:00:00. > :00:07.Hello ` welcome to Tuesday's Look North. Tonight ` it's cost motorists

:00:08. > :00:11.one and a half million in fines, and some businesses claim they're facing

:00:12. > :00:14.financial ruin ` but is it a price worth paying? We investigate the

:00:15. > :00:25.fall`out from the controversial closure of one of York's main

:00:26. > :00:30.thoroughfares. I absolutely livid. It has been a complete catastrophe.

:00:31. > :00:38.My business has been here for 133 years.

:00:39. > :00:42.Also tonight: Learning to live with a new hand. One year on, we catch up

:00:43. > :00:44.with the Yorkshireman who underwent a revolutionary transplant. And

:00:45. > :00:48.Danny Wilson's back at Barnsley, more than 15 years after he led the

:00:49. > :00:56.club to Premier League glory. It is beginning to feel like Christmas.

:00:57. > :01:04.Take a look at this. We will find out how this is come together later

:01:05. > :01:11.in the programme. Join me for the forecast.

:01:12. > :01:17.Good evening and welcome to the programme. Traders in York say the

:01:18. > :01:20.decision to close Lendal Bridge to motorists during off peak hours is

:01:21. > :01:25.having a serious impact on business, at their busiest time of the year.

:01:26. > :01:29.The ban was introduced in September and since then ?1.5 million worth of

:01:30. > :01:33.fines have been handed out to motorists. Meanwhile the Business

:01:34. > :01:36.Secretary Vince Cable has waded into the row, claiming it is having a

:01:37. > :01:40.major impact on the tourist industry and on business. However the council

:01:41. > :01:45.believes the measure to reduce congestion in the city centre is

:01:46. > :01:56.working well. Here's Harry with the story. If you want across to the

:01:57. > :02:06.other side, it cost you. The fines role in for the council. The next

:02:07. > :02:12.five weeks, even more. Revenue potential? ?1.5 million. That is

:02:13. > :02:20.only one part of the story. The Liberal Democrats have waded in.

:02:21. > :02:24.I was pleased that Vince cable could come on Saturday. He spoke to a lot

:02:25. > :02:27.of businesses and reinforced our opinion as councillors that the

:02:28. > :02:32.council should have consulted with businesses first. They should have

:02:33. > :02:38.got the job done properly before risking trade and tourism at this

:02:39. > :02:43.vital time. Many local businesses say this is a step too far. Take

:02:44. > :02:51.this company. A prime site in the city centre. But history can mean

:02:52. > :02:55.nothing sometimes. I am livid. A complete catastrophe for my

:02:56. > :02:59.business. This closure has completely decimated the business. I

:03:00. > :03:05.have gone through times when we would struggle with the recession. I

:03:06. > :03:10.managed to get through that. I was having a fantastic six months since

:03:11. > :03:16.April. All of a sudden, this closure, my business completely

:03:17. > :03:20.collapses. Is that an isolated complaint, or does it have

:03:21. > :03:31.substance? Frank's business is doing OK. But... It is causing a massive

:03:32. > :03:34.problem. National companies are also seeing a downturn in business.

:03:35. > :03:39.Beforehand everything look optimistic. Looking like we were on

:03:40. > :03:47.the road to recovery. This is a setback. Those are the arguments. A

:03:48. > :03:55.disaster for business. But far from it, say the council. This is a

:03:56. > :03:58.trial. We want to make certain people can see what it means in

:03:59. > :04:03.practice and then we will see what they have to say about it. In terms

:04:04. > :04:11.of the oral health, the overall indicators look very good. ``

:04:12. > :04:16.overall health. Car parking is up on last year and the footfall isn't

:04:17. > :04:25.showing a 7% increase for the first fortnight in December. `` is

:04:26. > :04:29.showing. Overall, we are doing well. Both sides, fundamentally opposed.

:04:30. > :04:33.Perhaps bridges need to be built. It's now a year since medical

:04:34. > :04:36.history was made in Leeds when the UK's first ever hand transplant was

:04:37. > :04:39.carried out in the city. The former pub landlord Mark Carhill became the

:04:40. > :04:42.first person to undergo the pioneering surgery last Christmas

:04:43. > :04:46.when a donor became available. Well, we've been back to see Mark and find

:04:47. > :04:55.out how he's getting on. Our Health Correspondent Jamie Coulson has the

:04:56. > :05:01.story. That hand is doing absolutely fantastic. You can see that the fund

:05:02. > :05:06.is working pretty good. Mark can now move his fingers and thumb and grip

:05:07. > :05:11.simple object. A dramatic improvement from the first tentative

:05:12. > :05:18.wiggle of his fingers after becoming the first person in the UK to have a

:05:19. > :05:24.hand transplant. I would have to ask other people did take the tops of

:05:25. > :05:30.bottles for me. Very little things. But each day I managed something

:05:31. > :05:35.little, it is a big thing. His original hand became useless as a

:05:36. > :05:41.result of gout. On December 27 last year he made UK medical history.

:05:42. > :05:46.What made the operation even more unusual was the fact that he was not

:05:47. > :05:49.already an amputee. His hand was removed by the surgeon immediately

:05:50. > :05:54.before the replacement and was ready to attach. The team could then join

:05:55. > :06:07.both together by connecting nerves, attendance, arteries and veins. ``

:06:08. > :06:11.tendons. We have the proof of concept and we have learned an

:06:12. > :06:14.enormous amount from the case. We have five patients with no hands,

:06:15. > :06:21.who would be very valuable recipients. For Mark and the

:06:22. > :06:29.family, a challenging 12 months. But no regrets. I have always said I am

:06:30. > :06:32.really happy I have done it. As the days go on I see more and more

:06:33. > :06:39.improvements and more and more realise that I'm glad I did it. To

:06:40. > :06:46.begin with I thought, this might be a bit weird. But it is his. Really

:06:47. > :06:50.good. The handle continue to improve and over the next year he will see

:06:51. > :06:57.greater gains in dexterity, movement, and touch.

:06:58. > :07:02.Amazing, just one year on. Later on Look North: Blown off her feet ` we

:07:03. > :07:03.hear from the woman badly injured by strong winds outside Yorkshire's

:07:04. > :07:11.tallest building. A father from Barnsley has been

:07:12. > :07:15.convicted of the murder of his eleven`month`old son. Kadan Beaumont

:07:16. > :07:19.had suffered a series of assaults during his short life. His father

:07:20. > :07:23.Michael blamed the attack which led to Kadan's death two years ago on

:07:24. > :07:29.the family dog, who he said had knocked the boy over. But a jury at

:07:30. > :07:33.Sheffield Crown Court convicted Beaumont after a six week trial. He

:07:34. > :07:40.faces a life sentence when he returns to court tomorrow. Our Crime

:07:41. > :07:45.Correspondent John Cundy reports. The child died after a final violent

:07:46. > :07:50.attack in the family home. At the hands of his father, Michael, he

:07:51. > :07:54.suffered two skull fractures, bleeding to the eyes, on the brain,

:07:55. > :07:59.multiple bruises to the head and face, in repeat attacks. 29`year`old

:08:00. > :08:06.Michael lost his temper with the child and tried of `` to blame the

:08:07. > :08:08.injuries on the family dog. He sent a message to the mother, at work at

:08:09. > :08:27.the time. Paraphrasing, it read: the assaults on the child had been

:08:28. > :08:30.regular and violent. The prosecutor said that he suffered a deliberate

:08:31. > :08:35.serious head injury at just two months old. At seven weeks, he was

:08:36. > :08:40.taken to the family doctor after coughing up light. One week later,

:08:41. > :08:46.he was in hospital with a cauliflower ear. `` coughing up

:08:47. > :08:49.blood. Two weeks before his collapse he suffered head injuries after

:08:50. > :08:54.apparently falling out of his high chair. Helen Barnes, seen in the

:08:55. > :09:02.black coat, never got medical help for her son after the attacks. It

:09:03. > :09:06.shows the father up for what he really is. Kallis and cold`hearted.

:09:07. > :09:12.We will never know why he chose to inflict these injuries. He showed no

:09:13. > :09:17.emotion when found guilty by the jury. But the mother burst into

:09:18. > :09:20.tears. She was first cleared of causing or allowing the death, but

:09:21. > :09:26.then convicted of cruelty to the boy. Sentencing of Michael Beaumont

:09:27. > :09:31.and Helen Barnes follows tomorrow morning.

:09:32. > :09:35.In other news, a murder inquiry has begun after a man's body was found

:09:36. > :09:38.in a field in Sheffield. The discovery on land on Birley Spa lane

:09:39. > :09:43.was made at around 6:30am this morning by a member of the public.

:09:44. > :09:46.Police believe the body is that of a man in his 30s. They are appealing

:09:47. > :09:48.for anyone with information to come forward.

:09:49. > :09:52.Police investigating the death of a woman killed by dogs in Leeds have

:09:53. > :09:55.arrested a second man under the Dangerous Dogs Act. Emma Bennett,

:09:56. > :10:00.who was pregnant with her fifth child ` died after being attacked at

:10:01. > :10:03.her home in Osmondthorpe last week. Police today arrested a 29`year`old

:10:04. > :10:08.man and seized three dogs, thought to be pitbulls, after raiding a

:10:09. > :10:11.house in Gipton. A 33`year`old man arrested last week remains on police

:10:12. > :10:14.bail. A man from Rotherham's been jailed

:10:15. > :10:18.for life after admitting four counts of rape. Nicholas Totty, who's 26,

:10:19. > :10:22.admitted attacking one woman in the Moorgate area of the town in

:10:23. > :10:26.September. Less than two hours later he broke into a house and assaulted

:10:27. > :10:37.a woman and a teenager, before going on to attack a fourth woman.

:10:38. > :10:42.A woman whose skull was fractured after she was blown over next to

:10:43. > :10:45.Yorkshire's tallest Goulding says she is considering legal action

:10:46. > :10:52.against Leeds City Council. `` tallest building. She was swept off

:10:53. > :10:56.her feet at the bottom of Bridgewater Place whilst on her

:10:57. > :10:59.lunch break a fortnight ago. The area had been closed to traffic

:11:00. > :11:04.because of high winds, but pedestrians were still allowed. With

:11:05. > :11:09.a fractured skull and bruising to the brain, Janet is making a slow

:11:10. > :11:15.recovery. A fortnight after being lifted off her feet by the wind, she

:11:16. > :11:19.still has no memory of the incident. I vaguely remember getting to work,

:11:20. > :11:29.working, but capture member what I was working on. I am told that I can

:11:30. > :11:33.remember I went out to Tesco. `` but cannot remember what I was working

:11:34. > :11:40.on. I was then blown over, but I have no recollection of that. All

:11:41. > :11:45.vehicles had been banned from the area with wind in excess of 40 mph.

:11:46. > :11:52.Janet thought she would be safe to leave her office at lunchtime. It is

:11:53. > :11:56.not as if I work out in the sticks. I work in a busy, vibrant city. I

:11:57. > :12:06.should be able to step outside the workplace and BS safe environment.

:12:07. > :12:09.`` it should be a safe environment. It is not the first such like

:12:10. > :12:12.accident. A lorry driver was previously killed and the coroner

:12:13. > :12:17.suggested closing the area to all pedestrians. In a statement, the

:12:18. > :12:32.local council said: Janet and her partner are now

:12:33. > :12:38.consulting on legal action against Bridgewater Place and Leeds City

:12:39. > :12:42.Council. It went very badly wrong. A couple of years ago with a young

:12:43. > :12:51.man. And now again. Family times before they actually do something?

:12:52. > :12:53.`` how many times? I hope they have everybody's safety at heart and

:12:54. > :13:01.aren't looking at economic considerations. This is very

:13:02. > :13:04.dangerous. Janet still does not know if she will suffer long`term effects

:13:05. > :13:08.from the injuries but hopes that by the time she returns to work,

:13:09. > :13:14.measures will be in place to improve the follows her to walk past

:13:15. > :13:20.Bridgewater Place. Before 7pm: Danny Wilson returns to

:13:21. > :13:27.Barnsley. Can he bring back the glory days? It has been 15 years

:13:28. > :13:34.away. And are you feeling festive? If not, take a look at this. Is it

:13:35. > :13:41.not amazing? We will take a tour in just a few minutes time.

:13:42. > :13:45.Looking forward to that. First of all, the mayor of Kirklees is

:13:46. > :13:52.warning that more was be done to avoid further casualties ahead of

:13:53. > :13:56.the two of the tour to Yorkshire. `` Tour De France. Martyn Bolt was a

:13:57. > :13:59.close friend of a cyclist from Huddersfield who was critically

:14:00. > :14:02.injured when he was knocked off his bike. John Radford has been in Leeds

:14:03. > :14:05.General Infirmary for almost five months following the accident. His

:14:06. > :14:10.family say it has torn their lives apart. So just how dangerous are our

:14:11. > :14:15.roads? Amy has the details. Thank you. One of the aims of the race is

:14:16. > :14:18.to leave a lasting legacy for safe cycling, but campaigners worry that

:14:19. > :14:23.it could lead to more cycling deaths. 6000 cyclists have been

:14:24. > :14:27.injured on our region's roads in recent years. The figures are

:14:28. > :14:43.follows: as a safety campaign, John Radford

:14:44. > :14:50.had himself tried to raise awareness about the dangers of cycling. Our

:14:51. > :14:55.correspondent has this report. As he sets off for work, Martin knows the

:14:56. > :15:02.roads could be dangerous. Even if you are the mayor of Kirklees and an

:15:03. > :15:06.experienced cyclist. The road conditions, potholes, you are

:15:07. > :15:12.constantly having to go into the flow of traffic. Sometimes drivers

:15:13. > :15:18.just give you no consideration. That is something his friend discovered

:15:19. > :15:27.to a terrible cost. They had been a ride together when they experienced

:15:28. > :15:30.cyclist was struck by a car. The hospital staff told us that will

:15:31. > :15:34.never be the same again is what he was when he left that morning. All

:15:35. > :15:40.we can do is keep fingers crossed and hope you get some quality back

:15:41. > :15:44.into his life. John was a prominent road safety campaign. After the

:15:45. > :15:49.accident hundreds of cyclists gathered in support. Six months

:15:50. > :15:54.afterwards, he remains in hospital. It is particularly difficult at this

:15:55. > :15:58.time of year. As a family we want to enjoy Christmas. But when one person

:15:59. > :16:04.is not there, for my mother in particular, that is really

:16:05. > :16:12.difficult. I am looking forward to seeing him soon, like Christmas. I

:16:13. > :16:19.hope you can come out before then. `` he. Not all accidents are as

:16:20. > :16:34.devastating as Johns, but collisions are common. You can go on the

:16:35. > :16:40.inside, or overhear. `` over here. There is a concern that things could

:16:41. > :16:45.get worse. When the tour visits we will have a massive uptake and

:16:46. > :16:48.cycling. But unless things change there may be more injuries purely

:16:49. > :16:54.because of the greater number on the roads. The accident has not kept

:16:55. > :16:58.Martin off his bike, but with John spending Christmas in hospital, it

:16:59. > :17:02.is a reminder of how vulnerable cyclists can be.

:17:03. > :17:08.Danny Wilson is the new manager of Barnsley, the club he guided to the

:17:09. > :17:11.Premier League way back in 1997. Back then the fans used to chant

:17:12. > :17:14.that it was "just like watching Brazil." Well, he faces a rather

:17:15. > :17:21.tougher challenge this time around with the club bottom of the

:17:22. > :17:26.Championship. Here's Tanya. Spot the difference. Danny Wilson back where

:17:27. > :17:35.his managerial career started, 20 years ago. They say you should never

:17:36. > :17:40.go back. Yet here you are? And maybe in hindsight, who knows? But I am

:17:41. > :17:46.certainly excited about it. Where it all started from my perspective. It

:17:47. > :17:52.is surreal, but exciting. Can't wait for Saturday. In his first spell he

:17:53. > :17:55.took the club into the top flight for the first time in history. He

:17:56. > :18:02.arrives again with the backing of the supporters. I am delighted. He

:18:03. > :18:06.is a favourite of the supporters. Something the club needs. Some

:18:07. > :18:20.passion back. Hopefully what happens in the 1986 `` to seven season ``

:18:21. > :18:27.1996`1997 will happen again. We can stay up, hopefully. You cannot buy

:18:28. > :18:33.those memories, they are fantastic. But football has moved on. At a

:18:34. > :18:37.great pace. I have come back here, hopefully I can get enough results

:18:38. > :18:42.to keep the team safe. That is the challenge, it is not easy. I don't

:18:43. > :18:48.want to make you feel old, but how different a Danny Wilson do we have

:18:49. > :18:55.this time around? Some more lines on the face! I was a Ricky manager when

:18:56. > :19:01.I first came in. You need to learn quickly in this game. `` rookie

:19:02. > :19:08.manager. I have been in management for 20 years. I hope the experience

:19:09. > :19:11.can benefit the club. I have done lots of press conferences with

:19:12. > :19:21.managers arriving at clubs. But you'd seemed genuinely excited and

:19:22. > :19:26.Eddie. `` giddy. As I said, it is surreal. It seemed like only

:19:27. > :19:32.yesterday, not so long ago that I was working there. It has gone so

:19:33. > :19:45.quickly. To be back again, a dream come true. All the best. Thank you.

:19:46. > :19:48.Now, are you fed up with reading too many depressing news stories?

:19:49. > :19:52.Wouldn't it be nice to filter out the bad and just read about good

:19:53. > :19:57.news? Well we would probably be out of a job but a new paper in Bradford

:19:58. > :20:00.has decided to do just that. All 32 pages are filled with nothing but

:20:01. > :20:08.positivity. Naz Hussain is the Editor of" The Bradfordian" and he

:20:09. > :20:18.joins us now. Why do you think this will work. `` will work?

:20:19. > :20:26.To redress the balance between good news and bad news. Not just locally,

:20:27. > :20:32.but nationally. First of all, it is a breath of fresh air. Secondly,

:20:33. > :20:39.judging by the response we received, from ordinary folk, business people,

:20:40. > :20:44.members of the public, it has been absolutely overwhelming. There is a

:20:45. > :20:49.demand for good news. The reason we have published good news only is to

:20:50. > :20:53.redress that balance. Waking up in the morning, seeing a newspaper,

:20:54. > :21:00.cover to cover, full of good news, it makes people feel good about

:21:01. > :21:06.themselves. Beyond that, there is lots of good news out there. But

:21:07. > :21:14.there's still a hole in middle of Bradford, had you cover that? That

:21:15. > :21:20.annoys me. We cover negative stories in the same way as any negative

:21:21. > :21:28.story... But you don't cover it now? We don't cover it `` we deal with

:21:29. > :21:34.the issue by not covering it. Sometimes many stories will not make

:21:35. > :21:42.the paper but will be on the website and a daily basis. We spoke to

:21:43. > :21:47.locals. Here is what they said. They should print both. People should be

:21:48. > :21:54.aware of the good stuff that happens. What is good news in

:21:55. > :22:00.Bradford? There is none. It is getting worse, not better. There is

:22:01. > :22:04.far too much negativity today in any paper. It would be nice to find good

:22:05. > :22:12.things happening in our city. We get a lot of bad press. Mixed feelings.

:22:13. > :22:19.We have had massive stories about the toddler who was found caught

:22:20. > :22:22.dead for two years. That is a huge story, will you not lose your

:22:23. > :22:28.audience by not publishing relevant stories? It is not about losing an

:22:29. > :22:34.audience. Lots of newspapers cover those kind of stories. People know

:22:35. > :22:38.where to buy them. We are serving those people who just want to hear

:22:39. > :22:49.good news about their city. A good time of year for it. Good luck with

:22:50. > :22:52.that. Thank you very much. Now, they may not be the Northern Lights, but

:22:53. > :22:56.people have been travelling miles to see the Christmas Light Show at a

:22:57. > :22:59.house just outside Thirsk. Eric Marshall has more than a thousand

:23:00. > :23:03.lights strung up across his house and garden in Bagby, It takes him

:23:04. > :23:06.more than three weeks to get them ready. And over the years they've

:23:07. > :23:13.become a local attraction. We've sent Ian White along to see them.

:23:14. > :23:22.Good evening. Hello, everybody! Look at this house. Amazing! Over 1000

:23:23. > :23:28.lights. Why do you do it? Everybody comes to see it. I love it. All the

:23:29. > :23:38.children coming in, it is great. It must cost a fortune? I do not look

:23:39. > :23:44.at the bills! Does the local power dip when you turn these on? Yes,

:23:45. > :23:55.they have had trouble down at Thirsk! Come down here, see mine. It

:24:01. > :24:08.the local church. Jane, you are the long`suffering wife. He is mad, is

:24:09. > :24:14.he not? Mad as a hat. The ladder fell one day when I was doing the

:24:15. > :24:20.dinner, I thought he was hurt, but it was OK, he is still here. It

:24:21. > :24:23.looks fantastic. We have a festive treat to say goodbye with. The

:24:24. > :24:52.youngsters will sing jingle Bells. THEY SING JINGLE BELLS. Paul

:24:53. > :24:59.Hudson's Christmas display of lights is spectacularly ordinary.

:25:00. > :25:10.Can you imagine what the electricity bill is like? Here are some pictures

:25:11. > :25:16.that came in. I don't think that was taken this morning, there is a full

:25:17. > :25:22.moon today. Nevertheless, nice. This one, a beautiful sunrise. We have a

:25:23. > :25:25.sermon in nice sunrises and sunsets. That was Bridlington this morning.

:25:26. > :25:38.`` so many nice sunrises. I hope you enjoyed the sunshine

:25:39. > :25:43.because it is going downhill. Rain will spread from the West. The

:25:44. > :25:49.system following on Wednesday night will be very active. Perhaps the

:25:50. > :25:55.risk of localised flooding. A strengthening southerly wind.

:25:56. > :26:02.Thursday, broad, Westerly sunshine, local, wintry showers. You can see

:26:03. > :26:04.that we are sandwiched between cloud to the north`west and increasing

:26:05. > :26:08.cloud from the south. There is already a ground frost with

:26:09. > :26:15.temperatures in the Vale of York down to one Celsius. The cloud will

:26:16. > :26:19.continue to invade from the south. In from the West, perhaps some

:26:20. > :26:32.patchy rain over the Pennines by the end of the night. The sun will rise

:26:33. > :26:40.in the morning at 8:20am. Here are the high water times. Perhaps some

:26:41. > :26:43.brightness towards the coast. But generally grey. Outbreaks of rain

:26:44. > :26:48.spreading to the east through the morning. Dry periods in there, but

:26:49. > :26:57.the rain never far away. Overcast, dull, damp day at times. There could

:26:58. > :27:02.be wind of 50 mph by the end of the day. Top temperatures, eventually 10

:27:03. > :27:07.Celsius, but it will feel chilly for much of Wednesday. Wednesday night,

:27:08. > :27:12.some very heavy and prolonged rain to come. That is out of the way by

:27:13. > :27:19.first light on Thursday morning. Lots of sunshine, some local, wintry

:27:20. > :27:23.showers over the Pennines. Friday looks dry with sunny spells. At

:27:24. > :27:27.another weather system will bring rain from the West and Friday night,

:27:28. > :27:30.clear on Saturday morning, then returning to sunshine and showers on

:27:31. > :27:36.Saturday afternoon. That is the forecast. Fairy lights in your

:27:37. > :27:42.house? We have some, but I keep a limit on

:27:43. > :27:45.them! Only joking! We will see you on Friday. I have

:27:46. > :27:47.couple of days off. Goodbye.
