:06:04. > :06:09.money but not me. It may help the club out but not out of our pockets.

:06:15. > :06:20.where he is making more mondy. He is putting it back to where he was

:06:21. > :06:24.brought up. So, support for Louis's investment but a long way to go to

:08:37. > :08:45.So why is it being banned? The Home Office say: The advisory cotncil on

:08:46. > :08:52.the misuse of drugs who published a government sporp say: Despite the

:08:53. > :08:58.findings, the Home Office is pressing ahead with a ban on the

:08:59. > :09:04.plant from next week. From Tuesday it will be illegal to be in

:09:05. > :09:10.possession of khat. So how will the ban be policed? It will be ` Class

:09:11. > :09:19.C, a lesser level of drug. Ht sits in the same category as Ann bollic

:09:20. > :09:26.steroid. The policing of th`t kind of drug obviously is proportionate.

:09:27. > :09:32.If you are caught chewing chat and in possession of a small amount the

:09:33. > :09:37.police are likely to give a verbal warning. Each time you are caught,

:09:38. > :09:43.the punishment is likely to increase.

:09:44. > :09:47.From a ?60 fine to a court referral. And the maximum penalty for

:09:48. > :09:52.supplying quantities of the plant is up to 14 years in prison. Not

:09:53. > :09:55.everyone is against the ban but those affected are discussing how

:09:56. > :09:59.the communities will replacd the tradition and are worried that the

:10:00. > :10:05.supply of the plant called fall into the hands of criminals.

:10:06. > :10:10.Karen Bradley is a Home Offhce Minister. I asked why the Government

:10:11. > :10:13.had decided to ban the plant that had been chewed socially in

:10:14. > :10:17.Yorkshire for decades. The Government looks at the risk of

:10:18. > :10:22.harm to the users, to the whder community and society. In the case

:10:23. > :10:28.of chat, there is strong evhdence that the UK was lible to become a

:10:29. > :10:32.had been for international trade in chat exports by organised crime

:10:33. > :10:36.gangs. We were keen to make sure that the UK does not find itself in

:10:37. > :10:41.a position where organised crime can use the UK to export chat into the

:10:42. > :10:48.countries that have taken the measures to control khat, including

:10:49. > :10:53.North America and Europe. But does this force the problem

:10:54. > :10:59.under ground? What the commtnity has been it telling me is that the use

:11:00. > :11:02.of chat was marginalising their husbands and sons and taking them

:11:03. > :11:06.from the UK society. They wdre keen to make sure that we took action to

:11:07. > :11:10.help them. This is dividing opinion on this

:11:11. > :11:15.after having spoken to experts, many saying there is no medical dffects,

:11:16. > :11:23.it is no more dangerous than a cup of coffee. According to a rdport

:11:24. > :11:29.chhat has no direct causal link to medical effects? The underlxing

:11:30. > :11:33.ingredient in chat is a controlled substance. They could be subject to

:11:34. > :11:37.the controls that we are introducing this week. Because the users of the

:11:38. > :11:45.product are such a small part of the product are such a small part of the

:11:46. > :11:49.community it is difficult to find significant amounts as therd are not

:11:50. > :11:57.that many people using it. How can you police it? Is it not

:11:58. > :12:01.mostly chewed at home? It is chewed in khat houses.

:12:02. > :12:09.There are individuals leaving their homes to chew it elsewhere we are

:12:10. > :12:13.offering education and making sure that local level policing and local

:12:14. > :12:19.authorities have the tools that they need so that they can help to

:12:20. > :12:26.educate the community. An inquest into the deaths of two
