:04:15. > :04:18.four years. The council said that it will take a loan to kick`st`rt the

:04:19. > :04:23.scheme. The money will ensure that the orders are processed and a

:04:24. > :04:29.militia can finally begin. We are trying to create a vibrant, dynamic

:04:30. > :04:33.centre with not just shops `nd bars and restaurants but also thd office

:04:34. > :04:37.developments and so on. And everything that comes with that To

:04:38. > :04:41.allow us to compete on a level playing field with other big cities,

:04:42. > :04:46.this scheme is critical to that I think it is probably the most

:04:47. > :04:47.important project for the chty moving forward.

:04:48. > :04:51.It's not clear yet how the council is going to get this money, but we

:04:52. > :04:55.will find out more about thd finance at a council meeting next wdek.

:04:56. > :04:58.A number of options are said to be on the table.

:04:59. > :05:02.What we do know is that the council wants to get a developer

:05:03. > :05:07.And it is aiming for the whole project to be completed by 2019
