:00:23. > :00:27.announcement does mean that for the first time in five years, Bradford

:00:28. > :00:31.can look forward to the prospect of this giant hole finally being

:00:32. > :00:34.filled. We'll ask Westfield how confident they are there will be no

:00:35. > :00:37.more hold`ups. Also tonight.: Warnings of blackouts and higher

:00:38. > :00:40.electricity bills as one of Yorkshire's biggest power stations

:00:41. > :00:48.warns it will be forced to shut after failing to secure Government

:00:49. > :00:52.funding. Mr Harry Gration, for services to broadcasting. And what a

:00:53. > :00:58.day for Harry as he receives the MBE from the Prince of Wales. Her happy

:00:59. > :01:10.and wintry showers and this was the scene. A slight covering of snow.

:01:11. > :01:13.Join me for the latest. `` there were very wintry showers. Welcome to

:01:14. > :01:17.the programme. First this evening, is today a turning point for the

:01:18. > :01:19.city of Bradford? Developers have guaranteed that work to build the

:01:20. > :01:23.long`awaited Westfield shopping centre will start next month. It

:01:24. > :01:30.will create thousands of jobs and should boost the local economy. So

:01:31. > :01:34.how significant is it? Amy is here. Westfield say doors to the shopping

:01:35. > :01:41.centre will open in the run`up to Christmas 2015. The development will

:01:42. > :01:44.cost ?260 million. It will create around 4,000 jobs ` 1,500 in

:01:45. > :01:49.construction and the rest in new retail jobs. The largest shops will

:01:50. > :01:55.be Debenhams and Marks and Spencer plus 70 other shops, restaurants and

:01:56. > :01:58.cafes. In a moment we'll hear from the developers, Westfield. Before

:01:59. > :02:07.that, Spencer has the first of two reports on today's announcement. The

:02:08. > :02:12.digging machine that could mark a turning point for a city. The

:02:13. > :02:16.economic fortunes of Bradford and reputation have sunk because of this

:02:17. > :02:22.whole. Today, another promise that it will soon be a thing of the past.

:02:23. > :02:26.The funding is in place, the leasing has reached the charter point and

:02:27. > :02:31.everything is all systems go. Bachelor point is 50% of the planned

:02:32. > :02:35.floor space having retailers saying they will believe in but getting to

:02:36. > :02:43.that point has been a cyber that will serve as a lesson in how not to

:02:44. > :02:46.generate your city centre. In 2004, unloved but functioning shops and

:02:47. > :02:50.offices were knocked down and that whole appeared. Welcomed as a sign

:02:51. > :02:57.that something was happening, the giant chasm soon became a symbol of

:02:58. > :03:02.the decline of Bradford. In 2007, preliminary work was carried out but

:03:03. > :03:08.it stopped in 2009 when the economy nosedived. By 2010 a temporary

:03:09. > :03:11.garden had created and then another three years of waiting to get to the

:03:12. > :03:17.announcements today. Nine years and nine months from the initial start.

:03:18. > :03:21.There are no bricks and mortar and the cranes have not appeared but the

:03:22. > :03:25.announcement does mean that for the first time in five years, Bradford

:03:26. > :03:31.can look forward to the prospect of this gigantic hole finally being

:03:32. > :03:33.filled in. Westfield is an international brand was shopping

:03:34. > :03:38.centres in some of the worlds glitziest cities. In Bradford it is

:03:39. > :03:43.a laughing stock, where the word West has been subjected with the

:03:44. > :03:50.word waste. We share the frustration. We are a company known

:03:51. > :03:56.for getting on and doing things and nobody is more frustrated than

:03:57. > :04:00.Westfield. A generation of people from Bradford who cannot shop in the

:04:01. > :04:04.city. Even the Prime Minister has received that frustration. Today's

:04:05. > :04:13.news was so significant, he released a statement, saying...

:04:14. > :04:20.Some might say that is a little premature. Bradford does still have

:04:21. > :04:29.a whole at its heart but the surgery is about to get underway. Let us

:04:30. > :04:32.hear more on that. Duncan Bower is Westfield's director of development.

:04:33. > :04:39.I asked him if he could give us a categorical assurance that work

:04:40. > :04:45.would definitely start in January. It is early January, after the

:04:46. > :04:48.Christmas break and people will be familiar with the construction

:04:49. > :04:55.industry shutting down for those two weeks over Christmas and an early

:04:56. > :05:02.January, the Bradford urban garden that people no and locally call the

:05:03. > :05:12.bug, that gets taken back from the City Council. And we have been

:05:13. > :05:18.preparing steelworks and we shall start to get steelworks on`site and

:05:19. > :05:22.then roll on with that major operation that people associate with

:05:23. > :05:26.a project of this size. Is a market? Trinity Shopping Centre opened in

:05:27. > :05:35.Leeds and we have expansion of the White Rose Centre. York is down the

:05:36. > :05:40.road. Is there any market for this? We firmly believe that there is and

:05:41. > :05:46.we have always been committed to Bradford so we have signed Debenhams

:05:47. > :05:52.and Marks Spencer for this scheme and we have major retailers. Next.

:05:53. > :06:00.River Island have recently been announced. Sainsbury's. And a number

:06:01. > :06:10.of other retailers so we are over 50% committed. We do not get

:06:11. > :06:17.international investment if people don't think there is a market in

:06:18. > :06:21.Bradford. You expect to open and Christmas 2015 but that is very

:06:22. > :06:30.vague? You have wriggle room for that not to happen? We still have

:06:31. > :06:37.construction work to do so as is normal, especially with the

:06:38. > :06:43.relevance of this size, we give targets and we announce the actual

:06:44. > :06:49.opening date and confirm that closer to the time. David Cameron says he

:06:50. > :06:52.welcomes this news. How much political pressure has been put on

:06:53. > :07:01.new? Have you had pressure from Downing Street? No, no political

:07:02. > :07:05.pressure although what the government has done together with

:07:06. > :07:14.the Bradford Council is they have put together a package of incentives

:07:15. > :07:19.in terms of the growth and that has certainly helped. It has helped

:07:20. > :07:25.attract investment into Bradford and, in our case, retailers where

:07:26. > :07:30.they shall get holidays on rates for a period of time. We are pleased

:07:31. > :07:36.that the government and the council put that together. Can you tell us

:07:37. > :07:45.how much floor space has been taken up? Well, we have signed up

:07:46. > :07:53.Debenhams and other retailers and we will over 50% at this stage. You

:07:54. > :07:58.need to be 100 present? The way that we work in retail is you get a

:07:59. > :08:04.certain number of lettings to give you the confidence to start but it

:08:05. > :08:08.is the objective of Westfield to be fully let at the opening. The

:08:09. > :08:11.stalled shopping centre in Bradford became one of the symbols of the

:08:12. > :08:14.recession. But it's hoped today's announcement will help kick`start

:08:15. > :08:17.the local economy. In Leeds, the Trinity Shopping Centre is predicted

:08:18. > :08:23.to contribute ?80 million into the local economy in 2014. Danny

:08:24. > :08:29.Carpenter has been trying to find out what impact Bradford's new

:08:30. > :08:34.shopping centre could have there. This, for many years, has been the

:08:35. > :08:39.view from the middle and hotel in Bradford. A depressing sight for the

:08:40. > :08:42.general manager. Use of an impending start to the long`awaited

:08:43. > :08:53.development has brought a welcome lift. He estimates ?10,000 every

:08:54. > :08:56.week for his business alone. Effectively, most businesses within

:08:57. > :09:01.the city centre, three retail, should benefit. For shoppers waiting

:09:02. > :09:14.for the bus, a more cautious welcome. They should get on with it

:09:15. > :09:20.and put Bradford back on the map. We can go shopping in Bradford instead

:09:21. > :09:25.of going somewhere else. I am going to Leeds to buy my presence. There

:09:26. > :09:29.is evidence to support optimism. Leeds Trinity opened in May and the

:09:30. > :09:35.rest of the city centre has benefited. Football is up by 1.5%

:09:36. > :09:43.and the busiest Christmas for four years. `` footfall. Nobody will

:09:44. > :09:46.consider the possibility that the Westfield development will fail to

:09:47. > :09:51.regenerate this town centre but there is a new challenge. The

:09:52. > :09:55.night`time economy. Pubs and clubs and constructs that will make people

:09:56. > :10:00.not only want to come to Bradford but stay. There will literally be

:10:01. > :10:04.millions of people every year walking through the streets so what

:10:05. > :10:10.better place to open a restaurant or a lifestyle business? I am sure this

:10:11. > :10:14.will be a catalyst to the redevelopment of other businesses in

:10:15. > :10:18.Bradford. It will be many years before it is for sure whether this

:10:19. > :10:28.development is the start of a brighter future for Bradford. But it

:10:29. > :10:32.is, at least, finally, a start. It certainly is a start. Good to see

:10:33. > :10:39.those bulldozers. But there have been false ones in the past! Later

:10:40. > :10:44.on Look North: Paying their respects. The family of the murdered

:10:45. > :10:48.Sheffield man Simon Holdsworth visit the place where he died as police

:10:49. > :10:55.try to find out who killed him and why. One of Yorkshire's biggest

:10:56. > :10:59.power stations is warning it will have to shut down after it failed to

:11:00. > :11:03.get government support to convert to renewable energy. Bosses at

:11:04. > :11:06.Eggborough near Selby say the first reactor could stop supplying the

:11:07. > :11:12.national grid from as early as September. Nearby, Drax Power

:11:13. > :11:18.Station did qualify for Government support. But there are now fears for

:11:19. > :11:21.the future of 800 jobs at Eggborough as well as warnings of future

:11:22. > :11:27.blackouts. Here's our business correspondent, Danni Hewson. It was

:11:28. > :11:31.told to clean up, like most coal`fired power stations. So

:11:32. > :11:37.Eggborough began the process of converting to renewable fuel. It had

:11:38. > :11:42.been due to start construction on the 6th of January, hopeful it would

:11:43. > :11:45.secure government support. But it was today told it was not on the

:11:46. > :11:51.list and shortly after it announced it would have two activate a phased

:11:52. > :11:55.shop down with the first unit coming off`line in September. It is a

:11:56. > :12:01.quarter of our generating capacity which will be no longer available

:12:02. > :12:05.and consequently it will be less frost is applied to the National

:12:06. > :12:07.Grid. Eggborough was not asking for the government to pay for the

:12:08. > :12:16.conversion, they have private investment. But they have been

:12:17. > :12:20.asking for was a guaranteed prize for the electricity that they could

:12:21. > :12:26.produce and that has not been forthcoming. Without any certainty,

:12:27. > :12:31.the project is not likeable for commercial banks and new equity

:12:32. > :12:36.would be taking on too much risk. Better news of the road with Drax

:12:37. > :12:40.getting news that it will convert to units. The Department of Energy and

:12:41. > :12:44.Climate Change said there had been high interest of the budget was

:12:45. > :12:50.limited. But there would be further funding rounds so Eggborough could

:12:51. > :12:54.still benefit. Eggborough power station is too important to close

:12:55. > :12:58.and it represents 4% of the UK generation capacity. With Ofgem

:12:59. > :13:04.predicting that this time next year we could be at 2% spare capacity,

:13:05. > :13:09.you don't have to be Einstein to work out that this is incredibly

:13:10. > :13:15.important. For now, and certainty for both the 800 staff and the

:13:16. > :13:20.consumer. `` uncertainty. Other news... A report has found the death

:13:21. > :13:23.of a baby killed by his father could have been avoided if concerns for

:13:24. > :13:26.his welfare had been picked up sooner. 29`year`old Michael Beaumont

:13:27. > :13:31.from Hoyland was jailed for life yesterday for murdering his

:13:32. > :13:34.11`month`old son Kadan. A serious case review noted numerous problems

:13:35. > :13:38.with both the NHS and social workers. Warning signs such as

:13:39. > :13:41.Kadan's weight loss were missed. Sheffield Forgemasters has been

:13:42. > :13:46.ordered to pay almost a quarter of a million pounds in fines after the

:13:47. > :13:49.death of a worker. Brian Wilkins died of carbon dioxide poisoning

:13:50. > :13:55.after the cellar he was working in filled with the deadly gas in 2008.

:13:56. > :13:58.The company has pleaded guilty to breaching the Health and Safety at

:13:59. > :14:00.Work Act. An employment tribunal has decided that hundreds of

:14:01. > :14:05.Yorkshire`based workers were unfairly sacked after the collapse

:14:06. > :14:08.of the rail company Jarvis. 1,200 staff lost their jobs when the firm

:14:09. > :14:14.went into administration more than three years ago. Many were based in

:14:15. > :14:17.York, Doncaster and Leeds. There will be another hearing in March

:14:18. > :14:22.next year in Leeds to decide the value of the unfair dismissal

:14:23. > :14:25.claims. Plans for the first phase of building work on the old Terry's

:14:26. > :14:32.chocolate factory site in York are being discussed by councillors. The

:14:33. > :14:35.landmark building has been empty since the factory closed in 2005.

:14:36. > :14:39.Developers Henry Boot and David Wilson Homes want to build hundreds

:14:40. > :14:42.of homes and a business park. The first phase of the scheme includes

:14:43. > :14:45.57 houses and two apartment buildings. City of York Council's

:14:46. > :14:49.planning committee has been asked to approve the plans. Wensleydale

:14:50. > :14:52.cheese has been awarded official protection by the European Union

:14:53. > :14:54.following a long campaign. The status means no other cheese`maker

:14:55. > :14:57.outside the designated area can produce a cheese and call it

:14:58. > :15:19.Yorkshire Wensleydale. The product was first made by French monks who

:15:24. > :15:26.Sheffield who was murdered on Monday night had been due to get married in

:15:30. > :15:33.Sheffield had worked for the same company for 16 years and was an avid

:15:34. > :15:36.Sheffield People in Shipley on the outskirts of Bradford have been

:15:37. > :15:39.protesting over possible plans for at least one new supermarket in the

:15:40. > :15:42.town. Bradford City Council are meeting today and tomorrow at

:15:43. > :15:43.Shipley library to consider three planning applications. The

:15:44. > :15:46.saccharine, the family of Simon Holdsworth went to the place it was

:15:47. > :15:49.murdered in to lay flowers. He had been due to get married in August

:15:50. > :15:51.next year. He had a three`year`old stepson who supported Sheffield

:15:52. > :15:53.Wednesday. But he was murdered on 1's `` on Monday night making his

:15:54. > :15:56.way home from work. Mr Holdsworth worked as it takes greyer for 16

:15:57. > :15:58.years and his colleagues are understandably devastated by his

:15:59. > :16:02.murder. They have issued a tribute to him, saying that he was a

:16:03. > :16:04.dedicated family man, a conscientious and hard`working

:16:05. > :16:10.employee and an extremely lovely man to know. He will be sadly missed by

:16:11. > :16:16.everyone who knew him. What triggers were paid online. Mr Holdsworth was

:16:17. > :16:19.a long time season ticket holder at Hillsborough and many fans left

:16:20. > :16:24.messages. His future father`in`law also wrote... Our family has been

:16:25. > :16:29.devastated by what happened on Monday night. All seminars doing was

:16:30. > :16:33.coming home from work. He got off the bus and started to come across

:16:34. > :16:37.this group feels. Evil has stepped in and taken his life. At a press

:16:38. > :16:43.conference, police appealed for information. I would like to appeal

:16:44. > :16:48.directly to members of the public to get in touch with us. Even if you

:16:49. > :16:56.did not see anything, you might have heard raised voices or shouting or a

:16:57. > :17:06.secular movement. Officers expect to release more information tomorrow.

:17:46. > :17:49.were collecting their honours. We'll hear more about Harry's big day in a

:17:58. > :18:01.Yorkshire people. A day to remember. Collecting his CBE from Prince

:18:02. > :18:05.Charles, Geoff Lister was honoured for services to the training and

:18:06. > :18:10.construction industry. It was a great occasion. Getting a reward

:18:11. > :18:16.like this was something I'm very passionate about and I am very lucky

:18:17. > :18:19.to do that. It was his work setting up apprenticeship task forces and

:18:20. > :18:25.his 20`year connection with the College of building that led him to

:18:26. > :18:30.be recognised. He has had a lifetime in the construction industry and if

:18:31. > :18:33.you cut him in half, you would have construction and apprenticeships

:18:34. > :18:40.running through him. It is completely justified and an honour

:18:41. > :18:46.to have this CBE. Also receiving another was Bradford probation

:18:47. > :18:48.officer. She was instrumental in helping build bridges between the

:18:49. > :18:56.Asian community and the Probation Service. Very committed to her job

:18:57. > :18:59.and she believes that people can change and she wants to impact on

:19:00. > :19:04.the community to make it safer to live in. It was great to know that

:19:05. > :19:08.you have been recognised for your work and the people you work with

:19:09. > :19:17.recognising and it is unbelievable, really. I am really privileged. I am

:19:18. > :19:22.in awe of the entire occasion, it is a wonderful day. And to be here on

:19:23. > :19:27.the same day as Harry Gration! Congratulations to all of them. Now

:19:28. > :19:29.to a man who has run marathons, commentated at over eight Olympic

:19:48. > :19:53.London to share a very special moment. What does an MBE and his

:19:54. > :19:59.family have for breakfast before an appointment at Buckingham Palace?

:20:04. > :20:11.Is he all set for his big day? I doubted! We have his wife, Helen.

:20:12. > :20:19.Sons Harrison and Harvey and his daughter, Hannah. He is so excited.

:20:20. > :20:24.It is a queer mix of excitement and nervousness. Some trepidation.

:20:25. > :20:34.Hoping he does not fall over as he approaches. But incredible pride.

:20:35. > :20:44.This is an award that someone gets... We know it is an award that

:20:45. > :20:52.you can get at the Palace... And MBE, OBE, CBE and nitride. We know

:20:53. > :20:57.that. `` knighthood. People talk about my socks. Look at these. If it

:20:58. > :21:04.is the Queen, show me your ankles, Harry! She must have heard you were

:21:05. > :21:10.coming because she left just for you arrived! She let Prince Charles do

:21:11. > :21:16.the honours. Mr Harry Gration. For services to broadcasting. Somebody

:21:17. > :21:23.said to me when I was in that queue, you are used to this? Why? ! This

:21:24. > :21:26.will never happen to me again. I got very emotional waiting. The whole

:21:27. > :21:31.thing is very well organised and when it is your turn and you are

:21:32. > :21:41.going to be introduced, that was special. Today has been a crowning

:21:42. > :21:45.moment in a career full of highlights. Harry has always been

:21:46. > :21:49.happy to do would ever takes to inform or entertain. But he is

:21:50. > :21:54.modest and surprised he has been made and MBE. But we are not.

:21:55. > :22:04.Congratulations, Harry! We are very proud. We certainly are very proud.

:22:05. > :22:10.And his family. Didn't his boys look smart! They read double act. Bright

:22:11. > :22:14.future ahead. It's fair to say that it's been a bit of an emotional

:22:15. > :22:18.roller`coaster for Harry today. Yes, the day has clearly meant an awful

:22:19. > :22:21.lot to him. I caught up with him just as he left Buckingham Palace

:22:22. > :22:26.and he told me what the occasion had meant for him. Well, it has been an

:22:27. > :22:32.unbelievable location. I met Adele. And lots of other lovely people. I

:22:33. > :22:38.just thought that I would be able to control myself when I was making my

:22:39. > :22:44.way in but I must admit, I got a bit emotional and it has affected me. We

:22:45. > :22:51.can see that woman. You walked up to Prince Charles and he presented you

:22:52. > :22:56.with that MBE. What did he say? Was Paul Hudson still doing his

:22:57. > :23:01.unnervingly accurate weather forecast? ! We talked about the

:23:02. > :23:11.Olympic Games and my career. The highlights. Would I continue? I said

:23:12. > :23:15.yes,. But he was very knowledgeable about everybody, every single

:23:16. > :23:20.person. 120 people who chatted with him. That is special. Something I

:23:21. > :23:25.will always remember. Here at Look North we have had many good wishes

:23:26. > :23:31.from viewers who have been in touch to say congratulations. This is from
