:00:57. > :01:02.charge of the hunt for John Heald made this dramatic appeal. H would

:01:36. > :01:41.John Heald began after the lurder of Bay Carter on Friday. It has spread

:01:42. > :01:45.to his native South Yorkshire, where he is also wanted in connection with

:01:46. > :01:50.what is being described as ` serious offence in the Sheffield and

:01:51. > :01:56.Rotherham area on May 13. There were sightings of him in Mexborotgh the

:01:57. > :02:01.weekend. Residents of Bridlhngton have expressed their shock `t her

:02:02. > :02:04.killing. She was a lovely woman always out with her flowers,

:02:05. > :02:10.cleaning the pathway, talking to people in general and out doing

:02:11. > :02:16.stuff. Lovely. I am very frhghtened. I have to Macri young children and

:02:17. > :02:20.this is absolutely awful. As the hunt continues for John Heald police

:02:21. > :02:22.have repeated the warning that he is considered a dangerous man `nd

:02:23. > :02:26.members of the public should not approach him.

:02:27. > :02:29.The Government is to give up control of most of Doncaster Council's

:02:30. > :02:33.A series of crises including the deaths of seven youngstdrs

:02:34. > :02:39.For four years councillors have been unable to run their own town.

:02:40. > :02:42.In 2009, the Government orddred a takeover after a report found

:02:43. > :02:46.the council was failing and not capable of improving.

:02:47. > :02:49.In October this year an independent trust will start

:02:50. > :02:53.running children's services, the first time this has ever happened.

:02:54. > :02:56.Other services were due to fall back under council control next xear

:02:57. > :03:04.Kate Bradbrook has been getting reaction this evening.

:03:05. > :03:13.Tell us what has been happening today. On the whole, very positive

:03:14. > :03:19.news for Doncaster Council, which since 2010 has been overseen by the

:03:20. > :03:23.Government. That was followhng an audit commission report which

:03:24. > :03:27.concluded it was failing. A scathing report, in fact. It said thd people

:03:28. > :03:31.of Doncaster were not being well served and political rivalrx was

:03:32. > :03:38.taking precedence over doing what was right for the people of

:03:39. > :03:41.Doncaster. Today, a review by the Local Government Association

:03:42. > :03:46.concluded that things had m`terially changed in Doncaster. Because of

:03:47. > :03:50.that, the council will come out of special measures in Septembdr.

:03:51. > :03:57.Earlier the Mayor of Doncaster gave me her reaction. It allows ts to get

:03:58. > :04:00.on like many other councils in driving forward improvements.

:04:01. > :04:05.Improving our borough, getthng jobs and growth, without someone looking

:04:06. > :04:09.over our shoulders. But we will not sit on our laurels. We will continue

:04:10. > :04:13.to drive improvement for thhs borough. The people deserve it and

:04:14. > :04:18.we will do that. Explain wh`t is happening with children's sdrvices.

:04:19. > :04:20.The department has gone frol crisis to crisis, including the de`ths of

:04:21. > :04:28.seven children over a five`xear period. Also, a serious casd review

:04:35. > :04:37.brothers. Last year it was decided that the children's services

:04:38. > :04:41.department should be taken over by an independent trust. We now know

:04:42. > :04:45.that will happen from Octobdr. The Mayor told me tonight that things

:04:46. > :04:50.have changed since then and that safeguards are now in place to

:04:51. > :04:51.protect young people in Doncaster. The future for the borough hs now

:04:52. > :04:58.much brighter. Thank you. A man has been jailed for at least

:04:59. > :05:01.nine years for raping a pensioner at knife`point in her own home in Leeds

:05:02. > :05:04.and robbing her of her jewellery. Tremayne Gaskell attacked

:05:05. > :05:09.his 68`year`old victim in Fdbruary. The woman says she's had to give up

:05:10. > :05:13.her home after the prolonged attack. Police have called him

:05:14. > :05:19.a dangerous sexual predator. A man's been charged

:05:20. > :05:21.after allegedly going on wh`t police described as a rampage with

:05:22. > :05:24.a digger around a tip in Todmorden. The Eastwood Recycling Centre
