:01:15. > :01:19.custody after a policewoman was shot in Leeds. She survived but suffered
:01:20. > :01:23.serious injuries. Here's what happened. At ten past three this
:01:24. > :01:26.morning, two police officers answered a routine call to a
:01:27. > :01:32.domestic disturbance in Headingley. At around 4am they knocked on a
:01:33. > :01:36.door. Imagine the terror of what happened next. They were confronted
:01:37. > :01:39.by a man with a sawn`off shotgun. They tried to placate him. As he
:01:40. > :01:43.raised his gun, the policewoman instinctively lifted her right hand
:01:44. > :01:50.but he fired ` injuring her face, neck and hand. She hit the panic
:01:51. > :01:54.button on her walkie talkie. Soon armed police were on the streets.
:01:55. > :02:00.Six hours later, just after 10am, a man was arrested here around a mile
:02:01. > :02:15.away. Ian White is in Headingley tonight. There is still a big police
:02:16. > :02:19.presence here. Headingley as famous for Yorkshire cricket. It is a
:02:20. > :02:26.popular place for students. But residents got a surprise this
:02:27. > :02:30.morning. They saw armed police. This is the gun used to shoot a police
:02:31. > :02:36.officer. The incident in the early hours of this morning sparked a
:02:37. > :02:43.major police armed operation. Teams of police, and scientific support
:02:44. > :02:48.officers, have spent the morning looking for evidence. It all began
:02:49. > :02:58.when two police officers were called to a mane disturbance after 3am. ``
:02:59. > :03:05.minor disturbance. They were confronted by a man holding a sawn
:03:06. > :03:14.off shotgun. I heard a couple of shots. It was like fireworks. I
:03:15. > :03:19.thought it was fireworks. But then the police came round and they told
:03:20. > :03:31.us what had happened. The policewoman 's male colleague was
:03:32. > :03:37.not injured. The police officer has sustained injuries to her face, her
:03:38. > :03:42.neck and her right hand. How condition is not life`threatening.
:03:43. > :03:46.There was a major response from police units. Police took the
:03:47. > :03:51.unusual step of releasing the name and photo of the person they were
:03:52. > :03:59.looking for. 37`year`old James Leslie. The public were warned that
:04:00. > :04:09.he was dangerous. At ten past ten, the focus switched from Cardigan
:04:10. > :04:18.Road to another area of Headingley. The suspect has now been arrested. A
:04:19. > :04:24.firearm has been recovered. The sawn off shotgun could be seen lying on
:04:25. > :04:34.the road near a primary school. It was very close. People from there
:04:35. > :04:41.could be walking nearby. Police say they are not looking for anyone else
:04:42. > :04:47.in connection with the shooting. James Leslie remains in custody. The
:04:48. > :05:01.job officer's condition is described as properly. `` injured officer's
:05:02. > :05:07.condition. The officers involved in this incident have been described as
:05:08. > :05:15.brave. This was a unprovoked incident. There is no longer any
:05:16. > :05:21.threat to members of the public. That is the very latest. Well the
:05:22. > :05:25.Police Federation say that today's shooting shows the dangers faced by
:05:26. > :05:30.officers every single day they're on duty. The officers have gone to what
:05:31. > :05:34.is commonly known as a routine call. I have my own views on that... There
:05:35. > :05:38.is no such thing as a routine call when it comes to policing, as today
:05:39. > :05:41.has proven. What happened in the early hours of this morning
:05:42. > :05:47.highlights the extreme dangers that our officers face on a daily basis.
:05:48. > :06:00.We're joined now by West Yorkshire's Police and Crime Commissioner, Mark
:06:01. > :06:03.Burns`Williamson. Two policewomen were murdered last year in
:06:04. > :06:07.Manchester on a routine call ` how worried are you about the safety of
:06:08. > :06:16.front line police officers on routine calls? I want to echo the
:06:17. > :06:22.comments of the Chief Constable. My thoughts are with the injured
:06:23. > :06:28.officer. I want to pay tribute to the dedication and bravery shown.
:06:29. > :06:33.With regards to safety, police officers clearly have a difficult
:06:34. > :06:47.and dangerous job to do. It is my belief that there is a lot of
:06:48. > :06:57.support for police officers. But we have specially armed forces. The
:06:58. > :07:08.drive to the scene quickly. `` arrived at the scene. Should more
:07:09. > :07:18.front`line officers be armed? We are investigating this in terms of
:07:19. > :07:26.training. But I do not believe that we should move to routinely arming
:07:27. > :07:49.police officers. The police service themselves do not support routine
:07:50. > :07:57.arming. Lots of police officers have been shot in the past. Absolutely.
:07:58. > :08:03.There have been tragic incidents in the past. The recent tragic
:08:04. > :08:09.shootings of the police officers in greater Manchester. The
:08:10. > :08:15.professionalism and bravery of our police officers is brought into
:08:16. > :08:26.stark reality when things like this happen. It is important not to knee
:08:27. > :08:34.jerk response. `` in response. I do not think routinely arming police
:08:35. > :08:45.officers as the correct response. `` is the correct response. Should the
:08:46. > :08:51.public be worried? Is gun crime on the increase? The police reacted
:08:52. > :09:00.very quickly today. They were on the scene within minutes. The public
:09:01. > :09:03.have cooperated very well. There is a lot of police visibility in the
:09:04. > :09:12.area tonight. I'm sure that will be the case for the next few days. Gun
:09:13. > :09:18.crime happens. We need to make sure that the police work with lots of
:09:19. > :09:29.other agencies and act as quick as we can to detect and find out where
:09:30. > :09:37.these crimes are being happened. We make it a priority to bring people
:09:38. > :09:41.to justice. Later on Look North: A mother's
:09:42. > :09:44.fight for justice. Another of Tyrone Clarke's killers bids to move to an
:09:45. > :09:49.open prison without seeing a parole board.
:09:50. > :09:53.In other news, the funeral took place today of one of the four
:09:54. > :09:56.people who died in a house fire in North Derbyshire. 27`year`old Claire
:09:57. > :09:59.James died when her house at North Wingfield caught fire last month.
:10:00. > :10:03.Today's service came only days after hundreds of people held a walk to
:10:04. > :10:05.raise money for her funeral and for her seven`year`old daughter who
:10:06. > :10:10.survived. The funerals of Josie Leighton and her sons Tyler and
:10:11. > :10:13.Jordan ` who also died in the fire ` will be held on Friday.
:10:14. > :10:16.The Transport Minister Baroness Kramer was in South Yorkshire today
:10:17. > :10:19.to announce a ?38 million bus transit route, connecting Sheffield
:10:20. > :10:22.and Rotherham. A link road under the M1 at the congested Tinsley
:10:23. > :10:30.roundabout is going to be built as well as a new fleet of buses. The
:10:31. > :10:35.service is due to open for passengers in the Autumn of 2015.
:10:36. > :10:41.This improves the quality of the service. All along that route there
:10:42. > :10:45.are many employment opportunities. Many major employers. This has
:10:46. > :10:50.helped link employment with areas of regeneration. It opens up new job
:10:51. > :10:53.opportunities. We're increasingly looking at infrastructure, and
:10:54. > :10:56.saying that if we make these kind of improvements then we can open up
:10:57. > :11:05.economic growth and open up job opportunities.
:11:06. > :11:08.43 people have been arrested in a major police operation in North
:11:09. > :11:11.Yorkshire. Officers have recovered stolen goods, as well as seizing
:11:12. > :11:14.money and drugs including heroin and cannabis. Operation Hawk, as it's
:11:15. > :11:17.known, is designed to send a stark warning ` that criminal activity
:11:18. > :11:20.will not be tolerated and police will pursue anyone intent on
:11:21. > :11:26.breaking the law. Phil Bodmer spent the day with officers in York and
:11:27. > :11:33.Scarborough. An early morning call for the unsuspecting occupants of an
:11:34. > :11:39.address in York. A team in police raid a house in Clifton, on the
:11:40. > :11:44.lookout for stolen goods. We have a systematic search of the address
:11:45. > :11:50.undergoing at the moment. As it stands, we've recovered some items.
:11:51. > :11:54.We'll have further inquiries later on in the day. This highly visible
:11:55. > :11:57.police activity ` co`ordinated from a central control room in York `
:11:58. > :12:07.involves hundreds of officers, special constables and PSOs from all
:12:08. > :12:10.areas of North Yorkshire. ` PCSOs. Its aim is to make offenders fear
:12:11. > :12:13.the consequences of committing crime. Police say today's actions
:12:14. > :12:16.send out a clear message to criminals travelling into North
:12:17. > :12:19.Yorkshire. If they do come, with the intention of committing illicit
:12:20. > :12:24.activities, they'll be met by a very hostile reception. In Scarborough,
:12:25. > :12:29.traffic officers were out patrolling rural roads. They're favoured by
:12:30. > :12:33.many criminals as a way of avoiding the main trunk routes. We've got
:12:34. > :12:44.some intelligence that there's a vehicle nearby, connected to drugs.
:12:45. > :12:48.It might not stop for us, as it has a boot full of drugs. Since July,
:12:49. > :12:55.Operation Hawk has seen more than ?2 million of property seized. ?750,000
:12:56. > :13:00.worth of drugs has also been taken off the streets. Back at the address
:13:01. > :13:10.in York, three people are taken in for questioning. They've been
:13:11. > :13:17.arrested. They'll be interviewed and questioned. This evening, North
:13:18. > :13:21.Yorkshire Police say more than 40 people have been arrested so far
:13:22. > :13:33.today. They expect more to follow overnight.
:13:34. > :13:36.Roads around Bridgewater Place in Leeds will be closed to traffic
:13:37. > :13:49.tomorrow because high winds are expected. The decision to shut
:13:50. > :13:52.routes around Yorkshire's tallest buildings comes after a coroner
:13:53. > :13:55.yesterday called for the measure following the death of a pedestrian.
:13:56. > :14:02.Our reporter Spencer Stokes has the latest. There are motorways nearby.
:14:03. > :14:07.The tight network of roads near the bottom of the tower gets extremely
:14:08. > :14:21.busy during the rush hour. Tomorrow morning, the routes will be closed.
:14:22. > :14:30.Water Lane and Neville Street will be closed. Those are likely to stay
:14:31. > :14:36.in place till the afternoon. This comes after the death of a

:15:55. > :15:58.days. A Leeds mother is fighting a ruling
:15:59. > :16:01.which could allow another one of her son's killers to move to an open
:16:02. > :16:04.prison without seeing a parole board. A judgement ` known as the
:16:05. > :16:08.Guittard review ` allows murderers to switch jails on the agreement of
:16:09. > :16:11.the Secretary of State, with no opportunity for the victim's family
:16:12. > :16:15.to attend a parole hearing. Tyrone Clarke was stabbed to death by a
:16:16. > :16:19.gang in Beeston. One of his killers has already used this ruling to move
:16:20. > :16:22.to an open prison and now another hopes to do the same. Emma Glasbey
:16:23. > :16:28.reports. Tyrone Clarke ` 16 years old and on holiday with his family.
:16:29. > :16:33.Three weeks later he was chased by a gang in Beeston, beaten with
:16:34. > :16:39.baseball bats and stabbed to death. Four men were convicted of murdering
:16:40. > :16:47.Tyrone and given life sentences. But in 2012, one of them was moved to an
:16:48. > :16:50.open prison. Using a decision made in the High Court ` called the
:16:51. > :16:54.Guittard Ruling ` he was able to avoid a parole board and the
:16:55. > :16:57.transfer was agreed by the Secretary of State instead. Tyrone's mother
:16:58. > :17:06.says that meant she was denied the opportunity to attend a hearing and
:17:07. > :17:10.feel part of the process. Now she's been told that another of her son's
:17:11. > :17:19.killers hopes to use the same ruling. I was devastated. I'd never
:17:20. > :17:24.heard of the ruling at all. I didn't know what to do at first. I had a
:17:25. > :17:27.breakdown. I think it's very unfair, because I think every prisoner has
:17:28. > :17:32.to go to a parole board. Lorraine has been an active campaigner in the
:17:33. > :17:35.years since Tyrone was murdered. Now her MP is writing to the Prisons
:17:36. > :17:40.Minister to see if they can challenge the Guittard Ruling. I've
:17:41. > :17:45.just sent my second letter today, asking what we can do in parliament
:17:46. > :17:49.to try and overturn the judgement. It is a High Court ruling but I
:17:50. > :17:53.wonder if there are any mechanisms in place in parliament so that we
:17:54. > :17:57.can actually make it fairer for the victims and their families ` not
:17:58. > :18:05.just the prisoners. Next year will mark a decade since Tyrone was
:18:06. > :18:15.killed. His family say the fight for justice goes on. This evening, the
:18:16. > :18:19.Ministry of Justice have told us that in a minority of cases
:18:20. > :18:21.prisoners can be transferred to open conditions following an assessment
:18:22. > :18:26.process that does not include the parole board. They say victims are
:18:27. > :18:29.central to this process and their personal statements will always be
:18:30. > :18:40.read to help inform the final decision.
:18:41. > :18:43.Sport now, and there's already been a big step forward in Sheffield
:18:44. > :18:46.Wednesday's search for a new manager today. The Wednesday chairman Milan
:18:47. > :18:50.Mandaric has told us he's got a short list of four or five
:18:51. > :18:54.candidates. And one of the names on it ` you guessed it ` is Neil
