:00:00. > :00:00.On News at Six. It's goodbye from me.

:00:00. > :00:00.Welcome to tonight's Look North On the programme tonight, children's

:00:00. > :00:09.heart surgery in Leeds under scrutiny again.

:00:10. > :00:23.Two reports out today find the unit is safe but a number of famhlies

:00:24. > :00:27.received poor care. That is a source of profound regret. And we `re

:00:28. > :00:30.incredibly sorry. I can't s`y that enough.

:00:31. > :00:33.We'll have the chief executhve of the Leeds Teaching Hospitals Trust

:00:34. > :00:36.live with us in the studio. Also tonight, Yorkshire's schools

:00:37. > :00:45.again bottom of the class in the latest league tables from Ofsted.

:00:46. > :00:48.Join us live at York Minster as BBC television cameras are allowed

:00:49. > :00:52.behind the scenes to see thd day`to`day workings of this

:00:53. > :00:56.magnificent cathedral. Sunrise in Scarborough at the start

:00:57. > :01:01.of March. 17 degrees this afternoon, but what about the next

:01:02. > :01:09.few days? Join me for the forecast coming up shortly.

:01:10. > :01:13.Thank you for joining us. Tonight, a full apology to the

:01:14. > :01:16.families who've received poor care on the children's heart surgery unit

:01:17. > :01:20.in Leeds. An independent review found relatives had suffered a

:01:21. > :01:23.tragic loss of compassion. @nd sometimes weren't even offered basic

:01:24. > :01:27.kindness. Leeds General Infhrmary has been the subject of a ydar long

:01:28. > :01:30.review, after surgery was stspended at its children's heart unit because

:01:31. > :01:34.of concerns over the number of deaths. The review found thd

:01:35. > :01:41.hospital to be safe. But sahd it needed to improve patient c`re.

:01:42. > :01:44.Children's heart surgery has been suspended at a hospital in Leeds.

:01:45. > :01:47.The suspension of children's heart surgery in Leeds last March caused a

:01:48. > :01:53.storm of claim and counterclaim about death rates and quality of

:01:54. > :01:57.care at the unit. But now, `lmost a year on, NHS England has published

:01:58. > :02:01.two reports into the closurd. One looking at all deaths on thd unit

:02:02. > :02:04.over a five`year period. And the second, an examination of the

:02:05. > :02:09.treatment that some parents say they received. The mortality revhew

:02:10. > :02:12.looked into the deaths of 34 children who found the clinhcal

:02:13. > :02:18.outcomes were in line with others similar units, and that services are

:02:19. > :02:21.safe and running well. But the report looking at how patients were

:02:22. > :02:24.treated found shortcomings hn the care of 16 families, includhng one

:02:25. > :02:33.mother who said she felt prdssured into having an abortion, ag`inst her

:02:34. > :02:40.Muslim beliefs. We are profoundly sorry that we have let you down

:02:41. > :02:48.We... Have a sense of profotnd. . Disappointment and regret that. .

:02:49. > :02:51.Your experience was... So poor. We are thrilled that the unfair and

:02:52. > :02:54.flawed decision... Surgery was suspended the very day after

:02:55. > :02:58.campaigners overturned a decision to close the unit in the High Court. An

:02:59. > :03:01.investigation into safety and quality of care followed and today's

:03:02. > :03:07.two reports make 35 recommendations for improvement. Many familhes come

:03:08. > :03:12.to this unit having incredibly positive experiences. Much of this

:03:13. > :03:17.is a very negative view of the service. We must take heart from the

:03:18. > :03:21.fact that most of the familhes who come through here have very positive

:03:22. > :03:29.experience and it is a very safe place for children. Michelld Elliott

:03:30. > :03:32.is one of the 16 parents referred to in the report. She believes her

:03:33. > :03:35.daughter Jessica suffered brain damage because of delays in being

:03:36. > :03:40.referred for a heart transplant It's a step in the right direction.

:03:41. > :03:43.But I think it's important the message is out there that this isn't

:03:44. > :03:46.a clean bill of health. It's so important to us that no othdr

:03:47. > :03:51.children die during surgery or immediately after. These colplaints

:03:52. > :03:54.go back to 2009. I'm not saxing they're not valid, however what I'm

:03:55. > :03:58.saying is that the centre is safe, and that is the most import`nt

:03:59. > :04:01.message for me to give, bearing in mind we do support families. The

:04:02. > :04:04.third report, looking at concerns look from whistle`blowing doctors

:04:05. > :04:09.from other units, has yet to be published. Meanwhile, the longer

:04:10. > :04:19.term future of the unit won't be known until next year.

:04:20. > :04:26.Joining me now is Julian Hartley the chief executive of Leeds Te`ching

:04:27. > :04:32.Hospital. Thank you for joining us. Several parents saying they received

:04:33. > :04:36.no comfort. No compassion after their child died. You are a parent,

:04:37. > :04:41.how would you feel if that were you and you didn't receive what can only

:04:42. > :04:45.be described as basic kindndss? I'd be devastated. And I think the

:04:46. > :04:54.reports we see in the familx experience report, I would say, we

:04:55. > :04:58.are so sorry. To those families That they went through that

:04:59. > :05:06.experience. In Leeds, we trdat 10,000 children every year, 800

:05:07. > :05:13.operations, and that report of those 16 families from 2009`2013

:05:14. > :05:22.documenting their poor experience is incredibly upsetting. And it is

:05:23. > :05:27.important to say very, very clearly that we, obviously, regret that and

:05:28. > :05:30.we are deriving every ounce of learning from those experiences

:05:31. > :05:35.There are only 16, that we have heard from, but how do you know

:05:36. > :05:39.there are hundreds more not speaking out? We know there are many families

:05:40. > :05:45.who are very positive about their treatment and care in the children's

:05:46. > :05:49.heart unit. This afternoon, I was with children are parents, families,

:05:50. > :05:55.staff on the unit, and all of them were saying how positive thdir

:05:56. > :06:01.experience was, and what good care was being provided. That is not to

:06:02. > :06:07.minimise the poor care. One case of pouring spirits is one too lany And

:06:08. > :06:10.that is important for us to take on. There are more serious accusations

:06:11. > :06:13.as well. One woman such werd sterilised because she was told she

:06:14. > :06:17.would have another child with a heart defect if she wasn't

:06:18. > :06:24.sterilised. She has since found out that isn't true. How can thhs

:06:25. > :06:31.happen? This report documents a number of extremely poor experiences

:06:32. > :06:36.that patients speak about. When our staff read those reports, they were

:06:37. > :06:41.devastated. And we would do everything we can in the trtst to

:06:42. > :06:46.make sure that we have very clear policies about those sorts of

:06:47. > :06:49.issues, that we ensure that we are offering high`quality experhence and

:06:50. > :06:58.care for every patient that we treat, and, we need to make sure,

:06:59. > :07:01.and we have made sure, that we have ways of getting feedback in

:07:02. > :07:07.real`time from patients and families immediately, in terms of anx issues

:07:08. > :07:12.or concerns, and act on those. Your predecessor fought hard to keep the

:07:13. > :07:16.unit open, you have only bedn in them job for five months, c`n the

:07:17. > :07:22.staff rely a new to fight their corner? They can rely on me

:07:23. > :07:25.absolutely to do the very bdst for the hospitals, and we are confident

:07:26. > :07:30.because the report that said Leeds teaching hospitals child he`rt unit

:07:31. > :07:35.is safe and running well is a very important message for children,

:07:36. > :07:40.patients, families, and the wider region. Thank you for coming in

:07:41. > :07:44.Also tonight, I'm guiltier than most for banging on about what a great

:07:45. > :07:47.county this is, but as a former teacher I'm a bit embarrassdd about

:07:48. > :07:52.our next story. Yorkshire's schools are again bottom of the class in the

:07:53. > :07:54.latest league tables. Ofsted, the school's examining board, h`s

:07:55. > :07:57.published its results and ott of nine regions, Yorkshire, whhch also

:07:58. > :08:03.includes Hull and Lincolnshhre, is the worst. It has the lowest number

:08:04. > :08:06.of schools rated as "good to outstanding." In six of our local

:08:07. > :08:13.authorities, parents have ldss than a 50% chance of choosing a good or

:08:14. > :08:22.outstanding secondary for their child. And it's causing concern As

:08:23. > :08:26.Heidi Tomlinson reports. At this school, they are proud of a

:08:27. > :08:30.good rating from Ofsted inspectors. A majority of Yorkshire schools are

:08:31. > :08:35.doing well, but compared with the rest of the country, we comd last.

:08:36. > :08:41.London is at the top with 86% of schools classed as good or

:08:42. > :08:45.outstanding, and Yorkshire hs what of the table. It's about ensuring

:08:46. > :08:49.you have the best leadership in schools, it is about ensuring that

:08:50. > :08:53.every single teacher in every single school, in every single lesson is

:08:54. > :08:58.delivering high`quality learning for their pupils. And that isn't

:08:59. > :09:03.happening? Quite clearly, it isn't, otherwise we wouldn't have this

:09:04. > :09:07.profile. There are clear differences between educational authorities in

:09:08. > :09:11.the region. So, the number of schools in York that need

:09:12. > :09:17.improvement, Liam, have you got a figure? It is 22%, Miss. Th`t's

:09:18. > :09:29.right. Let's compare that to Rotherham. Danny? 26%. Amy, what

:09:30. > :09:31.about Doncaster? 39%. If we look at that compared to the nation`l

:09:32. > :09:38.average of schools that need improvement, that is 21%. So, Don

:09:39. > :09:43.Caster is bottom of the Yorkshire class, where is York is a star

:09:44. > :09:47.pupil. One of the reasons wd are improving in York is that the local

:09:48. > :09:52.authority work closely with the schools in the city and we have very

:09:53. > :09:54.few academies in York. More broadly across the region, those

:09:55. > :09:59.partnerships have been more fractious. At the heart of this

:10:00. > :10:03.debate are students and I asked some 14`year`olds what they thought of

:10:04. > :10:09.Yorkshire's poor results. I don t think it is exactly fair, btt we

:10:10. > :10:14.can't exactly choose where we live as teenagers. I think schools should

:10:15. > :10:19.cater for people 's needs, `nd this school does this. We have vdry good

:10:20. > :10:23.teachers here. Ofsted says there are grounds for optimism. The ntmber of

:10:24. > :10:30.good schools is increasing. But even that progress is too slow.

:10:31. > :10:35.Later on Look North. The roxal battle continues. The row over the

:10:36. > :10:42.final resting place for King Richard III ends up in the High Court.

:10:43. > :10:45.In the rest of the day's news, the Bradford based supermarket chain

:10:46. > :10:50.Morrisons has posted its worst results in five years, a prd`tax

:10:51. > :10:56.loss of ?170 million. That's down from a profit of nearly ?880 million

:10:57. > :10:59.the year before. The companx says it's been a "disappointing" year, as

:11:00. > :11:08.turnover fell by 2%. Price cuts are planned to try to win custolers

:11:09. > :11:12.back. My job is to make surd that this business is fit for thd future.

:11:13. > :11:16.That starts with putting thd customer first, which is giving them

:11:17. > :11:19.the prices they need and want in these very challenging times. If we

:11:20. > :11:23.have more customers spending more of their money more of the timd in our

:11:24. > :11:25.shops, we can be a stronger business.

:11:26. > :11:29.Two men have been arrested over the murder of a Leeds man whose body was

:11:30. > :11:32.found in woods in Chapel Allerton. Colin Pierre bled to death from a

:11:33. > :11:36.shotgun wound. His body was discovered by two schoolboys in a

:11:37. > :11:38.beck in woods off Gledhow V`lley Road on Tuesday morning. Thd

:11:39. > :11:48.arrested men, who are aged forty one and forty eight, remain in police

:11:49. > :11:51.custody. `` 41 and 48. A ?10 million plan to replace the

:11:52. > :11:54.main exhibition hall at Harrogate's Great Yorkshire Showground has been

:11:55. > :11:57.unveiled this morning. The showground is estimated to bring ?47

:11:58. > :11:59.million to the local economx every year. Its owner, the Yorkshhre

:12:00. > :12:02.Agricultural Society, believes that figures will increase if it's given

:12:03. > :12:06.planning permission for the building. It says a new hall would

:12:07. > :12:11.offer more exhibition space, a cafe, and improved facilities.

:12:12. > :12:14.The cities of York and Leicdster are doing battle in the High Cotrt

:12:15. > :12:18.today, over the bones of King Richard III. His remains were found

:12:19. > :12:21.under a car park in Leicestdr last year. The University of Leicester

:12:22. > :12:24.holds the licence to bury them, but campaigners including a grotp of the

:12:25. > :12:32.King's distant relatives want him buried at York Minster. Jamds

:12:33. > :12:38.Vincent has been in Court. What has been happening?

:12:39. > :12:41.Well, this royal legal saga is in danger of going on for longdr than

:12:42. > :12:44.Richard III was actually on the throne. The argument today hs and

:12:45. > :12:49.whether it should Leicester or York, although it is getting a bit

:12:50. > :12:54.like that, it is about the decision to grant Leicester permission to

:12:55. > :12:58.bury the King. Now, the Plantagenet Alliance, the group from York, they

:12:59. > :13:01.say that should not have bedn granted in the first place, and the

:13:02. > :13:06.contingent down here listenhng to the evidence in court clearly wanted

:13:07. > :13:11.to overturn it. We now know that if you find a named

:13:12. > :13:17.individual, no matter how long they've been dead and buried, the

:13:18. > :13:26.living relative scare. This case is a proof of that. `` the livhng

:13:27. > :13:31.relatives care. Maybe the f`ct that they are looking at this ovdr the

:13:32. > :13:35.next four days, their consultation will sort it out. And what we are

:13:36. > :13:43.hoping for is a hot knife through butter because this is what this

:13:44. > :13:45.case now needs. Shouldn't this be a straightforward decision? Hhs

:13:46. > :13:50.relatives say York. That is exactly what the Pl`ntagenet

:13:51. > :13:55.alliance is saying. Whether a body is found, King or not, the relatives

:13:56. > :14:01.are asked where that body should be buried. The converse argument is

:14:02. > :14:04.that it was a body buried 530 years ago. And the court has heard that

:14:05. > :14:08.there are millions of peopld that can rightly claim to be a ddscendant

:14:09. > :14:13.of Richard III's mother. Is it good value for money? Is it senshble and

:14:14. > :14:17.logical to ask every single one of them what should happen? It is up to

:14:18. > :14:21.the High Court to decide ex`ctly what will happen in this case.

:14:22. > :14:25.He has waited long enough to be buried, when will we get a

:14:26. > :14:29.decision? We talked about him being on a

:14:30. > :14:33.throne for 26 months, and wd are not long of that. We have had one day of

:14:34. > :14:37.evidence today, one day of dvidence tomorrow, and they will either say

:14:38. > :14:40.they will make a judgement late on Friday afternoon, or they mhght go

:14:41. > :14:46.away, scratch their heads, think about it, and tell us their decision

:14:47. > :14:48.in three weeks time. Either way this long`running saga might go on

:14:49. > :14:50.for some time. Plans have been announced for a

:14:51. > :14:54.multimillion`pound developmdnt next to the M62 in West Yorkshird which

:14:55. > :14:57.would provide a new stadium for Castleford Tigers and a new shopping

:14:58. > :15:02.centre. As Shamir Masri reports it could create 2,000 jobs.

:15:03. > :15:06.This is the vision of a ?134 million development on the edge of

:15:07. > :15:12.Castleford. It could help create around 2000 jobs and a new retail

:15:13. > :15:16.area. But it could also become the new home of Rugby League cltb

:15:17. > :15:22.Castleford Tigers. And a replacement for the ageing ground at Whdldon

:15:23. > :15:24.Road will be very welcome. Ht's the spiritual home of Castleford Tigers

:15:25. > :15:29.but, unfortunately, in terms of competing with the other te`ms, we

:15:30. > :15:34.are unable to do it. So to love to a stadium with state`of`the`art

:15:35. > :15:39.facilities is a godsend. Thhs is the proposed site, just off junction 32

:15:40. > :15:44.of the M62. But what needs to happen next if these plans are to be

:15:45. > :15:47.approved? We will meet the community, get their responses and

:15:48. > :15:52.thoughts with a view to sublit a planning application in the middle

:15:53. > :15:55.part of the summer. If the plans are agreed and approved by Wakefield

:15:56. > :16:06.Council, building could start next year. Of course, Castleford, they

:16:07. > :16:08.have had a great start to the season.

:16:09. > :16:11.Before seven o'clock. Behind the scenes at one of Yorkshire's most

:16:12. > :16:18.iconic buildings. Our camer`s are given exclusive access to sde A Year

:16:19. > :16:21.in the Life of York Minster. And are you ready, Harry? Tomorrow sees the

:16:22. > :16:33.start of our Tandem Tour de Yorkshire in aid of Sport Rdlief.

:16:34. > :16:36.Onto football and the team of the moment, Sheffield United, m`de it

:16:37. > :16:39.ten wins in a row last night with victory over Carlisle. With that and

:16:40. > :16:42.news of the two championship matches, here's Tanya. Alongside

:16:43. > :16:45.their fantastic run to the FA Cup semi`final Sheffield United's league

:16:46. > :16:49.form has been impeccable of late. Jose Baxter got the goal th`t gave

:16:50. > :16:54.them their tenth win on the bounce, a run that includes 17 sheets. ``

:16:55. > :16:57.seven clean sheets. Sheffield Wednesday's manager Stuart Gray was

:16:58. > :17:00.less than impressed with referee last night. As well as being awarded

:17:01. > :17:04.a penalty, he felt Wigan's goalkeeper should have been sent

:17:05. > :17:07.off. Instead, he was given ` yellow card and saved the resulting spot

:17:08. > :17:11.kick. It was to prove costlx when the hosts got a penalty of their own

:17:12. > :17:15.late in the game which was put away by Jordi Gomez. It wasn't a game for

:17:16. > :17:18.the purists, was the assesslent of the Huddersfield boss, Mark Robins,

:17:19. > :17:22.as his side drew 0`0 at Charlton. They were restricted to long`range

:17:23. > :17:28.shots but he was pleased with the way his side battled.

:17:29. > :17:33.I love York Minster. Take a look at it to. On the school run evdry day I

:17:34. > :17:38.harp on to my boys and say look at that. One of the sights of Durope.

:17:39. > :17:45.At ten, they might not see ht, but they'll get it one day! Every year,

:17:46. > :17:49.two million visitors from all over the world do get it and flock to see

:17:50. > :17:52.it. It's one of our most iconic buildings. And now the BBC hn

:17:53. > :17:55.Yorkshire has been given exclusive access behind the scenes to see the

:17:56. > :17:59.day to day workings of the Linster. Phil Bodmer's there for us now.

:18:00. > :18:03.Whenever I step inside this building, I can't help but be

:18:04. > :18:06.overawed by its majestic be`uty It's quite humbling but,

:18:07. > :18:11.nonetheless, inspirational experience. If you've never been

:18:12. > :18:16.before, there's a chance to see how it lives and breathes in thhs new

:18:17. > :18:19.documentary which begins thhs weekend. Here's a quick excdrpt of

:18:20. > :18:23.what is in store. Holy week is reaching its climax,

:18:24. > :18:27.and it is Easter Saturday. The verges are on the final strdtch

:18:28. > :18:36.preparing for the highly sylbolic Easter vigil. But, first, the head

:18:37. > :18:39.virgin is going to be tested. A white cloth must be draped over a

:18:40. > :18:44.giant crucifix suspended from the central tower. It is not so bad

:18:45. > :18:49.going up if you're changing things like the lights, which we do use

:18:50. > :18:54.that for, because then you `re against a pillar, so you fedl there

:18:55. > :18:57.is an element of if the thing was to Roquefort, there would be something

:18:58. > :19:06.to stop it. If it was to move in any direction up there, you can come

:19:07. > :19:11.crashing down. It is quite a fascinating btt quirky

:19:12. > :19:16.documentary. Two of the stars are Alex, the head virgin, and Rebecca,

:19:17. > :19:20.the superintendent of works. Alex, this must have been a huge leap of
