:01:11. > :01:13.force, and not South Yorkshire, Meanwhile, the Prime Minister has
:01:14. > :01:19.added his voice to demands for the Police and Crime Commissioner,
:01:20. > :01:22.Shaun Wright, to step aside. Mr Wright was in charge
:01:23. > :01:25.of children's services in Rotherham We'll report tonight on the scale of
:01:26. > :01:41.the problem, not just in Rotherham, And we'll hear
:01:42. > :01:45.from the man who is now in charge of But, first, our reporter,
:01:46. > :01:56.James Vincent, is in Rotherham Yes. South Yorkshire police under
:01:57. > :01:59.more scrutiny this evening. The IPCC, the Independent Police
:02:00. > :02:03.Complaints Commission, says this report into child sexual
:02:04. > :02:06.exploitation is shocking, and it's writing to the Chief Constable of
:02:07. > :02:10.South Yorkshire police and it wants any evidence of failure is or must
:02:11. > :02:16.conduct to be referred to them so that they can investigate. This
:02:17. > :02:20.report has shocked Rotherham. 1400 children exploited in this town over
:02:21. > :02:26.16 years. It's been in the news all week, and people want to know whose
:02:27. > :02:30.fault it is. The scope of this report into child
:02:31. > :02:35.sexual exploitation in Rotherham has now led for some to call for a
:02:36. > :02:39.criminal investigation. People simply want answers as to why this
:02:40. > :02:43.was allowed to happen. This man's daughter was a victim of child
:02:44. > :02:47.sexual exploitation. They know who they are, they know they've not done
:02:48. > :02:51.their job and if they have anything about them, they shouldn't be doing
:02:52. > :02:57.the job. They need to be brought to task because it is perverting the
:02:58. > :03:00.course of justice. They are offices for the police and also the people
:03:01. > :03:06.in the council are paid to safeguard children. It's not just those
:03:07. > :03:10.terribly affected by grooming. The town has been shamed and people
:03:11. > :03:14.living here at angry. It's disgusting to hear about it,
:03:15. > :03:18.especially the amount it is, it's terrible. To be fair, as a
:03:19. > :03:23.community, we should stick together and not be doing stuff like that,
:03:24. > :03:29.and the council needs to do something, step up. These guys now,
:03:30. > :03:35.they need to quit don't they? They need to quit. From the top to the
:03:36. > :03:40.bottom. We know about Rotherham Council. They need to get their
:03:41. > :03:44.finger out, and start looking after people what they are meant to be
:03:45. > :03:49.looking after, and not just sitting on their backsides. The police
:03:50. > :03:53.commissioner continues to be under pressure to resign. He is a
:03:54. > :03:57.politician without a party and now the Prime Minister is saying he
:03:58. > :04:01.needs to take responsibility. But he's the only person who can decide
:04:02. > :04:05.if he stays or goes. The reports are shocking from Rob from, and the
:04:06. > :04:08.scale of the abuse that was going on is deeply shocking and I think the
:04:09. > :04:12.Home Secretary was right yesterday to say, having looked at the report,
:04:13. > :04:16.and the fact that the police commissioner was at the time head of
:04:17. > :04:19.Children's Services, that the right decision would be to resign and take
:04:20. > :04:24.full responsible at you for what happened. One news Chris chased the
:04:25. > :04:29.police commissioner, his former colleagues are queueing up to
:04:30. > :04:33.criticise him. It is wilful neglect. If you know that there is child
:04:34. > :04:38.abuse on this scale and of this nature going on, to turn a blind eye
:04:39. > :04:41.to it, and there is a criminal charge that can be brought, and we
:04:42. > :04:44.should use the law against those people. The government has already
:04:45. > :04:49.said it will have an inquiry into what has happened in Rotherham. For
:04:50. > :04:54.many, that is not enough. There is even more pressure on the
:04:55. > :04:58.police Commissioner this evening. In the last hour, his deputy police
:04:59. > :05:02.commissioner, a Labour councillor, has decided she will quit. She is a
:05:03. > :05:09.Labour politician but, of course, after Shaun Wright resigned from the
:05:10. > :05:14.Labour Party, she is saying she can't work with him, and he should
:05:15. > :05:18.have stepped down. No word from Shaun Wright or South Yorkshire
:05:19. > :05:25.police. We asked both for interviews. South Yorkshire police
:05:26. > :05:28.told us there are 173 active child sexual exploitation investigations
:05:29. > :05:31.in South Yorkshire at the moment. 32 of those are based here in
:05:32. > :05:35.Rotherham. Thank you.
:05:36. > :05:39.Well, the report author has insisted that there were no senior figures
:05:40. > :05:41.The report into sexual exploitation in Rotherham tells us that
:05:42. > :05:45.from 2005, it's hard to believe any senior people at the council were
:05:46. > :05:49.So, who held some of the key posts, and where are they now?
:05:50. > :05:51.Our correspondent Jamie Coulson has the details.
:05:52. > :05:54.Well, the report author has insisted that there were no senior figures
:05:55. > :05:57.Now, Roger Stone has been the council
:05:58. > :06:00.leader since 2003, and is the only senior person to resign so far.
:06:01. > :06:04.He said it's "only right he takes responsibility
:06:05. > :06:08.Shaun Wright is currently South Yorkshire's Police and
:06:09. > :06:14.But he managed children's services between 2005 and 2010.
:06:15. > :06:18.He's resisted calls to resign, although he has stepped down
:06:19. > :06:23.Joyce Thacker is the current Executive Director of Children
:06:24. > :06:28.She's already a controversial figure, having removed three
:06:29. > :06:32.ethnic minority children from their foster parents because of their
:06:33. > :06:40.And, today, Rotherham Council gave her its full support.
:06:41. > :06:42.Sonia Sharp is a former Director of Children and
:06:43. > :06:46.She now holds a senior position in Australia.
:06:47. > :06:50.She has said she "regrets every case of exploitation of young girls but
:06:51. > :06:54."feels strongly that their collective efforts led to gradual
:06:55. > :07:00."situation." And Mike Cuff, a former Chief Executive who was in
:07:01. > :07:05.post between 2004`2009, has said he "takes his share of responsibility
:07:06. > :07:11."for the council's failure to prevent the appalling abuse."
:07:12. > :07:13.These are just some of the 52 senior people from the
:07:14. > :07:20.council, past and present, who were interviewed as part of the review.
:07:21. > :07:22.Steve Ashley is the independent chair of Rotherham's
:07:23. > :07:27.A former chief superintendent with Merseyside Police, he took up
:07:28. > :07:32.I began by asking him why no`on else from
:07:33. > :07:35.the council, including the head of Children's' Services, Joyce Thacker,
:07:36. > :07:45.I can't speak for them as to why they're not prepared to speak.
:07:46. > :07:47.What I can say is this, the director of Children's Services
:07:48. > :07:54.She is very committed to sorting these problems out.
:07:55. > :07:57.I think the report doesn't highlight particular issues
:07:58. > :08:03.And all I can do is talk about people and
:08:04. > :08:09.The report itself says, and I'm virtually quoting, it's hard
:08:10. > :08:12.to believe that any senior people, from the leader of the Council
:08:13. > :08:17.and chief executive downwards or not aware of the problem.
:08:18. > :08:18.That, of course, suggests a cover`up.
:08:19. > :08:27.Everybody knew what was going on, nobody wanted to tackle the issue.
:08:28. > :08:30.No, and I think you've got to look at what level people were at,
:08:31. > :08:32.and what their involvement was at that point.
:08:33. > :08:35.It's totally impractical to think that you can remove every senior
:08:36. > :08:37.manager that is currently working in Rotherham social care,
:08:38. > :08:40.or the police service, for that matter, and then move forward.
:08:41. > :08:45.I do accept absolutely, though, that if people have been found
:08:46. > :08:51.wanting in the past, and that is still a concern, then, of course,
:08:52. > :08:57.All I can say is that in terms of, certainly, the chief executive and
:08:58. > :09:00.the director of Children's Services, they have shown nothing but full
:09:01. > :09:07.They were very supportive of this report.
:09:08. > :09:09.You see, in Rotherham, the one thing they do,
:09:10. > :09:13.and I'm sure you're aware of this, when you go in the town, or in the
:09:14. > :09:18.When they see the senior management of Rotherham Council hiding
:09:19. > :09:24.behind statements, they don't like it and they smell a rat.
:09:25. > :09:30.Rotherham could have been opened up any more than it has been.
:09:31. > :09:34.This report is shocking in its nature, it's, you know,
:09:35. > :09:38.frankly I did not expect it to be as blunt, and I am glad it is.
:09:39. > :09:41.People have to answer for the actions they took,
:09:42. > :09:47.The Chief Executive has been in post, I think, since about 2009,
:09:48. > :09:53.and, when, really, the moves to improve the situation could occur.
:09:54. > :09:57.So, from that point of view, what I'm interested in is are the people
:09:58. > :10:01.we've got now totally committed to moving this issue forward?
:10:02. > :10:08.Would people be listened to if they went to the police?
:10:09. > :10:10.Because one of the suggestions is that there's
:10:11. > :10:14.no support by the council to help them in future anyway.
:10:15. > :10:17.The fact of the matter is that support
:10:18. > :10:26.for post abuse victims, not just in South Yorkshire, at in the whole
:10:27. > :10:29.for post abuse victims, not just in South Yorkshire, but in the whole
:10:30. > :10:32.We rely almost entirely on charity organisations to provide
:10:33. > :10:36.I have written to the Health and Well`being Board to enter
:10:37. > :10:38.discussions with them about what funding there's going to
:10:39. > :10:44.I've no doubt that there will be considerable argument now that takes
:10:45. > :10:46.place about who is responsible for that.
:10:47. > :10:51.What I care about is the fact that 1400 children now need
:10:52. > :10:55.support, and, one way or another, I will fight, I think along with many
:10:56. > :11:03.Well, the issue of child sexual exploitation isn't
:11:04. > :11:07.Police forces across Yorkshire are dealing with
:11:08. > :11:12.West Yorkshire police revealed it's investigating more than 60 cases
:11:13. > :11:15.of child sexual exploitation in the county.
:11:16. > :11:17.Our reporter Phil Bodmer has been investigating the scale
:11:18. > :11:25.The scale of child sexual exploitation in
:11:26. > :11:29.Rotherham has rung alarm bells in towns and cities across Yorkshire.
:11:30. > :11:33.The journalist who first uncovered the extent of grooming in Rotherham
:11:34. > :11:36.believes the problem extends beyond South Yorkshire.
:11:37. > :11:41.We certainly found very specific examples in Leeds, in Keighley,
:11:42. > :11:47.in Bradford, Dewsbury, where, over a number of years, girls had fallen
:11:48. > :11:53.Attempts had been made by those children, or their family,
:11:54. > :11:57.their parents, to draw attention to it, and we saw records where,
:11:58. > :12:01.unfortunately, those in authority, who had a duty to protect children,
:12:02. > :12:04.had failed to take the action that needed to be taken.
:12:05. > :12:06.In West Yorkshire, police say they are currently
:12:07. > :12:10.investigating 65 cases of grooming but admit the true figure could be
:12:11. > :12:15.much higher, as many victims are simply too afraid to report abuse.
:12:16. > :12:19.There are investigations ongoing across all areas of West Yorkshire,
:12:20. > :12:26.We have 65 live investigations at this moment in time.
:12:27. > :12:29.In the main, they are single offender and single victim, but we
:12:30. > :12:31.have three large investigations with multiple offenders,
:12:32. > :12:35.Do you believe the problem could be higher than the 65 you're
:12:36. > :12:39.Most definitely, in the sense that we're always going to have
:12:40. > :12:45.And I'd ask people in the voluntary sector to encourage
:12:46. > :12:50.The former Labour MP for Keighley first raised concerns
:12:51. > :12:55.about child sexual exploitation back in 2002, but she became frustrated
:12:56. > :12:59.by the reluctance of the authorities to take action.
:13:00. > :13:03.Does she now think the issue is being taken more seriously?
:13:04. > :13:06.We're at least talking about it now, and once you start to talk
:13:07. > :13:08.about something, you start to find solutions.
:13:09. > :13:12.I think we are on the way to finding a solution.
:13:13. > :13:16.And it is all agencies that have to be involved in that.
:13:17. > :13:18.Kirtley's council says it's increasing help for those worried
:13:19. > :13:21.by the report into child abuse in Rotherham.
:13:22. > :13:25.Meanwhile, the Huddersfield MP is calling for a national commission to
:13:26. > :13:34.safeguard young people against this scale of abuse happening again.
:13:35. > :13:37.Ten years ago, a documentary was made for Channel 4
:13:38. > :13:41.which shone a spotlight on child grooming in Bradford.
:13:42. > :13:43.It provoked a huge response, and its original transmission was
:13:44. > :13:46.delayed for several months because it was hijacked
:13:47. > :13:51.It was called Edge Of The City and it uncovered some now very
:13:52. > :14:06.Two mothers, they search for their daughters. They go missing virtually
:14:07. > :14:11.every night. These mothers are too frightened to be identified. Their
:14:12. > :14:20.daughters are too trusting to realise the danger they are heading
:14:21. > :14:25.into. I walked into the room, and there were about six guys in there.
:14:26. > :14:34.One guy wanted sex, he was nasty, forceful, throwing me about a bit.
:14:35. > :14:37.He abused me. That sounds familiar to what we have been hearing.
:14:38. > :14:41.Anna Hall made that documentary and joins us now.
:14:42. > :14:50.That was ten years ago, nothing was done about it, but why? Well, in
:14:51. > :14:52.Bradford ten years ago, there was a significant child protection
:14:53. > :14:57.investigation in Keighley that we followed in that documentary so I
:14:58. > :15:04.started making that in 2002 and 2003. It was transmitted in 2004. At
:15:05. > :15:11.that point, what we found was that social services or firefighting, and
:15:12. > :15:18.that the police were investigating. They had 50... Suspected victims who
:15:19. > :15:23.are coming forward. But, in fact, what they were finding is that the
:15:24. > :15:27.victims, those girls who were being investigated, would not give
:15:28. > :15:31.statements. They didn't see themselves as being victims. And,
:15:32. > :15:36.therefore, the police couldn't take the cases forward because there were
:15:37. > :15:42.no complaints. What we've learned now, in the last ten years, since I
:15:43. > :15:47.made that film, is that, as people have come to understand, what is
:15:48. > :15:50.this sexual exploitation all about? It is about the psychological
:15:51. > :15:55.manipulation of really young teenagers. Are we actually
:15:56. > :15:59.frightened of getting to the real issue about who is to blame for this
:16:00. > :16:03.situation as well? You knew about Rotherham. Are we talking about a
:16:04. > :16:12.certain community that may be perpetrating these things? Well, I
:16:13. > :16:16.mean, in 2004, in my film, the cat was out of the bag. In 2004, we said
:16:17. > :16:22.the perpetrators were overwhelmingly Asian. Now, that, in fact, was
:16:23. > :16:27.inaccurate. What we should have said, and what we've learned now is
:16:28. > :16:30.that the perpetrators of these big style gang grooming cases are
:16:31. > :16:34.overwhelmingly British Pakistani. And lots of people will say you
:16:35. > :16:39.can't say that. And we need to be careful about saying that. Of
:16:40. > :16:43.course, we are not saying that is every type of child sexual abuse,
:16:44. > :16:50.but what it seemed to me, as I made that film in 2004, and I knew about
:16:51. > :16:53.this style of grooming in 1996 in Bradford because Barnardos in
:16:54. > :17:01.Bradford had uncovered exactly this pattern 20 years ago. So, my thing
:17:02. > :17:05.was always if there is a pattern that is staring us in the face,
:17:06. > :17:12.let's deal with it, however unpalatable it is. How do we deal
:17:13. > :17:16.with it? What is the answer? In my opinion, the complexity of this
:17:17. > :17:20.crime, there are so many different layers... I've now made three films
:17:21. > :17:25.on this issue. I made a film three years ago, and we went around the
:17:26. > :17:30.country talking to the British Pakistani community and, guess
:17:31. > :17:36.what? Absolutely everybody we talked to was horrified. So, the answer is
:17:37. > :17:40.to engage, youth workers, Imam 's, leaders within the community, women
:17:41. > :17:44.within the community, to help us understand. And that is what hasn't
:17:45. > :17:49.happened, there hasn't been a cultural sociology. What is going
:17:50. > :17:55.on, and why is this being allowed to happen? You are saying about
:17:56. > :18:00.schools, making girls aware of what grooming is. Absolutely. I think we
:18:01. > :18:05.need to go into schools in year five, your six, a seven, and the
:18:06. > :18:09.aid. Most of these young people are in schools. Eventually, they start
:18:10. > :18:13.cropping out but in year seven, they are in schools, and we need
:18:14. > :18:17.specialist youth workers to go to schools.

:18:53. > :18:57.He's accused of the offence between March and November last year.
