:00:57. > :00:59.tonight, a dramatic development in the police investigation into
:01:00. > :01:05.alleged fraud at one of Yorkshire's most high profile schools. The
:01:06. > :01:09.King's Academy in Bradford was one of the first new 'free schools' to
:01:10. > :01:14.open after the last general election. The Prime Minister even
:01:15. > :01:17.paid it a visit in 2012. But last year it was forced to repay almost
:01:18. > :01:19.?77,000 to the government when a grant was misused.
:01:20. > :01:26.Now detectives have arrested its head teacher and founder, Sajid
:01:27. > :01:31.Raza. From Bradford, Spencer Stokes. It was one of the first free schools
:01:32. > :01:35.in the country, opening in September 2011. A flagship for the coalition
:01:36. > :01:40.policy of allowing beach `` teachers, parents and community
:01:41. > :01:44.groups to set up their own schools. It received funding from a
:01:45. > :01:49.vice`chairman of the Conservative Party and in 2012 Prime Minister
:01:50. > :01:52.visited. Last year it was revealed the school claimed tens of thousands
:01:53. > :01:57.of pounds in public money which was not used for its intended purposes.
:01:58. > :02:03.Today, an arrest was made. Police have confirmed they have questioned
:02:04. > :02:05.a 41`year`old man as part of their investigation.
:02:06. > :02:11.Wigan North understands that is Sajid Raza, the headteacher. He
:02:12. > :02:16.played a key role in setting the school up, applying for funding and
:02:17. > :02:25.employing staff. Lycee this afternoon he has been bailed. Ice
:02:26. > :02:28.police say this afternoon. Sajid Raza was at the Prime Minister
:02:29. > :02:34.buzz macro side when you visited, but since then King's Academy has
:02:35. > :02:40.become something of an embarrassment for the government. `` was at the
:02:41. > :02:45.Prime Minister's side when he visited. Today, one MP welcomed his
:02:46. > :02:48.arrest. The disgraced behind this is that it has taken so long to arrive
:02:49. > :02:56.at this position. I believe that special protection
:02:57. > :03:00.was given to these people out of the school because it was a free school.
:03:01. > :03:05.Ice has not commented, but in a previous statement it said the
:03:06. > :03:08.candidate is now being monitored and challenged by an effective
:03:09. > :03:12.government body and there are strong financial control systems in place.
:03:13. > :03:20.Parents picking children up this afternoon seemed unconcerned.
:03:21. > :03:23.I cannot fault it, at all, I am so happy how he is doing education
:03:24. > :03:30.wise. I dread what will happen to our kids. I hope this allegation is
:03:31. > :03:34.not real. I can't believe it, you was such a
:03:35. > :03:38.good teacher, I don't know. The Prime Minister's spokesman said he
:03:39. > :03:42.could not comment on the arrest but it seems unlikely David Cameron will
:03:43. > :03:45.be paying a return visit to this free school any time soon.
:03:46. > :03:56.Spencer's with us now. You met Sajid Raza before he set up the school.
:03:57. > :03:59.What did he tell you? That was back in 2011, Amy.
:04:00. > :04:04.He said at that time he wanted it to be a different kind of school,
:04:05. > :04:08.having a much longer school day open from 8am through to five o'clock in
:04:09. > :04:13.the evening and children would be allowed to stay later if they wanted
:04:14. > :04:17.to. You also had an idea of teachers teaching and having a separate team
:04:18. > :04:19.of people to mark Brooks, so that teachers could concentrate on
:04:20. > :04:23.planning outstanding lessons and not spending lots of time trawling
:04:24. > :04:27.through books. He basically wanted this to be best
:04:28. > :04:31.to school in Bradford with his new ideas.
:04:32. > :04:35.The nicest way to put this ` it has been a difficult few months for the
:04:36. > :04:38.school, what next? That investigation will continue
:04:39. > :04:43.into financial mismanagement at the school and we have heard from the
:04:44. > :04:46.depart for education who have said they are now trying to reclaim some
:04:47. > :04:50.of the funds the school has received and in some cases has already spent.
:04:51. > :04:53.Also tonight, hundreds of new jobs are being created in West Yorkshire
:04:54. > :04:56.following a multi million pound Government investment. The Deputy
:04:57. > :04:59.Prime Minister, Nick Clegg, was in Leeds and Normanton today visiting
:05:00. > :05:03.two factories which will take on nearly 300 people between them.
:05:04. > :05:07.He also came here to answer some of your questions, and our questions.
:05:08. > :05:10.More of that in a moment, but first our business correspondent, Danni
:05:11. > :05:18.Hewson, reports on the businesses which have benefited from the
:05:19. > :05:22.grants, and some which have not. They might make a little boxes, but
:05:23. > :05:28.they have great big ideas, ideas they told the Deputy Prime Minister
:05:29. > :05:31.will create nearly 200 new jobs. The expansion comes partly because of a
:05:32. > :05:36.pledge of ?1 million of government cash which will bolster their own
:05:37. > :05:40.investment. The more money we have, the more we can spend, so the more
:05:41. > :05:44.money we can support the growth of the business with, so definitely
:05:45. > :05:52.without the Regional Growth Fund's money we would not be investing as
:05:53. > :05:58.much money as we have done already. So far, ?310 million of Regional
:05:59. > :06:02.Growth Fund money has been earmarked for Yorkshire. That is cash the
:06:03. > :06:10.government will create 56,000 new jobs. Because companies like bed
:06:11. > :06:15.manufacturer Harrison Spinks have to secure Private money to run
:06:16. > :06:20.alongside taxpayer's money it will help generate nearly ?200 million of
:06:21. > :06:23.further investment. Despite the big smiles today there has been
:06:24. > :06:26.criticism of the fund here in Yorkshire.
:06:27. > :06:29.Some say the application process is too complicated, others that it
:06:30. > :06:34.takes too long for the money to get to the companies and that it favours
:06:35. > :06:37.bigger, more established businesses. The Regional Growth Fund has been
:06:38. > :06:45.beset by delays. 50 projects have been kept waiting,
:06:46. > :06:51.given up, withdrawn altogether. This is a hollow promise this afternoon.
:06:52. > :06:54.And for small businesses, particularly new ones, there seems
:06:55. > :06:57.no reason to even apply. When we submit applications, the
:06:58. > :07:03.problems we have are things like, you don't make enough profit or
:07:04. > :07:06.don't have enough turnover. Any business in its start`up years
:07:07. > :07:09.is never going to be making a huge profit because there are that much
:07:10. > :07:16.investment needed to begin with. When it works, it really works, but
:07:17. > :07:23.it is far from perfect. Their beauty by `` Deputy premised,
:07:24. > :07:26.welcome. We had from Andy Peacock who says small businesses are put
:07:27. > :07:29.off from this rant because of red tape.
:07:30. > :07:34.What is your reaction? When this was first set up it had a few problems.
:07:35. > :07:40.If you speak to the companies now, I spoke to a few today in West
:07:41. > :07:44.Yorkshire and they say they think the paperwork is reasonable. Of
:07:45. > :07:48.course, you have to have checks, you cannot just throw taxpayers' money
:07:49. > :07:51.at companies. Businesses say they have to apply
:07:52. > :07:55.that matter employ someone to apply and businesses cannot afford that.
:07:56. > :08:00.Why are you giving money to Harry Ball, who are market leaders two you
:08:01. > :08:04.give 6.24 million to them, why not give that to small businesses just
:08:05. > :08:10.down the road? I went to the Really Useful
:08:11. > :08:14.Products, a family company who make us tick boxes. They are taking ?1
:08:15. > :08:17.million. I went to bed manufacturer, a family company that
:08:18. > :08:22.has been around since 1840 in the Leeds area, they are taking just ?2
:08:23. > :08:26.million. They are more than matching that with their own money and they
:08:27. > :08:29.are creating more and more jobs. The difference with the Regional Growth
:08:30. > :08:32.Fund is because you are making a contribution to a private sector
:08:33. > :08:35.company that wants to expand anyway... But would they not have
:08:36. > :08:38.expanded anyway without the government money?
:08:39. > :08:43.With these big companies, there will be a decision taken in a boardroom
:08:44. > :08:45.in Washington or Latin America about where to invest in new factories to
:08:46. > :08:51.create jobs. If, through the Regional Growth
:08:52. > :08:56.Fund, we can make a modest addition and say with this extra help will
:08:57. > :08:59.you invest in Britain? That is taxpayer's money well spent. It is
:09:00. > :09:05.much more successful than previous schemes which depended on the
:09:06. > :09:10.largess of Whitehall. At the moment, Whitehall turned the jobs that
:09:11. > :09:15.matter when I told her that haps of the jobs disappear. `` when
:09:16. > :09:20.Whitehall turn that haps off the jobs disappear.
:09:21. > :09:26.This question came from one of our viewers. We need something different
:09:27. > :09:29.to engage the community, where the problems are.
:09:30. > :09:33.You have not told me what you will do differently to engage the
:09:34. > :09:36.community. Unless government provides more money to those
:09:37. > :09:42.children, particularly those from the most difficult backgrounds, so
:09:43. > :09:45.you can have smaller backgrounds and one`to`one tuition, politicians can
:09:46. > :09:48.talk all they like, but our school system will not improve.
:09:49. > :09:54.Bradford will claim they have too many classes, over 30.
:09:55. > :09:56.That presumably means you have failed. Interestingly enough, if you
:09:57. > :10:03.look back at what I said then, which is what we need `` we need to find
:10:04. > :10:07.?2.5 billion through the pupil premium.
:10:08. > :10:13.I mentioned more one`to`one tuition and education to help those children
:10:14. > :10:16.from those disadvantaged backgrounds to progress. It was on the front
:10:17. > :10:21.page of the Liberal Democrat manifesto, it is being delivered in
:10:22. > :10:24.full. Where class sizes are too large, of course we need to do
:10:25. > :10:30.something about that. That is why we have said aside ?5 billion `` set
:10:31. > :10:34.aside ?5 billion to address those problems where they arise. I think
:10:35. > :10:38.it is unfair on your viewers to suggest we are not delivering
:10:39. > :10:42.something I happen working on for years, which is an additional pupil
:10:43. > :10:45.premium to address the educational disadvantages of children from the
:10:46. > :10:49.deprived backgrounds Bradford and elsewhere. We are delivering on
:10:50. > :10:54.that, as I said we would. We have had some e`mails, several people
:10:55. > :10:59.have asked, if you expect to be re`elected to your Sheffield seat.
:11:00. > :11:04.Of course I do. It is a huge privilege to be an MP for Sheffield.
:11:05. > :11:09.I take real pride in my work as a constituency MP. We have great
:11:10. > :11:12.pictures of you before the last election, people out in the streets,
:11:13. > :11:16.a lot of students there, I agree with Nick.

:11:54. > :11:57.have been seriously injured after they were hit by a car in Sheffield.
:11:58. > :12:00.This is the vehicle which is believed to have hit the three
:12:01. > :12:02.pedestrians. The 52`year`old father has life threatening injuries, while
:12:03. > :12:05.his daughters suffered pelvic injuries. Abbeydale Road was closed
:12:06. > :12:08.for several hours this morning, causing major disruption. Chief
:12:09. > :12:13.Inspector Stuart Walne described what happened.
:12:14. > :12:24.You can see by the crossing in that vicinity three people have been
:12:25. > :12:28.crossing the road and the Redcar has actually struck the pedestrians
:12:29. > :12:33.while they are on the road. The pedestrians are all in hospital now.
:12:34. > :12:35.There have been serious injuries. The car driver is with police
:12:36. > :12:39.officers at the moment. Police are investigating after a man
:12:40. > :12:42.was found lying dead in the road near Skipton last night. The
:12:43. > :12:46.47`year`old man, who is from the area, was found with head injuries
:12:47. > :12:49.on the A65 at Draughton at around 7pm. He was pronounced dead at the
:12:50. > :12:53.scene. North Yorkshire Police said one car hit the man as he was lying
:12:54. > :12:56.in the road and several other drivers had to swerve to avoid him.
