:00:08. > :00:11.Welcome to Friday's Look North. Tonight the town prepares for a
:00:11. > :00:19.fight. There is anger in Northallerton about fears for the
:00:19. > :00:24.future of maternity and Children's Services in the town. When asked to
:00:24. > :00:28.surrender a captain said I haven't begun to fight and neither have we.
:00:28. > :00:34.Stepping up security. Leeds University employs its own police
:00:34. > :00:38.officer after a spate of attacks on students. And join me, live at
:00:38. > :00:43.Headingley where Leeds Rhinos are preparing to defend their Super
:00:43. > :00:46.League crown against Hull Kingston Rovers. I am in one of shelf's
:00:46. > :00:52.three grit domes. As the city prepares for the big freeze and
:00:52. > :00:56.over in the Hope valley where they have some snow are they ready for a
:00:56. > :01:06.bit more? And join me for the all- important weekend forecast, the Met
:01:06. > :01:11.
:01:11. > :01:15.Office have an amber warning in As you can see a busy programme
:01:16. > :01:19.ahead. A North Yorkshire town is gearing up for a fight to over
:01:19. > :01:24.possibly changes at fire radge hospital. Hundreds of people
:01:24. > :01:31.attended a meeting. The plans under discussion could see expectant mums
:01:31. > :01:34.having to travel to York, Harrogate or Darlington. Children's Services
:01:34. > :01:39.are also under review. A packed public meeting last night,
:01:39. > :01:44.illustrates how much local people value the Friarage Hospital. Its
:01:44. > :01:48.childrens and maternity services are under review. But the mood was
:01:48. > :01:54.unpromise, they don't want to see childrens' services scaled back to
:01:54. > :01:58.a Daewoo nit as recommended. I think people have their opinions
:01:58. > :02:03.across. It became clear how strong the feelings are, that people don't
:02:03. > :02:08.want to lose any services in the area. If it dizr disappearers,
:02:08. > :02:12.children aren't going to be born in north shire, they will be born in
:02:12. > :02:15.Durham. A ship's captain joined the American War of Independence, when
:02:15. > :02:21.asked to surrender said I haven't begun to fight. Neither have we.
:02:21. > :02:25.The problem at the hospital is its size. New clinical standards
:02:25. > :02:30.require ten paediatric consultants for a Children's Service rather
:02:31. > :02:34.than the Friarage's five. It has trouble getting those five. It took
:02:34. > :02:38.two-years to fill the latest vacancy We also need paediatricians
:02:38. > :02:42.who have general list skills, and increasingly, the way doctors are
:02:42. > :02:46.trained mean they are looking for specialist job, which come pounds
:02:46. > :02:49.the problem we have. Reducing the childrens' service would have
:02:49. > :02:53.implications for maternity care. Over half of future births would
:02:53. > :02:56.have to happen at other hospitals. Expectant mothers would have to
:02:56. > :03:01.travel to York, Harrogate rg Darlington or Middlesbrough. On the
:03:01. > :03:04.country roads round there, it could add up to an hour to journeys to
:03:04. > :03:10.hospitals ch these mothers are worried. All have used the Friarage
:03:10. > :03:16.bg and are anxious to see its services preed. If we had to go to
:03:16. > :03:21.James Cook, it would have been a motorway birth. It would have. But,
:03:21. > :03:25.I just made it to A&E. Half an hour makes a lot of difference if your
:03:25. > :03:32.child is in breathing difficulties. You know, I would hate to think we
:03:32. > :03:36.could lose out on a service as valuable at that. The consultation
:03:36. > :03:40.is in its earliest stages tands trust has prom ined o -- promised
:03:40. > :03:48.to listen what was said but no changes will be made without a
:03:48. > :03:50.tough fight. Earlier I spoke to Dr Victoria Pleydell from the
:03:50. > :03:54.Hambleton, Richmondshire and Whitby Clinical Commissioning Group. Which
:03:54. > :03:59.is overseeing the proposals. I asked how sur priceded she was by
:03:59. > :04:04.the strength of feeling. I wasn't surprised at the number of people
:04:04. > :04:08.who came yesterday. I have been a GP in this area for 24 years. I
:04:08. > :04:12.understand how the local population value the Friarage, it is a
:04:12. > :04:16.fantastic hospital, and I think people are fond of it, and I think
:04:16. > :04:19.they are worried about any changes that might come along. Given you
:04:19. > :04:24.know the area, you live up there, you know how difficult the roads
:04:24. > :04:29.are up there, if you look at this weekend's weather forecast you
:04:29. > :04:33.wouldn't want to be an expectant mum to travel miles to give birth?
:04:33. > :04:36.I think travelling for hospital who live in a rural areas is always a
:04:36. > :04:40.challenge, and certainly, in bad weather that makes it more
:04:40. > :04:46.difficult. I think it is important to remember that actually you have
:04:46. > :04:52.to look at whole geography, and if you look at swhr which is up in the
:04:52. > :04:57.dale, it is the same journey time from there to Darlington, as it is
:04:57. > :05:00.from there to Northallerton, and I have been reassured that the
:05:00. > :05:03.paediatric and obstetric services at Darlington are going to continue.
:05:03. > :05:08.So there will be real options for people, which won't necessarily
:05:08. > :05:12.mean further travel. So when do you hope to have some firm proposals?
:05:12. > :05:17.am very keen we do talk to young family whobs are the most affected
:05:17. > :05:20.by the changes. We will consider all the options, we want to talk to
:05:20. > :05:24.Darlington, the ambulance service we want to talk to the voluntary
:05:24. > :05:31.sector, what we want to try and do is collect a real picture of what
:05:31. > :05:35.we need to do going forward. Then we will pull together, formal
:05:35. > :05:40.recommendation, which will then, we will talk to the public about again
:05:40. > :05:44.and if necessary we will go through a public consultation, stwards
:05:44. > :05:49.September or October. Realistically, do you think the services will
:05:49. > :05:54.still be going in what, a year's time? A year's time I don't think
:05:54. > :05:59.anything will be different. Going forward it may be we do have to
:05:59. > :06:02.change some things. But what we need to make sure, is that the
:06:02. > :06:06.service at the Friarage compared with everywhere else in the country
:06:06. > :06:11.as good or better, which is what I want for the population that I
:06:11. > :06:15.serve. Thank you very much for your time. The first severe wether of
:06:15. > :06:20.the winter has arrived in Yorkshire. Temperatures dipped to minus 8 last
:06:20. > :06:24.night and it is likely to be almost as cold tonight. There are hev y
:06:25. > :06:29.show falls predicted tomorrow. We will have a full forecast from Paul
:06:29. > :06:34.later but Tom is live at a Sheffield gritting depot where
:06:34. > :06:39.extra staff have been brought in. It looks like they will have a lot
:06:39. > :06:45.to do over the next couple of days. Indeed. This will be a familiar
:06:45. > :06:50.sight. It is Sheffield's Mount Rushmore. We are inside one of
:06:50. > :06:55.Sheffield's three grit dome, and in ability an hour the full fleet of
:06:55. > :06:58.25 lorries will back in to here and head out to Sheffield's priority
:06:58. > :07:02.routes. They plan to do it tomorrow when the snow is forecast. More on
:07:03. > :07:08.that in a bit. But first I have been out to the Hope Valley where
:07:08. > :07:16.they have a touch of the white stuff. How are they preparing for
:07:16. > :07:21.more of it? High in the hills above the Hope kl valley a fresh load of
:07:21. > :07:26.straw has arrived. For the Marsden family the next 24-hours will
:07:26. > :07:29.prepare for snow. Each co-eats round 50 kilos of silage a day. We
:07:29. > :07:33.need to make sure we have access to the bilt buildings, to make sure
:07:33. > :07:38.that we can feed the cows, and particularly, with the forecast for
:07:38. > :07:43.Saturday night, being the way it is, Saturday we will put out two lots
:07:43. > :07:47.of feed just in case the snow that bad we can't get into the buildings.
:07:47. > :07:51.In castle on to the white stuff is already here, albeit on the hills.
:07:51. > :07:55.To keep tourists visiting, that is where it needs to stay. A few
:07:55. > :08:00.flakes will bring out the ram bers -- ramblers but more will put a
:08:00. > :08:07.stop to passing trade. The attraction has said it will stay
:08:07. > :08:12.open. One of us will be open every day. Even if there are no visitors
:08:12. > :08:18.Even if there is no-one. Yes, it could be the case I am sending
:08:18. > :08:22.guides home or shop staff early. Watching the skies edale Mountain
:08:22. > :08:28.Rescue Teams. I would expect the snow forecast it will be more
:08:28. > :08:33.likely to be walker, rambler, slips and falls, I don't think it will be
:08:33. > :08:40.voluntary services too much. So far, so beautiful, but in the next 24-
:08:40. > :08:44.hours winter could turn ugly. So the gritting starts in about an
:08:44. > :08:47.hour's time. They will do the same tomorrow, the forecast I spoke to
:08:47. > :08:51.the head of gritting service earlier, he said the forecast they
:08:51. > :08:54.are working to is somewhere between two and eight centimetres of snow,
:08:54. > :08:58.arriving round about six clock tomorrow evening, I am sure Paul
:08:58. > :09:02.will tell uls later on if that is correct or not. But any way, they
:09:02. > :09:06.will commit to doing tall priority routes in Sheffield and their
:09:06. > :09:10.policy is different many in the city because they want to get
:09:11. > :09:15.further in to stop cars being abandoned and blocking roads on the
:09:15. > :09:18.entry to estate -- estates. Of course, the snow warden, the 100
:09:18. > :09:22.wardens, they have got their bags of grit and they are on stand by
:09:22. > :09:25.too. Of course, more interesting is what happens after the snow. How
:09:25. > :09:30.long will it lipinger? The temperatures remain low will it
:09:30. > :09:35.turn to rain on Sunday night as it supposed do if so we could be in
:09:36. > :09:41.for a few tricky days of driving conditions. We could indeed. Stay
:09:41. > :09:48.with us. Branching out. The trees sprouting shoes, as a new craze
:09:48. > :09:53.hits Worksop. A 21-year-old described as a damaged and
:09:53. > :09:58.dangerous man has been jailed for a minimum of 24 year, for the murder
:09:58. > :10:02.of an elderly widow in a residential care home. Scott Scorby
:10:02. > :10:06.battered and attempted to rape 96- year-old Elizabetta Pecka in
:10:06. > :10:10.January last year. The court heard the attacker played its part in the
:10:10. > :10:17.victim's death two months later. Our crime correspondent is outside
:10:17. > :10:23.Bradford Crown Court. Tell us about the night Elizabetta Pecka was
:10:23. > :10:26.attacked. Well, it was January 21st last year, serial burglar and thief
:10:26. > :10:31.Scott Scorby broke into the Rosewood Court nursing home in
:10:31. > :10:37.Bradford. He broke into the bedroom, through a window, of Elizabetta
:10:37. > :10:42.Pecka. Then, aged 94. A widow who lived there on her own. She was
:10:42. > :10:46.this bed. He jumped on her, he hit her at least is a times and
:10:46. > :10:50.attempted to rape her in the bedroom and bathroom. He left her
:10:50. > :10:53.in a bloodied state with severe facial injuries and the police had
:10:53. > :10:59.no doubt at all those injuries played their part in her death two
:10:59. > :11:04.months later in hospital. You have alluded to it but Scott Scorby had
:11:04. > :11:07.a long history of crimes, didn't he? Well, he did, both before this
:11:07. > :11:12.terrible offence and even in the days immediately after, and at the
:11:12. > :11:15.time of the attack last January, he was on license from a bail hostel
:11:15. > :11:19.after serving part of a four-and-a- half year sentence for the
:11:19. > :11:24.attempted rape of a student in Leeds. Clearly, his history goes
:11:24. > :11:32.back some way as the police explained to me. His previous
:11:32. > :11:36.convictions go back to when he was a very young boy of 13, he has
:11:36. > :11:39.repeatedly offended and he has gone o to commit some of the gravest
:11:39. > :11:44.offences possible. How have the police reacted to this life
:11:44. > :11:48.sentence? Well, clearly Harry, they have a lot of sympathy for
:11:48. > :11:53.Elizabetta Pecka, she has no -- had no family. She was born in the
:11:53. > :11:57.early years of the last century in eastern Europe. Her life had taken
:11:57. > :12:03.her through Europe, defying the Nazi regime only to end up in this
:12:03. > :12:08.sad way. After a sentence like this there is a talk of was it too harsh.
:12:08. > :12:13.Even after 24 years for a 21-year- old I did hear talk of a possible
:12:13. > :12:18.appeal on the grounds the sentence might be regarded as too lenient.
:12:18. > :12:20.York City Council has confirmed plans to increase council tax --
:12:20. > :12:29.council tax and reject the Government money for freezing rates.
:12:29. > :12:34.There is a rise of 2.9%. That would mean an extra 54 pence a week. The
:12:34. > :12:38.council says this will mean an increase in spending on elderly
:12:38. > :12:42.care and children. A week after the resignation of the chief executive
:12:42. > :12:46.will there is more upheaval at mid Yorkshire hospitals. The chairman
:12:46. > :12:55.has stepped down, the accountant joined the board of the troubled
:12:55. > :13:00.trust in 2009, he will be replaced I by David Stone. Plans have
:13:00. > :13:08.backbench unveiled showing the route of a new ling road from the
:13:08. > :13:11.M18 to rair are rair. The road will run from June shunning three to
:13:11. > :13:18.parrot's corner. People are being invited to view the plan, over the
:13:18. > :13:23.Leeds University has recruited a full-time police officer based on
:13:23. > :13:26.campus following a spate of attacks on students at the end of last year.
:13:26. > :13:33.It comes as the city prepares to welcome 5,000 extra people from
:13:33. > :13:36.China in the run up to the Olympics. With crime so much higher here than
:13:36. > :13:43.in China, there are concerns that they won't be prepared. Ian White
:13:43. > :13:48.has this exclusive story. There is a new kid on the block at Leeds
:13:49. > :13:54.University. A West Yorkshire police officer based on and funded by the
:13:54. > :13:59.campus. The appointment comes after a series of attacks on students in
:13:59. > :14:06.Leeds before Christmas. One person has been charged. Investigations
:14:06. > :14:12.continue. Policing Leeds University is like policing a small town.
:14:12. > :14:16.Actually a small city. 40,000 people here. It is quite varied.
:14:16. > :14:25.Obviously you have got the industry that comes into the university as
:14:25. > :14:30.well. Everything is the same. What about your breathing? Moments after
:14:30. > :14:37.the interview, Kevin had to deal with an emergency on campus. A
:14:37. > :14:42.student needed help because his friend had taken ill. It is just a
:14:42. > :14:49.case of making sure the ambulance has been called. Then looking after
:14:49. > :14:52.them and reassuring them until the ambulance arrives. With many
:14:52. > :14:57.Chinese athletes and support staff based in themselves around the
:14:57. > :15:03.university for the Olympics, educating foreign students on how
:15:03. > :15:09.to stay safe is one of Kevin's priorities. Here, we do not know
:15:09. > :15:14.when it they will come and to attack us. We have to order a taxi
:15:14. > :15:23.before we go somewhere. In our construe we do not call a cab
:15:23. > :15:30.before we go out. -- in our country. His OK. We are putting on a country
:15:30. > :15:36.brief. When the Chinese athletes come here, they get briefed. We
:15:36. > :15:41.make that briefing part of their welcome. It is unusual for
:15:41. > :15:47.university to find a policeman's salary. But it means he is on
:15:47. > :15:50.campus all the time. Incredible. Before seven o'clock,
:15:50. > :15:53.the all-important weather forecast, with snow on the way. Plus a look-
:15:53. > :16:02.ahead to the weekend's football after a week of change for our
:16:02. > :16:11.Championship teams. It's a busy weekend of sport ahead
:16:11. > :16:15.with the start of the Super League season. And a new presenter for the
:16:15. > :16:18.Super League Show. Leeds are at home to Hull KR, while in tonight's
:16:18. > :16:28.other game, Wakefield travel to new boys Widnes. Shamir Masri is at
:16:28. > :16:28.
:16:28. > :16:33.Headingley for us now. Is the game on? Yes, it is perishing the cold.
:16:33. > :16:37.The game is on. The coaches were out a few moments ago to look
:16:37. > :16:44.around the pitch. They were concerned about one corner of the
:16:44. > :16:50.pitch. It is much tougher than the rest. I got the thumbs up to the
:16:50. > :16:54.delight of the fans. Before we talk about that, let's have a look at
:16:54. > :16:59.what the coaches think their expectations are for the season
:16:59. > :17:04.ahead. Bradford Bulls ended last season
:17:04. > :17:11.with a whimper. They have strengthened the squad. I think we
:17:11. > :17:16.are better prepared. I think we are better. We have a chance to win
:17:16. > :17:25.more games. After six years with Terry Matterson at the helm, Ian
:17:25. > :17:28.Millward takes charge of Castleford. What we need to do a little bit is
:17:28. > :17:32.take a little bit of the pressure off Rangi Chase and have a system
:17:32. > :17:37.where we are not totally reliant. I would hate to think we got an
:17:37. > :17:41.injury that would be the end of the season. The Huddersfield Giants
:17:41. > :17:47.have progressed under Nathan Brown. This will be his final year at the
:17:47. > :17:54.clock. One day the club would like to go from the top four to getting
:17:55. > :17:59.a trophy. If it is this year, great. As long as we keep improving. From
:17:59. > :18:03.getting from where we are to get in when we need to get too, is not far
:18:03. > :18:09.away. Leeds Rhinos are the reigning champions. They were brilliant and
:18:09. > :18:13.the final third of last season. They him to start this one better.
:18:13. > :18:17.You have to earn up the momentum we have. Sometimes that is gained
:18:17. > :18:24.through adversity. There is no guarantee we will not set off like
:18:24. > :18:32.that. But we can play well each week. It is all change at Wakefield.
:18:32. > :18:36.18 new signings and new coaching staff. We understand it might take
:18:36. > :18:44.time. We are looking forward to it. That is the challenge that has been
:18:44. > :18:48.put in front of us. We have got some experienced players.
:18:48. > :18:55.A lot of the coach is pretty unsure as to how they will start the
:18:55. > :19:01.season. All very hopeful. Joining me now is a Eorl Crabtree from
:19:01. > :19:07.Huddersfield Giants. We are here at Leeds. They had a brilliant end to
:19:07. > :19:12.the season last season? Yes, I was very fortunate to come to a lot of
:19:12. > :19:18.the games last season. They started poorly. They proved you can come
:19:18. > :19:21.from anywhere. The Turin the play- offs to stand a chance. -- if you
:19:21. > :19:27.were in the play-offs. I'm not sure how they will start this league
:19:27. > :19:32.season. They have strengthened well. A few moments ago we were not sure
:19:32. > :19:38.if they would start at all tonight. The coaches were checking the pits.
:19:38. > :19:46.You want to share that would go ahead? It is a little bit too cold
:19:46. > :19:53.for me tonight! The pity is rock hard. That can be dangerous. It is
:19:53. > :19:58.only going to get more cold and harder. Looking at Huddersfield, a
:19:58. > :20:03.few changes in the squad. Also to Castleford, but particularly to
:20:03. > :20:08.Wakefield. There could be 13 players making their debut tonight.
:20:08. > :20:15.How difficult is that? It is not only the players. It is the
:20:15. > :20:20.coaching staff. New systems have been put in place. It is difficult
:20:20. > :20:24.to adapt straight away. They are not bringing people through the
:20:24. > :20:29.ranks tried to get experience. The experience is already there.
:20:29. > :20:32.Hopefully there will be able to work together and do something.
:20:33. > :20:38.about Bradford? They had a disappointing season last year.
:20:38. > :20:43.They will hope for a better performance this time? Yes, they
:20:43. > :20:53.will try to start on the right foot. It is good to see Phil Joseph has
:20:53. > :20:54.
:20:54. > :20:58.gone there and been given an opportunity. Eorl Crabtree will be
:20:58. > :21:07.commentating for Radio Leeds. The Super League Show is back on Monday
:21:07. > :21:16.night. Eorl Crabtree is a big softie. I can say that because I am
:21:16. > :21:19.10 miles away! Onto football now, and it's been a week of change for
:21:19. > :21:22.our teams in the Championship. Doncaster Rovers and Barnsley have
:21:22. > :21:24.sold their top scorers, and Leeds United are still without a
