:01:17. > :01:22.Welcome to the programme. First tonight, the man driving a quad

:01:22. > :01:26.bike which crashed killing a honeymoon couple from Yorkshire has

:01:26. > :01:29.been charged in connection with their deaths. Jay and Emma Gray

:01:29. > :01:36.from Halifax had been married for just a week when they died in The

:01:36. > :01:42.Mall deefs last August. Swedish national Philip Petra was arrested.

:01:42. > :01:48.He could face the death penalty under Sharia law. But Jay's mother

:01:48. > :01:54.described that as barbaric. It was a tragedy which claimed the lives

:01:54. > :01:57.of Jay and Emma Gray. The quad bike they were on crashed killing the

:01:57. > :02:04.young couple instantly. Seven months later, Jay's mum gets the

:02:04. > :02:11.news, Filip Petre has been charged with disobedience to order. Under

:02:11. > :02:16.Sharia law, the maximum sentence is death. It is too horive I can to

:02:16. > :02:21.tor ific to contemplate that this would happen. It is not something

:02:21. > :02:30.we would want to condone or happen. Even if the death penalty is not

:02:30. > :02:38.cared out, life imprisonment is a distint possibility. Cath wants

:02:38. > :02:43.forgiveness. Two lives have already been devastated. I don't see the

:02:43. > :02:47.need for anybody else' life to be harmed. There's another family out

:02:47. > :02:52.there with pending doom over them. I still believed what happened was

:02:52. > :02:56.a tragic accident and not the result of wilful or malicious

:02:56. > :03:01.intense. What impact is this having on you and your family. It brings

:03:01. > :03:04.back all the sadness. Takes us back to the day when we heard the news.

:03:04. > :03:08.Sets us all off thinking about it again. It is not where we need to

:03:08. > :03:12.be. We want to be able to move on with our lives and put what's

:03:13. > :03:17.happened behind us. We don't want to forget Jay and Emma but we want

:03:17. > :03:22.to remember them as the lovely people they were and not in the

:03:22. > :03:26.tragic circumstances in which they died. Very little is certain in the

:03:26. > :03:31.malddeefs. Not least what will happen next to the man accused of

:03:31. > :03:36.causing Jay and Emma's deaths. What can be said for sure is that what

:03:36. > :03:44.Cath wants is forgiveness not retribution.

:03:44. > :03:50.The last time the death penalty was handed down in the Maldives was two

:03:50. > :03:56.years ago for gang murder. The then President stated he was opposed to

:03:56. > :04:01.the death pan altogethery. He was forced and replaced by Dr Mow Hamid

:04:01. > :04:04.Waheed. His views are not clear. Today's budget promises significant

:04:04. > :04:08.investment for parts of Yorkshire. The cities of Bradford and Leeds

:04:08. > :04:12.will be among ten around the UK to get ultra fast broadband.

:04:12. > :04:16.Two of our rail links between Sheffield and Manchester and

:04:16. > :04:20.between Bradford and Manchester will be upgraded so reducing

:04:20. > :04:29.journey times. Our correspondent Alan Whitehouse is in Bradford.

:04:29. > :04:37.Alan, good news for those of who -- of us who use the trains. The good

:04:37. > :04:43.news, yes. It is part of a much wider idea to updead key routes.

:04:43. > :04:48.They want to make trains run faster and increase frequency. Good news

:04:48. > :04:53.but it doesn't address the issue of overclouded old charges. We all

:04:54. > :05:00.know in this part of the world we have some of the oldest and least

:05:00. > :05:06.reliable coaches on the network. Did you say rattiest? What about

:05:06. > :05:11.that other announcement? Super-fast broadband. I'm not very

:05:11. > :05:18.technological. What does it mean? Well, it's all about connectivity.

:05:18. > :05:22.About wiring up Leeds and Bradford. There will be saturation cover WiFi,

:05:22. > :05:25.very high-speed broad band. If you have a smartphone you can get

:05:25. > :05:28.whatever information you want at the touch of a butt. It is about

:05:28. > :05:31.getting the two cities a key competitive edge.

:05:31. > :05:36.Thank you. More on the broadband announcements

:05:36. > :05:39.on the late Look North at 10.25pm. In a moment, we'll look at what the

:05:40. > :05:43.budget means for you. First, we've been to two parts of

:05:43. > :05:50.the Yorkshire to see how they've been coping with tough times.

:05:50. > :05:54.They are just 35 miles apart but their Prospects couldn't be more

:05:54. > :06:00.different. York's economy is strong and thriving. Doncaster looks to be

:06:00. > :06:04.one of the worst-hit in the country. We've investigate ed why that may

:06:04. > :06:06.be so. Cathy Killick has been number crunching in York and Phil's

:06:07. > :06:14.been looking at the books in Doncaster.

:06:14. > :06:21.In York, the youth unemployment rate is 2.5%. In Doncaster, it is

:06:21. > :06:26..9%. The average weekly wage here is �465. In Doncaster, it is �416.

:06:26. > :06:30.That means on average, earn ears here are �65 worse off. In York,

:06:30. > :06:35.you have a better chance of getting a job. About four people are

:06:35. > :06:39.chasing each vabgapbsy. Doncaster, it is treble that with

:06:39. > :06:43.up to 12 people looking for every opening. Why should two places so

:06:43. > :06:48.close together have such different economic outlooks when on the face

:06:48. > :06:53.of it, they have so much in common? Both have a Roman heritage and

:06:53. > :06:57.ministers. Both boomed in the middle ages. York has its

:06:57. > :07:02.Knavesmire, Doncaster the ton moor. Both have leading racecourses

:07:02. > :07:07.bringing visitors and cash to their local economies. In the past, it

:07:07. > :07:11.was railways which brought economic prosperity. Both had charge works.

:07:11. > :07:14.York had chocolate factories which boomed in the post-war years. Done

:07:14. > :07:19.carser had coal employing more people in the area than anything

:07:19. > :07:24.else. Mining made its money. But, the closure of the pits hit the

:07:24. > :07:29.town hard. In a sense, it is still trying to recover. In York,

:07:29. > :07:36.chocolate mafring has declined. The Terry's factory closed. And

:07:36. > :07:40.Rowntrees, now Nestle, employs far fewer than it Z but York has found

:07:40. > :07:43.alternatives. These days, it is service industries, insurance and

:07:43. > :07:48.finance which dominate. Tourism is also crucial. It accounts for more

:07:48. > :07:53.than 10% of the city's jobs. Doncaster though, struggled to fill

:07:53. > :07:57.the gap left by coal. Many jobs which supported mining also

:07:57. > :08:03.disappeared. Today, Hatfield remains one of the few working pits

:08:03. > :08:07.left in Britain. New distribution centres have helped but the town is

:08:07. > :08:12.still reliant on thousands of public sector jobs which are now

:08:12. > :08:17.under threat. But Doncaster's workforce may not be that

:08:17. > :08:21.attractive to new businesses. Less than a fifth of people have a high

:08:21. > :08:26.level qualification. That makes it one of the wos educated workforces

:08:26. > :08:31.in the UK. 14.4% have no certificates to their name.

:08:31. > :08:34.contrast, York has one of the best educated populations in the UK. Two

:08:34. > :08:39.fifths have high level qualifications. That's double

:08:39. > :08:42.Doncaster's rate. Here, just 7.2% have no formal qualifications at

:08:42. > :08:47.all. It seems education really does matter.

:08:47. > :08:51.Perhaps that's why Doncaster's been investing heavily in teaching and

:08:51. > :08:56.learning. In reend years, the college has been expanding rapidly

:08:56. > :09:02.with plans to become a university. But, will it be enough to close the

:09:02. > :09:06.gap with places like York? That certainly is the question.

:09:06. > :09:11.Maybe to answer that is financial expert Neil Liversidge. You're the

:09:11. > :09:14.man who knows. Let's start in Doncaster. What do you think will

:09:14. > :09:18.affect that particular town. Probably the best hope for

:09:18. > :09:23.Doncaster out of this budget is the money that will be ploughed into

:09:23. > :09:28.investment. Particularly in the new electified rail links. Doncaster,

:09:28. > :09:33.as we know, has a big heritage in rail. That could, if the investment

:09:33. > :09:37.in directed right, create significant new jobs. What about

:09:37. > :09:43.tax? Doncaster is known as one of the town's that in fact has the

:09:43. > :09:48.highest number of low-paid workers? That's right. The increase in the

:09:48. > :09:52.personal allowance will definitely help lower paid workers. I don't

:09:52. > :09:55.think the change in top rate tax will make any difference whatsoever

:09:55. > :10:00.in Doncaster. At the bottom end people should benefit from the

:10:00. > :10:05.improvement in the personal allowance. Of course, with three p

:10:05. > :10:10.a litre going on fuel later in the year they may feel the pinch.

:10:10. > :10:14.thought he might have listened to pressure?. He has to find money

:10:14. > :10:18.from somewhere on the moves he's making. Because it was in train he

:10:18. > :10:22.took the easy option. He knew he wouldn't get too much flag because

:10:22. > :10:27.it had already been flagged up. We've seen rates increased on

:10:27. > :10:31.cigarettes. That will affect many of our viewers? Yes, it is.

:10:31. > :10:36.Patterns of consumption have changed. When I grew up, pretty

:10:36. > :10:39.much everybody smoked. Every year, people were smoking out of

:10:39. > :10:46.nervousness about what was going to be happen to the tax on cigarettes.

:10:46. > :10:51.It is a much smaller porgs of population now. York doing well,

:10:51. > :10:55.affluent. Part of that golden triangle. Expensive houses. What is

:10:56. > :11:01.the key thing from the bipbl et here? With Corporation Tax being

:11:01. > :11:05.reduced as it is. That will help companies and the again business

:11:05. > :11:12.measures in the budget, I think, will certainly benefit a town like

:11:12. > :11:15.York. Particularly in the white- collar areas. In areas such as

:11:15. > :11:21.video games elts. Hi-tech industries. People make a lot of

:11:21. > :11:28.money in those. They'll pay higher rates of tax. Very much the head

:11:28. > :11:32.line has been the 50% rate scrapped down to 45%. It's not as simple as

:11:32. > :11:37.that? The 50% thing has been a political football. They could have

:11:37. > :11:41.all saved themselves a big argument. It never made that much tax.

:11:41. > :11:43.Scrapping it won't lose that much tax. That's just a fight between

:11:43. > :11:50.the political parties over something which is actual ji

:11:50. > :11:55.irrelevant to 99% the population. But it starts at 41%, not 43%. The

:11:55. > :11:59.higher rate? The band in which you pay basic rate tax is narrower

:11:59. > :12:03.because the personal allowance increased at the bottom end. The

:12:04. > :12:08.threshold at which you start to pay higher rate tax has reduced. You'll

:12:08. > :12:13.pay higher rate tax now at 40% sooner.

:12:13. > :12:18.What did people think of the Budget? Sp Ieplt' 27. Unemployed. I

:12:18. > :12:23.don't believe the Budget really affects me until I get back into

:12:23. > :12:28.employment. Then I'm happy to pay my taxes again. Overall, it's half

:12:28. > :12:34.and half budget really in that respect. I like the idea of the

:12:34. > :12:39.Trans-Pennine route trains. The tax change at the top is a bit unfair.

:12:39. > :12:44.It would be better for the rich to pay more and for the poor to be

:12:44. > :12:50.better treated. It is a difficult time because of the us a ter city

:12:50. > :12:53.mish use. -- austerity measures. I can't gauge what the benefits are

:12:53. > :12:57.at the moment. It is just about releasing more money into the

:12:57. > :13:03.economy and helping small businesses. No great excitement

:13:03. > :13:08.there, is there? No, there's not. I wasn't expecting fireworks in this

:13:08. > :13:11.Budget at all. We've all learned that we're past the point where

:13:11. > :13:14.politicians solve our problems and the best that can happen when a

:13:14. > :13:18.Budget comes along is the politicians don't do anything that

:13:18. > :13:23.will seriously rock the boat and upset the economy. We're not in

:13:23. > :13:26.recession. There's nothing in this Budget which 1408 put us into

:13:26. > :13:30.recession. There are a few things I'd give a cautious welcome to. As

:13:30. > :13:34.long as there are no major shocks along the way, a year from now,

:13:34. > :13:39.we'll probably be better off now than we are.

:13:39. > :13:43.A lot of problemlies in there! Thank you.

:13:44. > :13:53.Later in the programme. A Sunday League embarrassment - the

:13:53. > :13:57.manager's assessment of Leeds United's humiliating 7-3 defeat.

:13:57. > :14:01.900 new jobs could be Creebased in Huddersfield if prance plans to

:14:01. > :14:05.double the size of the Kingsgate Shopping Centre could be approved.

:14:05. > :14:10.So far, no stores have signed up to the project: Move comes as towns

:14:10. > :14:14.and cities across Yorkshire compete fiercely for shoppers. Huddersfield

:14:14. > :14:17.says it will not be heft behind. Ian White's been for a look.

:14:17. > :14:21.They might look like the best of friends but the relationship

:14:21. > :14:24.between the owners the Huddersfield Kingsgate Shopping Centre and

:14:24. > :14:28.Kirklees Council has not always been a happy one. The a major

:14:28. > :14:31.expanse of the complex was initially thrown out by planners.

:14:31. > :14:35.Now both sides buried their differences to try to make it

:14:35. > :14:39.happen of the this month, Kingsgate's celebrating its 10th

:14:39. > :14:43.anniversary. The world of retail has changed dramatically with

:14:43. > :14:48.retailers and shoppers telling us they want more space. If plan ers

:14:49. > :14:55.agree, more space is what they'll get. This is how it will look. A �4

:14:55. > :14:58.40 million investment. To see the area that will be transforpd,

:14:58. > :15:05.managing Director Peter Everest took me on to the roof.

:15:05. > :15:11.Huddersfield is a major town in the UK. One of the to top 50 by size.

:15:11. > :15:17.Its retailing facilities are not equivalent to that size. It needs

:15:17. > :15:21.new large stores to accommodate new retailers into it. At the this

:15:22. > :15:28.moment, there is an ambition to ensure within the next four or five

:15:28. > :15:32.years, this phase of Kingsgate becomes a reality. What do shoppers

:15:32. > :15:37.think. As long as they get the right stores. Ap John Lewis or

:15:37. > :15:42.Debenhams. Something with a lot of choice. It is really nice, it is

:15:42. > :15:45.big and has a lot of shops but struggled to compete with

:15:45. > :15:49.Meadowhall. Competition's set to get more fierce. Along the road in

:15:49. > :15:56.Leeds, work is well underway at the new Trinity complex which could be

:15:56. > :16:00.open in a year's time. In stark contrast to plans for that

:16:00. > :16:04.big investment in Huddersfield, the multimillion pound refurbishment of

:16:04. > :16:12.a rather famous market, Chesterfield's historic indoor

:16:12. > :16:17.market haul has has been halted. The council is looking for is a new

:16:17. > :16:21.development after the original scheme wend overtpwuj et. Market

:16:21. > :16:24.stall holders will move into temporary accommodation for a year.

:16:24. > :16:29.We need to go back out to the market to attract other companies

:16:29. > :16:34.to come in with bids which offer best value for money for taxpayers

:16:34. > :16:38.in Chesterfield. It is a set back. But hopefully, it is just a

:16:38. > :16:41.temporary one. Hopefully we can get a better price. The number of

:16:41. > :16:46.police divers across Yorkshire could be cut by two thirds in a

:16:46. > :16:50.move to save money. Plans are being considered to merge the underwater

:16:50. > :16:54.teams from Humberside, West Yorkshire and North Yorkshire

:16:54. > :16:57.Police where numbers being cut from 28 divers to ten. That would save

:16:57. > :17:03.�400,000. York University has confirmed

:17:03. > :17:07.tonight that a 22-year-old who died while skiing in France was a former

:17:07. > :17:10.student. Thomas Lynch graduated in economics last year. He was working

:17:10. > :17:13.as a holiday rep in the Alps and died yesterday after crashing into
