:01:10. > :01:13.A major traffic route into Leeds city centre should be closed in high
:01:14. > :01:17.winds to prevent more deaths near Bridgewater Place, Yorkshire's
:01:18. > :01:20.tallest building. The recommendation came from the coroner at the inquest
:01:21. > :01:25.into the death of the pedestrian Edward Slaney.
:01:26. > :01:29.Dr Slaney was killed when a lorry was blown on top of him during a
:01:30. > :01:33.gale outside Bridgewater Place in 2011. In a moment we'll hear from
:01:34. > :01:36.the barrister representing the family and also from Leeds City
:01:37. > :01:49.Council but first Ian White joins us live from Bridgewater Place.
:01:50. > :01:55.This is Bridgewater Place. It is Yorkshire's tallest building. It
:01:56. > :01:59.opened in a blaze of publicity back in 2007 but ever since then it has
:02:00. > :02:05.been making headlines for all the wrong reasons.
:02:06. > :02:15.The 10th of March 2011. As Gill forced winds battered Yorkshire, Dr
:02:16. > :02:23.Edward Slaney was killed as a lorry was caught by a gust of wind.
:02:24. > :02:31.Eyewitnesses saw the lorry floating in midair. There have been a number
:02:32. > :02:36.of incidents in the area. The presence of the building created a
:02:37. > :02:40.wind tunnel effect but could the planners have known this and what
:02:41. > :02:44.could be done to stop it happening in the future?
:02:45. > :02:50.The coroner described the death as a complete tragedy, giving a narrative
:02:51. > :02:59.verdict, she recommended that the council close this junction when
:03:00. > :03:05.wind exceeds the speed of 35 mph. Dr Slaney's family give this
:03:06. > :03:07.reaction. I hope this will spur them into action so that they can
:03:08. > :03:14.actually address the problems that have now been known about for over
:03:15. > :03:21.seven years. If anything comes from these
:03:22. > :03:27.recommendations, I just hope it brings act inclusion to the
:03:28. > :03:33.indisputable problems. Another pedestrian injured on the
:03:34. > :03:38.same accident says she is still living with the drama.
:03:39. > :03:45.Every time it is Wendy, I hope that everybody is safe on that road. ``
:03:46. > :03:54.windy. I don't want this to happen again. Even if it is not me, I don't
:03:55. > :03:58.want it to happen to anybody else. Leeds City Council said it would
:03:59. > :04:03.carefully consider the coroner's recommendations.
:04:04. > :04:08.One of the coroner's recommendations did take lead set City Council by
:04:09. > :04:17.surprise. That is the recommendation that when the wind speeds get above
:04:18. > :04:20.45 mph this junction should be closed to all vehicles and
:04:21. > :04:30.pedestrians. Take a look at this map. It is a barely busy route into
:04:31. > :04:36.the centre of Leeds. With predictions of bad weather later
:04:37. > :04:39.this week, I asked a member of Leeds City Council if he would take this
:04:40. > :04:42.on board. We will think very carefully about
:04:43. > :04:48.the recommendations made by the coroner about the use of the road
:04:49. > :04:53.junctions in that area in incidents of high winds. It is important that
:04:54. > :04:58.we think about that very carefully before taking action.
:04:59. > :05:03.We know that bad weather is predicted for later this week with
:05:04. > :05:07.very strong winds on Thursday. So you need to act fast.
:05:08. > :05:13.We will be discussing that fast. Leeds City Council is responsible
:05:14. > :05:21.for the highway network across the whole district and we take that
:05:22. > :05:25.responsibility very seriously. So that junction could be closed on
:05:26. > :05:32.Thursday? Clare there are no options on or off
:05:33. > :05:37.the table. We will consider them all very carefully.
:05:38. > :05:44.You can see how busy this junction is and if that wind picks up on the
:05:45. > :05:48.road is to be closed, you can imagine the impact that would have
:05:49. > :05:52.on traffic. The council has less than 48 hours to decide what to do.
:05:53. > :05:54.Well, we did ask to speak to the developer of the building, CPPI
:05:55. > :05:58.Bridgewater Place General Partner Limited, but they have not got back
:05:59. > :06:04.to us. But we are joined by Ian Pinnock, the barrister representing
:06:05. > :06:07.the family. The council says it is going to consider the
:06:08. > :06:17.recommendations made by the coroner that the roads around Bridgewater
:06:18. > :06:24.Place should be closed. How much longer do they want to
:06:25. > :06:27.think about it. They knew about it for four years. They have known
:06:28. > :06:33.about this inquest for a number of years. There are strong gale force
:06:34. > :06:38.winds on Thursday. How much more time do they want.
:06:39. > :06:44.How confident are you that action will now be taken? How binding is
:06:45. > :06:50.the coroner 's recommendation? It is not binding. They have the
:06:51. > :06:55.power to shut that road but if they do not do so, there may be a claim
:06:56. > :07:04.against them for them negligent late willing to exercise that power.
:07:05. > :07:13.Did the family get any comfort from the coroner's words today?
:07:14. > :07:19.They have. Dr Edward Slaney's death has not been in vain. Certain
:07:20. > :07:32.recommendations have been made whereby there will hopefully be
:07:33. > :07:36.standards. Will the family be taking further
:07:37. > :07:44.action? They are certainly contemplating
:07:45. > :07:52.that. The building has created a wind tunnel which blew that lorry
:07:53. > :07:57.into the air which landed on Dr Slaney. They will be looking to the
:07:58. > :08:00.owners of red water place. The coroner expressed her
:08:01. > :08:04.frustration that the work to find a solution to the problem was taking
:08:05. > :08:07.so long to implement and called for national guidance on planning for
:08:08. > :08:17.tall buildings. Isn't that a cumbersome procedure?
:08:18. > :08:25.Not really. How does he decide the standard of the wind? These large
:08:26. > :08:32.developers generally use the same national consultants go to an expert
:08:33. > :08:36.and said we want a wind analysis report to comply with that
:08:37. > :08:40.condition. They don't want the true position, they just want to fulfil
:08:41. > :08:48.the planning condition. You can select criteria to present whatever
:08:49. > :08:55.picture you want sometimes. You say the family will be taking
:08:56. > :09:00.legal action against the council? That is a matter for them. I cannot
:09:01. > :09:21.reveal my instructions but I believe the main action will be against the
:09:22. > :09:23.owners of Bridgewater Place. Next tonight: A man has admitted
:09:24. > :09:27.murdering his 84`year`old grandmother and attempting to murder
:09:28. > :09:30.a nine year old boy. Nathaniel Flynn pleaded guilty at Bradford Crown
:09:31. > :09:34.Court to killing Louisa Denby in the home they shared and to stabbing
:09:35. > :09:37.Jason D'Arcy at a skate park nearby in Shipley. Jason, whose ordeal at
:09:38. > :09:41.the time was raised in Parliament by the Prime Minister, is now to meet
:09:42. > :09:42.David Cameron at Downing Street next week.
:09:43. > :09:53.The events of June the 30th left the residents of the estate in shock. An
:09:54. > :09:57.eight`year`old girl runs screaming from a garden nearby as she is
:09:58. > :10:05.chased by a man. Shortly before midnight, the body of Louisa Denby
:10:06. > :10:15.is found. She has suffered multiple stab wounds.
:10:16. > :10:21.These were truly shocking events and reading about them, particularly the
:10:22. > :10:26.young boy having been stabbed, and reading about the grandmother who
:10:27. > :10:31.someone described as so much a community member that she was seen
:10:32. > :10:38.as everybody's grandmother, was truly disturbing.
:10:39. > :10:48.Nathanial Flynn was arrested nearby. After a short hearing,
:10:49. > :10:51.Nathanial Flynn pleaded guilty to the murder of his grandmother and
:10:52. > :10:56.the attempted murder of the boy in the skate park who was stabbed five
:10:57. > :11:01.months ago. He has never told us the reason why
:11:02. > :11:10.he attacked his grandmother. We can offer no explanation as to why that
:11:11. > :11:16.happened. His grandmother was a lovely lady who had only shown him
:11:17. > :11:20.kindness. It was said that it is sheer luck
:11:21. > :11:28.that Jason D'Arcy wasn't killed as well. He is still receiving
:11:29. > :11:31.treatment. Nathanial Flynn will be sentenced later this month.
:11:32. > :11:34.Later on Look North: A boost for the South Yorkshire economy.
:11:35. > :11:47.A new distribution centre for a German discount supermarket means
:11:48. > :11:51.hundreds of new jobs. In other news this evening: A man's
:11:52. > :11:54.been charged with the murder of a baby in Halifax. It follows the
:11:55. > :11:57.death of a four`month`old girl from Mixenden who died at Leeds General
:11:58. > :12:00.Infirmary in March 2009. 29`year`old Tony Burns has appeared before
:12:01. > :12:02.Magistrates in Leeds this lunchtime charged with murder. 25`year`old
:12:03. > :12:06.Victoria Smith also appeared in court charged with wilful neglect.
:12:07. > :12:09.It's been a miserable day on the roads in West Yorkshire after a
:12:10. > :12:12.serious accident closed both sides of the M62. There were delays for
:12:13. > :12:16.several hours on the motorway and the surrounding routes around
:12:17. > :12:19.Rothwell and Castleford. Two lorries, a transit van and a car
:12:20. > :12:24.were involved in a crash just after 5am. There were no serious injuries
:12:25. > :12:34.but it caused frustration during the morning rush hour.

:12:41. > :12:45.I'm late for everything. Very frustrating. It should have

:13:03. > :13:05.Staff at universities and colleges across Yorkshire are on strike today
:13:06. > :13:09.in a row over pay. Rallies have been held in Leeds, York, Sheffield and
:13:10. > :13:11.Bradford. It's the second one day strike in five weeks. The Employers
:13:12. > :13:14.Association say they're disappointed with the action and that many
:13:15. > :13:18.university staff will get pay increases of 3% overall. But the
:13:19. > :13:26.unions say their members have suffered a 13% pay cut in the last
:13:27. > :13:30.five years. We've got some incredibly badly paid
:13:31. > :13:36.people working in this sector. People who are catering staff,
:13:37. > :13:41.security staff, alongside the lecturers and professors. We are all
:13:42. > :13:47.really angry about paid. Our employers do have a lot of money.
:13:48. > :13:53.There is more than ?1 billion they are sitting on. They are spending
:13:54. > :14:04.lots of money on new buildings and we think they should invest it in
:14:05. > :14:07.their staff. Major redevelopment plans for a site
:14:08. > :14:10.in the centre of York are being discussed at a meeting this evening.
:14:11. > :14:13.The land behind York railway station, known as the teardrop, has
:14:14. > :14:17.been derelict for years. The council wants to spend up to ?10 million on
:14:18. > :14:20.infrastructure, including a new bridge to allow access to the site.
:14:21. > :14:22.Its hoped approval for construction will kick`start development creating
:14:23. > :14:26.create thousands of jobs. A senior doctor at York Hospital has
:14:27. > :14:29.warned that some of the savings they're being asked to make could
:14:30. > :14:32.damage patient care. The local NHS has set the hospital a target that
:14:33. > :14:34.involves reducing the number of follow`up appointments for some
:14:35. > :14:36.patients. The local clinical commissioning
:14:37. > :14:41.group believes the levels are appropriate but one senior doctor
:14:42. > :14:45.has warned it's too high. York hospital cares for patients
:14:46. > :14:56.across Yorkshire. It treats everything from emergency admissions
:14:57. > :15:04.to long`term care. But there have been concerns about long`term
:15:05. > :15:08.follow`up appointments. It is important to meet savings but
:15:09. > :15:15.the worry is that the target has been set at an unachievable level.
:15:16. > :15:27.The most important thing is safe care.
:15:28. > :15:43.Last April, for Doctor`led commissions took over the funding.
:15:44. > :15:48.If someone has been discharged and it is not the best thing for them,
:15:49. > :15:54.the option is for them to go back to the GP and they can be referred back
:15:55. > :15:59.to the hospital. But the hospital has discharged several thousand
:16:00. > :16:15.people and we are only aware of is a handful of cases where they were
:16:16. > :16:19.discharged inappropriately. Around 400 jobs will be created in
:16:20. > :16:22.South Yorkshire by the German`owned supermarket chain Aldi. It will be
:16:23. > :16:25.opening a new distribution base in Goldthorpe, near Barnsley next year.
:16:26. > :16:28.It's welcome news for the area, which has suffered high levels of
:16:29. > :16:35.unemployment since the demise of the mining industry.
:16:36. > :16:44.The changing face of Goldthorpe. The lorries which will serve this new
:16:45. > :16:50.building won't carry away call, but consumables `` cull.
:16:51. > :16:57.400 jobs are promised for this site. 250 in the warehouse, 100 and
:16:58. > :17:02.transportation and 40 people to run the site. It isn't due to open until
:17:03. > :17:09.2015 but the company recruiting now that everybody is trained up.
:17:10. > :17:18.Goldthorpe and other neighbouring communities are towns built on
:17:19. > :17:23.centuries of mining tradition. When the pets were closed, the challenge
:17:24. > :17:28.was to find a new economic future. It is great news for the area.
:17:29. > :17:33.You really needed around here. Lots of people are unemployed.
:17:34. > :17:39.There's not many jobs around here apart from shops. It could hopefully
:17:40. > :17:45.make a change. He can lose hope for the best.
:17:46. > :17:50.Understandably, the council are delighted by the news and say the
:17:51. > :17:59.workforce is ready to be recruited. The closure of the mining is was
:18:00. > :18:11.devastating so we need this investment. It is a companies
:18:12. > :18:17.investment by Aldi. Aldi told us they work hopeful of
:18:18. > :18:21.filling the position with local people.
