:00:57. > :01:00.North. Tonight: The downturn in the economy is really starting to hit

:01:00. > :01:03.home in all of our councils. Cuts to services and jobs are being

:01:03. > :01:09.approved by local authorities across Yorkshire, as they try to

:01:09. > :01:13.save tens of millions of pounds. Amy has more details.

:01:13. > :01:16.This is the time when councils meet to set their budgets for the next

:01:16. > :01:19.financial year. Their decisions have an impact on things like bin

:01:19. > :01:23.collections, care of the elderly, and repairing the roads. But

:01:23. > :01:28.thousands of jobs are also at stake. Yesterday, between them, Leeds and

:01:28. > :01:32.Kirklees announced 1,000 posts are to be cut. Today, four other

:01:32. > :01:38.councils are meeting. In Bradford, 600 jobs are at risk, as it tries

:01:38. > :01:41.to save �29 million. The numbers are lower in Barnsley,

:01:41. > :01:45.but 45 people still face redundancy there.

:01:45. > :01:49.In Doncaster, 350 jobs are under threat, with all staff facing a pay

:01:49. > :01:53.cut. And in York, where a meeting has

:01:53. > :02:01.just started, 100 jobs are to go, and council tax is to rise.

:02:01. > :02:06.Our local government reporter Emma Glasbey is there for us now.

:02:06. > :02:11.Three tough decisions are being made.

:02:11. > :02:16.You will be able to say protesters had gathered outside the Mansion

:02:16. > :02:22.House in York. Inside, the meeting has just started. Tonight, York

:02:22. > :02:28.City Council is setting a two year budget with savings of �20 million.

:02:28. > :02:32.It has been a day of talking about where to make the cuts.

:02:32. > :02:38.Caring for the elderly and frail. Cleaning the streets of our towns

:02:38. > :02:42.and cities. And, running local libraries. Some of the services at

:02:42. > :02:48.risk, as four Yorkshire councils are confirmed huge savings.

:02:48. > :02:51.Doncaster, Barnsley, Bradford and York are all Labour councils but

:02:51. > :02:56.have different ideas on where the cuts should fall. In Doncaster,

:02:56. > :03:02.they are reducing staff pay, with talks being held. The pay cut plan

:03:02. > :03:07.could be dropped but the council still wants to save �4 million by

:03:07. > :03:13.changing terms and conditions for workers. Make no mistake, we don't

:03:13. > :03:16.waste money in Doncaster any more. But terms and conditions relate to

:03:16. > :03:21.car mileage allowance, sick pay, that will save a considerable

:03:21. > :03:26.amount. In York, the council has decided council tax will have to

:03:26. > :03:30.rise. It's a very difficult decision, we want to protect the

:03:30. > :03:34.most vulnerable in society which is why we have had to increase it by

:03:34. > :03:39.2.9% to bring �2 million to look after children and elderly people's

:03:40. > :03:44.care. The Barnsley council leader of wants people to maintain their

:03:44. > :03:50.own communities, instead of relying on the Council for services likely

:03:50. > :03:55.to collections. In Bradford, the council wants to save �29 million

:03:55. > :04:00.this year. 600 job losses are one way they plan on doing that. It is

:04:00. > :04:05.very hard. Where we can make savings, on reducing everything we

:04:05. > :04:10.do, we will. The vast majority of government spending are on our

:04:10. > :04:15.people. With cuts of these sizes, it is inevitable it will affect

:04:15. > :04:19.them. All local services are being looked at but several other

:04:20. > :04:28.Yorkshire councils setting budgets will need to make more tough

:04:28. > :04:34.decisions. One of the protesters is here,

:04:34. > :04:39.councils are led -- are getting less money from the government.

:04:39. > :04:44.don't want to let the coalition government off the hook. It is true

:04:44. > :04:50.they are making big cuts, but the council has a choice of colluding

:04:50. > :04:56.with that of four define them and joining our movement. It has been

:04:56. > :05:01.done in the past, in Derbyshire at the 70s. It is possible to defy the

:05:01. > :05:04.government. York City Council is actually define the Commons because

:05:04. > :05:09.it is rejecting the government grant and increasing the council

:05:09. > :05:15.tax which the government does not want to do. It is not doing enough,

:05:15. > :05:21.in our view. We have the figures in our leaflet. Raising council tax

:05:21. > :05:27.isn't the solution because it will hit local residents in York. Lots

:05:27. > :05:31.of people could be taxed in this society. We are in this crisis

:05:31. > :05:36.because of the banking system. Those people should be taxed rather

:05:36. > :05:41.than the citizens of York. York City Council has taken the step of

:05:41. > :05:44.allowing our TV cameras into the budget meeting tonight and we will

:05:45. > :05:52.be the latest at 10:25pm. Councillor Steve Houghton, from

:05:52. > :05:57.Barnsley, is with me now. When I pay my council tax, I expect

:05:57. > :06:03.certain services, but Barnsley will be saying some will be missing. Can

:06:03. > :06:08.you be specific? One of our big worries is the closure of an

:06:08. > :06:14.intermediate care home where people were rehabilitated after coming out

:06:14. > :06:20.of hospital. That is set to close. We will have less youth workers,

:06:20. > :06:25.grounds maintenance will be reduced. The Future Jobs Fund will be

:06:25. > :06:31.brought to an end. People will see a real difference. Why don't they

:06:31. > :06:35.seem less in their council tax then? If it were the case of the

:06:35. > :06:41.council tax funding local services, that might be possible. Most of our

:06:41. > :06:47.money comes from central government which is being reduced by 30%. That

:06:47. > :06:51.means services will have to be cut. Some people will say, the idea of

:06:51. > :06:56.the Big Society is we should do more. Aren't you doing his work for

:06:56. > :07:00.him? I think we have a responsibility as local authorities

:07:00. > :07:05.to fill the gaps which will be created. That means councils doing

:07:05. > :07:09.things in different ways. Sometimes that is sharing services with other

:07:09. > :07:13.councils. We are working with the Post Office to put a Post Office

:07:13. > :07:19.into a library which is good for both organisations. But it means

:07:19. > :07:23.local communities having to do more. The only 45 redundancies in

:07:23. > :07:30.Barnsley, is that a measure of success? We have worked very hard

:07:30. > :07:34.with the trades unions to protect services. We have to bear in mind

:07:34. > :07:43.there are another four years of cuts to come and it will be very

:07:43. > :07:46.hard indeed. The We'll have the latest on that

:07:59. > :08:02.how a teacher set fire to himself in a school car park, because he

:08:02. > :08:05.felt under pressure to get good exam results. David Charlesworth,

:08:05. > :08:08.who taught science at Rossett School in Harrogate, died the day

:08:08. > :08:12.after. His wife told the hearing how Mr Charlesworth believed he

:08:12. > :08:19.wasn't up to standard as a teacher, and felt he would let his students

:08:19. > :08:23.down. The coroner recorded a verdict of suicide.

:08:24. > :08:28.The on 11th May, David Charlesworth set fire to himself in the car park

:08:28. > :08:33.close to the main entrance of the Rossett School. Despite suffering

:08:33. > :08:37.scenting 9% burns, he managed to get himself home, but died in

:08:37. > :08:40.hospital the following day. The inquest was told how Mr

:08:41. > :08:45.Charlesworth, a science teacher, had felt under pressure to get good

:08:45. > :08:50.exam results to students. He told his wife he was worried he wasn't

:08:50. > :08:54.up to standard as a teacher and might let down pupils studying for

:08:54. > :08:59.high A-level grades. His doctor had referred him to a mental health

:08:59. > :09:03.team but there had been made and waiting list. Today, the head

:09:04. > :09:08.teacher paid tribute to when member of staff who had cared passionately

:09:08. > :09:14.for the welfare and achievements of his students. From our point of

:09:14. > :09:18.view, he was and still remains really a much loved, valued,

:09:18. > :09:28.respected member of staff. From the students' point of view, he was

:09:28. > :09:28.

:09:28. > :09:33.always known as Mr C. He had time for every child. Teachers' unions

:09:33. > :09:38.say the case highlights the stress in a demanding profession. This is

:09:38. > :09:42.the latest in a catalogue of incidences where teachers have

:09:42. > :09:48.found the stress unbearable, believing they have nowhere to turn,

:09:48. > :09:53.and it is distressing. It is by no means the first and sadly I doubt

:09:53. > :09:57.it will be the last. Recording a verdict of suicide, the North

:09:57. > :10:02.Yorkshire coroner said he would be writing to the local primary Care

:14:44. > :14:49.could have an impact -- a negative impact on their learning. The start

:14:53. > :14:56.be well over an hour before these commuters are sitting in the

:14:56. > :15:02.classroom. For parents who want their children to have a Jewish

:15:02. > :15:06.education, King David's is the closest dead -- closest that the

:15:06. > :15:12.nation -- destination. These two girls have been making the trip for

:15:12. > :15:16.years. It is a problem getting here. Once you're on the bus you were

:15:16. > :15:21.talking to your friends and it is absolutely fine and you listen to
