:01:12. > :01:16.First tonight, claims that Leeds would get a massive boost to its
:01:17. > :01:21.economy if the airport had better links to motorways and the rail
:01:22. > :01:23.network. It coincides with a report out today which looks at job
:01:24. > :01:26.creation, and reveals a vast difference in the economic
:01:27. > :01:33.performance of two of our biggest cities. The Centre For Cities
:01:34. > :01:35.Research suggests Leeds is outperforming Sheffield when it
:01:36. > :01:41.comes to creating jobs in the private sector. More than 4,000 jobs
:01:42. > :01:44.were created between 2010 and 2012. In Sheffield, there was actually a
:01:45. > :01:51.fall in private sector jobs. In the same time period, 7,500 jobs were
:01:52. > :01:54.lost. In terms of the rest of the country, Leeds is placed ninth in a
:01:55. > :01:57.list of cities ranked according to private sector job growth. Sheffield
:01:58. > :02:00.is ranked 61st, with only two cities losing more private sector jobs.
:02:01. > :02:12.Here's our business correspondent Danni Hewson.
:02:13. > :02:19.When it comes to making money, Leeds is flying high. The combined forces
:02:20. > :02:24.of West Yorkshire and York have created an economy forfend that of
:02:25. > :02:30.the Manchester region. When it comes to status, this side is losing out.
:02:31. > :02:34.Some say it is because we lack a Premier league football team, others
:02:35. > :02:38.point to the sky and asked if it is the size and location of the
:02:39. > :02:45.airport. Would we be better served if it was moved closer to motorways
:02:46. > :02:55.and rail? Is it good enough for Yorkshire to have a small airport
:02:56. > :02:58.when there is clearly going to be growth? We have to be extremely
:02:59. > :03:00.ambitious and start looking at the potential of high`speed rail to
:03:01. > :03:02.unlock the aviation growth. This airport attracted record passengers
:03:03. > :03:05.last year but the figures are nowhere near those seen by
:03:06. > :03:11.Manchester. Is it in the wrong place, or is the
:03:12. > :03:16.arts are more straightforward? As part of our plan, we have indicated
:03:17. > :03:21.a rail link is the most important element of allowing passengers to
:03:22. > :03:28.connect more easily and faster and in larger numbers.
:03:29. > :03:32.At the heart of the flourishing economy is the burgeoning private
:03:33. > :03:38.sector, seeing projects like this and a new shopping centre bring new
:03:39. > :03:43.jobs. A city like Leeds had a lot of potential. You can see by the
:03:44. > :03:49.opening of Trinity Leeds, what impact it has had, bringing a real
:03:50. > :03:58.buzz to the place. Sheffield doesn't fare as well. According to one South
:03:59. > :04:02.Yorkshire businessmen, this doesn't tell the whole story. The economy is
:04:03. > :04:07.based heavily on manufacturing which take longer to come to the wicket.
:04:08. > :04:10.We would like to think Sheffield is more manufacturing based.
:04:11. > :04:15.Those jobs take longer to create because of training. Jobs are easier
:04:16. > :04:20.to create in the service sector but easier to lose. As they tell of two
:04:21. > :04:25.cities, it is far from straightforward.
:04:26. > :04:28.`` a tale of. Joining us from Sheffield now is
:04:29. > :04:31.Gordon Dabinett, a professor for Regional Studies at Sheffield
:04:32. > :04:35.University. Is moving an airport a good idea?
:04:36. > :04:41.I do not believe that is a solution to the problem really. It needs to
:04:42. > :04:45.be put into context. First, the National aviation policy. You see a
:04:46. > :04:55.restructuring around hobs rather than regional airports. `` hubs. Any
:04:56. > :05:01.decision to invest heavily has to be put in that context. Over the last
:05:02. > :05:05.few years, large sums of investment are being made to connect existing
:05:06. > :05:12.airports which serve the region very well into the road and rail network.
:05:13. > :05:17.Road investment, and into the rail network to connect Manchester. Do
:05:18. > :05:21.those league tables say something about the difference between
:05:22. > :05:27.Sheffield and Leeds? Or do they send us down a road which is not true?
:05:28. > :05:33.The tables aren't useful, they are a static picture. It is not surprising
:05:34. > :05:38.Leeds and Sheffield have a performance which is different.
:05:39. > :05:43.Leeds has a long`standing record around commercial and financial
:05:44. > :05:48.services. When you have a global and national economy beginning to grow
:05:49. > :05:53.on the back of industry is well represented in Leeds, you might see
:05:54. > :05:59.this picture. The comment on manufacturing jobs is very real. I
:06:00. > :06:05.am not concerned with that snapshot. But we cannot be complacent. Those
:06:06. > :06:11.tables fail to hide true comparisons between two areas, looking at
:06:12. > :06:15.Bristol, Aberdeen, high`growth areas, comparing against those, that
:06:16. > :06:21.might tell us more about what is happening.
:06:22. > :06:27.How can cities improve economically in the current climate? They have
:06:28. > :06:32.got to invest in infrastructure. They have got to invest in training
:06:33. > :06:38.to get the skill ballots right. And making city 's vibrant, keeping
:06:39. > :06:41.cultural activities and that sense of why we choose to live in cities
:06:42. > :06:48.still being an attractive offer. Concern is growing in York for the
:06:49. > :06:52.welfare of a 20`year`old student who hasn't been seen for the past four
:06:53. > :06:55.days. Megan Roberts was last seen in the early hours of Thursday morning,
:06:56. > :06:59.at a city centre pub where she'd gone with friends for a night out.
:07:00. > :07:00.Our crime correspondent John Cundy is outside York Police Station with
:07:01. > :07:13.the latest. Megan Roberts was originally from
:07:14. > :07:19.Wetherby but has been living in the Clifton area of York, a student at
:07:20. > :07:26.the York St John University. She was with a group of university friends

:07:33. > :07:37.flowers, wearing black shoes. She is five, with long, dark brown hair.
:07:38. > :07:45.She hasn't been seen since she left her friends at 2am in that pub, in
:07:46. > :07:49.George Hudson Street in the city centre. Nothing has been heard from
:07:50. > :07:56.her. Police say it is out of character. The club have given
:07:57. > :07:59.police CCTV footage of the scenes at the pub last Wednesday night and
:08:00. > :08:05.early Thursday morning. A short time ago, North Yorkshire Police
:08:06. > :08:13.explained how Megan's mother raised the alarm at 8:30am today.
:08:14. > :08:19.Reinhardt Hamman raised the alarm after one of her friends contacted
:08:20. > :08:23.her to seek she hadn't seemed Megan since early Thursday morning. That
:08:24. > :08:27.is when her mum raised the alarm with North Yorkshire Police. We are
:08:28. > :08:30.speaking with friends to see what went on in the early hours of
:08:31. > :08:36.Thursday morning and over the weekend.
:08:37. > :08:40.The university has issued a statement saying, our thoughts are
:08:41. > :08:44.with the family and friends at this distressing time. We are doing all

:10:38. > :10:41.theme of a journey of remembrance. The day is held on the date of the
:10:42. > :10:44.liberation of the Auschwitz Birkenau concentration camp, which was 69
:10:45. > :10:48.years ago. Edith Kurcz, who lives in York, fled Austria with her family
:10:49. > :10:51.in 1938. But many of the relatives she left behind perished. This

:14:41. > :14:45.backgrounds, broken homes. We try to give them a different way of life.
:14:46. > :14:49.The youngsters also go fishing, metal detecting and kite flying.
:14:50. > :14:54.Simple and peaceful hobbies to help them concentrate, and think about
:14:55. > :14:58.others. We have seen a greater sense of
:14:59. > :15:01.responsibility from them, a lot more empathy, so they now understand how
:15:02. > :15:06.their behaviour, good or bad, impacts on other people.
:15:07. > :15:13.The project isn't cheap. ?125,000 a year in Keighley alone, ?3,500 per
:15:14. > :15:20.person. But the organisers say it is good value for money. Each time a
:15:21. > :15:23.person enters the criminal justice system, it costs ?8,000, and the
:15:24. > :15:31.cost for just one year is ?65,000 for a young person. The Police
:15:32. > :15:34.Commissioner is setting up a fund, and says it should be used to fund
:15:35. > :15:38.projects like this. I am always looking at ways where we
:15:39. > :15:41.can work together to put on youth `based initiatives that help divert
:15:42. > :15:44.them away from crime and issues around criminality.
