:01:15. > :01:18.pictures show the moment ond exploded in a North Yorkshire pub.

:01:19. > :01:21.The device, similar to thosd used by thousands of smokers who ard trying

:01:22. > :01:25.to give up, had been left charging when it went up in flames. Fire

:01:26. > :01:28.officers are getting more and more cases like this and I've bedn

:01:29. > :01:32.speaking to Trading Standards who say cheap chargers are to blame

:01:33. > :01:35.We'll hear from them in a moment but first Kate Bradbrook has thhs

:01:36. > :01:39.special report. This was the moment a North

:01:40. > :01:47.Yorkshire barmaid got the shock of her life as an e`cigarette charging

:01:48. > :01:51.behind the bar exploded. I was about to give someone their changd. But I

:01:52. > :01:55.ran off with it, because I felt the heat on me and I could see ht out of

:01:56. > :01:58.the corner of my eye. I felt lucky that I wasn't stood couple of

:01:59. > :02:02.centimetres to the right, bdcause anything could have happened, it

:02:03. > :02:06.could have gone into the back of me, it could have attached onto my arm

:02:07. > :02:09.and just burnt all the way through my skin. Electronic cigarettes look

:02:10. > :02:14.and feel a lot like the tob`cco equivalent, but what appears to be

:02:15. > :02:17.smoke is mostly water vapour. And while it's traditional cigarettes

:02:18. > :02:20.which are often associated with fires, like this test exerchse in

:02:21. > :02:28.South Yorkshire, according to fire officers, incidents related to

:02:29. > :02:31.e`cigarettes are on the risd. This was an incident on the 19th of

:02:32. > :02:35.March, which happened in thd Stanningly area. It's been

:02:36. > :02:40.attributed to an e`cigarettd, an e`cigarette battery that was on

:02:41. > :02:43.charge at the time. There are two different types, one is a c`rtridge

:02:44. > :02:47.type and one is a refillabld liquid type. The fires that we've had

:02:48. > :02:52.appear to be with the refillable liquid type. There's still ` bit of

:02:53. > :02:55.liquid in there. And it was that refillable liquid that exploded in

:02:56. > :03:00.the home of Pat and Philip Howie from Buckley. Sat there, watching

:03:01. > :03:04.tally. Saturday night, nice and quiet, all of a sudden, bang. A big

:03:05. > :03:09.yellow flash, smoke everywhdre, carpet on fire. And I looked down

:03:10. > :03:14.there and saw burns, and I thought, this isn't the laptop. Smokd alarms

:03:15. > :03:19.went off and one of my neighbours even heard it explode, it w`s that

:03:20. > :03:22.loud. Luckily, no one was htrt. But fire crews across south and west

:03:23. > :03:29.Yorkshire have attended 17 hncidents like this in the past seven months.

:03:30. > :03:33.The advice would be, don't buy cheap unbranded e`cigarettes. And another

:03:34. > :03:36.problem is that they're being mixed, the chargers are being mixed with

:03:37. > :03:42.the e`cigarettes, don't mix the chargers, use the same branded

:03:43. > :03:45.charger as the e`cigarette. E`cigarette smokers are also being

:03:46. > :04:01.warned not to leave chargers on and unattended.

:04:02. > :04:03.Tragic standards are here now. E`cigarettes are relatively new is

:04:04. > :04:11.this a growing problem with exploding Chargers? We are `ware of

:04:12. > :04:16.safety related incidents whhch result with using a product with

:04:17. > :04:22.incompatible electric chargds. We have got one here which did explode,

:04:23. > :04:25.the USB socket is still att`ched, that would have gone into the

:04:26. > :04:30.charger and the charger has exploded. If it's just counterfeit

:04:31. > :04:36.cigarettes which are the problem? It might relate to a counterfeht

:04:37. > :04:42.charger, there are an awful lot of unbranded products on the m`rket

:04:43. > :04:46.which has safety defect. Whdre you buy it and how much you pay for it

:04:47. > :04:48.will say a lot about the provenance of the product. What advice do you

:04:49. > :04:54.have for people who smoke e`cigarette? By the proper reputable

:04:55. > :04:57.supplier, make sure the charger is compatible, do not leave it

:04:58. > :05:03.unattended charging and makd sure there is make sure there is no

:05:04. > :05:08.damage to the lithium iron battery, it could lead to dangerous

:05:09. > :05:11.situations. And do not use ` charger from a different device. Definitely

:05:12. > :05:14.not, no. York Council is coming under

:05:15. > :05:17.increasing pressure to refund drivers who've been fined more than

:05:18. > :05:20.?1 million for crossing Lendal Bridge. The route will fullx re`open

:05:21. > :05:23.to all vehicles this weekend after a controversial traffic ban w`s

:05:24. > :05:33.lifted, council leaders dechded it was simply too unpopular. Spencer

:05:34. > :05:36.Stokes is in York this evenhng. It is a bridge that rather than

:05:37. > :05:40.uniting the city has somewh`t divided it over the last eight

:05:41. > :05:45.months or so. York City Council supporting those traffic

:05:46. > :05:50.constrictions on Lendal Bridge, many motorists opposing them. Tonight it

:05:51. > :05:54.seems as though the motorists have been

:05:55. > :06:00.restrictions overturned. What is a bridge too far for the

:06:01. > :06:03.city of York? `` was this a bridge too far? The Lendal Bridge

:06:04. > :06:06.restrictions will end on Saturday and all drivers will be abld to

:06:07. > :06:10.cross the river without fear of a fine. This is a big polarishng

:06:11. > :06:13.issues and there has been a lot of divided opinion, we felt we had to

:06:14. > :06:15.take stock, listen to what people were saying. The restrictions were

:06:16. > :06:23.imposed between 2003 a and 4pm. `` imposed between 2003 a and 4pm. ``

:06:24. > :06:31.10:30am. So it since August, drivers have had to do tour around the city

:06:32. > :06:36.centre. `` take a detour. It has saved me a lot of work and lileage.

:06:46. > :06:52.say they did. Other people say they did not! Over the last eight months,

:06:53. > :07:01.more than 50,000 fines have been handed out, with each driver

:07:06. > :07:10.only ?700,000 profit for thd York Council. Today one of the chty MPs

:07:11. > :07:18.call for all fines to be refunded. It makes a sense to draw a line

:07:19. > :07:22.under this fiasco by repaying the fines. If they don't, this hs going

:07:23. > :07:26.to drag on and it really is becoming an embarrassment for York. This

:07:27. > :07:31.trial did cut overall congestion and reduce pollution according to the

:07:32. > :07:33.council. That was always thd aim and one hotel manager thinks th`t

:07:34. > :07:39.abandoning the scheme is a step backward. I am not sleeping for joy,

:07:40. > :07:44.that is purely my view, frol the hotel 's point of view, the

:07:45. > :07:48.environment since the closure has been more peaceful. I think the

:07:49. > :07:54.traffic congestion in the chty has to be addressed, and the pollution

:07:55. > :07:58.causes as much of the congestion. But somehow or another, the

:07:59. > :08:04.long`term review of this arda must not be lost. Congestion has been a

:08:05. > :08:08.problem for years, traffic has been slowly squeezed out of the city

:08:09. > :08:12.centre but cars will not be disappearing from Lendal Brhdge just

:08:13. > :08:15.yet. It was the independent traffic

:08:16. > :08:21.adjudicator who said last wdek that the he thought this scheme light be

:08:22. > :08:24.unlawful, the city of York Council says it disagrees. It says ht will

:08:25. > :08:27.get rid of the restrictions that it will not refund the fines. Not

:08:28. > :08:35.everyone is happy, we have heard from the bus company who opdrate

:08:36. > :08:40.services in York, they say they are disappointed because the trhal gave

:08:41. > :08:43.thousands of passengers a more reliable bus service. On Max six, a

:08:44. > :08:49.congestion commission will begin looking at the whole issue of

:08:50. > :08:53.congestion here in York, it will be made up of the three political

:08:54. > :08:57.parties here in the city and it will report back next year on congestion

:08:58. > :09:03.and what is to be done. One of its suggestions theoretically could be

:09:04. > :09:06.that the restrictions will be introduced on Lendal Bridge again.

:09:07. > :09:10.We've had lots of comments `bout this on our Facebook page, nearly

:09:11. > :09:27.all of them are glad the ban has been lifted.

:09:28. > :09:32.Later on Look North. The Tour de France is set to bring

:09:33. > :09:36.thousands of people and pounds to Yorkshire but we look at whx some

:09:37. > :09:44.companies are worried the event will be bad for business.

:09:45. > :09:50.The Prime Minister has said he'll do all he can to help the 1400 miners

:09:51. > :09:53.who face losing their jobs hn our region. UK Coal plans to shtt

:09:54. > :09:58.Kellingley Colliery near Knottingley and Thoresby pit in Nottinghamshire.

:09:59. > :10:00.David Cameron was speaking `fter a government minister assured the

:10:01. > :10:05.National Union of Mineworkers that funding will be made available to

:10:06. > :10:15.keep the pits open for the next 18 months. Phil Bodmer's been following

:10:16. > :10:19.this and joins us now. Union leaders and the TUC delegation met the

:10:20. > :10:24.energy minister in London this morning. It was a 45 minute

:10:25. > :10:28.meeting, during that he indhcated that the government would provide a

:10:29. > :10:36.?10 million loan, that would have to be matched by private funding. That

:10:37. > :10:42.would mean it would be a ph`sed rundown of both Kellingley `nd

:10:43. > :10:45.Thoresby colliery. It would stave off the threat of immediate closure

:10:46. > :10:50.but not enough to sustain the long`term future of either. UK

:10:51. > :10:55.Coal, which operates both mhnds says it needs to begin this phased

:10:56. > :11:01.rundown, so it is asking for the money. However, if it starts to run

:11:02. > :11:04.down now, union fears that redundancies could come next month.

:11:58. > :12:01.investigation's been launchdd into the finances at Barnsley hospital

:12:02. > :12:03.and long waiting times at A The health regulator Monitor saxs A E

:12:04. > :12:09.quarterly targets were missdd five times in18 months. In Febru`ry a

:12:10. > :12:13.deficit of ?2.3 million was reported. The trust says it wants to

:12:14. > :12:18.reassure patients that servhces will not be affected.

:12:19. > :12:21.Barnsley and Bradford are along the worst places in the country for

:12:22. > :12:25.youth unemployment according to a new report. Research by the Work

:12:26. > :12:29.Foundation found more than ` quarter of 16 to 24`year`olds are ott of

:12:30. > :12:33.work in those areas. York h`s the second lowest rate in the country

:12:34. > :12:37.with less than 13% of young people unemployed.

:12:41. > :12:47.because so much attention is on the Tour de France coming to Yorkshire.

:12:48. > :12:50.We're told the benefits for the region will be significant when the

:12:51. > :12:54.world's biggest cycle race starts in our region in July. It's estimated

:12:55. > :12:59.it'll bring ?100 hundred million into our economy. Yorkshire's

:13:00. > :13:03.countryside will be seen by a television audience of thred

:13:04. > :13:07.billion. And the number of visitors will be huge with up to two million

:13:08. > :13:10.people expected to watch each stage. So why are some businesses tnhappy?

:13:11. > :13:20.Our business correspondent Danni Hewson has been to find out.

:14:59. > :15:06.by 11%, the biggest drop of anywhere in England. Welcome to Yorkshire's

:15:07. > :15:11.latest advert being shown in London taxi cabs going some way to address

:15:12. > :15:16.concerns of business owners like Lizzie and Rebecca. But what of the

:15:17. > :15:21.big money? If previous venud Kent can teach us anything, it is that

:15:22. > :15:25.nothing is certain. The economic impact in Kent was a lot sm`ller. If

:15:26. > :15:29.we think about that emission to Yorkshire, we will see big dconomic
