:00:24. > :00:28.investigate the unusual circumstances.

:00:30. > :00:33.brutal act caused two nights of trouble on the streets of

:00:33. > :00:42.Chapeltown in Leeds. The Party big-hitters come to town

:00:46. > :00:55.I am travelling back in time to meet the men and women here are

:00:55. > :01:05.keeping these vehicles on the road. Much of Yorkshire had unbroken

:01:05. > :01:07.

:01:07. > :01:10.sunshine today. Will we be as lucky West Yorkshire Police have revealed

:01:10. > :01:15.an unusual set of circumstances which led to the discovery of the

:01:15. > :01:18.bodies of two teenage girls in Wakefield. 17-year-old Kimberley

:01:18. > :01:25.Frank and 18-year-old Samantha Sykes were found after a tip-off to

:01:25. > :01:28.police in Dover, more than 200 miles away. Friends have spoken

:01:28. > :01:33.about how one of the girls spent her childhood in foster care, but

:01:33. > :01:42.moving to the flat was supposed to be a new start. Our reporter

:01:42. > :01:49.Charlotte Leeming has spent the day at the scene and joins us now.

:01:49. > :01:55.After spending the day here, the community here is trying to come to

:01:55. > :01:59.terms with how to young girls came to be stabbed to death in this

:01:59. > :02:03.first floor flat. Neighbours say these girls were not very well-

:02:03. > :02:07.known, they had only been in the area for a few months, and what

:02:07. > :02:13.they get themselves to themselves, this property had become well known

:02:13. > :02:18.in this area because of some of the late night parties. Forensic

:02:18. > :02:24.officers at the scene. But as in this first-floor flat with the

:02:24. > :02:27.bodies of the 18-year-old Samantha Sykes, on the left, and 17 year old

:02:27. > :02:32.Kimberley Frank were found early on Saturday morning. They died from

:02:32. > :02:37.stab wounds. Police were first alerted to this incident on

:02:37. > :02:41.Saturday morning. Officers in Kent were called to a house in Dover

:02:41. > :02:45.after a call from a 19-year-old woman. That tip-off is believed to

:02:45. > :02:52.have come from Kimberley Frank's alders sister who said she was

:02:52. > :02:58.worried about two women in Wakefield. Police went straight to

:02:58. > :03:04.their flats. They found the bodies. The victims were last seen on

:03:04. > :03:12.Thursday night. Witnesses had said there had been a disturbance in the

:03:12. > :03:17.flat. The trouble then spilled over into Kimberly's flat. Neighbours

:03:17. > :03:20.said the flat was notorious for loud music and parties and that at

:03:20. > :03:24.all ours of the day you could see young men coming and going from the

:03:24. > :03:28.property. Having said that, nothing could have prepared this community

:03:28. > :03:32.for what happened here at the weekend. This woman went to school

:03:32. > :03:37.with Kimberly and a least there, she said they were extremely close

:03:37. > :03:42.and spent much of that childhood and foster care. They were together

:03:43. > :03:46.all their time. They did not interfere with anybody else.

:03:46. > :03:51.must have been stunned when you find out it was one of them who had

:03:52. > :03:59.died. When people were saying their names and asking me if I knew them,

:03:59. > :04:03.I said they didn't, but I normally no faces, and when I saw their

:04:03. > :04:09.faces I realised the went to school with them. Cards had been attached

:04:09. > :04:13.to the handrails and bunches of flowers had been left, as police

:04:13. > :04:20.tried to work out how they died, they continue to question and 19-

:04:20. > :04:25.year-old man in connection with the double murder.

:04:25. > :04:34.This is a complicated case with a lot of unanswered questions. This

:04:34. > :04:39.investigation will now be focusing on this connection between here in

:04:39. > :04:44.Wakefield and Dover in Kent, were three people were initially

:04:44. > :04:50.questioned, one remaining in custody. The focus will be whether

:04:50. > :04:55.this disturbance on Thursday night somehow lead to the savage killing

:04:55. > :04:58.of these two young girls. Stay with us for the rest of the

:04:58. > :05:01.day's news. Plus, a round up-of the weekends sporting action, including

:05:01. > :05:10.reaction from Neil Warnock as he celebrates his first victory as

:05:10. > :05:13.A family row led to murder and two nights of trouble on the streets of

:05:13. > :05:17.Chapeltown last summer. Leeds Crown court heard how Afzal Arif stalked

:05:17. > :05:19.and lay in wait for Gavin Clarke after the two men fell out. The

:05:20. > :05:25.shooting of Mr Clarke sparked disturbances between the Asian and

:05:25. > :05:28.Afro-Caribbean communities in Chapeltown and Harehills. Today,

:05:28. > :05:38.Afzal was sentenced to serve at least 33 years. Our crime

:05:38. > :05:39.

:05:39. > :05:44.correspondent, John Cundy, reports. Bath vehicles shooting and the

:05:44. > :05:50.troubles which followed. Angry reaction in Chapeltown to be

:05:50. > :05:55.attacked by an Asian man, Afsal Arif, on 34-year-old father of two

:05:55. > :06:01.Gavin Clarke, from the Afro- Caribbean community. Gavin Clarke

:06:01. > :06:08.worked out every day in Saville Park. It was on his way from there

:06:08. > :06:13.on the night of the it of August that Afsal Arif shot him down in an

:06:14. > :06:23.apparent rout over the victim's niece. It was the case by the

:06:23. > :06:31.prosecution that Afsal Arif had been stalking Gavin Clarke. She

:06:31. > :06:37.shot him to do drivers' open window of his car. Gavin Clarke was hit by

:06:37. > :06:41.85 pellets from a shotgun. He died four days later. Afsal Arif

:06:41. > :06:45.admitted manslaughter, claiming he had only wanted to scare him off.

:06:45. > :06:54.The jury decided otherwise. The community disturbances quickly

:06:54. > :06:58.flared. Police say things could have got much worse in Leeds.

:06:58. > :07:05.would have been much worse had it not been for the intervention of

:07:05. > :07:09.community leaders, the family of the victim, and it was brought

:07:10. > :07:19.under control. This afternoon extra police had to be called in to keep

:07:20. > :07:22.

:07:22. > :07:25.the calm after Afsal Arif had to be sentenced.

:07:25. > :07:30.Some news just in now and police are appealing for help to track

:07:30. > :07:32.down a woman who snatched a baby girl in Kirklees this morning. 23-

:07:32. > :07:35.year-old Jodie Little disappeared with the 11-month-old baby during a

:07:35. > :07:41.pre-arranged social services visit in Huddersfield at 10.00am this

:07:41. > :07:43.morning. Police want to find her urgently.

:07:43. > :07:45.Azhar Ahmed, a teenager from Ravensthorpe, has been charged with

:07:45. > :07:51.a racially aggravated public order offence after posting Facebook

:07:51. > :07:55.comments about the deaths of six soldiers in Afghanistan last week.

:07:56. > :08:01.He will appear in court next week. The six men, five of whom were from

:08:01. > :08:05.Yorkshire, died after a bomb blast in Helmand. Their bodies are due to

:08:05. > :08:08.be repatriated on Thursday. Police are appealing for witnesses

:08:08. > :08:10.after a teenager was run over in his tent near Selby. The 16-year-

:08:10. > :08:15.old suffered serious injuries in the early hours of yesterday

:08:15. > :08:18.morning. He had been camping with a group in a field at Barlby when

:08:18. > :08:21.it's alleged a man drove over the tent following a disagreement. A

:08:21. > :08:24.24-year-old man is being questioned by police.

:08:24. > :08:27.Archaeologists have unearthed human remains during work to install a

:08:27. > :08:29.lift shaft in York Minster. The remains could be older than the

:08:30. > :08:33.Minster itself, which dates from the 12th century. It's the first

:08:33. > :08:43.time in 40 years that digging work has been allowed within the Minster

:08:43. > :08:43.

:08:43. > :08:51.building. The next stage is that we will record these, lift them, take

:08:51. > :08:55.them back to the laboratory where they will be cleaned and brought

:08:55. > :08:57.back for reburial. Tickets go on sale this evening for

:09:07. > :09:11.People with mental health problems are being failed by the benefits

:09:11. > :09:13.system. That is the message from one Scarborough man who has

:09:13. > :09:18.suffered from depression, addiction and schizophrenia for 15 years.

:09:18. > :09:21.Andrew Carr spent four years in hospital due to his problems. He

:09:21. > :09:24.was finally discharged last year, but ended up back in hospital with

:09:24. > :09:30.a breakdown after it took eight months to get his Disability Living

:09:30. > :09:37.Allowance paid. Carla Fowler reports.

:09:37. > :09:43.Andrew Carr has schizophrenia, depression and addictions. In 2011,

:09:43. > :09:47.after four years in hospital, he was well enough to be discharged.

:09:47. > :09:51.The disability living allowance he was entitled to was not paid to him.

:09:51. > :09:56.Despite sending off the forms and phoning up the office for eight

:09:56. > :10:02.months, he was up without financial support. He had to borrow money

:10:02. > :10:11.from family and just weeks ago had another breakdown. My sister came

:10:11. > :10:18.up with the money. It has been a running battle and it made me

:10:18. > :10:23.stressed-out, basically. It really put the pressure on. I wasn't

:10:23. > :10:27.getting that help but I needed. seems his application simply fell

:10:27. > :10:32.through the net. The benefits system has grown more complex and

:10:33. > :10:36.harder to navigate, especially for people with mental health issues.

:10:36. > :10:41.They they are not working fast enough to help people, not

:10:41. > :10:45.concentrating on those who need the money, as if it is not important.

:10:45. > :10:51.It is important but people with disabilities of all sorts are

:10:51. > :10:55.helped. In desperation, Marie went to the Citizens Advice Bureau.

:10:55. > :11:01.Their legal specialist finally got his claim accepted and his benefits

:11:01. > :11:09.backdated. There is no question that he qualifies for its, but you

:11:09. > :11:15.still have to go through this long application process. Somebody with

:11:15. > :11:19.schizophrenia, there came needs to be prioritised. If people don't get

:11:19. > :11:25.the support they need, they will end up back in residential care at

:11:25. > :11:33.a cost far greater than their basic benefits. I wouldn't have stood a

:11:33. > :11:39.chance. I would either be dead or on the streets. Without citizens'

:11:39. > :11:43.advice, I would not be where I am today.

:11:43. > :11:48.The bureaucracy of benefits is something he could not have sorted

:11:48. > :11:52.out on his own, so now she is speaking out for those in the same

:11:52. > :11:55.position. Well, we asked the Department of

:11:55. > :11:57.Work and Pensions to talk about the delays that had such a devastating

:11:58. > :12:00.effect on Andrew. Their response was that the Disability Living

:12:00. > :12:03.Allowance is being replaced and the new benefit will recognise the

:12:03. > :12:06.needs of people with severe mental health conditions. I'm joined now

:12:06. > :12:15.by David Smith, the chief executive of the mental health charity MIND.

:12:15. > :12:20.He is based in York. I think it is very brave of Andrew to put himself

:12:21. > :12:29.out there and admit he has these problems on behalf of other people.

:12:29. > :12:38.Absolutely. We support four or 500 people just in York. This is a

:12:38. > :12:40.common problem that the cure regularly. We have already taken a

:12:40. > :12:44.call from another person with mental health issues who has

:12:44. > :12:49.experienced something similar to Andrew. Is this a widespread

:12:49. > :12:53.problem? It is. It is not just the disability living allowance. It has

:12:53. > :13:00.been running for a long time and the government are looking to

:13:00. > :13:05.replace it. There are long delays in getting decisions made with that.

:13:05. > :13:11.It is with other benefits as well, people are often waiting over a

:13:11. > :13:21.year. New people are suffering from depression, and must add extra

:13:21. > :13:21.

:13:21. > :13:25.stress. It does. It is not just the stress of making the claim and

:13:25. > :13:31.finding all the information they need to, it is waiting for the

:13:31. > :13:34.decision to be maids. We often hear about people who have had a

:13:35. > :13:40.decision and maybe have been found unfit for work. These are people,

:13:40. > :13:44.like Andrew, who are living with serious mental health conditions.

:13:44. > :13:50.He was helped in hospital. Is it because of living in the community,

:13:50. > :13:54.but that is the new way of coping with such problems? Partly it is.

:13:54. > :13:58.We need to make sure that this support is there for them so they

:13:58. > :14:02.can access their benefits, get good advice and get the support they

:14:02. > :14:12.need to get their claims sorted. They can always contact you, can

:14:12. > :14:15.

:14:15. > :14:22.The election triggered by the resignation of the sitting MP

:14:22. > :14:26.because of ill-is in less than three weeks. There were 6,000 votes

:14:26. > :14:30.behind Labour in 2010 but as the Conservatives opened their campaign

:14:30. > :14:36.for the by-election today, they believe the economic track-record

:14:36. > :14:41.will pull in extra votes to take the seat this time. Especially the

:14:41. > :14:46.plans for young people back to work. There are 100,000 apprenticeships

:14:46. > :14:56.in Bradford West and I hope they will take them up and I will visit

:14:56. > :15:02.employers. A I am a local person. On the doorstep, Imran has saying

:15:02. > :15:05.is the deputy leader of the city council. He was brought up in the

:15:05. > :15:11.constituency and is targeting the Government's policies but believes

:15:11. > :15:15.they have been damaging to Bradford. Youth unemployment is a massive

:15:15. > :15:21.issue in Bradford West, it has trebled in the last year and those

:15:21. > :15:26.are the issues that face the communities of Bradford West. The

:15:26. > :15:30.health service, education, overcrowding in housing. Affordable

:15:30. > :15:35.housing, I will provide a strong voice for the people of Bradford

:15:35. > :15:39.West. The Lib Dems who have chosen another local councillor as

:15:39. > :15:49.candidates are expected to launch their campaign later. Labour are

:15:49. > :15:52.

:15:52. > :15:58.defending a majority of 6,000. And you can find all of the details of
