:00:29. > :00:35.Yorkshire Police. The new Chief Constable promises to get tough on

:00:35. > :00:39.burglaries and anti-social behaviour.

:00:39. > :00:43.UN Super League 18 kicks off with the reigning champions Leeds Rhinos

:00:43. > :00:48.are taking on Hull FC. Winter showers possible tonight,

:00:48. > :00:58.especially towards the coast, but what is the weekend looking at --

:01:00. > :01:03.looking like? Join me for your Good evening. A North Yorkshire MP

:01:03. > :01:07.has criticised the Government for doing too little to protect homes

:01:07. > :01:11.and businesses from flooding. Anne McIntosh, the chair of the

:01:11. > :01:15.Environment Select Committee, is also the MP for Malton. Some homes

:01:15. > :01:20.there have been flooded six times in the past two months. We will

:01:20. > :01:23.hear from her in a moment. But first, Danni Hewson reports from

:01:23. > :01:27.West and North Yorkshire on the impact that flooding has had on

:01:28. > :01:32.people's lives. The palms are still out along this

:01:32. > :01:37.river. People no more rain will probably bring more flats, more

:01:37. > :01:42.heartache and people once -- people want action. It gets worse every

:01:42. > :01:47.year and nothing is done. It just needs more money spent on it.

:01:47. > :01:52.a constant problem. We need constant pressure on them to do

:01:52. > :01:57.something. The local MP, scrutinising draft legislation,

:01:57. > :02:01.agrees not enough has been done to deal with this all-too-familiar

:02:01. > :02:06.problem. The Floods Minister says that is wrong. We have implemented

:02:06. > :02:12.a massive change in how we deal with flooding. I do not accept that

:02:12. > :02:17.criticism from the committee. They are wrong. But it has been tough to

:02:17. > :02:22.recover from the summer's deluge in the Calder Valley. It was difficult.

:02:22. > :02:27.Those people who could not claim on their insurance, because there were

:02:27. > :02:31.not affected physically, because of a lack of food fault. But we get it

:02:31. > :02:38.through together. It is a good town, the businesses work together.

:02:38. > :02:41.local tourism body stepped in with a new avenue of assistants. Being

:02:41. > :02:45.on the route of the Tour de France should bring in new customers and

:02:45. > :02:50.workshops to help businesses Cashin are happening all month. You have

:02:50. > :02:54.to make sure you said you stage every day, like the Tour de France

:02:54. > :02:59.will, to open your doors and look at every opportunity to build a

:02:59. > :03:05.relationship for the future. But if it becomes waterlogged, many of the

:03:05. > :03:09.businesses will not survive the next 18 months without help.

:03:10. > :03:14.Anything to do with flooding has a massive impact on the region's

:03:14. > :03:20.economy. There is pressure to find quick answers to the questions

:03:20. > :03:25.associated with that. Let us speak to Anne McIntosh, the

:03:25. > :03:30.MP for Malton and Thirsk and the chair of the Environment Select

:03:30. > :03:37.Committee. Thank you for joining us. What has been your reviewer is the

:03:37. > :03:42.biggest issue? -- What is the biggest issue? It is the committee,

:03:42. > :03:46.convinced that since 2007 we are facing the threat of more surface

:03:46. > :03:50.water flooding. It is getting drains and order, making sure we

:03:50. > :03:55.know that when new developments are built there are sustainable drains

:03:55. > :04:00.in place to ensure we do not have a situation where sewage and surface

:04:00. > :04:05.water come into people's homes. That is precisely what we have seen

:04:06. > :04:10.in the last two months. I accept you are a member of that committee,

:04:10. > :04:17.but you are speaking for them. It is your party in Government and you

:04:17. > :04:21.are the MP foreign area badly hit. How can you make things happen now?

:04:21. > :04:26.We are saying to the Government, asking why they have not introduced

:04:26. > :04:31.drains regulations, which were due in 2012. We are asking which part

:04:31. > :04:36.of those regulations are so complicated, to help us understand

:04:36. > :04:40.why they are not in place and also looking at things -- looking at

:04:40. > :04:46.affordable insurance for all. And giving the regulator our primary

:04:46. > :04:51.duty, primary status of sustainable development. We are also looking at

:04:51. > :04:55.reservoir guidance. So in times of water stress or flooding that we

:04:55. > :05:00.can store the water to prevent it flooding into people's properties.

:05:00. > :05:04.I am sure everyone would agree those sour grapes, but many

:05:04. > :05:09.proposals made five years ago, -- that those proposals sound very

:05:09. > :05:14.good, but many made five years ago to stop people are cynical.

:05:14. > :05:22.committee is cynical. Successive governments have not been

:05:22. > :05:27.successful. They were part of the 2007 recommendations, following

:05:27. > :05:31.2007 flooding. They are very basic things that could be done. Parts of

:05:31. > :05:35.the report are welcomed, such as opening up business to retail

:05:35. > :05:40.competition. We think that will help. There is a lot more the

:05:40. > :05:45.Government can do without passing more legislation. Let us put into

:05:46. > :05:49.affect what Parliament has passed. Anne McIntosh, thank you very much.

:06:06. > :06:11.a new chief constable today. Mark Gilmour, who is 47, is currently

:06:11. > :06:14.serving as a deputy chief constable at Northumbria Police. He said his

:06:14. > :06:19.priorities in his new role included cutting burglary rates and cracking

:06:19. > :06:21.down on anti-social behaviour. The post became vacant after Sir

:06:21. > :06:25.Norman Bettison stood down over allegations that he was involved in

:06:25. > :06:32.a cover up after the Hillsborough disaster. So what challenges will

:06:32. > :06:36.he face? Crime Correspondent John Cundy reports.

:07:53. > :07:57.come down. -- communities want crime to come down. A lot of the

:07:57. > :08:05.problems seem to us -- seems to stem from drug crimes. A street

:08:05. > :08:10.violence. A police presence on the streets. You have Ganz kicking your

:08:10. > :08:15.car's doors, going into your taxi office and you feel lonely and

:08:15. > :08:19.helpless. Those concerns of a taxi driver about racial attacks were

:08:19. > :08:25.put to the new chief constable. want you to know that all officers

:08:25. > :08:28.will listen to those concerns and engagement is key. I will be a

:08:28. > :08:33.listening Chief Constable and I am very conscious of the fact that

:08:33. > :08:37.have been high burglary rates and concern about anti-social behaviour.

:08:37. > :08:41.Those concerns and many more to be taken up by Mark Gilmore when he

:08:42. > :08:45.officially becomes chief constable in two months' time.

:08:45. > :08:55.Later on Look North, trading up? The Sheffield market stall holders

:08:55. > :08:56.

:08:56. > :09:00.who say new premises will leave In the '80s, it was known as the

:09:00. > :09:03.Socialist Republic of South Yorkshire. But a study looking at

:09:03. > :09:06.inequality in Sheffield has found stark differences between the rich

:09:06. > :09:11.and poor. The independent Fairness Commission says Sheffield is one of

:09:11. > :09:19.the most unequal cities in the UK. And more needs to be done to make

:09:19. > :09:24.For example, take one bus route. The 83 from Ecclesfield to

:09:24. > :09:28.Millhouses. This route goes from some of the poorest areas in the

:09:28. > :09:36.country to one of the richest. And the lives of people living along it

:09:36. > :09:42.differ sharply. Life-expectancy for Ecclesfield is 78 for men. 81 for

:09:42. > :09:46.women. In Millhouses, it rises to 84 for men and 86 for women. House

:09:46. > :09:50.prices alter dramatically, too. The average house price in Southey, for

:09:50. > :09:55.example, is �56,000. Near the end of the route, it is over �300,000.

:09:55. > :10:04.So what needs to be done to make the city fairer? Tom Ingall got on

:10:04. > :10:07.Ten o'clock on Friday morning. The number 83 is starting a 70-minute

:10:07. > :10:11.journey from Ecclesfield to Millhouses. This isn't the Bishop

:10:11. > :10:14.of Sheffield's normal commute. But as a member of the city's Fairness

:10:14. > :10:19.Commission, it is one way he can see for himself the differences

:10:19. > :10:23.across districts. One of the things that surprised me was the link

:10:23. > :10:27.between the air quality and health and what a difference that makes

:10:27. > :10:31.across the city and, in particular, how much the motorway affects

:10:31. > :10:35.people's health on the East side of the city. And the connection

:10:35. > :10:42.between road traffic accidents and children and young people and the

:10:42. > :10:45.link with poverty and how many more there are in broad areas. -- poor

:10:45. > :10:48.areas. Cutting speed limits is just one recommendation from the

:10:48. > :10:51.commission. The others include getting employers to sign up to the

:10:51. > :10:54.living wage and making it cheaper for young people to use public

:10:54. > :10:59.transport. As the bus heads through Southey Green and Shirecliffe, it

:10:59. > :11:04.starts to fill up. This end of Sheffield, they do not seem to

:11:04. > :11:08.bother with us, the city council. People should be getting out more.

:11:08. > :11:11.The 83 heads past the town hall doors. The council have �1 millions

:11:11. > :11:17.from a previous budget underspend to back the commission's words with

:11:17. > :11:21.actions. If you have money to spend, couldn't you spend it on immediate

:11:21. > :11:26.budget priorities like the Leger centres that might close instead of

:11:26. > :11:32.chasing future aspirations about fairness? It is important we

:11:32. > :11:37.address inequalities. Those have been around in Sheffield for

:11:37. > :11:41.probably 10-15 years, if not longer. We should look at long-term rather

:11:41. > :11:46.than short term. Back on board, the bus heads out of the city up

:11:46. > :11:51.towards Millhouses. The problem is not to say we and a divided city. I

:11:51. > :11:55.am certain we are. But it is a case of I cannot see it being possible

:11:55. > :12:00.to change it. I do not think people can be trusted that the other end

:12:00. > :12:04.of town. I could be wrong, I do not know. At the terminus, the bus

:12:04. > :12:08.empties. And the driver prepares to thread back along the 83's diverse

:12:08. > :12:13.route. It will make the journey countless more times before every

:12:13. > :12:16.stop can be declared equal. Police searching for a missing

:12:16. > :12:19.woman from Helmsley are asking people who work in or visit

:12:19. > :12:26.churches to look out for her. 68- year-old Barbara Colling has

:12:26. > :12:29.Alzheimer's. She was last seen near the B1257 at Abbots Hag on Monday.

:12:29. > :12:32.Officers are asking people to be vigilant near churches, because she

:12:32. > :12:37.likes to visit them. A crane has fallen into the Leeds-

:12:37. > :12:41.Liverpool Canal at Apperley Bridge. It was during an attempt to remove

:12:41. > :12:43.and replace the gates at Dobson Locks this morning. An

:12:43. > :12:49.investigation is underway into why the towpath became unstable and

:12:49. > :12:54.collapsed. No one was hurt in the incident. The Canal and River Trust

:12:54. > :12:57.says the towpath will remain closed until the crane can be removed.

:12:57. > :13:00.Traders at a Sheffield market are claiming their rents could double

:13:00. > :13:04.under plans to move the city's historic Castle Market to a new

:13:04. > :13:08.location on The Moor. The current building, just off Park Square, is

:13:09. > :13:12.due to close in November. The new site will provide traders with

:13:12. > :13:22.state-of-the-art facilities. But will stallholders be taking up

:13:22. > :13:24.

:13:24. > :13:28.their new pitches? A busy Friday for Karl Simonite on

:13:28. > :13:32.at Sheffield's Castle Market. His family has traded here for over

:13:32. > :13:37.half a century. The council says the ageing structure is no longer

:13:37. > :13:45.fit for purpose and wants to move stockholders to a brand new site

:13:45. > :13:49.across the city. But he claims moving there could double his rent.

:13:49. > :13:54.This is my life. It comes before my wife and children. It is a sad

:13:54. > :13:59.thing to say, but that is how I was brought up. My head says we cannot

:13:59. > :14:04.afford it. We have to be realistic and understand we have to pay for

:14:04. > :14:12.the new building, so rents have to go up. But go up at a reasonable

:14:12. > :14:16.rate. Not extortionate. Two weeks ago, Sheffield City Council sent

:14:16. > :14:22.out 108 application packs inviting stall holders to apply for pitches

:14:22. > :14:25.at the new site. Only six have replied. The council says the new

:14:25. > :14:29.markets will provide a much better environment for traders and

:14:29. > :14:35.shoppers. They are confident the majority of stall holders will

:14:35. > :14:39.apply. We put between 60-70 trainers through a Business

:14:39. > :14:43.Planning Course and the neck -- in the past fortnight. Most of those

:14:43. > :14:48.are positive about the new market. People do not like change. But

:14:48. > :14:53.there is a lot of positivity as well. There is concern the complex

:14:53. > :14:58.application process is causing some stall holders are necessary anxiety.

:14:58. > :15:04.I hope at the end of this, in 18 months' time, we will look at what
