:00:09. > :00:14.Good evening. First tonight, there's embarrassment for York Council after

:00:15. > :00:17.it emerged that it may have acted unlawfully ` by issuing more than ?1

:00:18. > :00:20.million worth of fines to motorists who drove over Lendal Bridge and on

:00:21. > :00:23.Coppergate during a controversial trial. One driver appealed against

:00:24. > :00:28.his fixed penalty notice ` and was told by a tribunal the council had

:00:29. > :00:31."no power" to issue penalties. You may remember the council banned

:00:32. > :00:34.general traffic from using Lendal Bridge and Coppergate during much of

:00:35. > :00:38.the day, as part of a six`month trial to cut congestion in the city

:00:39. > :00:43.centre. During that time nearly 60,000 drivers have been fined.

:00:44. > :00:48.Motorists have been fined more than ?1.3 million. It's generated

:00:49. > :00:53.?700,000 for the council. But today's ruling throws the whole

:00:54. > :01:01.trial into question. Our reporter Joe Inwood is at Lendal Bridge for

:01:02. > :01:07.us tonight. Yes, at this time of night any

:01:08. > :01:12.vehicles `` any vehicle is allowed to pass over Lendal Bridge but

:01:13. > :01:16.during the day if a car violates what the council says is a bus lane,

:01:17. > :01:19.they can be hit with a ?60 fine. This report today says there are so

:01:20. > :01:24.many exemptions and caveats to the bus lane that it is not one at all

:01:25. > :01:27.and because it is not a bus lane the council has no legal right to

:01:28. > :01:31.enforce the penalty charge notices it has been handing out. The report

:01:32. > :01:37.was also highly critical of much of the signage, especially around the

:01:38. > :01:39.start of the scheme, and the way that many of the appealed against

:01:40. > :01:44.the fines have been handled, saying it is a lottery. Pretty embarrassing

:01:45. > :01:48.for York City Council. A lot of people will want to know what is the

:01:49. > :01:52.reaction from the council tonight? Well, they say they have been

:01:53. > :01:55.surprised and they have been bullish and say they will be seeking legal

:01:56. > :01:59.advice on what they should do next. But for now, the scheme will be

:02:00. > :02:02.continuing. There are difficulties from many adjudicator decisions the

:02:03. > :02:05.authorities receive. We have to look at what they are, decide whether to

:02:06. > :02:10.challenge them, get the advice and form a view and at this time we

:02:11. > :02:13.don't accept it. Were I tomorrow to drive over the bridge, would you be

:02:14. > :02:21.able to issue an enforcement notice and would I have to pay it? You

:02:22. > :02:27.certainly would. Enforcement continues. Fines will continue. It

:02:28. > :02:30.is a serious matter we are looking into, that's why we need to get

:02:31. > :02:38.legal advice, check that it's right, but we will continue to enforce.

:02:39. > :02:42.The other thing people want to know is if you have paid one of the fines

:02:43. > :02:47.over the past six months, is there anything you can do? According to

:02:48. > :02:51.the adjudicator, each fine is considered as an individual case and

:02:52. > :02:55.once it has been paid it is closed, but going forward there are many

:02:56. > :02:57.questions for this City Council to answer.

:02:58. > :03:00.The jury at the new inquest in to the 96 Hillsborough victims has

:03:01. > :03:03.heard a minute`by`minute account of how the disaster unfolded. The

:03:04. > :03:05.coroner at the inquest in Warrington asked some pointed questions about

:03:06. > :03:08.the role of Chief Superintendent David Duckenfield ` the South

:03:09. > :03:11.Yorkshire police commander in charge of the match. The judge's opening

:03:12. > :03:17.statement will be completed tomorrow.

:03:18. > :03:20.The coroner in Scarborough has recorded three verdicts of

:03:21. > :03:23.accidental death at the inquest into a head`on crash in November. The

:03:24. > :03:26.three victims of the crash at Wharram Percy near Pickering

:03:27. > :03:31.included a mother and her teenage son. They were all Polish people who

:03:32. > :03:34.worked at the Malton bacon factory. They were driving to work early in

:03:35. > :03:38.the morning when their car collided with a van.

:03:39. > :03:41.The mother of a murdered Leeds teenager plans to make an official

:03:42. > :03:44.complaint to West Yorkshire Police over the failure to track down a

:03:45. > :03:50.suspect. 16`year`old Tyrone Clarke was beaten and stabbed to death by a

:03:51. > :03:55.gang in Beeston in 2004. Four men are serving life sentences for the

:03:56. > :03:59.murder. Qasim Majid is still wanted by the police. He's thought to be in

:04:00. > :04:04.Pakistan and it's now emerged that he's managed to get a new British

:04:05. > :04:07.passport. There's a war of words in Sheffield,

:04:08. > :04:11.over the city council's refusal to take in victims of the war in Syria.

:04:12. > :04:14.The Deputy Prime Minister and Sheffield MP Nick Clegg says he's

:04:15. > :04:19."very disappointed" that a city which is known for its compassion,

:04:20. > :04:23.won't re`home Syrian refugees. But the council says with so many cuts,

:04:24. > :04:28.it has no choice. Kate Bradbrook reports.

:04:29. > :04:31.Over the past three years more than 100,000 people have lost their lives

:04:32. > :04:38.in Syria and nine million have been forced from their homes since the

:04:39. > :04:43.conflict began. Earlier this year the government here promised to do

:04:44. > :04:46.more to assist. We will be coming forward with a scheme to help the

:04:47. > :04:51.most needy people in those refugee camps and offer them a home in our

:04:52. > :04:55.country. Sheffield was one of the cities asked to take Syrian

:04:56. > :04:58.refugees. In 2007 it was named City of Sanctuary and says it takes pride

:04:59. > :05:06.in welcoming asylum seekers but this time the council said no. I think

:05:07. > :05:10.they are just plainly wrong. Most fair`minded people would think that

:05:11. > :05:13.even if the council decides they can't take in 50, which is the

:05:14. > :05:19.number of Syrian refugees going to Bradford, if Bradford can do it, why

:05:20. > :05:23.can't we in Sheffield? But even if it was five, seven or ten, just a

:05:24. > :05:29.few of some of the most distressed, most traumatised women and children

:05:30. > :05:33.who need refuge. Sheffield Council says its doors are still open but

:05:34. > :05:38.that the government needs to stump up the cash. We can't continue to

:05:39. > :05:42.absorb these costs because it's completely unfair. We are facing

:05:43. > :05:46.huge cuts in our budgets, which communities rely on the services

:05:47. > :05:48.that we provide and to house some of the most vulnerable people in

:05:49. > :05:55.communities that need support will just compound the problem. It's

:05:56. > :05:58.unclear how many refugees are heading for Britain and with budgets

:05:59. > :06:08.across the country under pressure how many of them will end up here in

:06:09. > :06:11.Yorkshire. Some football results now. A
