. > :16:42.of England's biggest cities - the two from Yorkshire be in Leeds and

:16:42. > :16:46.Sheffield - to take powers and budgets currently in the hands of

:16:46. > :16:49.central government and boost their own local economies as they see fit.

:16:49. > :16:54.It is the biggest transfer of freedom and new powers to cities

:16:54. > :16:59.like Leeds, Sheffield, Manchester and Birmingham in generations. We

:17:00. > :17:03.are giving more power over money, transport, rail, road projects, how

:17:03. > :17:07.you provide skills to young people, how you provide welfare.

:17:07. > :17:11.practical terms, it will allow Leeds and Sheffield to co-ordinate

:17:11. > :17:16.apprentice and skills training to meet local needs. Business rates

:17:16. > :17:22.will be set and spend locally, allowing tens of millions to be

:17:22. > :17:26.borrowed on the strength of that. Discounts on rates to attract new

:17:26. > :17:31.business, and a control in public transport, deciding where and when

:17:31. > :17:35.buses and trains will run. So will that give these cities an advantage

:17:35. > :17:41.over the rest of Yorkshire? believe in collaboration and we

:17:41. > :17:49.have got other big cities to work with, like York, Bradford,

:17:49. > :17:52.Wakefield's, who are also important in terms of up all for all economy.

:17:52. > :17:56.-- hour overall economy. government says it will make the

:17:56. > :18:03.changes by next spring, and it might have some more news for other

:18:40. > :18:48.her parents in the last year. She recently won the Yorkshire Award

:18:48. > :18:53.for Sporting Achievement. -- she has lost. Winning this is such a

:18:53. > :18:58.nice end to the year. I am looking forward to January now, and that is

:18:58. > :19:03.when everything will be focused. It will not be Sarah who lost her

:19:03. > :19:06.parents, but Sarah who is going for gold in London. Hundreds of people

:19:06. > :19:10.from across Yorkshire were today told that they will get to carry

:19:10. > :19:14.the Olympic torch throughout the county next year. Thousands were

:19:14. > :19:19.nominated for the honour. I will be talking to two very proud women

:19:19. > :19:24.surely, who have been chosen, but first, we have been out to me two

:19:24. > :19:28.inspirational young men who have been paid. Let's introduce you to

:19:28. > :19:33.12-year-old George Stocker from Little Ribston, near Wetherby, and

:19:33. > :19:37.Paul Haygreen from Elland. For one, the Love Is rugby but for

:19:37. > :19:42.the other it is football. They will both carry the torch. The George

:19:42. > :19:46.has been playing rugby since he was under seven but then he got ill,

:19:46. > :19:51.but now he is back and he will be the Olympic torch bearer. Just 12

:19:51. > :19:54.years old, George Stocker has already raised �50,000 for fellow

:19:54. > :19:58.cancer patients. He was on a rugby tour when he started feeling sick

:19:58. > :20:02.and getting headaches. A week later, he was diagnosed with a brain

:20:02. > :20:05.tumour. An operation to remove it and cure therapy meant he had to

:20:05. > :20:11.give up the sport he loved for a while, so he put his energy into

:20:11. > :20:14.charity work. I went through such a horrible time and a horrible

:20:14. > :20:21.experience, and I always just thought of others. I never thought

:20:21. > :20:27.of myself and what I was going through. I knew that someone else

:20:27. > :20:32.had had worse. Aged just four, bar was diagnosed with type 1 diabetes

:20:32. > :20:39.but he has not let it affect his desire to play high-level football.

:20:39. > :20:46.It affects me every day but you just get on with it. -- Paul

:20:46. > :20:50.Haygreen. You need to keep it under control, but it is part of you, so

:20:50. > :20:54.that is why I want to perform. I need to keep control of it. He also

:20:54. > :21:00.works with younger children with diabetes and has a very clear

:21:00. > :21:06.message for them. You just say, "don't let it stop you live in your

:21:06. > :21:12.life." Bay to do what they want to do. It is part of them. It will not

:21:39. > :21:46.bearers. We know Hannah Cockcroft. That is a wonderful thing. We have

:21:46. > :21:50.not met Helen McKenzie, who is from Britain. You had cancer. But you do

:21:50. > :21:55.brilliantly. Yes, it is all gone. And in celebration you will be

:21:55. > :22:00.carrying the torch. You must be thrilled! I am utterly thrilled,

:22:00. > :22:06.really humbled, honoured, proud, flattered. All these words come to

:22:06. > :22:10.mind. I am over the moon. It must have been a rough and tough time.

:22:10. > :22:16.It is tough for all of us - the whole family, friends - cancer does

:22:16. > :22:19.not just affect one person. But I will be carrying this torch for

:22:19. > :22:24.every woman who has ever felt the fear of finding a lump and anyone

:22:24. > :22:28.who has ever heard the word and elegant. And you are proof that you

:22:28. > :22:38.can beat it. Have you been training yet? Yes, I have been out running

:22:38. > :22:42.today, in the rain! -- the word malignant. Hannah, I know you are

:22:42. > :22:47.very modest, but run down the current titles that you hold.

:22:47. > :22:53.Recently I got a name to the Aviva and UK Athletics British Paralympic

:22:53. > :22:58.Performance of the Year 2011. I got nominated for thought the Sunday

:22:58. > :23:02.Times Sportswoman of the Year, but I have not heard of by one that yet.

:23:02. > :23:08.I was up again some big names, so there were some really deserving

:23:08. > :23:16.girls. I was double world champion at the beginning of the deer,

:23:16. > :23:19.double world junior champion... Apart from that, a quiet year!

:23:19. > :23:23.does the torch mean? I know that the Olympics is very much in your

:23:23. > :23:30.site. When that torture comes to Yorkshire, it will be real, won't

:23:31. > :23:34.For me, the past four years, I have worked so hard and everyone around

:23:34. > :23:41.me has worked so hard, and I think it will show that it is my time to

:23:41. > :23:45.shine. I need to get my head down and work on this. I will begin then

:23:45. > :23:53.and it will make it real. It is my first Paralympic Games at home. I

:23:53. > :23:57.am really excited! And I presume, ladies, you want those of us who

:23:57. > :24:07.will be watching to be out on the streets screaming for you and

:24:07. > :24:07.

:24:07. > :24:12.cheering your name. Yes, I hope so. There are 3,300 children in all the

:24:12. > :24:15.schools that I work with, so I hope they will be lining busy streets. I

:24:15. > :24:22.have championed Ripon children since I came into by post and this

:24:22. > :24:32.is for them. If you are training in these winds, you are very

:24:32. > :24:34.

:24:34. > :24:39.We have just had gusts of 60 miles back are at Leeming, so it shows

:24:39. > :24:44.the winds are picking up. There will be problems at Leeds-Bradford

:24:44. > :24:54.airport over the next few hours. Let's look at the strongest winds

:24:58. > :25:06.we have experienced today. A lot of places above 60 mph. The warning is
