:00:56. > :01:02.A 68-year-old man's been fined more than �1300 and banned from driving

:01:02. > :01:07.for nine months after being clocked at 147mph in nonk Yorkshire. Owen

:01:07. > :01:11.swift was doing more than double the speed limit on the Malton

:01:11. > :01:20.bypass. We have been following the case at Scarborough Magistrates

:01:20. > :01:26.Court. Owen swift was driving home on the

:01:26. > :01:30.Malton bypass when he was caught by police with a laser police gun

:01:30. > :01:36.doing 147mph. Now, the 68-year-old, who is a company director, was in

:01:36. > :01:42.his Jaguar XKR at the time, a car he told the court today he'd bought

:01:42. > :01:45.for �81,000 just three months earlier. -- earlier. When police

:01:45. > :01:49.stopped him, he said to them "that's it, you are going to crease

:01:49. > :01:53.me, you could have just given me a telling off at my age, it's my

:01:53. > :01:57.livelihood". In court today though, Swift said he was innocent, said

:01:57. > :02:02.police stopped the wrong car, the magistrates didn't believe him and

:02:02. > :02:08.disqualified him from driving for nine months and ordered him to pay

:02:08. > :02:13.more than �1300. Swift was still insisting he was innocent when I

:02:13. > :02:17.caught up with him. The magistrates have listened to nothing, they

:02:17. > :02:21.haven't listened to the evidence. They just believe two policemen who

:02:21. > :02:25.were in, well, they've no evidence. So you are saying that car wasn't

:02:25. > :02:29.you? Yes, I am saying that car wasn't me. Were you not speeding?

:02:29. > :02:32.No, I wasn't there. The magistrates said they accepted the evidence of

:02:32. > :02:37.police, they were sure the correct car had been stopped. Sergeant

:02:37. > :02:41.Clayton was the man who pulled Swift over and he spoke to me after

:02:41. > :02:46.the verdict. This particular evening, the

:02:46. > :02:50.weather was fine, road conditions were light, 147mph, there was only

:02:50. > :02:54.one safe place for that and that is at a racetrack. The national roads

:02:54. > :03:00.we provide are not safe. If something went wrong at that time,

:03:00. > :03:04.I would have been dealing with Mr Swift's family in a different way

:03:04. > :03:08.than I am now. If something went wrong at 147mph, I'm not saying

:03:08. > :03:12.that he would have been killed, but he surely wouldn't have had much of

:03:12. > :03:18.a chance. The magistrates said in court today

:03:18. > :03:20.that in 30 years on the bench, 147mph is the highest speed he'd

:03:20. > :03:25.ever experienced. Mr Swift meanwhile says he won't be fighting

:03:25. > :03:35.the verdict, he told me it's just a ban, that's life, he's now off to

:03:35. > :03:36.

:03:36. > :03:40.live in Spain. A father of two was describing the moment his wife was

:03:40. > :03:44.poisoned by carbon dioxide. He took his family on a trip to North Wales.

:03:44. > :03:50.A barbecue they cooked their evening meal on killed his wife as

:03:50. > :03:55.she slept. Tom Ingall has been at the inquest today and is live in

:03:55. > :03:58.Khan ah van. What to we know -- Caernarfon. I don't think I've ever

:03:58. > :04:03.heard as vivid a description as carbon dioxide poisoning as I have

:04:03. > :04:06.done in court today. Ben Screen in Chesterfield had taken his family

:04:06. > :04:10.and wife on holiday. He described in court waking up in the night

:04:10. > :04:16.almost unable to move, trying to stand, feeling dizzy, falling over,

:04:16. > :04:19.hitting his head. He said he woke up later to find he'd been sick and

:04:19. > :04:23.he had to crawl to the outside of the tent to raise the alarm. He

:04:23. > :04:28.survived the poisoning, so did his seven-year-old and four-year-old,

:04:28. > :04:32.but sadly it killed his wife. Today was her inquest.

:04:32. > :04:37.A family camping holiday which turned to tragedy. Tonight, as a

:04:37. > :04:40.coroner recorded a verdict of accidental death on 34-year-old

:04:40. > :04:47.Tracey Screen, her husband paid tribute.

:04:47. > :04:52.I would like to thank all the people in these difficult times,

:04:53. > :04:56.from the family, the support we've needed. All the people that knew

:04:56. > :05:04.Tracey will have a big hole in their lives that will never be

:05:04. > :05:08.filled. We love her. The court close to the campsite

:05:08. > :05:12.heard from Mr Screen. After enjoying a barbecue, the family

:05:12. > :05:17.brought the cooker inside their tent. Overnight, it slowly poisoned

:05:17. > :05:21.them. The next morning, Ben Screen crawled outside for help, his cries

:05:21. > :05:25.heard by a fellow camper. Heard some shouting again. As I walked up

:05:25. > :05:33.to the tent, we thought it was coming from there, he was trying to

:05:33. > :05:40.get out. So I unzipped it and seen inside, two little kids. We got the

:05:40. > :05:45.little kids out. We called the emergency services. A barbecue in a

:05:45. > :05:50.cooling down process is something that happens with a charcoal

:05:50. > :05:52.barbecue every time you finish using it. As the cooling down

:05:52. > :05:55.continues, the carbon dioxide that's given off increases. That

:05:55. > :06:00.would have been a particular problem in this confined space

:06:00. > :06:05.where there was very little air circulating around? Absolutely, yes,

:06:05. > :06:08.Sir. The coroner said Mrs Screen was yet another victim of the

:06:08. > :06:13.silent odourless killer, carbon dioxide. He said everyone should be

:06:13. > :06:16.aware of its dangers and its fatal consequences.

:06:16. > :06:20.The public authority's safety message tonight is, with a barbecue,

:06:20. > :06:24.it isn't just the fire that's a danger, just like a gas heater or

:06:24. > :06:27.light, you need to consider the risk of carbon dioxide. Safety

:06:27. > :06:31.leaflets are available, the authorities say pick one up,

:06:31. > :06:38.understand the dangers before you go on holiday.

:06:38. > :06:42.Thank you. Very upsetting. This story isn't unique sadly. Last July,

:06:42. > :06:46.30-year-old Hazel from Slaithwaite died from carbon dioxide while she

:06:46. > :06:51.and her partner were camping. They pulled the barbecue inside the tent

:06:51. > :06:53.after it went out. Hazel's partner Roland is with us now. You are a

:06:53. > :06:58.forensic scientist and you are working on something to try to make

:06:58. > :07:03.sure this doesn't Han again aren't you? Absolutely. Apart from public

:07:03. > :07:08.awareness, we'd like to conduct a two-year experiment, the first

:07:08. > :07:12.phase will be a laboratory-based experiment where we investigate the

:07:12. > :07:15.precise nature of carbon dioxide and how it comes off commercially

:07:15. > :07:19.available charcoal and with different accelerants. Then in the

:07:19. > :07:24.second phase, we want to bring what we've learned from the laboratory

:07:24. > :07:34.experiments to the real world where we will conduct experiments in real

:07:34. > :07:39.tents and see how long carbon dioxide is around and try to find a

:07:39. > :07:44.solution for it. How can you make a tent carbon dioxide safe? We are

:07:44. > :07:47.hoping for a modification of the way tents are produced, so there

:07:47. > :07:52.may be some ventilation systems that can be cheaply and easily put

:07:52. > :07:58.in by the tent manufacturers. There may be small alarm units that can

:07:58. > :08:01.be rented out from the campsites or potentially bought in and out of

:08:01. > :08:03.shops. There may be different fabrics that change colour when

:08:03. > :08:07.there's carbon dioxide around, but of course that would only alert

:08:07. > :08:10.campers when they are awake. That brought back terrible memories for

:08:10. > :08:15.you because you passed out as well didn't you overnight before you

:08:15. > :08:20.lost your wife? That's right. I was poisoned as well, sleeping right

:08:20. > :08:25.next to Hazel. Somehow, and we don't know why precisely, I

:08:25. > :08:29.survived, but during the night I had somehow got up halfway and had

:08:29. > :08:33.fallen on to my right arm which caused me a great injury, but well,

:08:33. > :08:40.I'm still alive and Hazel isn't. Thank you, I hope your research

:08:40. > :08:46.bears fruit as well. Thank you. Later on, Kell's latest opponent is

:08:51. > :08:55.sent a parking fine from somewhere you have never been to? How about a

:08:55. > :08:59.speeding ticket even though your car was off the road? If so, you

:09:00. > :09:04.may have become the latest victim of car cloning.

:09:04. > :09:07.This is all about different cars having the same number plate. You

:09:07. > :09:12.get your number plate stolen and someone else uses it. Because the

:09:12. > :09:16.plate is registered to you, you're the one who receives the fines.

:09:16. > :09:19.It's much more common than you think. Last year, the AA said there

:09:20. > :09:24.had been 40,000 cases of number plate theft. That's more than

:09:24. > :09:28.doubled in the past five years. In a moment, we'll talk to a transport

:09:28. > :09:32.expert about what you can do if it happens to you, but first, we have

:09:32. > :09:38.been talking to one man who's received almost 30 parking fines

:09:38. > :09:42.from places he's never even been. Since last summer, the fines have

:09:42. > :09:47.been dropping through this man's letterbox at the rate of one a week.

:09:47. > :09:52.They are for offences he says he hasn't committed and places he's

:09:52. > :09:55.never been to. It became clear to him that his car number plate had

:09:55. > :10:00.been cloned. I think in one particular week we had nearly six,

:10:00. > :10:06.followed up by parking notices for mainly places in the south of the

:10:06. > :10:12.country that we hadn't visited. London, Plymouth, Swindon. Places

:10:12. > :10:16.that were definitely not on either mine or my wife's itinerary. Altaf

:10:16. > :10:19.spent many hours trying to prove his innocence and appealing against

:10:19. > :10:24.the fines. The process was made more difficult because the offences

:10:24. > :10:34.were dealt with by different police forces, but now his local MP is

:10:34. > :10:37.calling for big changes. People get fines, they get threatening letters

:10:37. > :10:40.and it can affect their insurance. It's a serious matter and the

:10:40. > :10:44.criminals know the police don't take it seriously enough. There are

:10:44. > :10:47.thought to be around 10,000 cloned cars on the roads in the UK, one of

:10:47. > :10:52.the most common ways to steal the identity of a vehicle is to

:10:52. > :10:56.physically remove the plates from one car and then attach them to

:10:56. > :11:01.another vehicle that's identical in the model, make and colour.

:11:01. > :11:04.Garages like this one in Leeds have to register with the DVLA to make

:11:04. > :11:08.number plates and could lose their licence if they are found to be

:11:08. > :11:12.making fakes, but criminals also use replicas which they can get

:11:12. > :11:17.over the Internet with no proof of identity. Altaf hasn't had a fine

:11:17. > :11:20.since Christmas, so he's hoping his registration number is no longer

:11:20. > :11:27.being used. But there are still thousands of other innocent car

:11:27. > :11:31.owners being accused of crimes they didn't commit. We were talking

:11:31. > :11:37.about this in the office, I think I was the only person who had never

:11:37. > :11:47.heard of it. Trment experiment Paul fir man is here to tell us it's

:11:54. > :11:57.hasn't been fined or caught, you would never know? Until you get

:11:57. > :12:03.unexpectedly a fine or fee through the door, you don't know your car's

:12:03. > :12:07.even been cloned in this way, so it's comes as a massive shock to

:12:07. > :12:10.people. What is worrying is that if this happens down south and, we are

:12:10. > :12:15.asking a local police force to cover it, they are not going to be

:12:15. > :12:19.interested are they, they are going to pass it on to Sussex or whenever

:12:19. > :12:25.it's handicapped, it may be difficult to prove your innocence?

:12:25. > :12:29.And you could be in the same area where the car was cloned and it

:12:29. > :12:33.gets difficult to prove. How is it done? The thieves target a car

:12:34. > :12:38.which is the identical make, model and colour to your one... So they

:12:38. > :12:42.might come up to Yorkshire looking for a black Volvo? Possibly, may

:12:42. > :12:46.might even find you on the Internet, car salesmen and such like, take a

:12:46. > :12:52.clone of a car which they've already got in London and it can be

:12:52. > :12:56.done that easily. What can we do to stop this from happening? What

:12:56. > :13:00.about putting a tracker in, that would prove where we were? Yes, a

:13:00. > :13:03.tracker would certainly help, also maybe if you are aware that you've

:13:03. > :13:07.received a fine that you didn't actually incur, the best thing to

:13:07. > :13:11.do is get as much evidence as you can, perhaps keep receipts from

:13:11. > :13:15.petrol stations you visited, maybe qualification from neighbours that

:13:15. > :13:21.you were at home on a certain date or time, possibly even photograph

:13:21. > :13:25.your car in your garage. Hang on a minute. It's a criminal offence. If

:13:25. > :13:29.a lots of the police that we have been talking to have been saying

:13:29. > :13:33.until something serious happens, there's nothing really we can do,

:13:33. > :13:37.but, you know, I'd hate to think my car number could potentially in the

:13:37. > :13:42.future be used for a robbery or something? Yes, there are steps you

:13:42. > :13:44.can take. The best thing to do is try and make sure that your

:13:44. > :13:48.registration plate is notified as soon as possible if you think you

:13:48. > :13:51.have been cloned. So advise the police, advise the driver of the

:13:51. > :13:54.vehicle licencing agency, also get in contact with the authority

:13:54. > :13:58.that's fined you and then get as much evidence as you possibly can.

:13:58. > :14:02.You might also be able to fit perhaps some detachable plates

:14:02. > :14:06.which break off if thieves try to steal the plates. They don't always

:14:06. > :14:09.have to steal the plates though, they can just take the number.

:14:09. > :14:13.the Internet? Yes, didn't realise it was a serious problem. Thank you

:14:13. > :14:16.very much. A rapist from Bradford who self-styled himself as a

:14:16. > :14:21.preacher of the word of God has been given a life sentence with a
