:01:16. > :01:19.Welcome to the programme. First tonight, where should gypsies and

:01:19. > :01:21.travellers be allowed to set up home? Yorkshire's biggest council

:01:21. > :01:24.wants to cut the number of illegal roadside camps and provide

:01:24. > :01:27.permanent sites. It's likely they will be close to existing

:01:27. > :01:32.residential areas so communities in Leeds can mix. Emma Glasbey has

:01:32. > :01:38.been finding out what travellers and locals think.

:01:39. > :01:43.This is what they want to try and stop - caravans parked on roadsides

:01:43. > :01:47.and in derelict car parks. Today, Leeds City Council approved plans

:01:47. > :01:52.to find new sites for travellers and gypsies will be legally allowed

:01:52. > :01:56.to stay. These travellers did not want to show his face on camera. He

:01:56. > :02:02.told me new sites are desperately needed. The council are not

:02:02. > :02:07.providing what they should provide. The what is it like living on the

:02:07. > :02:12.roadside, moving all the time? is horrible. Last week we were

:02:13. > :02:16.moved several times. We have no running water. We have nothing.

:02:16. > :02:21.This is the only authorised travellers' site in Leeds. The

:02:21. > :02:25.council says it needs to find land for 12 gypsy families who are

:02:25. > :02:30.living on roadsides. But the travellers he cannot see that

:02:30. > :02:37.happening. When I sit with my own eyes I will believe it. They had

:02:37. > :02:42.been saying they are going to build new sides since I was a kid. Over a

:02:42. > :02:45.seven-year period, the council has spent almost �2 million dealing

:02:45. > :02:50.with the beat of roadside camps. That is why they want to find

:02:50. > :02:53.permanent sites and they are likely to be close to residential areas.

:02:53. > :02:57.none of this would ever proceed without there being full

:02:58. > :03:04.consultation with local councillors, local people who live near by and

:03:04. > :03:09.anybody else who has an interest. Pessimism may well be a reality,

:03:09. > :03:14.but a lot depends on what the site looks like. By how do people in

:03:14. > :03:21.Leeds feel about possibly having a permanent sites near their homes. -

:03:21. > :03:25.- but how? I will not be happy, but they have to go somewhere. I went

:03:25. > :03:31.have a problem. People have to live somewhere. Some of my neighbours

:03:31. > :03:35.might have a different answer. there will be a lot of objections

:03:35. > :03:40.around the area, but as long as they kept themselves to themselves

:03:41. > :03:45.and did no harm to me, what does it matter? Now the council has

:03:45. > :03:50.approved the plans, the search for new sites will begin. It will be at

:03:50. > :03:53.least a year before a permanent travellers' camp can be established.

:03:53. > :03:57.So how does Leeds compare to the rest of Yorkshire? Well, provision

:03:57. > :04:00.varies widely. Doncaster, for example, has five sites, York three

:04:00. > :04:05.and Sheffield two, The council areas of Craven, Scarborough and

:04:05. > :04:09.Kirklees have none at all. There used to be a duty on local councils

:04:09. > :04:17.to provide at least one permanent site. That duty was removed in 1994

:04:17. > :04:21.before some councils had carried out the work.

:04:21. > :04:23.Leeds is the biggest city in Britain with no tram or underground

:04:23. > :04:27.system. So transport bosses are angry tonight at further delays to

:04:27. > :04:30.plans for a state-of-the art trolley bus network. The Department

:04:30. > :04:36.for Transport has confirmed that Yorkshire will get more than �50

:04:36. > :04:39.million for three smaller transport projects.

:04:39. > :04:41.19 million will pay for new buses and a new road from Rotherham to

:04:41. > :04:46.Sheffield. North Yorkshire County Council's

:04:46. > :04:49.been offered 36 million towards the cost of a new bypass around Bedale.

:04:49. > :04:58.And the government will also help fund repairs to the Leeds Inner

:04:59. > :05:02.Ring Road. It is a clear road map to the

:05:02. > :05:07.future, or an invitation to keep driving around in circles. There

:05:07. > :05:12.are winners and losers in today's announcement. Here in Sheffield

:05:12. > :05:17.there is going to be a new bus rapid transit scheme and a link

:05:17. > :05:25.road, say you can get to rub a run faster. Having scored �20 million

:05:26. > :05:33.from central government, South Yorkshire Transport Executive are

:05:33. > :05:37.happy. It is a mix of funding, but this is the biggest element of the

:05:37. > :05:42.�34 million we need for the skin. But could be under way on this

:05:42. > :05:47.project in just two years' time with the buses are running in 2015.

:05:47. > :05:56.Meanwhile, right at the top of your should there is a bypass project

:05:56. > :05:59.that has been awarded �36 million. It would save a lot of traffic jams,

:05:59. > :06:04.especially on the back roads. had been living in hope for some

:06:04. > :06:10.time and it has been off and on for many years. But don't book a street

:06:10. > :06:13.party just yet. There is an �8 million shortfall. The council has

:06:14. > :06:18.until the end of January to decide if they want to accept the offer

:06:18. > :06:21.from the government. Further south in Leeds, money will be made

:06:21. > :06:26.available to fund repairs to the inner ring road, although there is

:06:26. > :06:31.no precise amount yet. But the picture is not so good for public

:06:31. > :06:40.transport. The Leeds trolley bus network hangs by a wire. �163

:06:40. > :06:50.million has been requested to was the �215 million construction costs.

:06:50. > :06:51.

:06:51. > :06:57.-- towards the 250 million construction costs. We have not

:06:57. > :07:07.said know. We need to have more information. Back in South

:07:07. > :07:08.

:07:08. > :07:18.Yorkshire it is not good news either. There are issues around the

:07:18. > :07:19.

:07:19. > :07:26.tram links and it is unlikely that the new Waverley Road will happen.

:07:26. > :07:31.The failure to approve the League's trolleybus is one of the most

:07:31. > :07:36.contentious. This is what the chairman of the transport of

:07:36. > :07:41.poverty have to say. The government rejected the tram system in 2005

:07:41. > :07:45.and encouraged us to develop a trolleybus system and we have been

:07:45. > :07:50.working very closely with the Department for Transport. They put

:07:50. > :07:59.the scheme on hold and asked us to do some more work. We did that and

:07:59. > :08:06.put our bid in Bint September. They have said neither yes or no. It is

:08:06. > :08:11.very frustrating. -- in September. A do you think they are playing

:08:11. > :08:14.games? It is frustrating because they have accepted or rejected

:08:14. > :08:20.other schemes. We have done a lot of work to make it a viable scheme

:08:20. > :08:28.and it will make a lot of difference to the people in Leeds.

:08:28. > :08:33.We are furious that we are still being dragged along. We have got

:08:33. > :08:38.the right scheme and have done the work to prove it. It is frustrating

:08:38. > :08:47.they are asking for more details. Do you think it is a North-South

:08:47. > :08:50.been going on? Well, CrossRail has been approved and there will be a

:08:50. > :08:56.huge investment in Victoria Station. We are just asking for the money to

:08:57. > :09:01.get the scheme going. We have brought the costs down to �170

:09:01. > :09:06.million and we have a good graduate scheme that will deliver it to the

:09:06. > :09:14.public and the taxpayer and the government's objectives of getting

:09:14. > :09:19.the economy going by investing in infrastructure. Will it happen, yes

:09:19. > :09:25.or no? I have got my fingers crossed. We can make a strong case,

:09:25. > :09:30.but the ball is in the government's court. This week it is about the

:09:30. > :09:35.economy and before we go any further, we would like to say Thank

:09:35. > :09:41.you to those who offer to help copper and their daughter who came

:09:41. > :09:46.on Look North last night to tell us their story of how they were

:09:46. > :09:51.struggling to make ends meet. Today, it is the latest job figures and it

:09:51. > :09:53.is not good news. It would be nice to be able to

:09:53. > :09:56.report some good news, but I'm afraid we can't. Unemployment in

:09:56. > :09:59.Yorkshire has increased again. There are now 253,000 thousand

:09:59. > :10:02.people out of work in Yorkshire. That's 9,000 more than in the last

:10:02. > :10:05.quarter. The unemployment rate now stands at 9.5% - the third worst in

:10:05. > :10:15.the UK. The national average is 8.3%. Yet some employers say they

:10:15. > :10:19.are still having trouble filling jobs.

:10:20. > :10:25.It is a hive of activity, but it should be busier still. This

:10:25. > :10:32.company are desperate to recruit staff at their base in Sheffield.

:10:32. > :10:42.They have had no success. A we have people coming from Sheffield,

:10:42. > :10:45.

:10:45. > :10:50.Manchester, Bolton. -- we have people. The jobs on offer here are

:10:50. > :10:55.four more experienced people and employers will tell it is the same

:10:55. > :11:05.problem of when they try to recruit people straight from college or

:11:14. > :11:23.struggle. -- Chloe. We had a young gentleman come in and he came in

:11:23. > :11:31.late, smelt of cigarette and cannabis. That interview lasted 30

:11:31. > :11:35.seconds. At this class, up they all want to get on the first rung of

:11:35. > :11:42.the employment ladder. They already know it they would all make it.

:11:42. > :11:47.is a catch 22. Everyone wants people who have started, but no-one

:11:48. > :11:52.is letting you start. It is really hard and really frustrating. Many

:11:52. > :11:56.have completed dozens of job applications, sometimes with that

:11:56. > :12:04.any response at all. I have lost count how many interviews I have

:12:04. > :12:08.been four. I fell out at least 20 applications a week and I don't

:12:08. > :12:11.hear anything back. Nothing. Matching people who want jobs with

:12:11. > :12:16.jobs that need filling is a skill we still don't seem to have

:12:16. > :12:20.mastered. And there's more bad news about

:12:20. > :12:25.jobs from Thomas Cook today. The company has announced plans to

:12:25. > :12:28.close 11 stores in Yorkshire. 74 jobs are at risk. Sheffield bears

:12:28. > :12:31.the brunt with three stores closing - the others are spread across

:12:31. > :12:40.Yorkshire. The company says it wants to maintain a high street

:12:40. > :12:42.presence with 130 shops remaining There is some good news. The

:12:42. > :12:48.Bradford-based supermarket chain Morrisons says it will create 7,000

:12:48. > :12:54.new jobs in 2012. Many of them will be at 25 new stores that'll open

:12:54. > :12:57.next year. 300 of the jobs will be at a new distribution centre.

:12:57. > :13:01.The man accused of attempting to murder his fiance by burying her in

:13:01. > :13:04.a cardboard box says he left the branch of a tree over the hole so

:13:04. > :13:08.that he knew where she was. In court today, Marcin Kasprzak

:13:08. > :13:16.claimed he intended to return to the woods to free his former lover

:13:16. > :13:20.but never did so because he fell asleep. Here's Spencer Stokes.

:13:20. > :13:25.This is the box that was dumped in the woods on the edge of

:13:25. > :13:29.Huddersfield. Ripped and broken apart by the 27-year-old woman who

:13:29. > :13:33.managed to break free by cutting through the tape with her

:13:33. > :13:37.engagement ring. The box had been buried under soil and leads with a

:13:37. > :13:43.tree branch placed across the top of what the prosecution said was

:13:43. > :13:47.meant to be her grave. But at the Court today, Marcin Kasprzak denied

:13:47. > :13:52.attempting to murder her. He said that the brand had been placed

:13:52. > :13:56.there because it was getting dark and he intended to go back later.

:13:56. > :14:00.He thought she would get out of their self- and added that it was a

:14:00. > :14:07.cardboard box, not to wooden crate. I did not have any intention of

:14:07. > :14:11.killing her. The lob over the box weighed 40 kilos, but she cut her

:14:11. > :14:15.way out before raising the alarm by stopping a car on the road. The

:14:15. > :14:20.ordeal had begun on the afternoon of 28th May when Marcin Kasprzak

:14:20. > :14:26.admits that he fired a Taser gun at her before tying her up and putting

:14:26. > :14:31.her in a box at their home. He, along with a friend, Patrick

:14:31. > :14:34.Burrows, transferred to the box to the woods. He said it was a planned

:14:34. > :14:41.abduction designed to allow Marcin Kasprzak to start a new life with

:14:41. > :14:44.his arm. -- with his son. He denies attempted murder.

:14:44. > :14:47.In other news, Doncaster-based UK Coal has been ordered to pay �1.2

:14:47. > :14:49.million pounds after four miners - including one from Doncaster - died

:14:49. > :14:54.following safety breaches at collieries near Mansfield and

:14:54. > :14:56.Coventry. All four died between June 2006 and November 2007. The

:14:57. > :15:01.firm admitted offences under health and safety laws during an earlier

:15:01. > :15:05.hearing at Sheffield Crown Court. Fortnightly bin collections are on

:15:05. > :15:09.the way for people in Leeds. The council agreed the change for both

:15:09. > :15:12.black and green bins, to try to encourage more recycling. The

:15:12. > :15:17.majority of Yorkshire councils have already taken up the idea,

:15:20. > :15:24.The MP for Barnsley Central has received an MBE from Prince Charles

:15:26. > :15:31.Kosovo, Iraq, Afghanistan and Northern Ireland before being

:15:31. > :15:39.elected. He's the first serving politician in more than 60 years to

:16:11. > :16:14.accidental but all the inquiries remain active. It's part of an

:16:14. > :16:24.investigation by a "cold cases" review team based in York. Peter

:16:29. > :16:34.near the farm entrance. You will find her in the bushes. That

:16:34. > :16:39.anonymous phone call on 28th August in 1981 brought the police to this

:16:39. > :16:43.isolated area close to Sutton Bank. Here in the undergrowth they find

:16:43. > :16:47.the skeletal remains of a woman. She was naked and there was nothing

:16:47. > :16:52.to identify her. But apologies could only say that she had

:16:52. > :16:56.possibly been here for as long as two years. -- v pathologist. The

:16:56. > :17:04.body remains unidentified, but a wax reconstruction, the first of

:17:04. > :17:07.its kind shows her to be about 35- 40 years old with short, dark hair.

:17:07. > :17:12.We're trying to find the true identity of this lady and the

:17:12. > :17:16.circumstances as to why she was there. This is still unknown.

:17:16. > :17:23.pickled Cases Unit in North Yorkshire is looking into the

:17:23. > :17:28.deaths of eight unidentified people. -- the closed cases unit. One of

:17:28. > :17:34.them was a body found in 2004. A man with a police property bag was

:17:34. > :17:39.found in Scarborough harbour in 1989. Another body was found with

:17:39. > :17:43.an old shilling in the pocket. The man could have died in the 1970s.

:17:43. > :17:48.And a skull at Whitby which may have been that of a serviceman that

:17:48. > :17:52.died during the war. And the police have an obligation, they say, to

:17:52. > :17:57.the deceased and to their families. We have eight unidentified people

:17:57. > :18:01.that have died and we are investigating them. Each of those

:18:01. > :18:05.will have family members and be a wit to those family members to

:18:05. > :18:09.identify who these people are, where their relatives are buried

:18:09. > :18:14.and where they had been put to rest so they can grieve in an open way.

:18:14. > :18:17.The police are saying that developments in DNA analysis,

:18:17. > :18:22.forensics and information being collected on the new website and

:18:22. > :18:29.making them optimistic. They are optimistic that one day, the

:18:29. > :18:33.mysteries of these court cases in North Yorkshire will be sold. --

:19:45. > :19:54.very painful, and when I went to the surgeon, he said he would be

:20:02. > :20:07.his long-term coach, he has worked his way to becoming the highest
