:00:51. > :00:53.First tonight, the Chief Constable of West Yorkshire Police has been

:00:54. > :00:55.Mark Gilmore is being investigated over allegations relating to

:00:56. > :01:00.his time as an officer in Northern Ireland.

:01:01. > :01:02.The announcement from the Police And Crime Commissioner came at

:01:03. > :01:08.a hastily convened press conference in Wakefield late this afternoon.

:01:09. > :01:10.This morning, I suspended the Chief Constable of West

:01:11. > :01:17.The reason for this suspenshon is as a result of information H have

:01:18. > :01:19.received from the Police Service Of Northern Ireland arising

:01:20. > :01:24.from an investigation announced by them earlier this week.

:01:25. > :01:28.I would like to stress the suspension of

:01:29. > :01:31.the Chief Constable is a necessity in the public interest until the

:01:32. > :01:37.I have also referred this matter to the Independent

:01:38. > :01:52.I sincerely hope that the investigation is concluded puickly,

:01:53. > :02:02.in a way that will allow me to lift the suspension, and Mr Gilmore

:02:03. > :02:05.return to his post and conthnue the vital work to ensure colmunities

:02:06. > :02:11.I hope to see this investig`tion is brought to a speedy conclusion.

:02:12. > :02:14.Until that time, I've taken on the role of temporary Chief Constable.

:02:15. > :02:16.A short time ago, I briefed senior colleagues,

:02:17. > :02:19.and we're all agreed the important thing right now is to maint`in

:02:20. > :02:22.People should feel reassured day`to`day services are unaffected

:02:23. > :02:25.and their neighbourhood polhcing teams will continue to provhde

:02:26. > :02:29.Mark Gilmore has only been Chief Constable for a little over a year.

:02:30. > :02:35.So, what's behind his suspension? Here's our crime corresponddnt, John

:02:36. > :02:43.This was Mark Gilmore when he was appointed Chief Constable l`st year.

:02:44. > :02:47.But his suspension relates to his time as a senior officer in Northern

:02:48. > :02:52.Ireland. Police there are investigating whether there was a

:02:53. > :02:56.conspiracy to award a multi`million pound police vehicle contract to a

:02:57. > :03:01.big car dealer, the Donnellx brothers. Its owner, and a former

:03:02. > :03:08.chief costs while assistant, are among those arrested. Mr Gilmour may

:03:09. > :03:13.have received a vehicle frol the company. There is concern about the

:03:14. > :03:17.reputation of the force. Thd police officers, the inspectors in this

:03:18. > :03:22.city are the ones who are pttting their life on the line.

:03:23. > :03:24.They are once again being elbroiled in a controversy which has nothing

:03:25. > :03:32.to do with them. The last Chief Constable resigned in

:03:33. > :03:39.2012. It was alleged he provided information after the Hillsborough

:03:40. > :03:43.disaster. Mark Gilmore was said to be the ideal candidate. Now the

:03:44. > :03:46.force is being run by an acting Chief Constable.

:03:47. > :03:51.John is with us now. What are the implications of all of this, John?

:03:52. > :03:59.They can't be good for the force as a whole. The general public will not

:04:00. > :04:10.necessarily notice any diffdrence. But there is more turmoil after the

:04:11. > :04:16.upset in autumn 2012. They have been settling down over 15 months. Mark

:04:17. > :04:19.Gilmore was faced with a major task in the face of stringent

:04:20. > :04:26.cost`cutting measures. I understand he may have upset quite a fdw police

:04:27. > :04:30.officers. It is more intern`l turmoil for the fourth biggdst

:04:31. > :04:37.police force in the country. What happens next?

:04:38. > :04:43.These can be long and complhcated investigations by the PSNI `nd could

:04:44. > :04:47.take months. Does the Indepdndent Police Complaints Commission look

:04:48. > :04:50.into it as well? There will be quite a few months of uncertainty.

:04:51. > :04:54.?10 million to fill 200,000 Yorkshire potholes.

:04:55. > :04:57.That's the promise from the Government today,

:04:58. > :05:01.but it falls far short of the ?1 billion called for by our

:05:02. > :05:03.councils in March when a Look North investigation uncovered the scale

:05:04. > :05:09.The new money is part of an England`wide pothole rep`ir fund

:05:10. > :05:12.aimed at topping up the council s own spending on road repair.

:05:13. > :05:16.Our councils will have to ptblish monthly updates

:05:17. > :05:26.North Yorkshire has been given ?5.5 million It told us it needs

:05:27. > :05:39.In South Yorkshire, Rotherham and Doncaster havd been

:05:40. > :05:45.They reckon they need ?192 million to fix their potholds.

:05:46. > :05:54.The Transport Secretary says they are the bane of our lives, potholes.

:05:55. > :05:57.Unless it's on the route of the Tour de France, it seems there's barely

:05:58. > :06:02.They are terrible, all the way along.

:06:03. > :06:06.This road, that road, it's a disgrace.

:06:07. > :06:13.You might as well get somebody with a sign on your van, do you

:06:14. > :06:21.I've recently gone through two different tyres because

:06:22. > :06:36.That is why the Government hs giving the region ?10 million

:06:37. > :06:44.?10 million sounds like it will go a long way.

:06:45. > :06:49.Councillor Richard Lewis is responsible for transport in Leeds

:06:50. > :06:52.and sees potholes wherever he goes, the result, he says, of bad weather

:06:53. > :07:03.?1.6 million is slightly more than we expected

:07:04. > :07:12.But, in terms of our overall need for highways repair,

:07:13. > :07:18.which we put at around ?90 lillion backlog, it's not that helpful.

:07:19. > :07:22.We have given them more mondy than the previous Government paid them.

:07:23. > :07:25.The problem is there is mord traffic on the road,

:07:26. > :07:31.This is extra money over and above the money councils have been

:07:32. > :07:36.It is specifically to address the potholes that have appeared over the

:07:37. > :07:43.In North Yorkshire, miles and miles of rural roads need attention and,

:07:44. > :07:46.though the county is getting more than anywhere else in Yorkshire

:07:47. > :07:56.In South Yorkshire, Sheffield City Council has opted out

:07:57. > :07:58.altogether and asked a priv`te company to deal with the ro`ds.

:07:59. > :08:00.Still, the Government knows an eldction is

:08:01. > :08:03.coming, so a flurry of pothole filling will achieve somethhng.

:08:04. > :08:06.But will it be enough to smooth the road to re`election?

:08:07. > :08:19.Children in Bradford and war`torn Syria have been sharing ide`s

:08:20. > :08:29.on fabric, to create a new `rtwork that's just gone on display.

:08:30. > :08:31.Next tonight, South Yorkshire Police has become the first force

:08:32. > :08:34.in the country to appoint a Special Constable to help btild

:08:35. > :08:39.Peter, who's originally frol Slovakia, has all the powers of a

:08:40. > :08:45.He's now helping to build rdlations with the growing Roma community

:08:46. > :08:51.Kate Bradbrook has this exclusive report.

:08:52. > :08:53.Another day on patrol for Special Constables Peter and Joe.

:08:54. > :08:57.They've been working togethdr for the last six months, both are

:08:58. > :09:11.Speaking to residents in thd Fareham and Eastwood areas of Rotherham is

:09:12. > :09:16.Both suburbs have a high Rola population.

:09:17. > :09:26.But, for Peter, it's a job lade easier, as he is Roma himself.

:09:27. > :09:28.I've always been interested in the police, helping people,

:09:29. > :09:32.When you come to areas wherd you have loads of Slovakians, especially

:09:33. > :09:35.Roma people, you get lots of information and they can trtst you.

:09:36. > :09:39.If someone can't speak Slov`kian they speak to you in Roma,

:09:40. > :09:42.if they can't speak Roma, they speak to you in Slovakian.

:09:43. > :09:44.So you gather a lot of eviddnce a lot of information,

:09:45. > :09:48.Many Roma people here in Fareham are from one Slovakian vill`ge, the

:09:49. > :09:55.He's a familiar face here and one many feel they trust.

:09:56. > :10:00.Peter comes down and talks to us, explaining the things going on in

:10:01. > :10:04.England, what we should do, that we shouldn't really stay on thd streets

:10:05. > :10:08.making loud noises and doing things like making rubbish on the streets.

:10:09. > :10:15.In recent months, there havd been concerns about tensions

:10:16. > :10:22.in other areas of South Yorkshire with a large migrant population

:10:23. > :10:25.But Rotherham, it seems, is now taking the lead when it comes

:10:26. > :10:29.to building relationships between the police and the Roma

:10:30. > :10:31.New communities sometimes create tension,

:10:32. > :10:39.We are keen to understand as best we can what the issues are there, and

:10:40. > :10:43.Clearly making sure our workforce is reflective

:10:44. > :10:48.of that community helps do that and provide a better servicd.

:10:49. > :10:53.Peter hopes to become a regtlar officer by the start of next year.

:10:54. > :10:56.The challenge, it seems, for his force and for others is how

:10:57. > :11:07.The Morley MP and Shadow Ch`ncellor Ed Balls has been ordered to attend

:11:08. > :11:11.court over allegations he drove off after hitting a parked car.

:11:12. > :11:15.Mr Balls is accused of damaging the car as he ldft the

:11:16. > :11:21.He was issued with a summons today, and the case will be heard `t

:11:22. > :11:25.Mr Balls says he won't contdst the charges.

:11:26. > :11:28.Leeds Bradford Airport was closed this afternoon after a light

:11:29. > :11:33.Emergency crews were called to the scene at 4.30.

:11:34. > :11:35.The student pilot, who was flying a multi`flight

:11:36. > :11:37.training aircraft, was treated in hospital for minor injurhes.

:11:38. > :11:43.The directors and organising committee

:12:28. > :12:30.than half a million pounds `lready, according to the scheme's wdbsite.

:12:34. > :12:37.He and John Ryan were confirmed as co`chairmen of the club,

:12:52. > :12:54.Their answers, drawn on fabric, have led to the creation

:12:55. > :12:57.of a new artwork that's currently on tour in West Yorkshire.

:13:04. > :13:07.Their answers, drawn on simple squares of canvas,

:13:08. > :13:11.reflect the conflict that h`s turned them into refugees.

:13:12. > :13:16.This one simply says, "Now we live in a tent".

:13:17. > :13:18.Compare that with the answers of her friends at

:13:19. > :13:31.All my stuffed toys, I keep them and then, whenever I look at them,

:13:32. > :13:37.When I look at my house, I feel so happy and excited.

:13:38. > :13:42.I get really excited when I see anything that feels like hole.

:13:43. > :13:45.Children in Syria's drawings are full of fear and sadness.

:13:46. > :13:48.Whereas ours are filled with happiness and calm things.

:13:49. > :13:52.They are living in fear while we are living peacefully.

:13:53. > :13:55.And that difference can be seen in the thousand or so pictures

:13:56. > :13:59.representing home that have been brought together at Sewing Bradford.

:14:00. > :14:02.Here, they are being joined together.

:14:03. > :14:09.We are trying to show the dhfference between the two, between thd Syrian

:14:10. > :14:12.By placing them together, we are showing the contrast

:14:13. > :14:18.The project is the work of the Bradford charity

:14:19. > :14:25.We really want to show children here what their fellow humans ard going

:14:26. > :14:27.through in another part of the world.

:14:28. > :14:31.And also to teach them, show them how lucky they ard

:14:32. > :14:34.and also tell them a few waxs they might be able to help.

:14:35. > :14:37.The final work is spending the week touring Bradford,

:14:38. > :14:46.giving voice to Syrian children who otherwise suffer in silence.

:17:48. > :18:00.The fifth annual World Curry Festival got underway

:18:01. > :18:04.The three`day food fest involves curry competitions,

:18:11. > :18:13.For the first year, the festival has been linked to the Ilkley Lhterature

:18:14. > :18:16.Festival, so there's also performances and poems on offer

:18:25. > :18:28.If there is one theme at thd World Curry Festival this year, it is hot.

:18:47. > :18:48.This is the fifth annual World Curry Festival, and

:19:08. > :19:10.The festival was opened by the American ambassador who put

:19:13. > :19:15.I was reminded it was a demonstration and not competition.

:19:16. > :19:19.I would feel safe in saying if it was a competition, then I would

:19:20. > :19:27.There was a Masterchef`styld competition for teenagers.

:19:33. > :19:38.It is fantastic, they should put it in more towns.

:20:04. > :20:11.For the first two years, thd World Curry Festival was based in Leeds.

:20:15. > :20:25.The good folk who look after one of Yorkshire's most famous landmarks,

:20:26. > :20:28.the White Horse at Kilburn, have decided it?s looking a bit dingy.

:20:29. > :20:31.So they've decided to give ht a bit of a spruce up.

:20:32. > :20:34.It's going to take most of the weekend, and no less than

:20:35. > :20:52.It is supposed to be known `s the Kilburn White Horse so, tod`y, in

:20:53. > :20:54.glorious sunshine, volunteers had the difficult task of correcting

:20:55. > :21:04.this by giving the well`known Yorkshire landmark a lick of paint.

:21:05. > :21:14.This is what we try to do to keep it white.

:21:15. > :21:27.With over 1.5 acres to cover, the team expect to be busy all weekend.

:21:28. > :21:30.You can see how big the task is going to be,

:21:31. > :21:35.it will take a couple of daxs and 1,000 litres of masonry paint.

:21:39. > :21:41.We've been putting chippings on it since the '60s.

:21:42. > :21:44.Now we've got too many chippings, so we have to go back to dohng what

:21:45. > :21:47.they used to do in the old days they used quick lime.

:21:48. > :21:57.At 72, John is a dab hand at equestrian make overs.

:21:58. > :22:00.But, to truly appreciate his handiwork, we invited him to fly
