:01:10. > :01:13.ahead looking like? Join me later. Plans for a 60 mph speed limit are
:01:14. > :01:17.being considered for a stretch of the M1 in South Yorkshire and North
:01:18. > :01:19.Derbyshire in an effort to cut pollution. The Highways Agency's
:01:20. > :01:22.consulting local councils, businesses and emergency services
:01:23. > :01:25.asking for their views on the plans, which would be in effect on a
:01:26. > :01:37.32`mile stretch between junctions 28 and 35A. It would operate between
:01:38. > :01:39.7am and 7pm every day. And be in place for "several years". Motoring
:01:40. > :01:43.organisations say it's the first time a speed limit's been imposed to
:01:44. > :01:50.improve air quality. Our political editor Len Tingle is near the M1 for
:01:51. > :01:54.us now. Len. Behind me, you can see it still nose to tail. That puts air
:01:55. > :01:59.pollution levels where I am standing well above the EU limit. Not so bad
:02:00. > :02:04.if you're popping in for some shopping at Meadowhall, 300 yards
:02:05. > :02:07.away, but tens of thousands of people live within a few yards of
:02:08. > :02:12.the motorway, and a Sheffield Council study recently said around
:02:13. > :02:17.500 people each year see their lives shortened because of air pollution
:02:18. > :02:23.and it is costing the NHS ?160 million a year. The proposals today
:02:24. > :02:28.are controversial, and aimed at trying to reduce that cost two
:02:29. > :02:32.lives, health and taxpayers money. It is one of the busy stretches of
:02:33. > :02:36.motorway in the country, and the exhaust fumes make it one of the
:02:37. > :02:40.most polluted. Today's plan aims to cut the fumes by reducing speed with
:02:41. > :02:44.a maximum 60 miles an hour limit for 32 miles from north Derbyshire, past
:02:45. > :02:49.Sheffield, the just north of Rotherham, imposed during the
:02:50. > :02:54.busiest period of the working week. This viaduct near to Meadowhall
:02:55. > :02:56.shopping centre at Sheffield has some of the highest pollution levels
:02:57. > :03:04.and heaviest traffic. Campaigners say that the proposals are a step in
:03:05. > :03:09.the right direction. It takes awhile to get the traffic to around 60. If
:03:10. > :03:13.it is going smoothly over the viaduct at 60 then there is likely
:03:14. > :03:19.to be less pollution than going up and down speed, which increases
:03:20. > :03:24.pollution. This section of motorway is being converted to register the
:03:25. > :03:32.jams by turning the traffic jam into a fourth lane, introducing variable
:03:33. > :03:37.limits enforced by speed cameras. The public themselves, we hope, will
:03:38. > :03:46.respond to the reason why that speed limit is in place. Maybe you would
:03:47. > :03:54.think twice about is Leeds that impact on their health about speeds.
:03:55. > :04:00.Sheffield has virtually eliminated the coal`fired smogs of the 60s.
:04:01. > :04:04.There was a president for reducing petrol consumption by cutting
:04:05. > :04:08.motorway speeds. In 1973, 50 miles an hour limit was forced for three
:04:09. > :04:14.months during the international oil crisis. Modern engine technology has
:04:15. > :04:18.reduced consumption and emissions, but not enough, yet, so the
:04:19. > :04:27.Government warns that any new speed limit could be in place for several
:04:28. > :04:29.years. Councils, businesses and the public will be consulted over the
:04:30. > :04:34.next three months with a decision expected in the summer. One of those
:04:35. > :04:39.saying that this is not a good idea is a Sheffield chamber of commerce
:04:40. > :04:43.who say that there have been proposals recently to increase the
:04:44. > :04:47.speed limit to 80 miles an hour. The Twitter and Facebook feeds coming
:04:48. > :04:53.into look North have been active. Mike Delie on Twitter says it is
:04:54. > :04:58.another addictive this idea that. Up the motorway for stock on Facebook,
:04:59. > :05:02.Michael Waddington says that slowing vehicles down increases traffic in
:05:03. > :05:06.city and increases pollution. I cannot believe reducing the speed
:05:07. > :05:11.limit will have any other effect than that. Anthony Hick says, let me
:05:12. > :05:17.get this right, a major 3`way motorway, which will permanently
:05:18. > :05:22.have the same 60 mph limit as narrow lanes. A few people were in favour,
:05:23. > :05:27.with James Barlow saying he would rather travel slowly on the motorway
:05:28. > :05:30.then have a higher risk of cancer, and breathing difficulties. This is
:05:31. > :05:37.something that over the next couple of months, as the Government asks
:05:38. > :05:43.for people's views, it is going to split a lot of opinion. From here in
:05:44. > :05:51.South Yorkshire, back to the studio. We would love to hear what you have
:05:52. > :05:55.to say about those stories. A motorist from Whitby has been banned
:05:56. > :05:59.from the road for 12 months after police caught him driving with no
:06:00. > :06:03.hands on the wheel. Richard Newton was filmed travelling at 62 miles an
:06:04. > :06:07.hour with his hands behind his head on the A171 in North Yorkshire. He
:06:08. > :06:11.claimed he'd been steering with his knees. Danny Savage reports. The
:06:12. > :06:15.A171, a moorland road between Guisborough and Whitby. Some
:06:16. > :06:21.astonishing pictures were recorded last August here. This is a man
:06:22. > :06:27.driving his car with both hands behind his head. Richard Newton says
:06:28. > :06:35.he was steering with his knees. At 62 mph, for more than 30 seconds. It
:06:36. > :06:39.left the lease officers astonished. I could not believe what I saw. I
:06:40. > :06:44.have been a traffic officer seven years and you do not see things like
:06:45. > :06:53.this. For this amount of time, over 30 seconds of footage of him doing
:06:54. > :06:57.these actions, it is ridiculous. The A171 is described by North Yorkshire
:06:58. > :07:02.police as undulating. There are plenty of road markings to indicate
:07:03. > :07:06.no overtaking. And it feels like one of those stretches of road where you
:07:07. > :07:11.need both hands on the wheel. Richard Newton denied dangerous
:07:12. > :07:14.driving but was today found guilty by magistrates in Scarborough.
:07:15. > :07:22.Afterwards, he said absolutely nothing. Do you have any comments?
:07:23. > :07:26.He told police it was a stupid thing to do. He has been banned from
:07:27. > :07:31.driving for one year, and will have to retake his test, where he will
:07:32. > :07:40.undoubtedly keep his hands on the wheel. Later on Look North. A
:07:41. > :07:44.marathon challenge. Why the father of a murdered policewoman is taking
:07:45. > :07:50.on the toughest running task ` at the North Pole. It is a busy news
:07:51. > :07:53.day. A teenager has appeared in court charged with the murder of a
:07:54. > :07:57.man from Sheffield. 23`year`old Joe Walker from Intake was found stabbed
:07:58. > :08:00.in the Manor area of the city last September. A postmortem examination
:08:01. > :08:03.revealed he died from a single stab wound. The 17`year`old, who cannot
:08:04. > :08:06.be named for legal reasons, was remanded in custody at Sheffield
:08:07. > :08:10.Crown Court ahead of a hearing on 17th March. Victims of Jimmy Savile
:08:11. > :08:16.are calling for a single inquiry in to how the Yorkshire DJ managed to
:08:17. > :08:19.evade justice. Around 50 people who have reported being abused say the
:08:20. > :08:22.current multiple investigations ` by the police, BBC and NHS ` won't
:08:23. > :08:25.answer the key questions. The government is waiting for all the
:08:26. > :08:32.police inquiries to end before making a decision on a single
:08:33. > :08:36.investigation. A school in Doncaster is re`opening to all students for
:08:37. > :08:40.the first time since its roof was ripped off by high winds. A month
:08:41. > :08:43.ago, more than 900 square metres of roof was lifted off a group of
:08:44. > :08:46.classrooms at Hayfield School in Auckley. Thankfully nobody was hurt.

:10:29. > :10:32.the father of PC Nicola Hughes, one of the victims of the shooting, is
:10:33. > :10:35.now going to extraordinary lengths to raise funds in his daughter's
:10:36. > :10:39.memory. Bryn is going to run a marathon at the North Pole. He joins

:19:00. > :19:03.Tours in your career. With six months to go, are we ready? It is
:19:04. > :19:06.fair to say that Yorkshire is where it needs to be with six months to
:19:07. > :19:10.go. Some of the numbers were plucked from thin air to begin with. Lots of
:19:11. > :19:18.work has been done in recent months. We have got a rude, the last two
:19:19. > :19:22.years winners, we have got a government appointed company to
:19:23. > :19:26.oversee the budget. Today, I went to meet Mickey Roach, the chief
:19:27. > :19:32.executive for her first interview. She made her reputation by doing
:19:33. > :19:37.great work at London 2012, the project beset by early budget
:19:38. > :19:44.worries that turned out pretty well. This is what she had to say. We have
:19:45. > :19:51.?27 million, 11 million from local authorities, and the countryside has
:19:52. > :19:55.got 10 million. We have worked through Yorkshire to make sure that
:19:56. > :20:00.what we need to do can be covered by that money. And within that there is
:20:01. > :20:04.a ?2 million contingency that we have not yet touched. All being
:20:05. > :20:12.well, it should be fine, so far, so good. What is the next big thing you
:20:13. > :20:16.have to nail down? We have to make sure everyone has a good time, we
:20:17. > :20:20.have to have crowd management in place, the way that the trains
:20:21. > :20:27.work, what people will be doing every day in Leeds, York, Sheffield
:20:28. > :20:31.or Harrogate and equally, we have a volunteer programme that we have
:20:32. > :20:35.just launched, with application places still open for some people
:20:36. > :20:41.who want to do the third day, Cambridge to London. And for those
:20:42. > :20:47.who have been involved in the London Olympics, the volunteers made it,
:20:48. > :20:54.and that is what we want to happen for the Tour. What would you say to
:20:55. > :20:59.people who think ?27 million is a lot of money to spend on a bike
:21:00. > :21:08.race? Going back to 2007, the last time we have had the Grand Depart in
:21:09. > :21:11.the UK, in London and Kent, it generated ?90 million for the
:21:12. > :21:18.economy and ?45 million for the publicity. This should reap well
:21:19. > :21:21.over ?100 million. 27 million, and a dividend of 100 million, and it is a
:21:22. > :21:27.free event for hundreds of thousands of people. And we have got ?10
:21:28. > :21:30.million from the Treasury, and the Treasury did not put money into
:21:31. > :21:35.these things, these days, if they do not think it is good you, so my job
:21:36. > :21:41.is to make sure that we live up to that, and deliver. That was pretty
:21:42. > :21:48.bullish stuff. Her and her team will be making sure that progress to the
:21:49. > :21:51.start line will be Serena, punctuated by milestones to whip up
:21:52. > :21:55.interest if needed, reminding us to leave cars at home. This is the
:21:56. > :21:59.biggest event Yorkshire has ever staged. They cannot get it wrong.
:22:00. > :22:03.There will be too many people watching around the world. That is
:22:04. > :22:09.why it is such a wonderful opportunity. Yorkshire will never

:23:10. > :23:12.three years old when I started, going to two lessons a week, then I
:23:13. > :23:18.loved it that much it was, lessons a week. He just absolutely loved it.
:23:19. > :23:25.That is the biggest understatement of Jake Frood's Martial arts career
:23:26. > :23:28.so far, because as a baby, he had been diagnosed with juvenile
:23:29. > :23:33.arthritis and could not walk without acute pain in his feet and legs. He
:23:34. > :23:39.has overcome breathing problems and now he delivers hefty blows to kids
:23:40. > :23:44.certainly not his own size, and there are many more benefits
:23:45. > :23:47.besides. He's a lot more well`behaved and confident, his
:23:48. > :23:52.self`esteem has gone through the roof from what he was like. He has
:23:53. > :23:59.come on so far, discipline ` wise, he does what he is told, first time.
:24:00. > :24:02.He did a three`hour long test. He has put those three hours in, in
:24:03. > :24:13.class. He has done the three hours at home, minimum. Everything at the
:24:14. > :24:18.academy he has taken on board. He has done extra to push himself and
:24:19. > :24:22.further himself. Is it not a bit dangerous? It looks like it to me.
:24:23. > :24:30.It looks frightening. No it doesn't. It doesn't. Single`minded, as well,
:24:31. > :24:33.you see? The ambitions of this five`year`old no no bounds. He has
:24:34. > :24:38.already started showing others the way, and by the time he is tenures
:24:39. > :24:40.all, he hopes to be a qualified martial arts instructor. `` he is
:24:41. > :24:52.ten years old. I loved his response, it don't!
