:01:11. > :01:13.attempt to crack down on motorists who drive dangerously around
:01:14. > :01:17.schools. The City of York Council saxs it's
:01:18. > :01:20.been forced to do this after pressure from head teachers. But the
:01:21. > :01:24.Government says there are bdtter ways of dealing with bad parking and
:01:25. > :01:28.they'd like to see these vehicles banned altogether. In a momdnt we'll
:01:29. > :01:36.speak to a former traffic officer, who campaigns against them, but
:01:37. > :01:43.first Anna Crossley has this story. It's a waste of taxpayers money It
:01:44. > :01:50.gives people the opportunitx to spy on people. It's just another way of
:01:51. > :01:57.getting income. Safety cars, parking enforcement cars, spy cars, whatever
:01:58. > :02:03.you call them, they are not popular. Even the government wants to ban
:02:04. > :02:07.them. It wants to rein in the town hall parking bullies. Despite the
:02:08. > :02:11.controversy, York is to become the next place to get its own vdhicle
:02:12. > :02:17.because the council says th`t is what people want. School
:02:18. > :02:24.headteachers want it. Residdnts who live in congested areas arotnd
:02:25. > :02:29.schools want it. I think thdre is a significant amount of peopld who
:02:30. > :02:34.think it is a good idea. Crhtics say the cars are about collecting money
:02:35. > :02:40.through fines, something thd council denies. It says it is only
:02:41. > :02:46.introducing the CCTV cars bdcause of pressure from headteachers. We have
:02:47. > :02:51.tried all the approaches we think we can and it has had limited hmpact.
:02:52. > :02:56.We felt we had to go down in April at where we actually identified
:02:57. > :03:00.those particular offenders lore than other parents who were trying to
:03:01. > :03:08.make an effort. It is this kind of parking that pushed her to go to the
:03:09. > :03:11.council. There have also bedn complaints about similar parking
:03:12. > :03:19.chaos at the start and finish of the school day. When you see those
:03:20. > :03:23.pictures do you feel differdntly? If they are illegally parked and cause
:03:24. > :03:32.has then they should do somdthing. They should put a PCSO on dtty
:03:33. > :03:43.outside the school. It is an intrusion but if it saves one life,
:03:44. > :03:47.a child's life then yes. Opponents say there are favourite ways to deal
:03:48. > :03:56.with the problem. `` more f`irer ways. Talk to them and help them to
:03:57. > :04:03.develop an understanding whx it is important they should park `nd drive
:04:04. > :04:07.carefully around schools. The car will patrol the streets frol early

:04:42. > :04:47.people? It doesn't make fin`ncial sense to have a traffic warden at
:04:48. > :04:54.every school. It does. Wouldn't want car be cheaper? Southampton got rid
:04:55. > :05:00.of their car because it was not cost`effective. If they will use it
:05:01. > :05:04.only for schools it will be for 30 minutes in the morning and 30
:05:05. > :05:11.minutes in the afternoon. I'll be going to park it and not usd it
:05:12. > :05:15.between those times? No. Ard you against it because they are
:05:16. > :05:24.indiscriminate in the way they give out fines? Someone could be
:05:25. > :05:30.legitimately dropping something of or picking up a disabled person The
